A fronteira entre as áreas de negócios e as de tecnologia de informação (TI) vai deixando de existir e isso exige competências de gestão, baseadas em novos conhecimentos, habilidades e atitudes de liderança, que extrapolam as questões técnicas. A literatura disponível discute quais são as competências críticas de forma isolada, não as relaciona com a competitividade das empresas e não analisa o desempenho dos gestores em cada uma das competências consideradas críticas. Com o objetivo de compreender quais são as competências críticas de gestão em TI e qual é o desempenho dos gestores nessas competências, foi efetuada, neste estudo, uma revisão da teoria, a fim de elaborar um modelo de avaliação de desempenho e avaliar 149 gestores de TI. Essa avaliação foi baseada em 22 competências de gestão, organizadas em cinco áreas: gestão da estratégia de TI, gestão da inovação e tecnologia, gestão do valor da TI, gestão das equipes de TI e gestão do desempenho da TI. Existem fortes indícios de que os investimentos realizados em Tecnologia de Informação (TI) têm afetado positivamente o desempenho organizacional, mesmo sendo difícil mostrar e avaliar estes ganhos. A TI por si mesma não garante retorno à organização, mas sim a forma como ela é utilizada e gerenciada pelas mesmas. Entretanto, o modo como a TI é organizada e estruturada aparece como um dos problemas organizacionais mais difíceis de ser equacionado, ajudando a explicar porque muitas organizações obtêm diferentes resultados, utilizando, em muitos casos, a mesma tecnologia. Existe uma noção intuitiva de que os custos associados a ações de suporte de projetos de gerenciamento de Tecnologia da Informação (TI), muitas vezes considerados já muito elevados e em crescimento, possuem forte vinculação com esforços empreendidos nas fases de desenvolvimento/implantação e teste. Apesar da importância de caracterizar e compreender a sistemática dessa relação, pouco tem sido feito neste domínio, principalmente devido à falta de mecanismos adequados tanto para o compartilhamento de informações entre as fases de um projeto de TI, quanto para aprender com experiências passadas. Business-IT alignment has consistently ranked in the top five IT management concerns for almost a decade now. Despite a considerable research since the 90s, business-IT alignment still remains a challenge even more in turbulent organizational environments requiring business strategy to be more frequently examined and changed. We need effective ways to achieve and sustain alignment between the information systems and technology strategy and the business strategy so organizations become more flexible and agile. Enterprise architecture may be one of those effective ways particularly when developed under a business process management approach. Looking into a consulting practice that has adopted such approach, this research highlights the role of one particular model, the organizational competences model, in the clarification of the strategy and in the development of the enterprise architecture for a wine regulatory commission, the organization that was used as a case study.

The present article aims to propose a general procedure to evaluate and improve the Information Technology (IT) Governance in an organization, considering the Business - IT alignment and risk management. The procedure integrates management tools such as business processes management, risk management, strategic alignment and the balanced scorecard. Additionally, to assess the IT Governance level we proposed an indicator based on the process maturity. The concepts and ideas presented here had been applied in four case studies, verifying their implementation feasibility. The results indicate a low level of IT governance and the existence of several problems primarily in the Plan and Organize and Monitor and Evaluate domains.

The concept of the Balanced Scorecard (BSC) was first developed by R.S. Kaplan and D.P. Norton in 1992 and since that time has been implemented in thousands of organizations worldwide. While many tools that were proposed in the past tend to emphasize only one of values an organization has to realize, the Balanced Scorecard proposes that what is the most important for an organization be to balance these values for discrete stakeholders, ultimately for improvement of corporate value. The healthcare industry is expanding swiftly and total healthcare expenditures are expected to reach 18% of GDP by 2008. However there exist steep variances in quality of care and high incidences of medical error. This has given impetus to efforts at progressively evolving the healthcare delivery system. The role of information technology (IT) is seen as being central to cost reduction and quality improvement of healthcare delivery. Furthermore, efficiency gains will realize approximately 20% in cost reductions. However, there are significant challenges associated with widespread adoption of IT by healthcare providers. Despite the existence of vendor and technology maturity, implementation rates for clinical patient record systems were only 35% in 2006. This study addresses the problem of low IT adoption in hospitals through a three pronged analysis methodology. A Clockspeed analysis has revealed a dichotomy between the maturity levels of technology and vendors on the one hand and delivery processes on the other. This has resulted in lower business value being realized from IT investments by healthcare providers.; (cont.) To address the concern of low business value realization from IT investments, a workflow and Social Networking Analysis was conducted on the surgery patient flow process of a prominent Boston area hospital. The goal of this thesis is two-fold. First, the paper explores and discusses how information technology (IT) is used as an integrative mechanism in organizations. Second, the paper suggests why organizations have experienced increased IT management requirements. The paper examines how Internet technology is used by companies to integrate operations. Supporting case studies of Wal- Mart and Calyx & Corolla are examined to determine the effectiveness of using IT as an integrative tool. Next, this research discusses how a buying versus building strategy has led to increased demands on IT management. Supporting case studies of SAP (Systems, Applications and Products) and British Petroleum are reviewed to determine if IT management will increase. This research concluded that IT is used as an integrative tool in organizations. Companies are using Internet technology to electronically link to other companies to form virtual organizations. In addition, IT is used as an effective means of collaborating and sharing information and knowledge in order to make decisions and innovate faster. Finally, although companies have achieved clear benefits of using IT for integration, there also have been negative repercussions. Using IT and adopting a buying strategy results in greater IT management requirements.

