Este trabalho apresenta uma metodologia para a determinação do potencial de conservação de energia elétrica de usos finais, orientada para a análise de instalações de ensino, aplicável, também, a instalações comerciais em geral. Os usos finais considerados no trabalho são: iluminação, ar condicionado, microcomputadores pessoais e outros equipamentos elétricos. São apresentados procedimentos para o levantamento de dados e para a determinação do potencial de conservação de energia elétrica de cada uso final analisado, além de uma metodologia estatística para a análise de contas de energia elétrica. São definidos, também, indicadores do uso de energia elétrica bastante úteis em diagnósticos energéticos, permitindo estimar o potencial de conservação da instalação a partir da análise comparativa de seus índices com valores típicos obtidos em outros diagnósticos energéticos ou em publicações especializadas. Este trabalho faz uma análise de opções de produção e uso racional de fertilizantes nitrogenados (FMN). Descreve as características do mercado de FMN e dos processos de Fabricação de amônia. Efetua um diagnóstico técnico das unidades de amônia brasileira que empregam o processo de fabricação de reforma com vapor d´água para indicar modificações que proporcionem a diminuição do consumo de matéria-prima e combustível (combustíveis fósseis). Realiza uma análise econômico-financeira das opções de conservação de energia indicadas pelo diagnóstico. Esta análise demonstra que existe a viabilidade de se efetuarem modificações visando elevar a eficiência energética das unidades de amônia de Camaçari, BA e Laranjeiras, SE, enquanto as modificações propostas para a unidade de amônia de Piaçaguera, SP não apresentaram viabilidade no atual contexto. Human development is associated directly or indirectly with the energy use, and because of this the energetic sources were dealt with in the recent past, as fully available to human necessities. The reality shows that the energy availability, considering the nonrenewable sources, is limited, and beyond that, the exploration, the processing and the use of energy impose considerable impacts on the environment. There is not a system which operates with no losses and without imposing changes to the environment. Therefore, the energy conservation incorporates the concepts and the actions applied to the research of sustainable balance between nature and the energy availability and use. Such actions can be presented both in the short term, in which the energy system is close to a collapse, or in the medium/long term, in which those responsible for the energy policies are concerned with the structure of the socioeconomic development. Such a situation requires more responsibility in the treatment of energy questions, mainly through education, which represents long-term investments. This paper discusses barriers that are present in the projects applied to energy conservation, by making clear that education is one of the best ways to transform the human behavior in for the rational use of energy. A aplicação das tecnologias de Rede Inteligente (RI) no Setor de Energia Elétrica (SEE) vem sendo bastante discutida e estudada nos últimos dez anos, em especial no Brasil nos últimos cinco anos, havendo diversas iniciativas tanto por parte das empresas de energia elétrica, quanto por parte do governo e da academia, mas ainda permanece uma lacuna quanto ao entendimento da melhor forma de se integrar o consumidor final nessas perspectivas. Dessa forma, do ponto de vista de gerenciamento do consumo/geração de energia seria possível racionalizar de forma automatizada o uso da energia elétrica, e nesse contexto surgiria a possibilidade de se atender parte da demanda através da Conservação de Energia (CE). Esta tese apresenta um estudo do estado da arte acerca de RI no Brasil e no Mundo e sua aplicação na CE, elencando elementos sobre as novas tecnologias e as diversas formas de aplicação das mesmas para promoção da CE. The methods of formulating, implementing, and evaluating a conservation program in a commercial building or light industrial plant are examined in this paper. The results of one case study are also presented. In commercial and light industrial applications, most energy is consumed to maintain proper environmental conditions; light levels, heat levels, and fresh air levels. Most buildings today expend too much energy on these services. A co-ordinated program to maintain environmental conditions at levels pointed out in this report could save as mu h as 20% each year in energy consumption. This report presents a method that can be used by many commercial and light industrial concerns to establish a conservation program. Guidelines are presented that can be used to examine environmental conditions and determine how they must be changed. A system of program analysis is also presented. Results of this study show that saving 20% is possible, but motivation of the company and workforce will be a problem. The report also concludes that new buildings can be made more energy efficient if energy conservation is kept in mind during building design.

