Esta é uma pesquisa sobre estratégias de implantação de sistemas de informação. O grande crescimento no uso das tecnologias de informação e das telecomunicações, principalmente, nos anos 90, impulsionou tanto a disponibilização quanto a utilização das informações, acarretando uma forte ‘dependência de informações’. Traditional approaches may have been successful in the past, as researchers have been studying business-IT alignment concerning its impact on organizational performance or its antecedents. However, the question remains: “how to provide an easy and quick way of achieving and sustaining Business-IT alignment?” Enterprise Architecture implementation under a Business Process Management approach may be a useful way of looking into good practices to achieve and sustain business-IT alignment. This work emphasizes the adoption of Dialogical Action Research as an adequate methodology to improve theoria and praxis for a better enterprise architecture implementation. Supported on reflective one-on-one dialogues between researcher and practitioner, dialogical action research acknowledges the important role and contributions of the latter for enterprise architecture implementation when compared with the modest contributions from academia. It is broadly recognized in the aerospace industry, as well as many others, that organizations which effectively execute development projects to meet desired cost, schedule, and performance targets for their customers produce higher levels of customer satisfaction and also a significant source of competitive advantage. Continually meeting the needs of the customer through effective project execution allows a company to become a preferred supplier favored in source selection for follow-on contracts and new development projects necessary for business growth. This research effort examines one aerospace company, which has multiple, diverse development projects on-going at any one time across several business units. The motivation for this thesis is to explore the product/system development capacity of the enterprise by analyzing the historical program performance of major projects, understanding the level of problem projects or fire fighting within the project pipeline, and the perceived causes of poor project performance. In addition, system dynamics models are developed to analyze the dynamics associated with project planning and resource planning strategies for both multi-project and single project scenarios. The high-tech industry is showing increased interest in developing an enterprise wide approach to risk management. There are three reasons for this increased interest; first as the industry has matured, as evidenced by slower growth, increasing consolidation and global competition, managing "costs" has moved to center stage; second, technology product life cycles have progressively shrunk leading to increased technology strategy risk; and third larger events such as 9/11 and corporate scandals have created an awareness of new risks to be managed. In these changed circumstances, the old days of rapid growth and localized & reactive risk management techniques need to be replaced with a capacity to understand risks and manage them effectively across the entire enterprise. Although, risk management has been practiced in the high-tech industry for some time the approaches are based on silo techniques such as insurance, finance, strategy or operations. The challenge is that these varied approaches fall short of holistic risk management and further maintain risk silos that generate additional risks to the organization. United States health care costs are rising and demand is increasing as the population ages. An already overburdened system is being squeezed more each year. Process improvements are urgently needed, and some health care professionals are looking to lean production principles for answers. Past lean health care initiatives have resulted in islands of success with limited overall impact. A lean enterprise approach that delivers value to all stakeholders and challenges current operational models can result in efficiency improvements and cost reduction while delivering a high quality of care. This study examines a single primary care practice. It is shown that an enterprise level perspective assisted health care professionals in evaluating the goals and metrics that influence their behavior. The practice was analyzed through first hand observations and data collection over a four month period. Physicians and staff were shadowed throughout their daily activities to identify waste and evaluate the impact of lean improvements. This data was supplemented with information captured via work sampling, analysis of monthly reports and metrics, and interviews and meetings with key stakeholders. We investigate the effectiveness of strategic alternatives that are designed to dampen the cyclicality manifest in the commercial aviation (CA)-related industries. In this research we introduce the conceptual framework of Enterprise of Enterprises (EoE) as an extension and special case of a System of Systems, to facilitate the design of strategic alternatives in an enterprise ecosystem characterized by loosely coupled enterprises. The constituent enterprises in an EoE exhibit managerial and operational independence and have diverse value functions that are often viewed by the enterprises as zero-sum games. We argue that this may not always be the case; for example, in the CA EoE both airline and airframe manufacturers constituents would benefit from a steadier influx of aircraft that counters the current situation that is characterized by relatively stable demand growth rate for air travel while airline profitability and aircraft ordering fluctuate intensely. A strategic alternative geared towards this EoE-wide desired state is "symbiotic". In order to identify such strategies, we use the EoE framework to analyze the CA-related industries and to specify their local value functions and the salient interfaces among them based on an extensive review of the literature on commercial