Information Systems Security is a relevant factor for present organizations. Among the security measures, policies assume a central role in literature. However, there is a reduced number of empirical studies about the adoption of information systems security policies. This paper contributes to mitigate this flaw by presenting the results of a survey in the adoption of Information System Security Policies in Local Public Administration in Portugal. The results are discussed in light of literature and future works are identified with the aim of enabling the adoption of security policies in Public Administration.

This chapter focuses on design methodologies for pervasive information systems (PIS). It aims to contribute to the efficiency and effectiveness of software development of ubiquitous services/applications supported on pervasive information systems. Pervasive information systems are comprised of conveniently orchestrated embedded or mobile computing devices that offer innovative ways to support existing and new business models. Those systems are characterized as having a potentially large number of interactive heterogeneous embedded/mobile computing devices that collect, process, and communicate information. Also, they are the target of technological innovations. Therefore, changes in requirements or in technology require frequent modifications of software at device and system levels. O objetivo deste estudo é examinar como os Modelos Mentais Compartilhados entre o principal executivo de informática e os demais executivos da alta direção influenciam o alinhamento estratégico de sistemas de informação nas organizações, bem como examinar os fatores que contribuem para a formação de um Modelo Mental Compartilhado. Alinhamento estratégico de sistemas de informação é definido como a congruência entre as estratégias do negócio e de sistemas de informação na organização. donors, has launched a program for promoting information
systems in Sub-Saharan Africa. Because of the importance of
geo-referenced information systems in resource
decision-making, a systematic review of the Bank portfolio
in Sub-Saharan Africa has been carried out from Fiscal Year
(FY) 1988 to FY 1993. This review assesses if the Bank
commitment to developing geo-referenced information systems
has been translated into its operation; draws and
disseminates lessons; and formulates recommendations. The
main findings are as follows: 1) the World Bank commitment
to developing geo-referenced information systems is not yet
reflected in its operations. 2) Investment in geo-referenced
information systems has been concentrated in only a few
countries and projects. 3) There are no clear trends in
investment over time; but differences appear among Country

Automation of government financial
management (GFM) systems is one of the core elements of the
reform program since ready availability of timely and
accurate information is critical to the management of
government finances and public funds; and it may simply not
be possible to obtain the information required for economic
management in a timely manner without some degree of
automation, in view of the large transaction volumes
involved and their dispersal across multiple sites around
the country. These systems are also referred to as
integrated financial management information systems (IFMIS).
As described in this handbook, IFMIS consists of a number of

Downsizing information systems from large and centralized mainframe computing architectures to smaller and distributed desktop systems is one of the most difficult and critical strategic decisions facing both corporate and government organizations. Vendor advertisements and media hype often boast of huge cost savings and greater flexibility while retaining mainframe-strength performance. Cryptic terminology, biased vendor assistance, and rapidly changing technology complicate already difficult decisions. This thesis provides an executive summary for middle and top managers requiring a survey of the major downsizing issues. It provides an overview of architectural trends that are helping to fuel the downsizing process to include an emphasis on the client/ server paradigm, the evolving roles of the mainframe and desktop computers, and innovative architectural software tools. An analysis of management and technical risks according to organizational, performance, and cost factors also focuses on such critical considerations as business process reengineering, open systems, flexibility, throughput, security, conversion costs, and life-cycle costs of downsized systems. In recent years, the topics of budget transparency and open data have been increasingly discussed. Most discussants agree that for true transparency, it is important not only that governments publish budget data on websites, but that the data they disclose are meaningful and provide a full picture of their financial activities to the public. Most governments have made substantial investments in capacity building and technology for the development of Financial Management Information Systems (FMIS). This study is the first attempt to explore the effects of FMIS on publishing open budget data, identify potential improvements in budget transparency, and provide some guidance on the effective use of FMIS platforms to publish open budget data. Overall, there are only 48 countries (24 percent) where civil society and citizens have the opportunity to benefit from Public Finance (PF) information published on the web to monitor the budget and hold their governments accountable. In many countries, external audit organizations do not appear to be using the FMIS platforms effectively for monitoring the government's financial activities or auditing the budget results. Neste trabalho é apresentado um modelo de dados para ser utilizado como método de especificação de requisitos de sistemas de informação de escritórios. 0 desenvolvimento de especificações é uma tarefa bastante complexa, devendo possibilitar a representação de todas as características da aplicação, tanto as estáticas como as comportamentais. A especificação de uma aplicação geralmente é muito extensa, sendo dispendido um tempo considerável em sua elaboração. Um aspecto importante no desenvolvimento de especificações é a verificação da corretude destas, devido a complexidade que apresentam. A gap is then believed to exist in the study of the information systems security outsourcing
relationship from the point of view of the service provider. This research aims to identify the key issues of such a relationship from the perspective of the service provider and rank them according to their importance. The Delphi method was used to support the communication with the group of experts contributing to this research as well as to boost consensus within the group. Final interviews with participants were also conducted with the aim of reaching deeper into their opinions and to shed a

