This report presents the findings of an operations research study conducted to assess the implementation of the Government of Bangladesh’s National Nutrition Services Program (NNS) and to identify the achievements, determine the bottlenecks that adversely impact these achievements, and highlight potential solutions to ensure smooth delivery of the program. A mixed methods research approach was used to evaluate five major domains of the program: management and support services; training and capacity development; service delivery; monitoring and evaluation, and; exposure to interventions. The study found that the overall NNS effort is an ambitious, but valuable approach to support nutrition actions through an existing health system with diverse platforms. The results indicate that although the maintenance of strong and stable leadership of NNS is an essential element to ensure integrated and well-coordinated comprehensive service delivery for the line directorate, the current arrangement is unable to ensure effective implementation and coordination of NNS. Focusing on some of the critical challenges related to leadership and coordination in the first instance, and on embedding a small core set of interventions into well-matched (for scale...

The Center for Homeland Defense and Security (CHDS) is located at the Naval Postgraduate School (NPS) in Monterey, CA. Since 2002, CHDS has conducted a wide range of programs focused on assisting current and future leaders in homeland defense and security to develop the policies, strategies, programs and organizational elements needed to protect our nation. The programs are developed in partnership with and are sponsored by the National Preparedness Directorate, FEMA. All CHDS programs are focused on leadership development to enable the United States to protect the American people from all hazards. Through graduate- and executive-level coursework, seminars, and research, homeland security leaders gain the analytic skills and substantive expertise they need to secure the nation. The programs also prepare leaders to bridge gaps in interagency and civil-military cooperation by bringing together a diverse range of participants to share perspectives and lay the foundation for long-term homeland security collaboration

Uttar Pradesh (UP) is India's most populous State, and one of the poorest. Serious fiscal problems have emerged since the 1990s: the revenue deficit has increased significantly over the years, as well as the fiscal deficit, and, arrangements for accountability in the public sector have been undermined. Procedures exist for budgeting and monitoring the use of public resources, but there is little incentive to follow them. The Comptroller and Auditor General of India questions numerous departmental actions each year, but there is no compulsion on the executive branch to provide prompt answers, and to make necessary changes. Some useful progress has been made in implementing the financial management reform program over the last three years, as follows: 1) Computerization of the Treasuries in a network system has been completed at state government level, enabling the Government to monitor cash flows and prevent excess expenditures; 2) a Directorate of Internal Audit has been established in the Department of Finance to provide central leadership...

Influenced by the condition of young children within its own country and by the pattern of international evidence about the value of Early Childhood Education and Development (ECED), the government of Indonesia has implemented policies and programs that prioritize the early years of children's lives. The first critical step was taken in 2001, when a new directorate dedicated to early childhood was established within the Ministry of Education and Culture. The second critical step was taken when early childhood education was included in a succession of key policy documents-the National Education System Law No. 20 in 2003 and the Ministry of Education and Culture's Strategic Plan (Rencana Strategis or Renstra) in 2004. ECED services are privately provided in multiple formats intended to cater to distinct age groups, and several different government ministries regulate the services. These arrangements underscore the continuing challenges in coordinating services and ensuring high quality across service providers. This book uses Indonesian data to answer five questions with significance for research...

Recent developments in Spanish performed marine science refer to a “big science” demand bounded between two large, abrupt changes in system behaviour. On April 25, 1998, the Aznalcóllar (near Seville) mining spill, and on 13 November 2002 the Prestige Oil spill off the Galician coast. Consistently associated with desirable scientific outcomes a multi-faceted insight through the Spanish Presidence of the European Commission, January-June 2002, has been offered by the Innovation Directorate. And an amount of 3.530 million € was provided from the Government to promote public and private research in 2001. What is marine science information, from Spain, expected to offer in this period (2001-2002)? With no doubt, the concept of leadership has been challenged by the Spanish Presidency. The key action sustainable marine ecosystems, kept into the energy, environment and sustainable development program, of the 5th Framework Programme, has been analysed. Both the methodological approach, and the results obtained will be facilitated along this report.; Peer reviewed
