This paper, written by the members of the American Economic Association (AEA) Ad Hoc Committee on the Job Market, provides an overview of the market for new Ph.D. economists. It describes the role of the AEA in the market and focuses in particular on two mechanisms adopted in recent years at the suggestion of our Committee. First, job market applicants now have a signaling service to send an expression of special interest to up to two employers prior to interviews at the January Allied Social Science Associations (ASSA) meetings. Second, the AEA now invites candidates who are still on the market, and employers whose positions are still vacant, to participate in a web-based "scramble" to reduce search costs and thicken the late part of the job market. We present statistics on the activity in these market mechanisms and present survey evidence that both mechanisms have facilitated matches. The paper concludes by discussing the emergence of platforms for transmitting job market information and other design issues that may arise in the market for new economists.; Economics

Institutions and Labor Market Outcomes in Sub-Saharan Africa

The authors use firm-level survey data from the manufacturing sector in 20 Sub-Saharan African countries to explore the links between labor market regulations and net job creation. A first look at firm characteristics, perceptions, and the dynamics of employment at the firm level suggests that labor regulations are not the main "binding constraint" on job creation. Other issues seem more important at this level of development. The analysis estimates the determinants of net job creation incorporating the legal origin of the country as a proxy for regulation. The findings show that, after controlling for other firm-level characteristics, legal origin is uncorrelated with net job creation in the short run.

This report, which has been prepared by the World Bank in cooperation with the National Statistical Committee, provides an assessment of poverty in the Kyrgyz Republic using the most recent data available. The objective of this report is to understand to what extent economic growth has reduced poverty and led to improved living conditions for the population during 2000-2005. The report also attempts to answer three questions about the Kyrgyz Republic: what is the profile of poor? How has economic growth affected the level and composition of poverty? How has the labor market contributed to changes in poverty? The report is divided into two volumes. The first volume begins with this chapter which provides an international comparison of social and other key indicators of the Kyrgyz Republic followed by a profile of the poor based upon 2005 household survey data. The second chapter analyzes the linkages between growth and poverty during 2000-2005. The third chapter provides our key findings of labor market outcomes and poverty and what the implications are for policy making. The final chapter synthesizes the information from the earlier chapters and provides some policy directions. The second volume provides a more thorough analysis of labor markets. It covers developments in the labor market...

Labor market regulation is a high-profile, and often contentious, area of public policy. Although these regulations have been studied most extensively in developed countries, there is a growing body of literature on their effects in developing countries. This paper reviews that literature and focuses on the impacts of two important types of labor market regulation, minimum wages and employment protection legislation (EPL), on employment, earnings, and productivity. Strong and opposing views exist regarding the costs and benefits of these regulations, but the results of this review suggest that their impacts are generally smaller than the heat of the debates would suggest. Efficiency effects are found sometimes, but not always, and the effects can be in either direction and are usually modest. The distributional impacts of both minimum wage and employment protection legislation are clearer, with two effects predominating: an equalizing effect among covered workers, but with groups such as youth, women, and the less skilled disproportionately outside the coverage and its benefits. Although the overall conclusion is one of modest effects in most cases...

This brief expands the scarce literature on the impact of the global financial crisis on labor market outcomes and welfare in the Organization of Eastern Caribbean States (OECS). The brief focuses on the economy of St. Lucia, one of the OECS member states. The statistical information assembled here should help decision makers and the public in the OECS to develop policy options that can sustain job creation and thereby enhance public welfare. It also can help gauge the effectiveness of policies over time. The evidence presented in this brief shows how the recent financial crisis had significant and long-lasting negative impacts on the welfare of St. Lucians. The government of St. Lucia attempted to use fiscal policy to boost growth and enhance labor market opportunities in the island. Still, unemployed and underemployed St. Lucians together accounted for over 40 percent of the working-age employable population. They suffered a significant decline in welfare in the aftermath of the crisis. They lost not only their income but also the collateral benefits that are often associated with being fully employed in good quality jobs in the “formal” sector of the economy.

The study includes an analysis of inequality patterns in terms of labor force participation as well as a review of policy responses, and areas for possible further policy action. In particular, the report looks at the two main dimensions of inequality that characterize Macedonia’s labor market: gender and ethnicity. Almost half the female working age population is inactive, whereas male inactivity is considerably lower. Labor market outcomes also vary significantly with ethnicity. In particular, a strong interaction exists between gender and ethnicity, with ethnic minority women forming a particularly vulnerable group. Hence, it is worthwhile to investigate in more detail how gender and ethnicity shape the Macedonian labor market, and how public policy could be used to increase labor market participation and job opportunities for women and ethnic minorities. This report is organized as follows. First, the report describes the main characteristics of the Macedonian labor market, emphasizing the most important patterns of inequality in terms of labor market participation (section two). Section three addresses the possible causes of these inequality patterns. Section four discusses potential policy responses and concludes.

