peer-reviewed; Integration and how it is to be achieved have only recently become objects of policy and discussion in Ireland. Approaches to integration in Ireland are influenced by: the integration policies of those countries with longer experiences of immigration; EU policy; and the specificity of the Irish experience of migration. The Republic of Ireland is an interesting example of a state that is simultaneously involved in policy initiatives that promote the integration of Irish emigrants and their descendents as immigrant communities in their countries of destination and the integration of immigrants in Ireland, including return Irish migrants. This article challenges the assumption that non-integration is the main problem facing emigrants abroad and immigrants to Ireland and argues that the mode and degree of migrant integration (however understood) depends on a wide and changing range of factors and can take place, in spite of, just as much as because of integration policies and initiatives. Taking three policy reports as its focus, the discussion draws on Foucault’s notion of governmentality to make explicit the thoughts that are largely tacit in the language, practices and techniques of integration as defined and discussed in these reports. The article argues that integration polices as formulated by the EU and national governments can be seen as nationalist practices of belonging that reproduce national boundaries of inclusion and exclusion. They rely on assumptions about migration and the territorialized nation-state that cannot hold in the face of the speed of capitalist development...

Deeper economic integration with the enlarged European Union - which accounts for a quarter of global GDP and foreign direct investment - could become a main driver for economic development in the southern Mediterranean countries. The planned Euro-Mediterranean free trade area for goods is a first step into that direction, but additional measures are needed. Especially the liberalization of services trade and the comprehensive domestic reforms this entails would strengthen the linkages with global and European markets. This study analyzes the adjustment needs and policy options associated with deeper integration between the two sides of the Mediterranean Sea. It puts specific emphasis on the dynamics of deeper integration at the company level and their respective policy implications. Besides a general discussion of deeper integration and trade in services liberalization, the study contains detailed assessments of individual sectors - especially the backbone services (e.g. transport, telecommunications...

This paper provides an analysis of the two channels of regional integration: integration via markets and integration via agreements. Given that East Asia and Latin America are two fertile regions where both forms of integrations have taken place, the authors examine the experiences of these two areas. There are four related results. First, East Asia had been integrating via markets long before formal agreements were in vogue in the region. Latin America, by contrast, has primarily used formal regional trade treaties as the main channel of integration. Second, despite the relative lack of formal regional trade treaties until recently, East Asia is more integrated among itself than Latin America. Third, from a purely economic and trade standpoint, the proper sequence of integrations seems to be first integrating via markets and subsequently via formal regional trade agreements. Fourth, regional trade agreements often serve multiple constituents. The reason why integrating via markets first can be helpful is because this can give stronger political bargaining power to the outward-looking economic-oriented forces within the country.

Reshaping Economic Geography of East Africa : From Regional to Global Integration (Vol. 1 of 2)

Five East African countries Burundi, Kenya, Rwanda, Tanzania, and Uganda have made solid progress on integrating regionally in the East African Community (EAC) since 1999. Such advances are crucial, as integration in East Africa has the potential for higher than usual benefits: Burundi, Rwanda, and Uganda are landlocked, with very high costs to their economies. Successful integration will transform the five countries into one coastal, regional economy, slashing such costs. Looking at the East African integration through the lens of economic geography helps to improve sequencing of the integration process and to develop new policies to complement ongoing efforts, maximizing their benefits. Reducing disparities in provision of social services will increase the chances of workers from the inland parts of the EAC to find jobs, especially as administrative obstacles to labor mobility are being removed under the Common Market Protocol. Implementing and deepening the current program of regional infrastructure improvements will ensure that consumers and producers throughout the region are better connected to each other and to global markets. Integration policies facilitating greater economic activity in the coastal areas will help the EAC take advantage of the global demand for manufactured goods and thus to promote employment. That will also generate substantial demand for services and agricultural goods produced inland...

Stronger regional integration has been a policy priority in Africa for several decades. Countries in Africa have committed to a process of deeper integration, but have made little progress in implementing commitments and removing barriers. This report looks at the monitoring of regional integration in Africa and argues that more effective monitoring processes for existing integration arrangements can help to raise the profile of the prevailing implementation deficits and provide policy makers and civil society with the necessary information to push for corrective action. Currently, most integration monitoring systems are scorecard-based compliance assessments. To obtain information on the impact of integration policies on ordinary traders, indicators of trade transaction costs are required. These can be indirect measures of trade volume changes or price differences, or direct estimates of the various trade cost components. The overall aim of this report is to explore indicators that capture the impact of regional policy reforms on trade transaction costs for ordinary traders...

