The purpose of this article is to analyse the linguistic situation in Brazil and to discuss the relationship between Portuguese and the 200 other languages, about 170 indigenous, spoken in the country. It focuses on three points: the historical process of language unification, recent official language policy initiatives, and linguistic prejudice. I examine two manifestations of linguistic prejudice, one against external elements, and the other against supposedly inferior internal elements, pointing out to a common origin: the myth that the Portuguese language in Brazil is characterised by an astonishing unity. © 2004 Kluwer Academic Publishers.

O Haiti e a Luisiana são ligados por vários paralelos sociohistóricos. Ambos sofreram colonização francesa e espanhola, sendo mais marcados pela primeira. Nos dois lugares foi implantada a economia plantation na qual a mão-de-obra era de escravos do oeste da África. A organização social e demográfica resultante - isto é, uma população majoritariamente escrava e linguisticamente diversa que tinha contato limitado com os senhores franceses - levou à formação de dois crioulos franceses distintos e estruturalmente parecidos. Contudo, apesar dessas semelhanças do período colonial, atualmente, o crioulo haitiano é o crioulo mais falado do mundo e o crioulo da Luisiana está moribundo. In recent years, the availability of media in minority languages has become an area subject to some research within the area of media sociolinguistics. It is widely accepted that the existence of minority language media is important for such languages, but exactly how important the availability of such media is to the efforts to revitalise minority languages has remained relatively unexplored. The current study seeks to compensate for this gap in the research by investigating to what extent minority language television functions as an effective mechanism of language policy. Drawing on the most recent theoretical thinking within the discipline of language policy studies put forward by Spolsky (2004) and Shohamy (2006), this thesis will investigate whether minority language television can function as a mechanism of language policy. Language policy has traditionally been seen as the work of governments and their institutions and not related to domains such as Web 2.0. The primary research question of this thesis is to consider: what impact do new media have on language policy, in particular with regard to minority languages? It focuses on both the ‘top-down’ language policy and the increasingly ‘bottom-up’ language practices in new media. It is situated within the field of ‘new media sociolinguistics’ and aspires to move the focus of this area from the issue of linguistic diversity to the issue of language policy. What differentiates it from previous work is its attempt to link practice on the WWW with language policy. The method of investigation is virtual ethnography, which involves looking at computer-mediated communication (CMC) in online networks and communities, analysing the language content and observing the online interactions at the level of the users. Since 2004 the Colombian Ministry of Education has been implementing the Programa Nacional de Bilingüismo (PNB) with the goal of having bilingual high school graduates in English and Spanish by 2019. However, implementation of the PNB has been criticized by English Language Teaching (ELT) specialists in the country who say, among other things, that the PNB introduced a discourse associated exclusively with bilingualism in English and Spanish. This study analyzed interviews with 15 participants of a public school of the Colombian Escuela Nueva, a successful model of community-based education that has begun a process of internationalization, regarding the participants’ perceptions of foreign language education and the policies of the PNB. Six students, five teachers, and four administrators were each interviewed twice using semi-structured interviews. To offer a critique of the PNB, this study tried to determine to what extent the school implemented the elements of Responsible ELT, a model developed by the researcher incorporating the concepts of hegemony of English, critical language-policy research, and resistance in ELT. Findings included the following: (a) students and teachers saw English as the universal language whereas most administrators saw English imposed due to political and economic reasons; (b) some teachers misinterpreted the 1994 General Law of Education mandating the teaching of a foreign language as a law mandating English; and (c) some teachers and administrators saw the PNB’s adoption of competence standards based on the Common European Framework of Reference for languages as beneficial whereas others saw it as arbitrary. Conclusions derived from this study of this Escuela Nueva school were: (a) most participants found the goal of the PNB unrealistic; (b) most teachers and administrators saw the policies of the PNB as top-down policies without assessment or continuity; and (c) teachers and administrators mentioned a disarticulation between elementary and high school ELT policies that may be discouraging students in public schools from learning English. This is a study of the discourse contest concerning the officialisation of English in the United States. It consists of an analysis of the language of that discourse shaped by a belief that discourse is a rather neglected but potentially illuminating area of examination of language and literacy policy. The study seeks to understand the processes and content of language policy as it is being made, or performed, and is influenced by a critique of the theory and practice of language policy which tends to adopt technicist paradigms of examination that insufficiently elucidate the politics of the field. ¶ Accordingly a systematic gathering of the texts of language disputation in the US was collected. These texts were organised in response to the methods of elicitation. Semi-elicited texts, elicited texts and unelicited texts were