Randbedingungen?

Graduate study in political science is fascinating. However, it is a means to an end. During the period at which you are at ANU, you have the opportunity to develop your understanding of political science. I would like to suggest that you might also view this as a period of self-creation: as a period in which you develop yourselves, in interaction with the material that you are studying and your colleagues. But do not forget that, in the end, what you are developing is also a commodity which has to be brought to market. You don't get tenure for being a student. Rather, you will need, at the end of the day, to offer yourself to employers, whether in the university sector or elsewhere. This paper sets out some suggestions as to how you might set about this task, with integrity. You may view this either as a process in which you are engaged in self-development, or as one in which you acquire the ability to play a variety of roles or to wear a variety of masks, so that - when it matters, and if you so wish - you will be able to do what is required of you. I should at once make two points. First, what follows is an overview of various suggestions as to things that graduate students might do, rather than a check-list of everything that they need to do. I cannot imagine anyone doing all that I am suggesting; and there is a risk that if they tried to do so...

Serbia's economy is out of balance and performing below its potential. Since the post, Yugoslavian transition, Serbia's economy has been running on one engine, the non-tradable sector and expansion of domestic demand. This was financed with ample capital inflows, which were sharply reduced since 2008 as the global economic crisis escalated. While this consumption-led growth produced some improvements in living standards, it was not sustainable and created hardly any formal jobs. This explains why Serbia's job market is also out of balance. Less than half of the working-age population has a job at all, and among those that are formally employed, almost half are employed in the public sector. This note identifies three priority areas and a set of specific measures which complement other important reforms, especially those related to improving the country's macroeconomic and fiscal position. The reforms will make it easier to invest, operate a business, and create jobs. The measures could be implemented within a relatively short period of time...

In the last 25 years, Cape Verde has made impressive progress in their historical transition from a centrally planned to market economy. Building the institutional foundations of a market economy, this small nation of islands located off the coast of West Africa has developed a vibrant private sector and opened to international trade. This has ignited economic growth, which in turn has brought about higher incomes and reduced poverty. Currently, Cape Verde has a well-functioning market economy and as a result graduated from the ranks of the low income countries to one of middle-income status. Such a successful transition, achieved over a short period of time, exceeded many observers' expectations. In any economy, the issue of high and persistent unemployment centers on the dynamics of net job creation linked to firm entry and firm expansion. The issue of disparities in labor market outcomes centers on the tendencies of reallocation of jobs and workers away from less productive regions, sectors and firms toward more productive economic activities. This study finds that in both fronts-net job creation and reallocation...

This report, funded by the Trust Fund for Environmentally and Socially Sustainable Development (TFESSD), seeks to identify labor market inequalities in the ten countries outlined above, to relate these inequalities to other forms of social exclusion, and to propose areas for policy action aimed at boosting labor market participation. The remainder of the report is structured as follows. Chapter two describes the role that jobs play in fostering good living standards, productivity and social cohesion, and contextualizes the discussion on jobs and participation in the ten countries. Chapter three zooms in, highlighting inequalities in labor force participation across demographic groups. Chapter four shifts the focus to the factors explaining unequal labor force participation across groups, and discusses a policy agenda for these ten countries, drawing on experiences from the rest of the world. Chapter five concludes.

This paper analyses the profile of accountants required by the job market in the Metropolitan Region of Porto Alegre (RMPA - Região Metropolitana de Porto Alegre). Bivariate and Multivariate Descriptive Statistics techniques are used to analyze 939 public job offers collected during the period from January to September 2007 in Zero Hora newspaper and on a professional re-placement site called Manager. Analysis of job offers shows a search for professionals with a broad set of competencies, but indicates that there is a high demand for candidates with prior professional experiences and knowledge involving "Financial Accountancy, Company Law and Tax Law", and this group of competencies is identified as the one most valued by the employers. It is concluded that the idea predominates in the region that accountants are technical professionals sought after to perform functions that are closer to the one characterized as "book-keeper", and not the "business partner" described in the literature.; Este estudo analisa o perfil do profissional contábil requerido pelo mercado de trabalho da Região Metropolitana de Porto Alegre (RMPA).
