Detecção automática de placas de veículos consiste em uma técnica de identificação de uma região em uma imagem que contém uma placa de automóvel. Esta informação, após análise de um reconhecedor de caracteres, pode ser utilizada para diversos fins, como patrulhamento de ruas a fim de identificar veículos em locais irregulares e localização de veículos roubados ou com infrações que o impossibilitem de trafegar. Este trabalho tem como objetivo o desenvolvimento de um protótipo de baixo custo para detecção automática de placas de automóvel, funcionando durante a locomoção do veículo ao qual estiver acoplado. Tal protótipo deve estar posicionado no para-brisa de um carro e ser capaz de armazenar a porção da imagem onde há uma placa, caso haja uma ou mais delas. Este patch da imagem deve então ser enviado a um servidor externo, o qual pode processar a informação e fazer uso desta de acordo com suas necessidades. Com isto, pretende-se oferecer uma alternativa mais viável, economicamente, para o rastreamento de carros para as finalidades explicitadas acima. Sistemas de reconhecimento da placa de licenciamento veicular (SRPLV) identificam o código da placa de um veículo com base em sua imagem.. Suas principais aplicações são: detecção de veículos roubados; controle de acesso em áreas restritas; monitoramento de tráfego; fiscalização de trânsito; controle automático de estacionamentos e de pedágios. Neste trabalho, descrevemos melhorias para SRPLV. As principais contribuições estão no método de localização da placa, efetuando a binarização com base nos mínimos regionais da imagem filtrada; no enquadramento com correção da distorção de perspectiva da placa, através da homografia; na separação dos caracteres com auxilio da projeção vertical; e no reconhecimento dos caracteres, utilizando um classificador hierárquico de distância mínima. This paper describes a new license-plate location algorithm using a sequential multistage approach, where each stage consists of a different sub-algorithm. All the proposed subalgorithms make use of morphological operations performed over both gray-scale and binary images. In order to ascertain the performance of the proposed algorithm, and to fairly compare it with license-plate location algorithms developed by other authors, a well-defined evaluation method is used. Results have shown that the proposed algorithm produces at least one accurate license-plate location hypothesis for 97.18% of 673 images acquired at a highway toll fence.

We propose a new evaluation method for license-plate location algorithms. As a first step towards a comparison of the algorithms described in the literature over the years, we have implemented some relevant algorithms with different approaches and compared them using the proposed evaluation method. The software used for evaluation and a set of annotated evaluation images are both readily available, making the reproduction of the presented results possible. The availability of both software and an evaluation set allows the results presented in this paper to be used as benchmarks when developing plate location algorithms.

This paper presents a solution for the license plate recognition problem in residential community administrations in China. License plate images are pre-processed through gradation, middle value filters and edge detection. In the license plate localization module the number of edge points, the length of license plate area and the number of each line of edge points are used for localization. In the recognition module, the paper applies a statistical character method combined with a structure character method to obtain the characters. In addition, more models and template library for the characters which have less difference between each other are built. A character classifier is designed and a fuzzy recognition method is proposed based on the fuzzy decision-making method. Experiments show that the recognition accuracy rate is up to 92%.

In this paper we present a new method for 2D object detection. This method uses the Hough transform as a robust platform for edge detection and extends it in the scale space. This extension enables the Hough transform to detect the scale changes within an image. The method starts with a linear scale-space representation of the image. At each level of this space edges are extracted through a normalized derivative function and accumulated in the Hough space. Higher features are mapped from the Hough space into the spatial space and then tagged with a normalized descriptor. The feature with the maximum descriptor over scale is then selected as the object of interest The new approach is applied to the classical problem of the license plate detection. This thesis examines the potential that exists in technologically advanced systems to assist the local law enforcement authorities in Thailand in their attempts to continue to effectively control the drug trafficking, despite the advent of newly appeared "threats," like the spread of the amphetamine-type stimulants (ATS). It also provides the pre-Concept of Operations (CONOPS) of such a system, funded by the DoD/CNTPO (Department of Defense/Counter-Narcoterrorism Technology Program Office). Even with opium seizures significantly reduced in the country, accompanied by a similar decline in heroin and morphine seizures, there is no space for complacency, especially given the fact that one of the neighboring countries, Myanmar, is placed among the top two opium producers around the globe. Illicit drug trafficking is a phenomenon that cannot be addressed autonomously. Rather, evidence strongly relates illicit drug trafficking to terrorism activity, in a relation that is highly reciprocal. In the past decade this common front is described by the term "narcoterrorism," stressing the correlation of these two areas of illegal activity, which until recently were independent of one another. Clearly, the only response to the sophisticated narcoterrorism networks must be based on advanced technological tools. The Flexible Architecture System and Topology License Plate Recognition (FAST LPR) system is a promising solution to this problem.

