Entre as povoações da Leirosa e da Praia da Tocha, situa-se o troço costeiro do concelho da Figueira da Foz, o qual é uma referência do litoral centro português, no que respeita à diversidade geológica, geomorfológica e dos fundos marinhos, às dinâmicas sedimentares, à orientação das linhas costeiras, aos habitats e biótopos de fronteira e, também, a múltiplas estruturas antrópicas condicionantes. O projecto caracterizou os principais factores que determinam a evolução dos sistemas naturais, os constrangimentos biofísicos e bioquímicos e o clima de agitação marítima, identificando fragilidades e condições de risco para a segurança dos ambientes costeiros. Por outro lado, devido a uma série de transformações hidrodinâmicas no rio Mondego, há sectores do estuário que sofrem impactes profundos das cargas poluentes produzidas pelas operações de dragagem e pela crescente concentração de nutrientes agrícolas e conteúdos orgânicos que afectam as áreas mais calmas do Braço Sul, onde alastram os processos de eutrofização, decomposição bacteriana, produção de biotoxinas e anoxia na coluna de água e nos sedimentos. The current macroeconomic scenario has subjected Portuguese coastal areas to greater human pressure caused by the ever-increasing shellfish harvest. Every year on Holy Friday, hundreds of people make their way to coastal areas and frantically capture hundreds of bags worth of mussels in a short amount of time. It causes not just inevitable and profound changes to the intertidal zone, but also slows down its recovery. In 2010 Cascais Municipality (CM) was made aware of this problem and in 2011 and 2012 released a general awareness campaign entitled “In Easter who pays is the mussel”. More than just providing a legal perspective, the goal was to test the impact of said campaign in Meixilhoeiro’s mussel beds. Biological data sampling in “Mexilhoeiro” was conducted over a three-year period, from 2010 to 2012. In 2010 there was no awareness campaign but sampling was done after Holy Friday. In 2011 and 2012 it was done both after and before Holy Friday. The average length and coverage percentage of individuals in rocks were recorded. The subsequent graphical analysis indicated that the average coverage percentage of mussels had been decreasing over the years. Purpose - Environmental threats of immediate risk in areas such as coastal zones (CZ) have aroused new trends of citizenship and participatory democracy. This article intends to analyse elements within those trends, such as environmental culture; socio-political context; dynamics of social associative movement and integration of local knowledge. It also aims to contribute to an overview of the opportunities and barriers found in considering sociocultural and educational challenges in CZ. Design/methodology/approach - In this analysis, case studies of integrated coastal management occurring worldwide were selected and reviewed, considering several nuances of socio-economic and political contexts of CZ. Experiences of public response to coastal catastrophes such the Prestige oil spill in Spain, are also described. Findings – Whether implementing sustainable coastal management through either balanced systems (between large and small-scale strategies) or through largely bottom-up approaches, participation is detected as one of the main factors for a successul integrated approach. Principles such as participatory governance and social justice should be adopted in initial phases of sustainable management processes and preferably involve all of the implied actors of CZ. O Zoneamento Ecológico-Econômico do Litoral Norte de São Paulo (ZEELN) define características, diretrizes e metas para a gestão e uso da zona costeira. Foi construído sob a ótica da participação e aprendizagem social, buscando integrar interesses diversos, como os do setor pesqueiro artesanal. No presente trabalho, o levantamento de dados através de entrevistas semi estruturadas em duas comunidades de pescadores artesanais com maior e menor grau de isolamento permitiu: analisar a participação social na elaboração e implementação do ZEELN e suas consequências, levantar características socioeconômicas das comunidades e determinar sua influência na aceitação do ZEELN e analisar a possibilidade de emprego do conhecimento ecológico local (LEK) na definição de zonas de restrição. A pouca influência dos pescadores na definição das zonas marinhas (ZEEM) gerou conflitos na aceitação das restrições de maneira diferente em cada comunidade, apesar do semelhante grau de envolvimento. A satisfação com o ZEEM variou com o tipo de pesca praticado e para ser maior é necessário fortalecer as representações locais, e considerar as necessidades de cada comunidade e tipo de pesca em seu desenho. O Gerenciamento Costeiro Integrado (GCI) pressupõe diálogo entre diferentes interesses, e a participação social nas tomadas de decisão é um princípio importante. Entretanto, as ações de indivíduos e grupos não são fundamentadas em uma única realidade objetiva, mas sim em diferentes formas de perceber o mundo. Conflitos são gerados quando a tomada de decisão é feita pela visão unilateral de poucos segmentos da sociedade, em detrimento de diferentes entendimentos com base na vivência dos lugares. Coordenação de Aperfeiçoamento de Pessoal de Nível Superior (CAPES); In this study, environmental and natural vulnerability maps developed for a Brazilian coastal region at Sao Sebastiao City in São Paulo State helped to address a better understanding of the ecosystem fragility. Intense anthropogenic activities take place in the site that are mainly related to the petroleum industry and involve the operation of refineries and storage/transport of gas/oil by pipelines. A Geographical Information System (GIS) allowed the maps elaboration and analysis, where the region vulnerability was classified into five indexes: very low, low, medium, high and very high. The results depicted well the most vulnerable areas in the site, which should receive special care for their preservation. They include the coastal zones, the fluvial marine plain, the mangrove and the urban area of Sao Sebastiao City. The results reported herein also show that the approach utilized may provide the decision makers with tools to develop an integrated coastal zone management for preserving the environmental resources in Sao Sebastiao municipality. The methodology adopted is of easy implementation and adaptation to other areas, only taking into account the decision rules fitting diverse criteria imposed by the new reality.