In fiscal year 1994, the federal government obligated more than $23.5 billion towards information technology (IT) products and services, which represents about five percent of its total discretionary spending. The Clinger- Cohen Act of 1996 was enacted by the U.S. Congress to help prevent wasteful government spending on IT projects by mandating that federal agencies develop a process to manage their IT projects as investments, including methods to continuously improve the efficiency and effectiveness of their management processes. The goal of this study was to develop a model to assess a government agency's IT management processes, specifically the selection, control, and evaluation of IT investments. In order to accomplish this, various General Accounting Office (GAO) reports were reviewed to determine the best practices being used to manage IT investments. Also, model was developed that can be applied to an agency that already has some IT management processes in place. The major finding was that, while the critical processes and attributes identified by GAO are helpful in implementing improvements to an agency's processes, each individual agency needs to carefully assess the environment in which it operates and choose the management tools and techniques that best fit the agency's vision and mission and its specific environment.

Approved for public release; distribution is unlimited; This thesis investigated the feasibility of implementing a single Navy-wide local financial management system. In this era of downsizing and budget cuts, the government is looking for opportunities to spend funds more efficiently. One initiative which is starting to pay dividends is consolidating finance and accounting systems. The Navy-wide implementation of the Standard Accounting and Reporting System family of accounting systems is nearly complete. This system, however, provides no financial management capability to local managers. These managers must independently organize their local financial management systems. This thesis evaluated the feasibility of taking this consolidation process one step further; to the local level. It used the Fund Administration and Standardized Document Automation System (FASTDATA) local financial management system as a baseline for analysis. It evaluated the system's capabilities and its acceptability by operational users. It was determined by the research that a single Navy-wide local financial management system is feasible. A common problem in IT management involves the lack of business vision on the part of IT executives who align IT to the strategic assumptions of the company, but forget the tactical functions of the former, managed as a business. This is known as the Lutchen's gap. Because of its importance in the context of IT management, this paper is a complementary approach to the preceding one from Rodrigues et al. (2009) and aims at identifying the Lutchen´s gap presence in the management of IT among the 100 top companies located in Brazil. To do this, we proceeded to a description of the profile of IT management in these companies, controlled by the executive board. We used a questionnaire filled out by IT executives, containing 77 questions covering the four functions of IT in a company. O objetivo desse artigo é identificar o desenho do gerenciamento da TI nas 100 maiores empresas brasileiras. A pesquisa teve uma abordagem quantitativa e utilizou-se do método estatístico-descritivo para apresentar os dados, coletados por meio de questionário estruturado fechado, com 77 questões baseadas na gestão da TI, dentro da lógica argumentativa de Lutchen (2003). Os principais resultados indicam que: a) há um alinhamento com os processos básicos de negócio, porém, com mostras de dessincronias; b) a gestão está orientada para os sistemas de conformidade (ITIL, COBIT), mas sem otimização dos processos de negócio; c) a TI entrega as demandas básicas, porém sem estrutura para impor e usar as melhores práticas automatizadas; e d) a qualidade apresenta processos documentados, porém com falta de indicadores para o desenvolvimento dos negócios. Infere-se do quadro da pesquisa que a gestão da TI é conduzida essencialmente com base nas metodologias padrões de gestão de TI, muito mais dentro da lógica de fornecedora de soluções do que dentro dos princípios da inovação ou quebra de regras dos negócios. Recently, there has been a great deal of interest on the part of many executives the concept of IT governance in order to justify IT investments. However some studies have shown that companies which have good IT governance models generate higher returns on their IT investments than their competitors, less research can be found on how organizations are effectively implementing IT governance in day-to-day practice. Thus, we evaluated the perceived impact of different IT governance mechanisms on IT management performance. The study was done with 83 IT managers, indicating the most adopted IT governance mechanisms as well as their impact on IT management. The successful application of Information Technologies (IT) in an organization depends on the business processes used for managing such technologies. It is widely recognized that the use of the Enterprise Architecture (EA) practice for organizing these technologies into a framework is a key factor for achieving a better IT - business alignment. This article presents a business process model for the IT Management that can be used in medium and large organizations as a framework for modelling and analysing their IT management processes. The main difference between the described model and others found in the literature is that our model places EA concept at the centre of the organization of IT Management activities. It provides a better definition, organization and comprehension of the essential and support IT management activities. The described model is being used in several organizations as a referential framework to improve their current IT Management processes.