aviation. Most major organizational changes never reap the benefits the original planners envisioned, they often take longer to implement than expected and in a dynamic environment that can spell disaster for a large enterprise. The Coast Guard is in the midst of several major organizational changes while planning several more. This thesis will use two powerful analysis tools to make policy recommendations that may lead to greater success in the implementation of change. The two tools are Enterprise Value Stream Mapping Analysis (EVSMA) and System Dynamics (SD). Chapter 1 is a more detailed introduction into the motivation behind this thesis. Chapter 2 will review a brief history of some of the major changes within the Coast Guard. Chapter 3 recapitulates some studies conducted in the business sector, with respect to organizational change. This chapter also explains some basic System Dynamics concepts to better contextualize the business cases mentioned. Chapter 4 describes the Enterprise Value Stream Mapping Analysis of the Coast Guard First District. Naval aviation is a large and complex operation, with multiple stakeholders and an ingrained tension between generating combat readiness for current operations and procurement funds for future capabilities. Naval aviation leadership has developed an enterprise approach to managing these often competing requirements that uses modern business process tools under the fundamental principle of alignment. This process showed remarkable results at the factory-level, with production efforts generating significant savings and process efficiencies. From that initial success, the enterprise model was enlarged to overall management of aircraft flight hours, supply parts, personnel and production of replacement airframes. It was further enlarged to encompass the aircraft carrier fleet. This thesis examines the environment that drove the need to employ an enterprise construct, comparing it to the systems engineering approach used to bring new material solutions from concept of operations, to development and sustainment over the product lifecycles. It analyzes the tools and processes used, the benefits gained and the costs of executing under the enterprise management scheme. MBA Professional Report; The Navy's future success relies on its ability to improve its current level of readiness in an environment of limited budgets. The enterprise concept has been the Navy's tool to meet this fiscal challenge. Through better resource allocation, Navy Enterprise seeks to maximize return on investment (ROI). Previous projects have analyzed the results from Sea Enterprise through 2005 and Naval Aviation Enterprise through 2007. Addressing enterprise management in the surface warfare community expands this body of knowledge. This project focuses on enterprise practices in the surface navy. It analyzes how the Surface Warfare Enterprise (SWE) is organized, governed, led and attempted to determine if changes in resource allocation can be attributed to these practices. The results of this project reveal that SWE's application of enterprise management practices through organization, governance, and leadership is largely consistent with corporate enterprise models and recommendations, but also identifies some areas of inconsistency and potential challenges unique to SWE that must be managed carefully. The project identifies some changes in resource allocation that can be attributed to SWE, but is largely inconclusive. Further research into this area is recommended and a course of action is provided.

MBA Professional Report; In an increasingly constrained resource environment, the enterprise approach was introduced in the U.S. Navy to empower stakeholders across multiple commands to take a holistic view of objectives and processes and become unified to achieve required output with greater efficiency. As a member of the Navy Provider Enterprise, Naval Supply Systems Command (NAVSUP) is responsible for providing services, equipment and other resources to the Warfare Enterprises with focus of future readiness at minimal cost. This project focuses on enterprise practices within NAVSUP. It analyzes how NAVSUP Enterprise was implemented and designed to function within the Navy Provider Enterprise construct. This project also describes NAVSUP's execution of the organizational change process and analyzes to what extent change is occurring. The results of this thesis reveal that the NAVSUP Provider Enterprise is achieving positive organizational change through the implementation of collaborative enterprise management practices. The thesis reveals some identifiable organizational challenges and change issues that inhibit the achievement of NAVSUP Provider Enterprise goals. Apresentamos, nesta tese, análises da posição discursiva da Petrobras no que diz respeito às relações de trabalho, portanto o discurso sobre as/nas/das relações de trabalho nesta empresa, considerando as condições de produção sócio-históricas da reestruturação produtiva no Brasil a partir de 1990, como parte de um processo mais amplo: a mundialização. Trata-se de uma empresa brasileira que tem um significado histórico de destaque no Brasil. Mais especificamente analisamos o discurso de gestão empresarial (DGE) na/da Petrobras e, nesse sentido, buscamos compreender o cruzamento de discursos que se dá entre: o discurso de gestão e o nacionalismo e a brasilidade que marcam fortemente o discurso da Petrobras, por isso nosso interesse específico por esta empresa. Nosso corpus é, então, constituído de materiais de comunicação institucional da Petrobras. Para realizar este trabalho, que se inscreve na teoria da análise de discurso, filiada ao materialismo histórico, analisamos inicialmente o discurso publicitário, por meio de propagandas e do próprio logotipo que é a marca da Petrobras para, em seguida, passarmos aos materiais que tocam nas relações de trabalho mais diretamente. This thesis combines three different areas of study that are very active nowadays: Lean Enterprises, Stakeholder Theory, and Social Networks. Elements