A cultura da cana-de-açúcar no Brasil teve na safra 2007/2008 um aumento de 7,4% na área de plantio, sendo o estado e São Paulo responsável por 67% deste aumento. Estabelecer estas expansões ou reformas de canaviais com qualidade se torna imprescindível, pois a cana é uma gramínea perene com ciclo de quatro a cinco anos. Uma das alternativas para melhorar esta qualidade é a utilização de ferramentas como o controle estatístico do processo (CEP) que vem apresentando bons resultados nesta busca. Devido a importância da cultura da cana-de-açúcar, o aumento considerável no plantio da cultura e a exigência pela qualidade no setor, o objetivo deste trabalho foi identificar os fatores críticos e analisar o processo de melhoria continua no plantio da cana-de-açúcar. O trabalho foi desenvolvido na usina Pioneiros Bioenergia S.A e contou com o apoio da equipe técnica da usina. Na primeira etapa selecionaram-se as principais falhas do plantio, que posteriormente foram classificadas de acordo com a severidade, facilidade de ocorrência e de detecção. A evolução do aumento da expectativa de vida registrada nas últimas décadas foi uma conquista significativa para a sociedade e trouxe novos desafios em diversas áreas do conhecimento humano. Dentre os impactos do aumento da longevidade, destaca-se sua influência no equilíbrio técnico dos planos previdenciários. Nas entidades de previdência complementar, a identificação oportuna de possíveis desvios da premissa da mortalidade à realidade subjacente visa garantir a solvência e a manutenção dos benefícios de longo prazo. Assim, o presente estudo tem por objetivo estimar os fatores de improvement (fator redutor de mortalidade) para a população coberta por planos privados de aposentadoria, com base no método Lee-Carter e na abordagem CMI (Continuous Mortality Investigation), bem como analisar o impacto da incorporação da estimativa do aumento da expectativa de vida no fluxo de caixa atuarial em uma carteira de benefício definido. Em virtude da carência de informações históricas de tábuas de mortalidade para o Brasil, fez-se uso da técnica de pareamento (propensity score), o qual consiste na identificação do país que mais se assemelha ao Brasil no que se refere às variáveis socioeconômicas relevantes para prever a evolução da expectativa de vida. Diante da constante necessidade de funcionamento ininterrupto dos sistemas computacionais, das mais diversas organizações, é imperativo que existam meios de continuidade dos negócios e recuperação de desastres implantados, testados e prontos para serem invocados. Diante disso, torna-se essencial a existência de uma maneira de avaliar se as informações, os procedimentos e o nível do conhecimento dos colaboradores da organização estão adequados para enfrentar uma ocorrência inesperada e devastadora no ambiente computacional da organização. A presente tese propõe um modelo hierárquico para se representar e avaliar a qualidade dos Projetos de Planos de Continuidade de Negócios (PPCN) aplicados a sistemas computacionais. As Leis nº 11.445/2007 e 12.305/2010, além de representarem um marco no avanço das políticas ambientais no Brasil - ao promoverem os princípios de universalização e integralidade na prestação de serviços de saneamento - têm ganhado notoriedade entre os gestores públicos por vetarem acesso aos recursos federais, caso não sejam apresentados os respectivos Planos Municipais de Saneamento Básico (PMSB) e de Gestão Integrada de Resíduos Sólidos (PGIRS). Nesse sentido, a presente pesquisa testa a hipótese de como a proposição de ferramentas de gestão integrada de resíduos sólidos urbanos (RSU) pode beneficiar o PMSB aplicadas no estudo de caso de Campinas-SP, através do estabelecimento de metodologias para o cálculo de cenários e indicadores. Este estudo empírico, de índole qualitativa, trata fundamentalmente das mudanças fomentadas pelo processo de avaliação externa, que actualmente está em curso nas escolas. Realizámo-lo como um estudo de caso para compreendermos o que é essencial e característico na situação em estudo. Utilizámos uma metodologia qualitativa através da análise de conteúdo das entrevistas realizadas em grupo, de modo a permitir aproveitar a diversidade de reflexões pela proximidade dos sujeitos, enriquecendo as respostas obtidas e complementando as ideias. Entrevistámos quatro grupos organizados a partir dos órgãos de gestão e de funcionamento a que pertenciam. Foram participantes neste estudo a direcção do agrupamento, o conselho pedagógico, o conselho geral e as delegadas de turma do 2º ciclo e 3º ciclo. To date, there appear to be no studies that assess Medical Toxicologists’ (MTs) practice improvement (PI) activities in their Medical Toxicology practice settings. The MT Assessment of Practice Performance (APP) Taskforce queried all MT diplomates about (1) activities currently available in their practice settings that potentially