A pesquisa, mobilizada pelo desejo de contribuir com a criação de condições de ensino que potencializassem ações educativas com o jogo (ações de ensino por parte dos educadores e ações de aprendizagem por parte dos estudantes), baseou-se na convicção de que o jogo é um valioso instrumento de ensino ao possibilitar o desenvolvimento cultural dos educandos. Os principais referenciais teóricos utilizados foram: Vygotsky, no que se refere ao papel do brinquedo e do brincar para o desenvolvimento; Elkonin, ao tratar sobre a psicologia do jogo; e Leontiev, com a Teoria da Atividade. Além desses autores e dos conceitos desenvolvidos por eles, utilizamos nessa pesquisa o conceito de Atividade Orientadora de Ensino, cujos pressupostos, foram fundamentais para o desenvolvimento deste trabalho. Destacamos como elementos centrais da Atividade Orientadora de Ensino a importância das situações-problema, típicas do fazer pedagógico, a definição dos conceitos nos conteúdos a serem ensinados, a criação de situações desencadeadoras de aprendizagem, o planejamento de ações e a avaliação contínua das ações didáticas. Esta pesquisa trata dos atores, iniciativas e processos envolvidos na concepção de legislação participativa implícita no referencial empírico trabalhado nesta dissertação, a Comissão Permanente de Legislação Participativa da Câmara dos Deputados (CLP). Comissões permanentes são órgãos colegiados, compostos por deputados, integrantes do processo legislativo, que têm por finalidade apreciar os assuntos ou proposições submetidos ao seu exame e sobre eles deliberar. Com efeito, foi atribuída à CLP, como principal competência, a capacidade de i) receber diversos tipos de sugestões legislativas - leia-se, de iniciativas - oriundas de associações civis legalmente constituídas; ii) deliberar sobre as sugestões acatadas, manifestando-se por meio de parecer; iii) encaminhar as sugestões de iniciativas de leis aprovadas para iniciarem a tramitação no processo legislativo. A investigação procurou responder, por um lado, qual a capacidade do mecanismo de incluir iniciativas de lei no processo legislativo. Por outro lado, elaboramos uma discussão, sem pretender uma análise exaustiva, sobre um dos possíveis efeitos do modelo institucional do mecanismo em ter credenciado organizações civis para proporem iniciativas de lei no âmbito federal. Based on content analysis of documents and on interviews with local agents, focus on the innovative touristic initiatives related to the production of wine, olive oil and other typical productions in Alentejo region, Portugal. The majority of these flagship initiatives are oriented to new demanding, affluent and urban market niches. These enterprises, although based on synergies between farming and tourism, represent somehow a discontinuity with the surrounding environment, and differ from the traditional small tourism units scattered in the territory. However these units possess the capacity to build innovative economic resources, taking their lead from the existing territorial matrix and mobilizing the local knowledge and skills, therefore contributing to revitalize forgotten places and, to a certain extent, also to reshape the identity of the areas in which they operate.

In January 1983 a group of US government, industry and university information specialists gathered at MIT to take stock of efforts to monitor, acquire, assess, and disseminate Japanese scientific and technical information (JSTI). It was agreed that these efforts were uncoordinated and poorly conceived, and that a clearer understanding of Japanese technical information systems and a clearer sense of its importance to end users was necessary. That meeting led to formal technology assessments, Congressinal hearings, and legislation; it also helped stimulate several private initiatives in JSTI provision. Four years later there exist better coordinated and better conceived JSTI programs in both the public and private sectors, but there remains much room for improvement. This paper will recount their development and assess future directions.

Grâce aux nanotechnologies, l’être humain peut maîtriser la matière à l’échelle du nanomètre — soit au niveau des atomes et des molécules. Les matériaux obtenus suite à ces manipulations présentent des propriétés nouvelles qui les rendent très intéressants pour nombre d’applications techniques, et ce dans tous les domaines technoscientifiques. Ainsi, les nanotechnologies sont souvent considérées comme les prémisses d’une profonde révolution technologique et sociale. Toutefois, si les nanotechnologies intéressent investisseurs, gouvernement, entreprises et universités, elles soulèvent aussi des questions éthiques, notamment au sujet de leur toxicité, de leurs retombées et de la modification de l’être humain. This is a challenging time for Africa. The combined effects of the global economic crisis, the need for equitable allocation of natural resource assets, and the ever-changing balance of influence and power between the developed and developing worlds are requiring African countries to re-evaluate their governance structures. "Social accountability," as defined in this book, is an approach to enhancing government accountability and transparency. It refers to the wide range of citizen actions to hold the state to account, as well as actions on the part of government, media, and other actors that promote or facilitate these efforts. Social accountability strategies and tools help empower ordinary citizens to exercise their inherent rights and to hold governments accountable for the use of public funds and how they exercise authority. Many East Asian economies have grown briskly in the past few years. However, future development will depend on the quality and timeliness of regional and national policy actions. The policy agenda must address the problems that buffeted the region in the late 1990s-associated with the weakness of domestic institutions and policies in the context of globalization. These problems include financial shocks, rapid shifts in the competitiveness of major exports, changes in international production networking, and significant reconfiguration in the geographical composition of production systems that had provided the foundation for growth. Since 2000, the World Bank has been engaged in community driven development projects called District Poverty Initiatives Projects in four States: Andhra Pradesh, Madhya Pradesh, Chhattisgarh and Rajasthan. These projects are built on the principle of improving rural livelihoods as well as fostering community empowerment. These projects give particular emphasis to the empowerment of communities and groups, with a special focus on women and other excluded segments of the community. The objective of this Joint Interim Assessment is to take stock of what has been learned from the projects, with an eye towards improving the design and implementation of future projects of this type, a number of which are already in the pipeline.