Coastal dynamics changes, caused by natural or man-made factors, can to give rise serious consequences, namely at urban areas, exposing coastal population at risk. In this context, the understanding of the way people perceive the coastal dynamics and their exposure to risk is essential for the land use management and Integrated Coastal Zone Management. To get the perception of coastal population, this research was based in a risk map proposed by Water Institute (1999) that classifies the Portuguese territory in three categories of risk: low, mean and high. A questionnaire was applied to the dwellings owners in coastal risk areas of Praia de Esmoriz, Praia de Cortegaça, Furadouro, Torreira, Praia da Barra, Costa Nova do Prado and Praia da Vagueira, during the summer season, in 2006. The questionnaire has as main objectives: coastal risks social perception; coastal dynamics social perception; identification of territorial and environmental changes in the coastal areas; identification of socio-environmental conflicts. A total of 418 questionnaires were completed which corresponds to 10% of the dwellings at risk in the study area. A 2003 World Bank study, "Governance of Natural Resources in the Philippines," analyzed natural resources management and governance in the Philippines. It assessed sector policies, particularly property rights, institutions, and financing mechanisms as well as program implementation. The study concluded that implementation failures in the Department arose from: (a) Unclear institutional mandates between national and local governments; (b) Lack of sustained financing at the national level and limited generation of revenues at the local level for natural resources management; (c) Protracted procedures in the issuance of forestry tenure instruments and difficulties in the enforcement of provisions of agreements; (d) Lack of equivalent tenure instruments for coastal waters and resources; (e) Administrative constraints, such as inadequate funds and personnel to carry out sustainable natural resources management; and, (f) Insufficient capacity, accountability and transparency in public and private institutions responsible for natural resources management. The numerous economic opportunities offered within the coastal zone attract increasing populations to these areas. As these populations and their economic activities grow, there is a corresponding compelling need for sound management of coastal and marine resources, so that developmental options can be kept open. Effective coastal and marine resource management transcends boundaries and a regional approach is clearly the most effective method for governance of these fragile areas and important resources. Regional environmental organizations have, however, not always proved to be useful to the countries they were created to serve. Constraints, including unclear mission, lack of priority-setting, poor management, politics, inadequate funding and weak national support, have derailed many regional environmental organizations. The promising start of the Secretariat for Eastern African Coastal Area Management (SEACAM) illustrates that regional organization can provide effective support to national Integrated Coastal Zone Management (ICZM) efforts.