would meet the requirements of APP, (2) potential APP activities that best fit with current MT practice, and (3) the relationship between MT practice patterns and APP requirements. One hundred twenty-seven surveys were completed. Participation in MT practice improvement activities is not universal, with approximately a third of the survey participants reporting that they are not involved in any practice improvement activity. Few respondents reported that they collected performance improvement-related data. Most who did so participated in CME, case, or chart reviews. Peer reviews, self-improvement plans based on chart reviews, and population research were considered the most valid measures of MT practice improvement. Software process improvement aims at improving the development process of software systems. It is initiated by process assessment identifying strengths and weaknesses and based on the findings, improvement plans are developed. In general, a process reference model (e.g., CMMI) is used throughout the process of software process improvement as the base. CMMI defines a set of process areas involved in software development and what to be carried out in process areas in terms of goals and practices. Process areas and their elements (goals and practices) are often correlated due to the iterative nature of software development process. However, in the current practice, correlations of process elements are often overlooked in the development of an improvement plan, which diminishes the efficiency of the plan. This is mainly attributed to significant efforts and the lack of required expertise. In this paper, we present a process correlation analysis model that helps identify correlations of process elements from the results of process assessment. This model is defined based on CMMI and empirical data of improvement practices. We evaluate the model using industrial data.

Although school improvement plans (SIPs) are common in American school systems, they are widely viewed as compliance documents that have little connection to the daily work of improving teaching and learning. In this capstone, I describe and reflect on my experiences as a resident in the Cambridge (MA) Public Schools. My goal was to build district- and school-level systems and structures to shift the role of the SIP away from a document that sits on the shelf and towards a component of an on-going process of improvement. To achieve this goal, I collaboratively designed SIP templates that focused on shorter-term outcomes and actions, developed a protocol for school teams to reflect on progress towards those shorter-term outcomes, facilitated the collaborative development of district feedback about SIPs, and piloted the Data Wise Improvement Process in two schools to promote the connection between SIPs and daily instruction. The results of these strategies were generally promising. Most principals and non-teachers (e.g. coaches) reported that this year’s SIP process was more likely to improve teaching and learning than last year’s process. Background: The global scale-up of antiretroviral therapy included extensive training and onsite support to build the capacity of HIV health care workers. However, traditional efforts aimed at strengthening knowledge and skills often are not successful at improving gaps in the key health systems required for sustaining high quality care. Methods: We trained and mentored existing staff of the Son La provincial health department and provincial HIV clinic to work as a provincial coaching team (PCT) to provide integrated coaching in clinical HIV skills and quality improvement (QI) to the HIV clinics in the province. Nine core indicators were measured through chart extraction by clinic and provincial staff at baseline and at 6 month intervals thereafter. Coaching from the team to each of the clinics, in both QI and clinical skills, was guided by results of performance measurements, gap analyses, and resulting QI plans. Results: After 18 months, the PCT had successfully spread QI activities, and was independently providing regular coaching to the provincial general hospital clinic and six of the eight district clinics in the province. The frequency and type of coaching was determined by performance measurement results. Clinics completed a mean of five QI projects. Quality of HIV care was improved throughout all clinics with significant increases in seven of the indicators. Overall both the PCT activities and clinic performance were sustained after integration of the model into the Vietnam National QI Program. Conclusions: We successfully built capacity of a team of public sector health care workers to provide integrated coaching in both clinical skills and QI across a province. The PCT is a feasible and effective model to spread and sustain quality activities and improve HIV care services in a decentralized rural setting.