Although corporate environmental accountability is receiving unprecedented attention in the United States from policy makers, the capital market, and the public at large, extant research is limited in its examination of the implications of strategic corporate environmental initiatives on accounting and auditing. The purpose of my dissertation is to address these implications by examining the association between firm environmental initiatives and audit fees, capital expenditures, and earnings quality using multivariate regression analysis. I find that firms engaged in more strategic environmental initiatives tend to have significantly higher audit fees and capital expenditures, and significantly lower levels of earnings manipulation measured using discretionary accruals. These results support the notion that auditors do recognize the importance of environmental initiatives when conducting the year-end financial statement audit, an idea that positively reflects upon the auditor’s monitoring role. The results also demonstrate the increased amount of capital resources required to participate in strategic environmental initiatives, an anecdotal notion that had yet to be empirically supported. Executive Summary: This report contains the findings of a study carried out by the Centre for Academic Practice & Learning Enhancement (CAPLE) and Centre for Educational Technology and Interoperability Standards (CETIS), at the University of Strathclyde. The study focuses on the involvement of the Library as an organizational unit, and of individual librarians and other information science specialists, in open educational resources (OER) initiatives. This research study contributes to the current Open Educational Resources (OER) Programme [http://www.jisc.ac.uk/oer], an initiative by JISC and the HEA whose objective is to promote the creation, dissemination, access and use of OER. This programme represents a firm commitment by UK Higher Education (HE) institutions to the OER movement. This study is based on a survey targeted to OER projects worldwide, partially based on preliminary work done by CETIS Research Fellow John Robertson (2010b). Investments in green projects are constrained by multiple factors: 1) numerous financial and institutional constraints; 2) pronounced risks; 3) unfavorable structure of cash flow profiles; 4) anti-green market distortions. In order to boost investment flows private financing is essential, but the public and private sectors need to work together. Public instruments and concessional funding will, therefore, need to be used carefully to leverage private flows. This stocktaking report is an initial step in the work on green infrastructure finance. Its objective is to document and summarize current initiatives and leading approaches related to the challenges described as well as present the possible solutions that have been proposed. 'Green infrastructure finance', as defined in this report, is a combination of financial and nonfinancial interventions and instruments that can be utilized for making green investments in infrastructure more affordable and less risky to private sponsors, financial markets and governments. Budgets are key documents that lay out a government's economic priorities in terms of policies and programs. Budget transparency refers to the extent and ease with which citizens can access information about and provide feedback on government revenues, allocations, and expenditures. Budget monitoring entails using such information to analyze, critique, and track government finances in order to provide this feedback. Budget transparency is a prerequisite for public participation and accountability, which are instrumental for a democratic and legitimate budget process. Both budget transparency and monitoring efforts also help remove institutional bottlenecks that result in delayed budget allocations, thereby jeopardizing the delivery of vital services to people. Even though they have a far-reaching impact on the lives of people, opening up budgets beyond the exclusive domain of policy makers and administrators is a relatively recent phenomenon that has gained momentum in the last two decades. The put-pose of this paper is to analyze relationship patterns between headquarters and subsidiaries of Brazilian Multinationals Enterprises (BrMNEs). The key construct for that investigation is Subsidiary Initiative, which comprises Subsidiary Entrepreneurial Orientation, Autonomy, Integration, Local Competitive Context and Business Network. A survey was carried out in a sample of 65 subsidiaries of 29 BrMNEs. The main outcome is that subsidiaries are highly integrated and receive Entrepreneurial Orientation from Headquarters (HQs), but Initiative is limited. Actually, the main determinants of subsidiary's initiatives are Local Context and Business Networking in the host country. This apparent paradox may be explained by what we call 'rebellious subsidiaries', which take initiatives based on their business environment and connections, regardless of their HQs' directions or delegation of autonomy.

This paper focuses on the Portuguese initiatives to offer laptops with Internet connection to students at a reduced price. Never in history has the world seen so much discrepancy in wealth, power and living conditions. Believing that information and communication technologies can help address this issue, governments and funding organizations have been investing in bringing computers and internet connectivity to underserved communities. Unfortunately, many of those initiatives end up privileging the community residents who were the most visible, literate or active, leaving behind those who would need additional support and reinforcing even more the status quo. In order to foster a more democratic and participatory society, it is important to create initiatives that are more inclusive and empower individuals to control their own development. In this thesis, I propose a framework for the design and analysis of technological initiatives for social empowerment and I apply the framework in the implementation of two initiatives that focus primarily on youth participation and local civic engagement. In the Young Activists Network initiative, I worked with youth technology centers from different parts of the world organizing young people to become agents of change in the places where they live. In spite of the localized successes, the Young Activists Network approach required so much effort from our partner community organizations and volunteers that it would be virtually impossible to sustain it over time and scale it to other sites. This study explores the causal relationship between firms’ climate actions and financial performance. I examined the market reactions associated with announcements of two categories of climate and energy initiatives with the event study approach. The first category includes 20 announcements of major corporations announcing their intent to participate in the U.S. Climate Action Partnership (US CAP) program. The second category includes 100 announcements of these companies’ own specific climate actions or investments. This study finds no significant relationship for the aggregate data or firms’ own climate actions or investments. However, I do find that the market reacts positively to firms’ announcements of participating in the US CAP. This result implies that collective action among corporate leaders does not only have the potential to benefit society in combating climate change, but also to directly create shareholder value.
