A Governança de TI (GTI) tem um papel fundamental na realização do alinhamento da TI com o negócio das organizações, potencializando os processos de TI juntamente com os objetivos do negócio. Alinhar a TI ao negócio da organização é fundamental, porém é necessário também garantir o alinhamento da GTI com a Governança de Dados (GD). A GD é responsável pelo controle e gestão dos dados da organização, possibilitando a transformação de dados em informações para a tomada de decisões estratégicas. Possuir uma GTI alinhada a GD propicia um melhor desempenho para as organizações, que precisam de informações corretas em tempo hábil para a tomada de decisões. Para colaborar com este alinhamento existem os frameworks de boas práticas de gestão, que auxiliam as organizações a implantar esta governança. Este trabalho teve como objetivo identificar os processos e frameworks de GD implantados em organizações brasileiras e comparar os benefícios obtidos na implantação com os propostos pela literatura. O trabalho exploratório e qualitativo proporcionou a realização de estudos de casos em três organizações brasileiras de grande porte que implantaram ou estão em processo de implantação dos processos de GD. Os estudos de casos foram realizados com duas visões diferentes: a consultoria que implantou a GD e a organização que contratou a consultoria. Recentemente, tem sido foco de interesse entre os executivos o tema governança de TI, de modo a justificar os investimentos realizados em Tecnologia da Informação (TI). Algumas pesquisas têm levantado indícios de que empresas que possuem bons modelos de governança de TI apresentam resultados superiores aos de seus concorrentes. Entretanto, as pesquisas científicas realizadas até agora não permitiram concluir se um desempenho superior da governança de TI se reflete no resultado financeiro. Dessa forma, buscou-se verificar se as empresas que adotaram mecanismos de Governança de TI melhoraram seu desempenho financeiro, comparando indicadores de performance pré e pós-adoção. The present article aims to propose a general procedure to evaluate and improve the Information Technology (IT) Governance in an organization, considering the Business - IT alignment and risk management. The procedure integrates management tools such as business processes management, risk management, strategic alignment and the balanced scorecard. Additionally, to assess the IT Governance level we proposed an indicator based on the process maturity. The concepts and ideas presented here had been applied in four case studies, verifying their implementation feasibility. The results indicate a low level of IT governance and the existence of several problems primarily in the Plan and Organize and Monitor and Evaluate domains.

This paper addresses the generation and analysis of the COBIT 4.1 ontological metamodel of IT Governance framework. The ontological metamodels represent the logical structures and fundamental semantics of framework models and constitute adequate tools for the analysis, adaptation, comparison and integration of IT best practice frameworks. The MetaFrame methodology used for the construction of the COBIT metamodel is based on the discipline of conceptual metamodeling and on the extended Entity/Relationship methodology. It has an iterative process of construction of the metamodel’s components, using techniques of modeling and documentation of information systems. In the COBIT 4.1metamodel, the central entity type is the IT Process. The entity type of IT Domain represents the four domains that group one or more IT processes of the COBIT 4.1. In turn, these domains are divided into one or more Activities that are carried through by one or more Roles which are consulted, informed, accounted for or liable for each Activity. The COBIT 4.1 metamodel may suggest adaptation or implementation of a new process within the framework or even contribute to the integration of frameworks, when, after the processes of analysis and comparison, there are connection points between the components and the logical structures of its relationships.

The aim of this article is to analyze the impacts, based on the perceptions of managers, of the deployment of a model to govern the relationship between business areas and IT in a large Brazilian financial organization.  To undertake the case study of this deployment, the research firstly performed documental analyses of the process and then sent electronic surveys to a sample of managers in order to evaluate their perceptions of the model’s impact in terms of the formalism of the organization’s internal processes, strategic alignment between business areas and IT and levels of governance in the organization.  The results revealed that managers perceived improvements in the quality of technological solutions, levels of IT governance, the understanding of IT area needs and business area demands, but they also stated that the negotiating process was more complex and there was no increase in their level of satisfaction with IT. These results of the study may contribute to the development of instruments for the evaluation of the impacts of the deployment of relationship models on important organizational aspects.

