The success of any information system in any area can be assessed by the voluntary accession of users. In an institution where there is a single system available to the users, this evaluation has to be done through user surveys. SIDE is a portal based on information systems architecture to support teaching, academic management of courses and the learning process, in order to support the needs of integration of information flows in several university information systems. This portal, which is in operation at the University of Trás-os-Montes e Alto Douro since 2002, allows data management coming from the operation of courses, providing to the management entities one platform to support executive and decision support. This portal proved to be an architectural solution that meets the needs of the institution where it was implemented. The longevity of its use as the main information system to support teaching in the institution proves that. However these facts are not enough to conclude about the quality of the system and the relationship with the users of the services they utilize. In order to conclude about this we proceeded to carry out an opinion survey in order to get some feedback about the usability and quality of these same services. The surveys had a good participation in terms of number of people and that allowed us to take what good conclusions.

No modelo dos multicomponentes da memória de trabalho o problema do armazenamento da ordem serial de eventos visuais e espaciais ainda é muito discutido. A literatura sugere que recursos do executivo central (o sistema de controle atencional da memória de trabalho) são utilizados para manter a representação da posição serial dos estímulos visuais e espaciais na memória. Mais precisamente, é proposto que a função executiva de atualização de informações esteja envolvida com este processo. Esta função promoveria a modificação contínua da representação mental conforme a entrada de novas informações no sistema cognitivo. Entretanto, não está esclarecido se ocorre uma dissociação visual e espacial no uso de recursos da função executiva de atualização de informações para o registro da ordem serial. O objetivo do presente estudo foi verificar o envolvimento da função executiva de atualização da informação na memória para a ordem de eventos visuais e espaciais. Os participantes foram estudantes universitários (n = 71) que realizaram as tarefas de memória delineadas segundo o paradigma de tarefas duplas. Neste procedimento as tarefas primárias de memória visual e espacial foram combinadas a tarefas secundárias executivas de tempo de reação de escolha (CRT) e tarefas que exigiam recursos de atualização da informação (tarefa de tempo de reação de escolha para um item anterior CRT-1). Este trabalho tem o objetivo de desenvolver e avaliar um Protótipo de um EIS (Executive Information System) que integre os níveis hierárquicos operacional, tático e estratégico, a fim de suprir e dar suporte, quanto a informações, a uma das Pró- Reitorias da Universidade de Caxias do Sul - UCS. Quer-se demonstrar não só a importância mas também a contribuição da integração, através do acesso e compartilhamento das informações, dos níveis hierárquicos, proporcionada pelo Protótipo, para a obtenção da eficiência e eficácia das atividades desenvolvidas na Pró-Reitoria em estudo. Através de revisão bibliográfica e de levantamentos efetuados por meio de questionários, elaborou-se o Protótipo EIS -UCS, o qual posteriormente foi avaliado através de dois protocolos, aplicados em momentos distintos, e também através da grade de análise do modelo conceitual de EIS. Os resultados obtidos demonstram o cumprimento do objetivo de desenvolver e avaliar o protótipo EIS-UCS. Este estudo relata a busca de novos modelos de sistemas de informação, sobretudo na esfera dos sistemas EIS. A mudança de Executive para Entreprise Information System reflete uma mudança substancial no perfil desses sistemas, seja em relação a sua abrangência (voltados para todos os usuários finais do negócio, um subconjunto dos quais é constituído pelos executivos), seja em relação a suas características (interface, estratégias de acesso,). No contexto de globalização e acelerada evolução tecnológica, fatores que pressionam as organizações a uma constante adaptação, este trabalho procura explorar quais são as características desejáveis de um Entreprise Information System no final dos anos 90, rumo à proatividade. The CareGroup Provider Service Network is a managed care contracting organization which provides central administrative services for over 1800 physicians and 200,000 managed care lives. Services include utilization management, disease management and credentialing for the entire network. The management model of the Provider Service Network empowers local physician groups with information and education. To meet the managed care information needs of the network, we implemented an intranet-based executive information system, PSNWeb, which retrieves data from a managed care data warehouse. The project required the integration of diverse technologies and development of a complex security/confidentiality infrastructure to deliver information to 8 major clinician groups, each with different information needs.

This report looks at the governance and management systems required to establish the National Statistical System, and is the result of two missions to South Africa by the consultant. The development of the National Statistical System (NSS) has made considerable progress over the life of the project particularly in raising awareness of the NSS among all parts of government, and forming partnerships with producer and user government bodies. Several consultants have worked on plans for the NSS, including a business plan, departmental audits and training. A step change in data quality in the wider statistical system of government departments will require an increase in resources and greater priority to be given to improving information systems. Additional resources will be required in the producing departments outside Statistics South Africa (Stats SA).