A school improvement program that provided support to poor-performing schools on the basis of needs identified in a school improvement plan was implemented in 72 government schools in Jamaica,from 1998 to 2005. In this independent evaluation of the program, we use propensity score matching to create, post hoc, a control group of schools that were similar to program schools in the baseline year. By the final year of the program, we find that program schools had received more inputs to improve literacy and numeracy than control schools, and that some inputs associated with the program were correlated with improvements school average achievement: supplementary reading materials, additional training for reading resource teachers, and functioning computers. At the student level, however, we find no evidence that students enrolled in program schools achieved higher reading or math scores than those in control schools. We suggest three possible reasons for this: (a) the lack of sensitivity of the learning measures to improvements at the lower end of the scales; (b) the availability of program-like inputs in non-program schools, provided by other programs and donors: and (c) the growth in student enrollment in the program schools, which may have diluted the program effect for incoming students in upper grades. The purpose of this report is to distill lessons learnt for improving Water Supply and Sanitation (WSS) services in India, by reference to the recent WSS business plans prepared for the three states of Maharashtra, Rajasthan and Haryana and from various studies carried out by the World Bank on international good practices in urban water service delivery. The report culls out the core elements of the WSS reform program and proposes how such reforms might be implemented. The intended audience for this report is policy makers at the national and state levels, sector professionals and practitioners. The overall objective was to elicit and sustain meaningful participation by the community in the management of schools. This could only be possible if the interface was integrated with local institutions. For this reason, School Management Committees in approximately half of the sample villages were strengthened through elections and capacity-building support to enable Committee members to effectively respond to community-identified needs. The primary purpose of this report is to record the rationale and motivations behind the decisions taken by the project team during the project’s design and implementation, and to catalyze a candid discussion about the challenges faced during implementation. Defence procurement has been the subject of Government scrutiny and reform for decades. A track record characterised by cost overruns and delivery delays reflects fundamental weaknesses in the capacity of the Australian Defence Organisation to effectively plan and carry out the acquisition of military equipment. This is particularly worrying for an organisation that is planning to spend $275 billion in fulfilling the requirements of the 2009 White Paper, Force 2030. This report aims to analyse and evaluate the current processes utilised for the procurement of Defence capital projects in the context of Force 2030, and identify policy options available to Parliament that can improve the cost effectiveness of procurement plans. It does so by analysing Force 2030 and identifying the challenges the ADO has in meeting its requirements. It then rigorously investigates the planning and acquisition phases of the procurement process, and determines the causes for the chronic problems that arise. The report finds Force 2030's capability requirements are unachievable and too ambitious given Australia's inability to successfully design and produce large military equipment domestically. A Fiduciary System Assessment (FSA) was carried out in accordance with OP/BP 9.0 that evaluated the fiduciary systems pertaining to the Health System Quality and Efficiency Improvement Program for Results. The integrated fiduciary assessment comprised separate assessments of the fiduciary risks relating to the programs: (i) procurement; (ii) financial management; and iii) governance. Colombia es un país cuyo perfil logístico, en comparación a los demás países alrededor del mundo, se encuentra rezagado y con muchas oportunidades de mejora como en la inversión en infraestructura, educación, mitigación de la corrupción y planes para el desarrollo de distintos sectores de la economía como el agroindustrial. El sector agroindustrial colombiano se ha caracterizado por tener muy poca participación en las exportaciones totales del país, y esto es debido a que el sector no se ha tecnificado lo suficiente, como para poder elaborar productos con valor agregado. Es por esta razón que se decide realizar el caso de estudio con una empresa pequeña agroindustrial de Cundinamarca, la cual tiene como enfoque la producción de verduras y hortalizas deshidratadas. Assisting School Management Teams to construct their school improvement plans: an action learning approach

This article reports on a first cycle of a larger action research study conducted to determine how Circuit Teams could support School Management Teams of underperforming high schools towards whole-school development. Although it is a mandated requirement by the Department of Education, none of the four schools involved in the study had developed a school improvement plan, a necessary first step towards whole-school development. In this article we focus on the collaborative intervention we designed to meet the identified needs of the participants regarding the construction of a school improvement plan. A qualitative baseline study revealed the School Management Teams' general disregard towards the school improvement plan as well as limited insight into what skills they needed to develop it, and their imperfect understanding of whole-school development. We explain the action research process we took to facilitate a clearer understanding of the school improvement plan and how to develop it. The data analysis revealed that the collaborative learning experience ignited feelings of empowerment, increased motivation to collaborate with the Circuit Teams towards whole-school development, and generally assisted the School Management Teams' resolve to improve the management of their respective schools.