The goal of this thesis is to investigate covariance in the cranio-mandibular form of Pongo, Gorilla, Pan and Homo using quantitative methods such as landmar-based 3D geometric morphometrics. The thesis comprises three individual studies that address questions related to covariance-generating processes: morphological integration, allometry, canalisation and developmental stability. The studies collectively provide insight into the underlying mechanisms that influence phenotypic variability and variation in closely related hominid taxa. Phenotypic variability is of particular interest to biological anthropologists for several reasons, one being that majority of the questions addressed in primate evolution centre around morphological variation. The primate cranium is an important source of information for biological anthropologists because it preserves better in the fossil record than most other skeletal components. Due to the lack of large fossil samples, closely related extant hominids have long been used as analogues to better understand phenotypic changes in fossil hominids. Manuscript one is a study of the patterns of morphological integration between the face, basicranium and cranial vault in adult humans, chimpanzees, bonobos...

The objective of the paper is to provide a brief review of Belgian migrants integration policies and actors. Three issues are addressed in this paper: the question of public discourses and the political agenda on integration in Belgium; the question of the structuring of integration policies in the country; and finally the question of non-state actors and integration policies and practices. Because integration is also a competence of subnational entities of the Belgian federal State, differences appear between integration conception and policies in Flanders (combining multiculturalist and more assimilationist stances) (Jacobs 2004), in the French community (more influenced by the French assimilationist approach), and in Brussels. However, several trends like the focus on language and socio-professional integration seems to be present in both Flemish- and French-speaking communities even if the policies to achieve those objectives are different. Finally, the paper will try to show the diversity of actors involved in integration practices in Belgium and more specifically the importance of local actors (cities, local associations, migrant associations, etc.).; INTERACT - Researching Third Country Nationals’ Integration as a Three-way Process - Immigrants...

The present report looks at the integration of Moroccan and Ukrainian migrants living in Italy. Beyond being quantitatively important in the Italian context, these two groups differ largely in terms of demographic characteristics, migration patterns and insertion modalities but also with respect to emigration and diaspora policies. Two core aspects of integration are emphasized in this report. First, integration processes are evaluated from a multi-dimensional perspective. Second, the role played by origin (and destination) country determinants in facilitating or constraining integration is investigated. Origin determinants include the ties between migrants and their country of origin, country-fixed characteristics, diaspora and emigration policies at origin and the engagement and role of non-state organisations. To this aim, three sets of data have been employed, making this report largely multidisciplinary: an in-depth analytical description of the legal and political frameworks at origin and destination, a quantitative analysis and an explorative qualitative survey. This report finds evidence that integration levels, determinants and, specifically, the role of origin factors vary largely across dimensions. In the labour market, both Moroccan and Ukrainian migrants living in Italy show high levels of integration. These extremely positive performances seem due more to destination than origin factors - namely Italy’s labour market specificities and migration history. Conversely...

Examining Board: Professor Hans Wolfgang Micklitz (EUI, Supervisor) Professor Marise Cremona (EUI) Professor Theodore Fortsakis (National and Kapodistrian University of Athens) Professor Juka Snell (Swansea University, School of Law).; Defence date: 23 September 2013; The present thesis aims to explore the role and the evolution of tax and fiscal integration (and by implication, a central component of economic integration) from a legal perspective. "Integration through fiscality", as perceived in this dissertation, comprises two components: direct taxation and fiscal policies (the public finance management of the Member States). The present thesis sets out by pointing to the paradox that, despite their central role in the attainment of an 'economic union without frontiers', 'fiscal matters' remain without any solid constitutional framework. After demonstrating the lack of a "constitutional fiscal framework", the thesis proceeds with an 'actors' based' historical account, through the turning points of European Economic integration (Pre- Maastricht, Post-Maastricht and financial crisis). This narrative aims to show the inter institutional struggles among the different actors (the legislator, the Member States, the executive and the judiciary) in their bid to fill this lacuna in the European (Economic) Constitution...