As the cause of environmental conservation emerges as a global priority, the need for a practical information systems strategy shared among conservation organizations becomes imperative. Historically, researchers and practitioners in conservation have met their own information management and analysis needs with inevitable variation in methodology, semantics, data formats and quality. Consequently, conservation organizations have been unable to systematically assess conditions and set informed priorities at various scales, measure performance of their projects and improve practices through adaptive management. Moreover, the demands on conservation are changing such that the bottom-up approach to information systems will become an increasing constraint to effective environmental problem solving. Where we have historically focused on the protection of “important” places and species and more recently “biodiversity,” conservation is moving to a systems view, specifically ecosystem-based management, where relationships and process are as important as the individual elements. In parallel, awareness of the human dependency on functioning natural systems is on the rise and with it the need to explicitly value ecosystem services and inform tradeoffs. Neste sentido, cabe ao gestor definir metodologias e ferramentas de apoio a decisão, tais como indicadores contábeis, softwares de gestão integrada (ERP) e Sistemas de Informações Gerenciais ou Apoio a Decisão (SIG e SAD), buscando informações gerenciais de maior qualidade e abrangência para que haja um melhor planejamento e uma maior compreensão das atitudes gerenciais e políticas. Este estudo possui como objetivo principal verificar o grau de satisfação do usuário final dos Sistemas de Informação das secretarias de finanças de três grandes municípios do Rio Grande do Sul. A pesquisa demonstrou que, apesar de ser já uma prática constante, não é o simples uso de um sistema de informação que possibilita o funcionamento satisfatório de uma secretaria municipal de finanças. A informatização deve ser seguida de um bom treinamento dos usuários, independente do nível hierárquico, bem como de um eficiente suporte técnico que abasteça e sustente todo processo. A seleção de Sistemas de Informação(SIs) utilizando métodos multicritério é um processo discutido por vários autores na literatura. No entanto, estas informações estão dispersas e, geralmente, apresentam uma análise isolada e específica. O presente artigo apresenta uma compilação de 33 artigos encontrados na literatura, fornecendo ao leitor um referencial com uma visão global sobre este tema. Os artigos foram selecionados com o apoio dos motores de busca disponibilizados nas bases Scopus, ISI e Engineering Village, acessados via portal de periódicos CAPES. Os resultados da pesquisa indicam um contínuo crescimento do número de artigos publicados na década atual, sendo que o maior número de publicações foram realizadas por autores afiliados a instituições localizadas na Turquia e Taiwan, assim como o método multicritério mais utilizado foi o AHP. This paper describes (i) how a national health information System was designed, tested and implemented in Papua New Guinea, (ii) how the system was integrated with other management information systems, and (iii) how information has been used to support decision-making. It concludes that central coordination of systems design is essential to make sure that information systems are aligned with government priorities and can deliver the information required by managers. While there is often scope for improving the performance of existing information systems, too much emphasis can be placed on revising data collection procedures and creating the perfect information system. Data analysis, even from imperfect systems, can stimulate greater interest in information, which can improve the quality and completeness of reporting and encourage a more methodical approach to planning and monitoring services. Our experience suggests that senior decision-makers and political leaders can play an important role in creating a culture of information use. Efforts to strengthen health information systems in low- and middle-income countries should include forging links with systems in other social and economic sectors. Governments are seeking comprehensive socioeconomic data on the basis of which to implement strategies for poverty reduction and to monitor achievement of the Millennium Development Goals. The health sector is looking to take action on the social factors that determine health outcomes. But there are duplications and inconsistencies between sectors in the collection, reporting, storage and analysis of socioeconomic data. National offices of statistics give higher priority to collection and analysis of economic than to social statistics. The Report of the Commission for Africa has estimated that an additional US$ 60 million a year is needed to improve systems to collect and analyse statistics in Africa. Some donors recognize that such systems have been weakened by numerous international demands for indicators, and have pledged support for national initiatives to strengthen statistical systems, as well as sectoral information systems such as those in health and education. Many governments are working to coordinate information systems to monitor and evaluate poverty reduction strategies.
