O aprendizado de cirurgia envolve inicialmente um conhecimento teórico seguido de um treinamento prático do aluno. Atividades em laboratório permitem ao aluno conhecer o instrumental cirúrgico e as dificuldades de técnica operatória antes de executar os procedimentos na clínica. Várias metodologias têm sido propostas no processo ensino-aprendizagem de cirurgia, mas tão importante quanto o método de ensino é a avaliação do aprendizado e a competência do aluno. Este trabalho teve como objetivo comparar três métodos diferentes de ensino de técnica cirúrgica, através de avaliações práticas utilizando um modelo que permite as manobras de incisão, divulsão e sutura. Trinta alunos sem conhecimento ou experiência prévia em cirurgia foram divididos em três grupos onde uma estratégia de ensinoaprendizagem diferente foi empregada: Grupo 1 - metodologia ativa, Grupo 2 - leitura prévia de texto e Grupo 3 - leitura prévia de texto com demonstração em vídeo. O conteúdo programático foi o mesmo para todos os grupos. Ao término dessa atividade, todos realizaram o procedimento estudado no modelo; os itens avaliados seguiram um checklist computando S para questões corretas e N para erradas e transformadas em notas de zero a dez. Com as constantes mudanças do sistema produtivo de bovinos de corte, e um mercado consumidor ainda mais exigente, o enfoque sobre a escolha de animais que apresentem qualidade e rendimento de carcaça é cada vez maior. Para que as reivindicações dos frigoríficos sejam atendidas, o criador necessita de ferramentas de avaliação genética que possam identificar com mais precisão os touros que serão, de fato, melhoradores para as características desejáveis. O comprometimento cada vez maior dos agentes públicos com o trato da segurança alimentar e da nutrição, enfatiza a questão da obrigatoriedade e da responsabilidade (accountability) do Estado perante a sua sociedade. A presença de metodologias de avaliação nos programas sociais frente a esses desafios, surge como principal indicador dessa responsabilidade. O que justifica a atitude de medir os resultados dessas ações na área de alimentação é a necessidade de uma revisão dos caminhos percorridos pelos programas públicos no Brasil, que carecem de uma permanente metodologia de avaliação de forma a sair da inércia do modelo atual onde se cria uma forte dependência de seus beneficiários. Amparado nestes argumentos, serão apresentados três programas de governo de esferas distintas que serão analisados sob o foco de um protocolo de 7 fases resultante das metodologias estudadas no decorrer deste trabalho. Embora se observe parcerias importantes com organismos internacionais, como ocaso do IFPRI (International Food Policy Research Institute) , o processo de avaliação de um programa público na área de nutrição, ainda caminha lentamente. O impacto ambiental gerado pelas atividades pecuárias sobre o meio ambiente desperta cada vez mais atenção para estudos de avaliação do potencial poluidor das atividades. Essas atividades contribuem significativamente para as emissões de amônia e gases de efeito estufa. A amônia por sua vez contribui para a eutrofização e acidificação dos ecossistemas. Gases de efeito estufa (GEE), incluindo o dióxido de carbono (CO2), metano (CH4), óxido nitroso (N2O) e vapor de H2O são considerados os principais gases responsáveis pelo mecanismo de aquecimento global e as alterações climáticas. In this work we propose to look at the process of evaluation and selection of technologies. Building on evaluation models that assume stages and decision moments, we propose a complement to those models by suggesting specific methodologies, tools and criteria that seem to be appropriate for each specific stage. The research was based on a structured inquiry on the evaluation practices of thirty three firms from different sectors. One of the main results was the realization that the criteria, tools and methodologies that are adopted by firms are not uniform throughout the process of evaluation and adoption of the technologies. It depends on the stage of the process. The main challenge of the XXI century in the educational field is not only to assure that students acquire a wide range of skills which are permanently updated, but also to guarantee the quality of those learning experiences. Consequently, the quality level in education is one of the major concerns of those government leaders, politicians, academics and researchers. This has also been a highly discussed subject in scientific meetings and it has been studied in many educational research programs in the many different countries of the western world. Research results on education quality show a positive relation between student’s academic performance and teaching quality. However, it is necessary to venture further; research on quality indicators is needed in order to understand how students recognize quality in teaching. Neste trabalho foram desenvolvidas e aplicadas duas metodologias para quantificar o desgaste em amostras de risers e enrijecedores utilizando uma máquina de medir a três coordenadas (MM3C). Tais amostras foram testadas em um tribômetro capaz de realizar ensaios de desgaste por deslizamento em escala real. Adicionalmente, foram correlacionados os eventos que ocorrem durante o processo de desgaste destas amostras com as vibrações na estrutura do tribômetro. A primeira metodologia foi aplicada na estimativa do desgaste linear em amostras de risers, com base na variação de espessura, enquanto que a segunda foi destinada à estimativa do desgaste volumétrico em amostras de enrijecedores, tendo por base a perda de volume das mesmas. Para avaliar a perda de espessura nas amostras de riser foi utilizado o software Calypso® na definição do alinhamento e na