The objective of this paper is to examine the challenges in the water sector faced by Armenia today, and outline options for management and allocation of its water resources in the future, considering the need for a stable, transparent apublic sector management framework and sustainable resource use for long-term private investment and job creation, and for appropriate balances among water uses for domestic, industrial, agriculture, electricity generation, watershed protection, and ecological purposes. The report builds on the recommendations of the Integrated Water Resources Management Planning (IWRMP) Study, which was supported by the World Bank, financed by the Government of Netherlands, and completed in 2001. The report also builds on experience with project implementation to date in water-related sectors. Integrated coastal management (ICM) has had limited success in the Asia-Pacific region where, according to the literature, only three countries have inter-agency or inter-ministerial coordinating mechanisms, including Indonesia as the only developing country. However, there is a lack of research into the practice and efficiency of these coordinating mechanisms in Indonesia and the extent to which ICM can operate in practice, particularly in areas with complex administration such as Jakarta Bay. This research aims to investigate the applicability of an ICM approach within the existing Indonesian governance systems focusing on Jakarta Bay. The bay is adjacent to the Jakarta metropolitan area of 6,406.33 km², which is inhabited by approximately 28 million people, has some of the highest economic development in in the country, is experiencing population growth, and economic development pressures related to pollution, erosion, subsidence, flooding, habitat degradation and loss of ecosystem. In March 2010, a delegation of Yemeni decision makers and practitioners visited five cities in China: Fuzhou, Xiamen City, Xiangshan, Qingdao and Beijing. The Yemeni delegation was headed by Mr. Salem Ahmed Al-Khambashi, Governor of the coastal governorate of Hadramout, and comprised representatives from relevant central and local authorities, the Fisheries Cooperative Union and the private sector. The delegation's aim was to study the country's institutional arrangements for coastal zone management:, to examine integrated coastal zone management (ICZM) arrangements, and the local economics of sustainable fishing. In view of applying the National ICZM Decree (2009), the delegation also sought to better understand the modalities, roles, policies and practices applied towards effective management of coastal zones and the fisheries sector in China. The program was designed based on a needs assessment by Chinese experts who visited Yemen in May 2009 to learn about the country's coastal system.

Environmental degradation of coastal areas was identified as a key issue in Ghana's Environmental Action Plan. The central objective of the World Bank-assisted Integrated Coastal Zone Management (ICZM) initiative in Ghana, which commenced in 1995, was to identify economically, socially and environmentally appropriate interventions and projects in the coastal zone that improve the prospects for human development. ICZM is recognized by governments, international agencies and by the donor community as a process through which coastal eco-systems and resources can be protected, developed and managed in a sustainable manner. In order for implementation to be successful, effective ICZM must be based on a clear understanding of the complexities of the relation between coastal natural resources, and the coastal population that subsists on these resources. More concretely, this understanding must relate to how specific economic, political, social and technical parameters link, in a reciprocal way, specific coastal ecosystems and specific human activities.

The trends toward ecosystem degradation and social change are affecting coastal areas around the world, not least in Sub-Saharan Africa. The crisis affecting this region's coastal and marine areas requires an urgent and resolute response from the global community. This report details the challenges facing coastal and marine environments in Sub-Saharan Africa. It describes the World Bank's strategy for supporting sustainable development in the sector, while stressing an integrated approach to coastal management in Sub-Saharan Africa, which will be strategic in design, with both traditional investments in fisheries, or coastal biodiversity, and creative interventions for making large-scale investments in infrastructure, or water "coastal friendly", to avert impacts, while bringing tangible benefits to coastal populations, and ecosystems.

The emirate of Abu Dhabi is currently undergoing unprecedented economic development. This development is allowing new opportunities for growth in the private and industrial sectors while attracting tourists and leading to population growth. Continued development has increased demand for use of coastal and ocean space for various socio-economic and cultural activities. The Western Region in particular is being targeted for developmental projects due to the availability of unused land and an objective to boost the economic status of under-developed areas within the Abu Dhabi emirate. Information was gathered on the government setting and relevant environmental legislation, the current and future uses of the coastal and ocean area as well as the natural and anthropogenic stresses that the natural environment faces. This paper then analyzed the adequacy of the current structure in facing the challenges of meeting multiple objectives for use of the coastal zone and minimizing the occurrence of conflicts. The challenges to attaining sustainable development are outlined and recommendations are provided to implement better management through the use of Integrated Coastal Zone Management and Marine Spatial Planning approaches.

O artigo oferece subsídios para o debate acadêmico sobre a viabilidade de estratégias alternativas de desenvolvimento em zonas costeiras protegidas, no atual cenário de globalização assimétrica. A linha de argumentação coloca em primeiro plano a perspectiva de aplicação do conceito de desenvolvimento ter-ritorial sustentável ao processo em curso de criação de um sistema de gestão integrada e participativa do litoral catarinense. Na primeira parte, apresentamos uma visão panorâmica do processo de normatização dos instrumentos utilizados no Sistema de Gestão de Unidades de Conservação no Brasil (SNUC). Além disso, oferecemos uma síntese do processo de construção do projeto de Gestão Integrada das Unidades de Conservação Marinho-Costeiras do Estado de Santa Catarina (GIUC-SC). Em seguida, exploramos o potencial contido na abordagem territorial do desenvolvimento para a consolidação do processo de integração do SNUC ao Plano Nacional de Gerenciamento Costeiro.