The civil service management model in the Demorcatic Republic of Congo (DRC) still conforms to the old institutional order. The legislation governing employment in the public sector is unchanged and still responds to centralized administration. The public administration categorizes public employees in two main groups: civil servants and local public employees. Civil servants are governed by legislation that is neither merit based nor performance and result oriented. Local public employees are governed by labor legislation. Decentralization also requires the definition of a salary system for the new provincial administrations. For the first six months of the establishment of the provincial Civil Service, the same salary paid to the State civil servants should be ensured and paid to the provincial civil servants by the State administration. This report summarizes the main achievements of technical assistance provided under the Water Supply and Sanitation Policy Formulation and Action Planning Facility to the Indonesian National Water and Sanitation Information Services (NAWASIS) Centre from October 2012 to December 2014 to further consolidate the water supply and sanitation (WSS) data and information management instrument (NAWASIS Info) as a modular part of the overall services provided by the Centre. It highlights some of the continued challenges of effective WSS monitoring, and proposes strategies for further WSS data and information management development. This reports is divided into nine sections. The first three sections provide background information, including the report purpose, general context and description of the assistance. Sections four to seven describe the progress made in achieving the expected outcomes, while the final two sections describe the future of NAWASIS and some recommendations on moving forward.

This thesis explores the Navy Health Care Strategic Planning Process (NHCSPP) and attempts to apply the Department of Defense Automated Information Systems (AIS) Documentation Standard (DOD-STD-7935A) to develop a draft a functional description for the automation of the NHCSPP as module of the Navy Medical Executive Information System. The thesis begins with a discussion of Wartime and Peacetime Health Care Planning. This is followed by an in depth evaluation of the Navy Health Care Strategic Planning Process. The Navy Medical Executive Information System is then discussed, followed by the Functional Description Overview. The research indicates that Navy Health Care Strategic Planning is an extremely complex and intricate process and as such, traditional methodologies that emphasize capturing and representing users requirements upfront, i.e. DOD-STD-7935A, are not appropriate for automating the planning process. Additionally, the health care planning process needs to be standardized across all branches of the armed services. This report is based on the work carried out during the second half of 2002 in close collaboration with the Democratic Republic of Congo (DRC) government. This Institutional Fiduciary Assessment (IFA) of the Road Executive Agency (REA) was commissioned by the World Bank (WB) country and infrastructure sector management in connection with the government's request to provide the World Bank financing for a new Road Infrastructure Project (project). The IFA was used as a tool to assess the performance of the REA in regard to the financial management and procurement systems in order identify the areas in REA's public finance management that can be further strengthened to improve utilization of public funds irrespective of the source of financing. The Government wants to improve the condition of class two and three roads so as to enhance the population's access to markets and enterprises in small towns and rural areas and enhance business opportunities in rural areas expected after the EU accession. Second, REA wants to improve its road management system in order to be able to prepare multiyear road maintenance programs under a constrained budget environment. This collection of works represents the results of a 'fee for services' contract with the National Evaluation Council of the Policy for Social Development in Mexico (CONEVAL), enforced between 2007 and 2008. The goal of the job was to provide support to CONEVAL in the strengthening of the general guidelines of evaluation of the federal programmers of the federal public administration that were published in March 2007 by CONEVAL itself, the ministry of the treasury and public credit and the public function. It was for such a purpose that the team of the World Bank worked on four different reports that looked at providing an integral analysis of the guidelines. The four reports include: an executive summary, an institutional analysis of the guidelines, a management tools analysis of the guidelines, and an analysis of the basic information within the context of the guidelines. The guidelines were published to consolidate the vision of the Mexican government to create a 'menu of evaluations' aimed at providing different key users within the public administration with performance information that will serve their different needs. It is within this context that the analysis had as its general objective to analyze the results of the first year of the implementation of the 2007 guidelines and also to reflect on the content of the guidelines based on international experience.

India's surge in growth and rapid expansion in public spending in the past decade has created new possibilities for its social protection system. The growing importance of social protection (SP) is reflected in the Government of India (GoI) common minimum program and eleventh five year plan which commit to institutionalization of programs as legal rights (as in the case of public works, through the national rural employment guarantee act), continued up-scaling of interventions (e.g., social pensions and midday meals), and proposals to expand new types of SP interventions to the large unorganized sector (e.g., social security). Managers are constantly urged to optimize performance and guarantee the fulfillment of their mission. Consequently, they are confronted with the need to improve the management process. This makes them look for alternatives in information technology, since an effective executive information system is a tool that helps the manager in performing actions that contribute to the attainment of this goal. In this context, the present article aims at verifying what characteristics an executive information system has to possess in order to support the management process.