determinação e execução da estratégia de medição. Já na avaliação do volume das amostras de enrijecedores, foi utilizado o mesmo software na definição do alinhamento. The main objective of this PhD Thesis is the specification of formal evaluation methodologies for testing the security level achieved by biometric systems when these are working under specific contour conditions. This analysis is conducted through the calculation of the basic technical biometric system performance and its possible variations. To that end, the next two relevant contributions have been developed. The first contribution is the definition of two independent biometric performance evaluation methodologies for analysing and quantifying the influence of environmental conditions and human factors respectively. From the very beginning it has been claimed and demonstrated that these two contour conditions are the most significant parameters that may affect negatively the biometric performance. Nevertheless, in spite of ISO/IEC 19795 standard [ISO'06b], which addresses biometric performance testing and reporting, being published in 2006, no evaluation methodology for assessing such adverse effects has been implemented yet. Approved for public release; distribution is unlimited; This thesis shows how the subjective transfer function (STF) approach can be used to evaluate the relationship between measures of evaluation (MOEVs). This methodology, developed by The Rand Corporation, uses algebraic modeling and expert opinion to measure the effectiveness of complex systems. Measures of evaluation (MOEVs) are defined and a relationship between the MOEVs is developed. This hierarchy of MOEVs is derived from a defense planning process and a corresponding military system structure. The STF approach is described in detail. An example is provided showing the relationship between the measure of effectiveness (MOE) of tactical air command and control and the measure of force effectiveness (MOFE) of tactical air forces. Finally, the STF approach is evaluated from two perspectives. First, it is evaluated as an evaluation methodology, using Hollnagel's six criteria. Second, Giordano and Weir's criteria for evaluating a model's effectiveness and construction are discussed. The new rapid prototyping paradigm is an innovative approach to software development, which modifies the traditional life cycle model. This thesis features a comprehensive survey and evaluation of the rapid prototyping paradigm. The survey describes the rapid prototyping process, the complex prototyping support system environment required, proposed rapid prototyping methodologies, and published rapid prototyping models. The rapid prototyping methodologies and models are evaluated with respect to their conceptual design. The survey and evaluation of the methodologies and models reveal a progressive paradigm featuring some methodologies and models that can be implemented now and some that are capable of being implemented in the future. The Emergency Social Investment Fund (FISE) ex-post impact evaluation, is one of the first to be carried out on a social fund since the introduction of these mechanisms, a decade ago. Through strong impact evaluation methodologies, the report provides empirical evidence regarding FISE's success in reaching poor households, and contributing to their human capital formation, and provides as well, insights into communities interactions with FISE, and the quality of publicly provided social services that have received a FISE investment. The objective of this paper is to discuss the main views to the assessment process of public policies, from the perception they have on the functions of the State. In order to achieve this goal, we review the perceptions on the role of the State according to the neoclassical thought and the Welfare State approach. After that, we develop evaluation methodologies for public policies (generalist and non-generalist ones). The conclusion points to the need for rethinking the role of the State before the serious situation related to the contemporary social demands.; http://dx.doi.org/10.5007/1984-8951.2012v13n102p119Este artigo tem por objetivo discutir as principais visões sobre o processo de  avaliação de políticas públicas, a partir da percepção que cada uma delas têm sobre as funções do Estado. Para isso, são expostas as percepções sobre o papel do Estado, ligadas ao pensamento neoclássico e ao Welfare State. A partir delas são levantadas as metodologias de avaliação de políticas públicas (gerencialista e não-gerencialista). As reflexões apontam para a necessidade de repensar o papel do Estado diante do grave quadro de necessidades sociais contemporâneas.

In the present organizational context the search for competitivity hás demanded from the enterprises an everlasting concern with systems of evaluation of their own performance. Thus the organizations use the paradigms of evaluation available. Due to the importance of the paradigm selected it is necessary to assess the nature and potential of the existing methodologies. Thus, starting with a review of the literature concerned, the present work, which is mainly theoretical, proposes to analyse and compare some of the most relevant models of evaluation, according to some criteria defined by its author. First the present paper justifies the selection undertaken among the methodologies available and explains the criteria used for such a choice. Then the main aspects of the Multi-Criteria Decision Aiding – Constructivist (MCDA-C), a methodology still little exploited by the área of business administration, are discussed. It is argued that this methodology stands out when compared to the other methodologies taking into account the evaluation criteria adopted.