Most vehicle license plate recognition use neural network techniques to enhance its computing capability. The image of the vehicle license plate is captured and processed to produce a textual output for further processing. This paper reviews image processing and neural network techniques applied at different stages which are preprocessing, filtering, feature extraction, segmentation and recognition in such way to remove the noise of the image, to enhance the image quality and to expedite the computing process by converting the characters in the image into respective text. An exemplar experiment has been done in MATLAB to show the basic process of the image processing especially for license plate in Malaysia case study. An algorithm is adapted into the solution for parking management system. The solution then is implemented as proof of concept to the algorithm.

Automated car license plate recognition systems are developed and applied for purpose of facilitating the surveillance, law enforcement, access control and intelligent transportation monitoring with least human intervention. In this paper, an algorithm based on SIFT feature points clustering and matching is proposed to address the issue of recognizing Malaysian special plates. These special plates do not follow the format of standard car plates as they may contain italic, cursive, connected and small letters. This paper presents a new approach for the automatic license plate recognition, which includes the SIFT algorithm in step to locate the plate in the input image. In this new approach, besides the comparison of the features obtained with the SIFT algorithm, the correspondence between the spatial orientations and the positioning associated with the keypoints is also observed. Afterwards, an algorithm is used for the character recognition of the plates, very fast, which makes it possible its application in real time. The results obtained with the proposed approach presented very good success rates, so much for locating the characters in the input image, as for their recognition.

License Plate Recognition Systems are used to determine the license plate number of a vehicle. The current system mainly uses Optical Character Recognition to recognize the number plate. There are several problems to this system. Some of them include interchanging of several letters or numbers (letter O with digit 0), difficulty in localizing the license plate, high error rate, use of different fonts in license plates etc. So a new system to recognize the license plate number using color coding of license plates is proposed in this paper. Easier localization of license plate can be done by searching for the start or stop patters of license plates. An eight segment display system along with traditional numbering with the first and last segments left for start or stop patterns is proposed in this paper. Practical applications include several areas under Internet of Things (IoT).

Due to the increasingly need for automatic traffic monitoring, vehicle license plate detection is of high interest to perform automatic toll collection, traffic law enforcement, parking lot access control, among others. In this paper, a sliding window approach based on Histogram of Oriented Gradients (HOG) features is used for Brazilian license plate detection. This approach consists in scanning the whole image in a multiscale fashion such that the license plate is located precisely. The main contribution of this work consists in a deep study of the best setup for HOG descriptors on the detection of Brazilian license plates, in which HOG have never been applied before. We also demonstrate the reliability of this method ensured by a recall higher than 98% (with a precision higher than 78%) in a publicly available data set.

