As técnicas JIT, desenvolvidas na Toyota a partir da década de 40, apresentam hoje significativo nível de aplicação, sendo que importantes resultados têm sido atingidos com o seu uso, embora o processo de implementação possa apresentar uma série de problemas. Nesta pesquisa, uma revisão de literatura descreveu o conceito de JIT, resultados obtidos com sua implementação e principais problemas enfrentados. Os Fatores Críticos para a Implementação (FCI) foram definidos como fatores cuja consideração e tratamento são importantes para que a implementação tenha maior probabilidade de atingir os resultados dela esperados. Na revisão de literatura foi possível destacar FCI relacionados principalmente a aspectos ligados ao Apoio da Alta Administração, Educação e Treinamento, Produção, Organizacionais/Estruturais e Fornecedores. Este trabalho busca compreender a implementação de políticas públicas como um processo complexo que envolve interação entre diversos atores. Partimos do princípio de que, para compreender as políticas públicas, devemos observar o processo de implementação enquanto uma dinâmica de interações entre os usuários e os burocratas implementadores que, por meio de valores, crenças e idéias, transformam o modo como as políticas foram concebidas. Assim, buscamos observar os detalhes do processo de implementação, especialmente operados pelos burocratas de nível de rua, para compreender como opera e quais os resultados das decisões organizacionais e individuais para a efetivação da política pública. Nesta pesquisa estudamos a atuação dos Agentes Comunitários de Saúde, do Programa Saúde da Família, que atuam enquanto burocratas de rua implementadores, com uma particularidade de inserção comunitária. O contexto de elevada competitividade empresarial resulta em aumento das exigências por eficiência operacional, como redução dos níveis de estoques e melhoria nos níveis de serviço oferecido aos clientes. Desta forma as decisões tomadas no planejamento tático das companhias ganham complexidade e criticidade. Neste contexto há uma demanda por parte das empresas pela implantação de sistemas de apoio à decisão cada vez mais robustos. É neste cenário que a aplicação de APS no processo de S&OP adquire grande relevância, motivando o entendimento das melhorias trazidas ao processo de planejamento pela ferramenta. This study is the result of research whose purpose was to study the implementation process of integrated management systems, called ERP Enterprise Resource Planning in the business environment. This study, more specifically, tried to identify the variables in this process and that, somehow, made it easy or caused some type of difficulty implementing the system. Based on the mixed method approach (Creswell, 2003), the study was performed by means of the content analysis of technical and scientific publications about this theme and by means of a field research for data collection from primary sources. The content analysis was based on the per mile procedure by Bardin (1977), making it possible to identify critical factors that may be found in the implementation of ERP system projects. Primary data was collected from structured interviews with the managers in charge of the implementation of the system, in each of the 12 companies in different sectors of the economy and based in Brazil. Despite growing recognition of the important role implementation plays in successful prevention efforts, relatively little work has sought to demonstrate a causal relationship between implementation factors and participant outcomes. In turn, failure to explore the implementation-to-outcome link limits our understanding of the mechanisms essential to successful programming. This gap is partially due to the inability of current methodological procedures within prevention science to account for the multitude of confounders responsible for variation in implementation factors (i.e., selection bias). The current paper illustrates how propensity and marginal structural models can be used to improve causal inferences involving implementation factors not easily randomized (e.g., participant attendance). We first present analytic steps for simultaneously evaluating the impact of multiple implementation factors on prevention program outcome. Then we demonstrate this approach for evaluating the impact of enrollment and attendance in a family program, over and above the impact of a school-based program, within PROSPER, a large scale real-world prevention trial. This qualitative case study explored the process of implementing Experiential Education (EXED) in Yukon Territory Kindergarten to Grade 12 (K-12) schools with a particular focus on investigating: (a) understandings of EXED and the drivers behind its implementation, (b) factors contributing to EXED’s suitability for Yukon schools, and (c) factors supporting and challenging the implementation of EXED in Yukon schools. Data collection involved interviews with Yukon Department of Education (YDE) staff members, principals and teachers, document collection, and reflective note collection. Findings indicated that EXED was understood as more of a methodology than a philosophy for teaching and learning. EXED implementation was primarily driven by bottom-up (school/ teacher) initiatives and was secondarily supported by top-down (YDE) efforts. The process of implementation was supported by three main factors and was challenged primarily by six factors. The results also pointed to three factors that made EXED suitable for implementation in Yukon schools.