Energy policy in the US is characterized by two motivations: to stem the flow of currency to the oil producing nations, and to prevent energy prices rising as much as it is now being feared they will. Conservation has been seized upon as a principal initiative, and the two most important components of present policy are the investment tax credit and energy taxes. The investment tax credit is aimed toward improving the way energy is used without raising the price. It lowers the price of capital relative to energy for applications where there is a tradeoff. But this measure is working against the current of wider taxation measures which stimulate energy growth through lowering the price of capital and raising the price of labor, thus encouraging investment in energy intensive equipment to substitute for labor. The conservation investment tax credit does not reverse this trend. Nor does it have a significant effect in raising the rate of return on an investment in conservation, which is dominated by the energy savings and the expected inflation in energy prices. In summary, it appears that the tax credit will have difficulty achieving the goals set for it. This paper quantifies the increased green house gas emissions and negative effect on energy conservation (or “efficiency penalty”) due to electric rate structures that employ an unavoidable customer charge. First the extent of customer charges was determined from a nationwide survey of U.S. electric tariffs. To eliminate the customer charge nationally while maintaining a fixed sum for electric companies for a given amount of electricity, an increase of 7.12% in the residential electrical rate was found to be necessary. If enacted, this increase in the electric rate would result in a 6.4% reduction in overall electricity consumption, conserving 73 billion kW-hrs, eliminating 44.3 million metric tons of carbon dioxide, and saving the entire U.S. residential sector over $8 billion per year. As shown here, these reductions would come from increased avoidable costs thus leveraging an increased rate of return on investments in energy efficiency, energy conservation behavior, distributed energy generation, and fuel choices. Finally, limitations of this study and analysis are discussed and conclusions are drawn for proposed energy policy changes.

MBA Professional Report; The Department of the Navy is the second largest consumer of petroleum within the Department of Defense and has been tasked by Navy leadership to reduce energy costs in the tactical forces. Energy conservation can be both a cost effective and relatively quick way to reduce energy. To better understand how the Navy can more effectively encourage energy conservation, this study reviewed existing literature for relevant management and communication theory and practices, identified and evaluated existing Navy energy conservation programs, and interviewed Navy tactical forces' personnel regarding their perspectives on the effectiveness of current programs and their motivations for conserving. Results from published literature indicate that key factors affecting energy conservation behaviors include attitudes, cognitive understanding, motivation, leadership, and effective strategic communication practices. Assessments of existing programs resulted in a focus on two successful initiatives: the i-ENCON program and the Shipboard Energy Management Program. The benefits and drawbacks of these programs are discussed. Modern civilization has developed principally through man's harnessing of forces. For centuries man had to rely on wind, water and animal force as principal sources of power. The advent of the industrial revolution, electrification and the development of new technologies led to the application of wood, coal, gas, petroleum, and uranium to fuel new industries, produce goods and means of transportation, and generate the electrical energy which has become such an integral part of our lives. The next several years are critical for achieving lasting results in China's relatively new energy efficiency program for public institutions. Public institutions in China are defined as those government agencies, public service units, and organizations that either fully or partially receive government budget funds. China's comprehensive 2006-10 energy conservation drive has succeeded in both delivering strong results to date and laying policy and program foundations for delivering more energy savings well into the future. The policies, program concepts, and implementation platforms created over the last four years will serve China well to achieve further energy conservation results during the next five-year planning cycle, and to help achieve China's target to reduce the carbon intensity of its economy by 40-45 percent by 2020. City sustainability plans establish goals to reduce energy consumption, greenhouse gas (GHG) emissions and other environmental impacts in anticipation of continued urban population growth. As one of the largest sources of urban energy use and greenhouse gas emissions, buildings feature prominently in these plans. City administrations face a myriad of challenges and costs in reducing the environmental impacts of publicly-owned buildings across a diverse, aging portfolio of schools, offices, fire and police stations, libraries, shelters, recreational centers and hospitals. With building management handed down from one city administration to the next, cities must deploy effective, consistent and affordable practices in their buildings operations to achieve their energy and environmental targets. This Masters Project evaluates the operational and capital energy conservation measures identified by the District of Columbia’s Project Game Change, which leverages interval electric meter data and consumption transparency to transform how the city operates its public buildings. By analyzing the potential economic and environmental impacts of their conservation measures and operational practices, this report provides guidelines to D.C. and other cities for their public built environment to meet their energy and GHG reduction targets.