from these three research areas have been articulated to produce a methodology that allows for the analysis of stakeholder systems. In order to successfully apply lean enterprise principles and practices the study of the way in which stakeholders are structured along the extended enterprise is an indispensable first step. In a similar manner, stakeholder management practices require the identification of the most salient stakeholders together with their motivations to participate in the enterprise's value creation efforts. Original frameworks and methodologies for stakeholder systems analysis are presented in this thesis. Several qualitative, quantitative and systematic techniques have been developed that allow for the characterization and mapping of stakeholder networks. Among them are models for stakeholder systems representation, a process for the identification of stakeholders, a method to determine their salience and relationships relevance, and several stakeholder network metrics. Also is proposed and demonstrated the use of Dependency Structure Matrix technique for the analysis of stakeholder networks structural and functional characteristics. Some of these methodologies rely on known theories and practices such as social network analysis techniques and other graph theoretic concepts although their combination and further development provide an original set of tools for the analysis of stakeholder systems. Continually declining Navy surface combatant acquisitions, the war on terror, shifting Congressional priorities and a consolidated shipbuilding industrial base are forcing fundamental changes in the defense shipbuilding market. Shipbuilding in the United States is a mature industry that requires an experienced workforce and a predictable workload to design and construct an extremely complex product. However, naval planning and Congressional appropriations are volatile and discontinuous processes governed by a broad array of exogenous forces. Substantial changes will be required at Bath Iron Works (BIW) to enable the company to more nimbly and flexibly support the U.S. Navy customer as the environment continues to change and new threats emerge. The research contained in this thesis explores leading indicators of lean enterprise transformation in the aerospace industry, as part of the greater body of work associated with MIT's Lean Aerospace Initiative (LAI). Arguments from literature are made in support of the assumption that a lean enterprise can outperform a less lean enterprise, permitting the research to focus on identifying potential means for achieving and accelerating lean enterprise transformation in the aerospace industry. Senior enterprise leaders and their leadership committees from thirty-one enterprises in the US and UK aerospace industry utilized the LAI Lean Enterprise Self-Assessment Tool (LESAT) as a means for measuring their current state of leanness in leadership/transformation processes, lifecycle processes, and enabling infrastructure. Cross-sectional LESAT data, two-period time series LESAT data, and directed interviews and site visits were utilized to formulate the conclusions drawn in this thesis. The defining characteristics of web-based enterprise software are: a fully web-based user interface, hosted application deployment, a SaaS-based business model, and the use of a service-oriented architecture for integration. This study analyzes a sample of 108 companies currently offering SaaS-based products. In total, 35 different application types and 20 different combinations of revenue models were counted. Apparently, the market is still in an experimental phase, and truly dominant designs haven't emerged yet. Gross margins for SaaS-oriented companies are lower than for traditional software product companies, but still attractive at around 85%. The entrepreneurial activity in the sector is significant. More than 50% of the companies in the sample were founded in or after 2002, and almost 30% in the last two years. Venture capital continues to be an important source of capital with 36% of the companies having received VC investment, but an equally large percentage of companies are boot-strapped, i.e. have no formal source of outside capital.; (cont.) Coal Enterprise Management and Asynchronism of Return

For researching the association between coal enterprise management and return in financial market, this paper applies the method of time difference relevance and PageRank method to seek the leader-index of a stock set containing 21 coal enterprises in A-share market and score those stocks. Based on the return in 2011, the asynchronism of the return series is revealed and presents a hierarchical structure of our stock set. Finally, we compare the result with the firm-level variables and discuss the relation between them. The results show that those large coal enterprises with a good management condition always present an antecedence of stock return; there is a significant positive association between company scale and the score given by PageRank method.

A gestão da informação e do conhecimento facilita o uso da informação empresarial para tomada de decisões, gerando conhecimentos organizacionais. O Estado da Paraíba lançou o desafio “Excelência em Gestão Empresarial” oferecendo o Prêmio Paraibano de Qualidade (PPQ) e o Prêmio Revelação Empresarial (PRE) às empresas que se destacaram. Entre os critérios de excelência considerados para premiação ressalta-se informação e conhecimento. Essa iniciativa despertou o interesse em diagnosticar em empresas paraibanas – com sede em João Pessoa – PB ¬consideradas “excelência em gestão empresarial” as práticas de gestão da informação e do conhecimento para adequá-las às unidades de informação. Dentre o universo de oito empresas, selecionou-se àquela considerada de grande porte e com sede em João Pessoa – PB, formando a amostra a ser trabalhada. Após realização de entrevista constata-se que uma das empresas destaca-se em práticas de gestão da informação e do conhecimento. Os dados foram coletados por entrevista semi-estruturada.