Prevention scientists have called for more research on the factors affecting the implementation of substance use prevention programs. Given the lack of literature in this area, coupled with evidence that children as early as elementary school engage in substance use, the purpose of this study was to identify the factors that influence the implementation of substance use prevention programs in elementary schools. This study involved a mixed methods approach comprised of a survey and in-person interviews. Sixty-five guidance counselors and teachers completed the survey, and 9 guidance counselors who completed the survey were interviewed individually. Correlation analyses and hierarchical multiple regression were conducted. Quantitative findings revealed ease of implementation most frequently influenced program implementation, followed by beliefs about the program’s effectiveness. Qualitative findings showed curriculum modification as an important theme, as well as difficulty of program implementation. The in-person interviews also shed light on three interrelated themes influencing program implementation – The Wheel, time, and scheduling. Background: The challenges of implementing evidence-based practice are complex and varied. Against this background a framework has been developed to represent the multiple factors that may influence the implementation of evidence into practice. It is proposed that successful implementation is dependent upon the nature of the evidence being used, the quality of context, and, the type of facilitation required to enable the change process. This study sets out to scrutinize the elements of the framework through empirical enquiry. Aims and objectives: The aim of the study was to address the following questions: • What factors do practitioners identify as the most important in enabling implementation of evidence into practice? • What are the factors practitioners identify that mediate the implementation of evidence into practice? • Do the concepts of evidence, context and facilitation constitute the key elements of a framework for getting evidence into practice? The study is concerned with why some organisations, when dealing with their dynamic external environmental conditions, can achieve high organisational performance, while many others failed to cope. The literature review emphasised the formulation-implementation balance rather than strategy formulation as an important organisational dimension. This dimension has been relatively neglected compared to the emphasis research and organisations have placed on strategy formulation. The literature review also emphasised a receptive culture and proactive capabilities as important organisational dimensions in the pursuit of high organisational performance. The study defined receptive culture to include the organisational factors autonomous orientation and improvement orientation. The study also defined proactive capabilities to include the organisational factors adaptive capability, innovative capability and external intelligence capability. This thesis perpetuates research aimed at deploying a diagnostic expert system for the MK 92 Mod 2 Fire Control System to 28 Oliver Hazard Perry class fast frigates. Referred to as the Maintenance Advisor Expert System (MAES) , this expert system is being jointly developed by the Naval Postgraduate School and Port Hueneme Division, Naval Surface Warfare Center (NSWC PHD). This thesis focuses on the long-term implementation issues related to deploying MAES to the fleet, integrating MAES into the formal training pipeline, and transitioning life cycle Support for MAES to NSWC PHD. MAES long-term implementation issues, which include hardware, software, documentation, and training requirements, are examined within the context of implementation factors and risks historically associated with deploying expert systems. Background: Implementation science and knowledge translation have developed across multiple disciplines with the common aim of bringing innovations to practice. Numerous implementation frameworks, models, and theories have been developed to target a diverse array of innovations. As such, it is plausible that not all frameworks include the full range of concepts now thought to be involved in implementation. Users face the decision of selecting a single or combining multiple implementation frameworks. This thesis examines the factors that influence rapid prototyping innovation implementation. Research was conducted to develop a qualitative, descriptive model of factors influencing user acceptance and organization implementation. In an era when the American public is focused on government financial accountability, leaders within the federal government are seeking ways to understand their costs. In December 1999, the Department of the Navy released its strategic plan to understand and manage the Total Ownership Costs of its assets and services. The plan gives local commanders the authority to choose which cost management tools to use, while strongly encouraging them to use Activity Based Cost Management (ABCM). To assist Navy commanders in their decisions, this research examines the factors affecting ABCM implementation in five divisions of one government bureau. The study categorizes the factors into behavioral, organizational, technical implementation, and work technology aids and hindrances. Relationships between a factor's presence in a division and its success in implementing ABCM indicate the factor's relevance. Technical implementation factors do not appear as relevant as factors related to behavior and work technology in driving ABCM implementations toward success or failure. Frequent commentaries in the literature have stated that certain critical success factors (CSFs) have to be accomplished in an organisation for an Enterprise Resource Planning (ERP) system project to be successful. In this study we argue and demonstrate empirically that