INTERACT - Researching Third Country Nationals’ Integration as a Three-way Process - Immigrants, Countries of Emigration and Countries of Immigration as Actors of Integration; This report contributes of the understanding of current integration processes in Latvia. Its main aim is to highlight political and public debate about integration in Latvia, which is currently a low-immigration country. The report aims to identify integration processes for third-country nationals. Besides third-country nationals residing in Latvia, there are also a number of non-residents living in the country, which creates a backdrop for integration issues. The report also aims to recognise the main third-country national groups residing in Latvia and to identify tools for integration measures as well as assessing the success of policy implementation. In addition, it aims to show the main activities that exist for third-country nationals’ integration in Latvia as well as to shed light on the mechanisms within integration processes in Latvia. As a result of EU funding, integration activities – both practical and informative – have been successfully implemented and serve as a key tools for local society to cope with third-country national integration.; INTERACT is co-financed by the European University Institute and the European Union.

Regional integration for at least the last 60 years has focused on trade integration. Balassa's canonical taxonomy of regional trading arrangements is often interpreted as a sequence from free trade area through customs union and common market to economic union. In the 1980s the concept of deep integration went beyond trade with its focus on policy harmonization, which came to include monetary integration, but it presupposed trade integration as the first step in the regional integration sequence. When discussion of monetary integration began in East Asia after 1997, it was in the absence of trade integration. The conventional view would see this as an obstacle to greater regional integration, but some proponents of Asian regionalism saw monetary integration as a step towards promoting trade integration, reversing the orthodox sequence. This paper re-evaluates the global cross-country evidence on the relationship between trade integration and monetary union, and applies the results to the prospects for monetary union before trade integration in East Asia, and to the consequences of monetary union for trade integration.; http://www.elsevier.com/wps/find/journaldescription.cws_home/620171/description#description; Copyright © 2005 Elsevier Inc. This report assesses some of the key barriers to greater trade and factor market integration in the Southern Africa Development Community (SADC). The SADC has been a free trade area since 2008, and has an ambitious agenda for further trade integration. This report assesses the roles that cross-country differences in business environments have had in impeding cross-border trade flows and the cross-border integration of credit markets and the labor market based on the analysis of microeconomic data on firms and households. The aim of the assessment is to help inform the policy and business environment harmonization agenda of the community. The full report discusses and illustrates the use of price data in monitoring intraregional trade integration. The report evaluates the extent of integration of labor markets among members the statistical agencies of which regularly collect the minimum data required for this purpose, which are South Africa, Mauritius, Tanzania, and Zambia. The results show that, although there is considerable integration of South Africa's labor market with many others in the region...

In 2004, work started on the development of an Integration Monitor. The Integration Monitor is a project that is being implemented by the Research and Documentation Centre (Wetenschappelijk Onderzoek- en Documentatiecentrum — WODC) of the Ministry of Justice in collaboration with Statistics Netherlands (Centraal Bureau voor de Statistiek — CBS). The object is to develop a tool that can be used to monitor the integration of first and second-generation individuals from ethnic minorities over time. Alongside information from other sources, a monitoring tool of this nature can contribute to a better understanding of the extent to which, and the rate at which, the various ethnic minority groups are able to gain a place for themselves in Dutch society. In comparison with the first Integration Monitor published in 2004, the Integration Monitor 2005 features not only more recent information, but also a number of new integration indicators. The latter are data in terms of crime and entry into higher education. Another new aspect of the Integration Monitor 2005 is the expansion of the analyses made to cover three cohorts of newcomers that came to the Netherlands in 1999, 2000 and 2001 respectively. Through the use of the Social Statistics Database (SSB) [Sociaal Statistisch Bestand] produced by Statistics Netherlands...

European Master in Social Work with Families and Children; Sweden has become one of the most targeted countries for refugees and asylum seekers. In order to meet the needs of a society, Sweden has introduced more friendly and inclusive policies that should be able to facilitate the integration process of immigrants. However, the integration appears to be a challenging process for many immigrant groups as they follow different integration strategies and mechanisms. The Swedish municipality Värnamo has a larger share of immigrants compared to the average on the national level. At the same time it notes the highest employment rate among foreign born workers in Sweden. The largest immigrant group has arrived from Bosnia due to the civil war during the nineties. Generally, this group through the time managed to cope with the challenges that their migration forced them to, which can be viewed as a successful integration into Swedish society. Therefore, the aim of this research study is to present immigrant group from Bosnia and to identify the strategies that have led to their successful integration. Likewise, this study was guided by the questions of which factors and agents appeared to be crucial in their integration process. This was a qualitative study with an explanatory case study design followed by descriptive elements. The research subjects were first generation of Bosnian refugees who have managed to integrate successfully. Semi structured interviews with standardized open ended questions were used. The results show that Värnamo is perceived among the participants as an open and friendly city toward everybody...