This work seeks to provide a new multi-criteria approach to assess IT Governance (ITG) in the area of Strategic Alignment. The complete methodological development process is described. The evaluation model uses Fuzzy Analytic Hierarchy Process (FAHP) and it is targeted to IT processes, more specifically to the COBIT© IT maturity levels, domains and processes, thus providing a differentiated analysis of importance for each item. Its relevance is related to addressing isolated and individual evaluation criteria that are normally practiced in audits of processes. The model allows generating information that extends the guarantees of compliance and corporate governance from different organizations. This research demonstrates that the combined use of multi-criteria decision methodologies and soft computing proves to be particularly suitable for Strategic Alignment such as the focal area of COBIT. The model was applied in a big retail Brazilian company.

Information technology (IT) governance has received a lot of attention lately, with a growing strategic importance currently being given to IT by both public and private organizations. This justifies the existence of a body of scientific literature on IT governance, to which this paper belongs and makes an attempt to contribute to. Towards that end, an empirical study was performed involving 57 public organizations of the Brazilian federal administration, examining the relationship between three governance mechanisms – IT steering committee, IT solution manager, and IT investment portfolio management process and IT governance effectiveness. Based on the literature review, a conceptual model was developed to express the causal relations that these constructs were expected to hold with one another. Through a custom-designed questionnaire submitted to over 180 federal public employees, the causal model was tested using mediation analysis and mostly confirmed. Results indicate that Portfolio Management should always be taken into account for analyses that aim to evaluate the effects of IT steering committees and solution managers on IT governance effectiveness. This means that a nonexistent or an underperforming Portfolio Management Process can lead to a reduction or cancellation of the potential positive contributions of the other two mechanisms to IT governance. There has been much talk of governance in the South Pacific in the past few years. Indeed, it seems that governance has become the political and economic message of the late 1990s, much as ‘sustainable development’ was that of the early 1990s. The messengers are the premier international organisations such as the World Bank, the Organisation for Economic Cooperation and Development, the United Nations and the International Monetary Fund relayed in the South Pacific by prominent bilateral donors, such as Australia, New Zealand and Great Britain. Although the message of governance is relevant globally, it has been essentially directed at the developing world. It is, as such, currently having an impact on the Pacific islands. Like many new and widespread concepts before it, governance will be absorbed and ‘recycled’ by Pacific island governments and administrations. It may prove to be only an empty, ‘flavour of the month’ (Williams and Young 1994) expression used by Pacific officials as and when deemed necessary to satisfy aid donors. Firms achieving above industry average returns from IT investments must be making consistently better IT-related decisions. Effective IT governance is one of the ways these firms achieve superior returns. Many firms are creating IT governance structures that encourage the behavior leading to achieving the firm's business performance goals. We define IT governance as specifying the decision rights and accountability framework to encourage desirable behavior in the use of IT. This research seeks to analyse the root causes of the massive failures of IT Projects especially in government establishments. This study shows that the successful implementation of IT projects does not lie only Project in Management principles. It answers the question 'why are IT projects failing despite the application of tried and tested Project Management principles ? The paper also concludes that Project Management principles per se do not guarantee the successful implementation of IT projects, but have to be brought within the principle of IT Governance. Conclusions are drawn from the Ghana Rural Bank Computerization and Inter-connectivity Project, an activity under the Millennium Challenge Account of the Millennium Development Authority to show that IT Governance needs to be inculcated into IT Projects to make its implementation successful.

The objective of the research project whose results are reported in this paper was to help the researchers to better understand the adoption of IT governance best practice models among Brazilian organizations that make use of IT in their daily activities, based on the perceptions of IT executives. An electronic survey was used in this exploratory-descriptive study; it was sent to executives from 100 companies that are heavy users of IT. The results concern a sample of 51 companies that agreed to take part in the survey and show that these tend to associate adopting IT best practices with an enhancement of the visibility, as seen by executives, of returns on investment and with an increase of the control and quality of the services provided by the IT function. The interviewees also felt that the determinants for the adoption of IT governance of best practices are a rising demand for organizational control and monitoring; shareholders' pressure for transparency; growing technological complexity; and the fact that business areas are becoming increasingly dependent on IT. The IT governance best practices models identified as the most frequently used ones were ITIL, Cobit, PMBok and the codes for information safety management BS 7799, ISO/IEC 17799 and ISO/ IEC 27001. Recently, there has been a great deal of interest on the part of many executives the concept of IT governance in order to justify IT investments. However some studies have shown that companies which have good IT governance models generate higher returns on their IT investments than their competitors, less research can be found on how organizations are effectively implementing IT governance in day-to-day practice. Thus, we evaluated the perceived impact of different IT governance mechanisms on IT management performance. The study was done with 83 IT managers, indicating the most adopted IT governance mechanisms as well as their impact on IT management.