Identity of a vehicle is done through the vehicle license plate by traffic police in general. Au- tomatic vehicle license plate recognition has several applications in intelligent traffic management systems. The security situation across the globe and particularly in India demands a need to equip the traffic police with a system that enables them to get instant details of a vehicle. The system should be easy to use, should be mobile, and work 24 x 7. In this paper, we describe a mobile phone based, client-server architected, license plate recognition system. While we use the state of the art image processing and pattern recognition algorithms tuned for Indian conditions to automatically recognize non-uniform license plates, the main contribution is in creating an end to end usable solution. The client application runs on a mobile device and a server application, with access to vehicle information database, is hosted centrally. The solution enables capture of license plate image captured by the phone camera and passes to the server; on the server the license plate number is recognized; the data associated with the number plate is then sent back to the mobile device, instantaneously. It is believed that there are currently millions of vehicles on the roads worldwide. The over speed of vehicles,theft of vehicles, disobeying traffic rules in public, an unauthorized person entering the restricted area are keep on increasing. In order restrict against these criminal activities, we need an automatic public security system. Each vehicle has their own Vehicle Identification Number (VIN) as their primary identifier. The VIN is actually a License Number which states a legal license to participate in the public traffic. The proposed paper is to identify the vehicle with the help of vehicles License Plate (LP).LPRS is one the most important part of the Intelligent Transportation System (ITS) to locate the LP. Nowadays in developing or developed countries, the Intelligent Transportation System (ITS) technology has attracted so much attention to itself. License Plate Recognition (LPR) systems have many applications in ITSs, such as the payment of parking fee, controlling the traffic volume, traffic data collection, etc. This paper presents a new and fast method for license plate extraction based on edge analysis. our proposed method consist of four stage, which are edge detection, non-useable edge and noise removing, edge analysis and morphology-based license plate extraction. In the result part, the proposed algorithm is applied on vehicle database and the accuracy rate reached 98%. License Plate Recognition plays an important role on the traffic monitoring and parking management. Administration and restriction of those transportation tools for their better service becomes very essential. In this paper, a fast and real time method has an appropriate application to find plates that the plat has tilt and the picture quality is poor. In the proposed method, at the beginning, the image is converted into binary mode with use of adaptive threshold. And with use of edge detection and morphology operation, plate number location has been specified and if the plat has tilt; its tilt is removed away. Then its characters are distinguished using image processing techniques. Finally, K Nearest Neighbour (KNN) classifier was used for character recognition. This method has been tested on available data set that has different images of the background, considering distance, and angel of view so that the correct extraction rate of plate reached at 98% and character recognition rate achieved at 99.12%. License Plate Recognition (LPR) plays an important role on the traffic monitoring and parking management. A robust and efficient method for enhancing accuracy of license plate characters recognition based on K Nearest Neighbours (K-NN) classifier is presented in this paper. The system first prepares a contour form of the extracted character, then the angle and distance feature information about the character is extracted and finally K-NN classifier is used to character recognition. Angle and distance features of a character have been computed based on distribution of points on the bitmap image of character. In K-NN method, the Euclidean distance between testing point and reference points is calculated in order to find the k-nearest neighbours. We evaluated our method on the available dataset that contain 1200 sample. Mackenzie, John; Over a century ago, Thorstein Veblen explored "conspicuous consumption" to signal social status. Building on Veblen, Fred Hirch (1976) defined a "positional good" as a good that derives its value from a social consensus regarding its desirability relative to other goods in its category. My thesis examines two positional goods: Delaware low-number license plates, and luxury houses, sometimes referred to as "McMansions." First, because car-owners in Delaware actually own their license plate numbers, the state has an active secondary market in low-number tags. These are perfect positional goods: they have no functional value beyond that of an ordinary license plate, and they have explicit rank order. I used sale-price and asking-price data to estimate an empirical pricing model and the total economic surplus embodied in this small market. Next, I analyze evidence of positional competition in the US housing market, using Decennial Census and American Community Survey data to show that (1) higher concentrations of wealth in a county induce high-income households to spend proportionally more of their incomes on housing, and (2) higher levels of local income inequality appear to augment this effect. Several conurbations in Latin America have implemented policies to restrict the use of private cars by prohibiting those with a license plate number ending on some digit, which vary each day, from circulating on that weekday. These policies have been formulated as a "second best" option to congestion charging as the latter policy has been deemed politically unfeasible so far. The idea underlying license plate restrictions is very simple: by not allowing a proportion of the total number of vehicles to circulate on a given day, congestion levels and other externalities are expected to decrease, improving the quality of life for people. Based on a simple microeconomic analysis, supported by a review of the literature and by evidence collected in several cities where these restrictions have been implemented, it is concluded that the policy is apparently effective only in the very short-term, but ultimately it fails to achieve its objectives and usually leads to a worse outcome.