gathered and tested to be sure that they constituted a fair representation of the concourse (what had been said and was being said about the issue) over a 15 year period. Mit dem Ende des Kalten Krieges und der deutschen Wiedervereinigung wurde nicht nur in der Politikwissenschaft, sondern auch einer breiteren Öffentlichkeit diskutiert, ob das größere Deutschland seinen vereinigungsbedingten Machtzuwachs in eine machtbewusstere Außenpolitik verwandeln würde. Die vorliegende Arbeit nimmt diese Frage zum Ausgangspunkt und untersucht mit Hilfe von drei konkurrierenden Außenpolitiktheorien – der neorealistischen, utilitaristisch-liberalen und der konstruktivistischen Außenpolitiktheorie –, ob sich in einem bislang weniger erforschten Politikfeld, der auswärtigen Kulturpolitik und hier der Politik zur Förderung der deutschen Sprache, ein solcher Wandel in Richtung einer machtbewussteren Politik feststellen lässt. Die vorliegende Dissertation ist im Bereich der empirisch-analytischen Außenpolitikforschung angesiedelt und zielt auf die theoriegeleitete Erklärung der deutschen auswärtigen Sprachpolitik nach 1990. Approved for public release, distribution unlimited; The prestige of the Russian language has changed since the collapse of the Soviet Union. Nicholas Ostler, a linguist and language historian, categorized four reasons why an imperial language would remain after the colonizing power leaves. He applied this theory to Russian in the states of the former Soviet Union. He found that only Belarus maintains a significant enough number of Russian speakers to fall into one of his categories. I find that the Russian language is prestigious in all fourteen former Soviet Union states because of its use regionally as a lingua franca. I begin with a review of language policy from Tsarist times through today's Russia. I follow this with a demographic survey of the major languages in each of the 14 former Soviet states, as well as a linguistic comparison of Russian with each republic's titular language. Next, using census data and language attitudes revealed through surveys and polls, I show how Russian is still a prestigious language in all FSU states, despite a decrease in the number of speakers, especially in younger generations. I conclude with a review of Ostler's four categories and reasons why I call Russian a dying regional lingua franca.; US Air Force (USAF) author.

This study examines the needs of teachers of English at primary level in terms of knowledge and skills; the delivery of teacher education at pre- and in-service levels and the design of learning-teaching options; and the interplay of these aspects for the creation of policy recommendations on teacher education for primary school English teachers. Data were generated from teachers, teacher educators, members of educational board, school principals, and educational consultants using semi-structured interviews and classroom observations. The data were analyzed using grounded theory based on classification of initial codes and identification of sub-categories as generated from constant comparisons between data presented in NViVo9 and meticulous readings of interview transcriptions. The first major finding of the study is that teachers’ needs and profile are inextricably linked. Teachers’ specific needs are influenced by factors such as pedagogy preparation, length of experience, and multilingual skill, which all must form comprehensive needs analysis prior to designing teacher education programs at both pre-service and in-service levels. peer-reviewed; The position of Irish on the airwaves now and through recent history has always been closely linked to the strength of the language in society, its position in public opinion and national language policy and the place of the state-owned broadcaster and its subsidiary channels within the broadcasting domain. Government legislation regulates the private and voluntary sectors, which may also receive indirect state subsidies for Irish language programming. It is therefore impossible to separate the status and development of Irish in the broadcast media from the shifting nature of the state's relationship with the language and the people who speak it. This article discusses the development of Irish broadcast media since the foundation of the state in the context of language policy. It argues that the Irish government has moved from a leading role in the early part of the 20th century in which Irishwas central to all social, educational and economic policies, through a series of transformations that reflected the socioeconomic development and Europeanisation of the State, to the present. This thesis concerns the economic dimensions of second language knowledge and acquisition and the economic implications of language policies. The value of the ability to speak and understand a second language depends on the extent to which it enlarges one's communicative sphere which, in turn, depends on the language abilities of others. This implies that second language acquisition decisions are associated with strategic considerations and spillover effects. Consequently, the equilibrium distribution of language skills may not be socially efficient and policy remedies may be called for. The first essay of the thesis investigates the relationship between earnings, second language knowledge and the distribution of language skills in local labour markets in Canada using census data. We estimate the elasticity of local language complementarity in earnings: a parameter that measures the importance of the linguistic environment in the earnings of the individual as well as the importance of language in the economy generally. The second essay addresses the efficiency of second language acquisition decisions in a theoretical model where bilingualism is rewarded with a higher wage for two reasons. Este trabalho objetiva analisar algumas das principais ações do Estado brasileiro para a promoção internacional do português. Concentramo-nos, especificamente, na Divisão de Promoção da Língua Portuguesa (DPLP), que, subordinada ao Ministério das Relações Exteriores, atua em mais de quarenta países por intermédio da Rede Brasileira de Ensino no Exterior (RBEx), de cuja composição fazem parte os Centros Culturais Brasileiros (CCBs), Institutos Culturais Bilaterais (ICs) e leitorados. A partir da História das Ideias Linguísticas (HIL) e da Análise do Discurso de perspectiva materialista (AD), investigamos textos jurídicos e jornalísticos, documentos do arquivo do Itamaraty e entrevistas com profissionais envolvidos com essa política. Nossas análises indicam um notável processo de recrudescimento da política linguística exterior brasileira, que se inscreve em condições de produção marcadas pela Nova Economia e por mudanças na política externa do Brasil e no imaginário do país no exterior. Este trabalho investiga as políticas lingüísticas desenvolvidas em Cabo Verde, um dos Países Africanos de Língua Oficial Portuguesa. Em Cabo Verde, a língua portuguesa e a caboverdiana dividem os espaços de interação. A língua caboverdiana é uma língua crioula e tem o estatuto de "língua oficial em construção". À luz dos estudos desenvolvidos por Louis-Jean Calvet (2002, 2007) e apoiados em trabalhos que analisam a sociedade cabo-verdiana numa perspectiva sócio-histórica, analisamos as políticas lingüísticas implementadas nesse país desde o período colonial até o ano de 2006. Organizamos nosso trabalho de modo a contemplar separadamente as políticas lingüísticas in vitro e in vivo nos períodos colonial e pós-Independência. As políticas in vivo analisadas dialogam com as políticas in vitro. Para análise das políticas in vitro tomamos como objeto de estudo documentos administrativo-jurídicos. Os documentos do período colonial visavam a orientar a administração das colônias portuguesas, determinar as funções da Igreja Católica (principal instituição parceira do Estado colonial) e estabelecer o estatuto dos nativos dessas colônias. Meu objetivo nesta tese é discutir o papel dos exames de línguas no funcionamento da política linguística (PL) para a língua inglesa (LI) em vigor no Brasil. Focalizo, especificamente, a prova de inglês do Vestibular Unicamp e o First Certificate in English (FCE). O trabalho fundamenta-se em uma concepção ampliada de PL proposta por Schiffman (1996, 2006), Spolsky (2004), Shohamy (2006, 2008), entre outros. Partindo do pressuposto de que a análise da legislação oficial não é suficiente para se compreender a real PL de uma determinada sociedade, esses autores propõem que o foco das análises desloque-se do texto legislativo para as práticas sociais que envolvem as línguas faladas e/ou ensinadas na comunidade cuja PL se deseja compreender. Shohamy (2006, 2008) amplia essa proposta e desenvolve um modelo de PL que contempla as representações acerca das diferentes línguas e das práticas sociais a elas relacionadas. Para ela, a legislação oficial, o vestuário, a publicidade, os materiais didáticos, os exames de línguas, etc. operam como mecanismos de PL ao fomentar a conversão de representações em práticas sociais. Ao mesmo tempo em que derivam das práticas sociais, as representações as influenciam e fomentam em um amplo processo de legitimação cujo resultado é a atribuição de valor positivo e prestígio a uma determinada língua. Currently, the debate about the teaching of foreign languages in Brazil runs two different paths: one methodological, guided by the applied linguistics; and one political, guided by what Haugen (1999) refers to as “applied sociolinguistics” or, more appropriately, Language Education Policy, as per Petitjean (2006). This paper proposes a brief discussion on political linguistic matters, such as the Brazilian Educational Legislation (LDB, 9394/96, law #11.161), recommendations (PCN), linguistic representations, and multilingualism (BEACCO; BYRAN, 2003). These matters underlie many of the problems in the country's foreign language teaching, even though they are purely conceived in a methodological framework, as exposed by Celani (1997), Campani (2006) and Leffa (1999). Language policies in education in multilingual postcolonial contexts are often driven by ideological considerations more veered towards socio-economic and political viability for the country than towards the practicality at implementation level. Centuries after the advent of colonisation, when culturally and linguistically homogenous countries helped to maintain the dominion of colonisers, the English language still has a stronghold in numerous countries due to the material rewards it offers. How then are the diversity of languages - often with different statuses and functions in society - reconciled in the teaching and learning process? How do teachers deal with the intricacies that are generated within a situation where children are taught in a language that is foreign to them? This paper is based on a study involving pre-primary teachers in Mauritius, a developing multilingual African country. The aim was to understand how their approach to the teaching of English was shaped by their biographical experiences of learning the language. This article is an attempt to explore the value, as well as possible pitfalls, in the use of official institutional histories in historical research and specifically the way in which a particular school of historical writing can influence the interpretation of certain events in the past. This article focuses on the events surrounding the change of the language policy of the University of Pretoria (UP) from a dual medium to an Afrikaans-only policy. It compares the account of the language question at UP as portrayed in the official commemorative book of the university, Ad Destinatum 1910-1960, with information from other sources, including Afrikaans and English newspaper reports, minutes of meetings of university bodies, oral and written testimonies of former students, as well as articles written on the language question at South African universities. It also examines some of the leading personalities who played a role in the language question.