success in implementing an ERP system and in gaining performance improvement should be conceptualised as two separate dependent variables. The distinction is made because the former aspect is based upon project delivery outcomes, while the latter assesses post-ERP project performance. We question whether some factors labelled as 'critical' success factors for ERP projects are in practice actually critical for achieving success in implementation and improving output performance. To examine this we report an empirical study that has investigated whether four major CSFs are in practice critical for achieving organisational performance improvements, and the role that successful implementation may play in influencing the relationship between CSFs and improvements in organisational performance. PURPOSE – The authors aim to examine the literature on enterprise resource planning (ERP) to establish whether the critical success factors (CSFs) for achieving stages of an ERP project have been empirically shown to be “critical”. DESIGN/METHODOLOGY/APPROACH – The authors used a systematic approach to review 627 refereed papers published between 1998 and 2010 on ERP, from which 236 papers related to CSFs on ERP were selected for analysis. The authors employed procedures from qualitative and interpretive research methods, to analyse and interpret the material using five-step procedure of gathering, categorising, coding, analysing and comparing the data. FINDINGS – Prior studies have identified a large number of CSFs for ERP implementation success or improved performance outcomes. The authors have shown that a limited number of CSFs have been empirically investigated for their role in, and effect on, implementation success or post-implementation performance outcomes. While reporting the factors that have some evidence to support them, the authors question the utility of the general concept of CSFs. RESEARCH LIMITATIONS/IMPLICATIONS – The authors' findings question the validity of many of the claimed CSFs and the utility of the general body of literature on CSFs. We conducted a study designed to assess implementation of the classwide peer tutoring program and the relationship between implementation variation and student outcome. A clinical replication design was used. Five volunteer elementary teachers were trained to implement the program; their implementation was monitored for 19 consecutive weeks during 1 school year. Overall, the results indicated that specific variations in program implementation were associated with students' responses to treatment. It was also demonstrated that different teachers' applications of the program produced differential levels of student outcome. Implementation factors related to lower spelling achievement were (a) reduced opportunities to receive program sessions, (b) reduced probabilities of students' participation in program opportunities, (c) too many students assigned unchallenging spelling words, and (d) reduced rates of daily point earning reflecting lower levels of spelling practice during tutoring sessions. The implications of these findings and methods of preventing these implementation problems are discussed in the context of quality assurance and social validity.

Este estudio expone una revisión sistemática de la literatura científica sobre la implantación de sistemas ERP. Tomando como punto de partida 168 artículos publicados en revistas científicas ISI se realizan un conjunto de análisis. Primero, se estudia la evolución de la investigación sobre el fenómeno. Luego se particulariza según las metodologías de investigación empleadas, este análisis incluye: en los trabajos de campo, las técnicas estadísticas utilizadas y las variables estudiadas; en los estudios de casos, el tipo de diseño y el problema de estudio; y en los trabajos conceptuales su impacto en la literatura. Adicionalmente, se sintetizan los factores críticos de éxito propuestos para la implantación de sistemas ERP. En último lugar, y con el objeto de dar soporte al desarrollo de hipótesis futuras, se entregan algunas conclusiones sobre los antecedentes científicos recogidos en el estudio. Esta investigación estudia el nivel de influencia de los factores organizacional, planificación y técnico con la calidad de la Información, del sistema y de los servicios en la satisfacción del usuario, basado en un modelo diseñado para este propósito. El estudio empírico hecho en seis universidades mexicanas por medio de PLS, muestra que el Factor Organizacional es el que tiene un mayor impacto por sus altos valores de correlación (R=0.624; R=0.435 y R=0.428) y significancia en las tres hipótesis planteadas con una varianza explicada del 78.8% en la Satisfacción del Usuario, quienes piensan que la calidad de los sistemas les ayudan a aumentar la productividad en su toma de decisiones.; This research studies the influence range of the organizational, planning and technical factors within the information quality, system quality and information systems services quality, in the user satisfaction, based on the designed model research for this purpose. Plan the use of factors related to the implementation of continuous improvement projects increases the potential for success and effectiveness of them. The objective of this paper is to analyze factors for the implementation of projects in the shop floor environment. This research involves perspectives of consultants and project leaders in different organizations. It is qualitative research and has two steps of data collection: (a) interviews (semi-structured questionnaires) with consultants and improvements project leaders in industries from various sectors (agricultural chemicals, automotive, machining, stamping and aerospace) and (b) questionnaire in three plants of a large chemical group with a tradition of research and development. This study is delimited to industrial and consulting firm specializing in continuous improvement projects.
