Estudo sobre a utilização das ferramentas que compõem o universo das tecnologias de comunicação e informação (TICs), principalmente a Internet, no contexto de políticas públicas no Brasil, com foco no programa de inclusão digital do governo do estado de São Paulo, AcessaSP. O estudo baseia-se na análise dos resultados da PONLINE pesquisa on-line realizada anualmente com usuários do programa AcessaSP. Em primeiro lugar, delineou-se o panorama histórico que propiciou a evolução crescente das TICs a partir da Segunda-Guerra Mundial. Nesse contexto de inovações, surgiu a Internet e a WWW que formam a rede das redes. A Internet refere-se tanto à estrutura física de transmissão, armazenamento e recepção de informações como ao uso público para a comunicação. Em seguida, foram abordadas as principais teorias sobre os temas: sociedade da informação, sociedade em rede, cibercultura, inclusão digital e literacia digital, para esclarecer a diferença entre os assuntos e delimitar o âmbito de abrangência de cada um. A coleta de dados concentrou-se na análise das pesquisas PONLINE, dos anos de 2003 a 2008 que estão disponíveis no portal do Programa AcessaSP. Os dados das pesquisas PONLINE foram avaliados por meio de técnicas de análise estatística e os resultados foram apresentados em gráficos e tabelas. Este trabalho buscou identificar como o Brasil está posicionado no contexto internacional da divisão digital assim como também os fatores que influenciam a divisão digital no país. Utilizando dados do cálculo do índice IDI disponibilizados pelo International Telecommunication Union (ITU) para 152 diferentes países obteve-se um modelo de clusterização a partir do aprendizado de Redes Bayesianas que resultou numa distribuição dos países em oito clusters. Este modelo foi alimentado com subconjuntos incompletos de indicadores correspondentes aos componentes do IDI para diversas subdivisões regionais brasileiras (regiões, estados, regiões metropolitanas/interiores dos estados e zonas rural/urbana), conforme a disponibilidade em diferentes fontes como a ANATEL, o IBGE e o CGI.BR. Desta forma foi possível inferir a que cluster mais provavelmente cada subdivisão regional deve pertencer. Enquanto a posição 64 no ranking do IDI coloca o Brasil em uma posição à frente de mais da metade dos 152 países incluídos, a concentração de diversas sub-regiões no sexto cluster coloca a maior parte do país apenas dois níveis acima dos países de pior classificação e a cinco níveis de distância dos melhores classificados. The growth and integration of ICTs in the global economy have created conditions that profoundly affect our society, dividing communities between those who effectively appropriate these resources and those who do not, what is called the digital divide. This exploratory study seeks to propose and validate ways of assessing this phenomenon in higher education, from the construction of a model and a comprehensive methodology that value contextual conditions, in addition to measuring access factors and motivation for use, that have been employed in previous research. To obtain indications about the behavior of this phenomenon, we developed research with students from three universities in Bogota, administering 566 surveys in four phases that would test the variables proposed in the model. The results show that the variables of the model link causally, with the strongest relations between education, attitude towards ICTs and ICT application. Although students have good access to ICTs and high levels of education, no strong relationship was found in regards to perceived impact on production. This may be explained by a superficial appropriation of ICT, due to a context that is alien to its conditions of origin (industrialism, innovation)...

The use of Information and Communication Technologies (ICTs) has grown substantially over the past few years. However, a portion of the world’s society has not been able to keep up with these technological advances. For this purpose, we present a serious game with a multi-touch interface envisioned to encourage and teach digitally excluded people on how to use the Portuguese Automated Teller Machine (ATM): a commodity much needed by society, but still avoided by some, mainly due to their fear of the digital world. An exploratory study was conducted to investigate if a serious game based on a new interaction paradigm can have a positive influence in the struggle against the Portuguese digital divide. We believe that the findings of our pilot case study can be useful to determine if a multi-touch serious game, due to its intuitiveness and ease of use, can stimulate the digitally excluded people to handle the ATM on a regular basis. The results that were obtained suggest that this approach may indeed produce a positive impact in the attempt to bridge the Portuguese digital divide.

Mestrado em Comunicação, Cultura e Tecnologias da Informação; Nesta tese realizada a partir da análise das estatísticas relativas à utilização das tecnologias da informação em Portugal (1997-2007), o autor conclui que o fosso digital está a diminuir. A evolução do fosso digital em Portugal é no entanto marcada por duas fases distintas: 1997-2002 e 2002-2007. Na primeira fase de 1997 a 2002 verificaram-se aumentos das disparidades em termos do acesso à informação (acesso a computador e internet definida pela metodologia DIDIX, utilizada para a medição e comparabilidade das estatísticas relativas ao fosso digital). De 2002 a 2007 verifica-se pelo contrário a diminuição do fosso digital em todas as dimensões. O estudo concluiu que o número de mulheres utilizadoras de computador/internet é de apenas -10% em relação à população total, seguida pelos jovens que acabaram os seus estudos formais à idade igual ou inferior a 15 anos (-40%) e pelos indivíduos com mais de 55 anos (-58%), segundo as estatísticas do INE/UMIC. Dissertação apresentada como requisito parcial para obtenção do grau de Mestre em Estatística e Gestão de Informação; Our research analyzes the digital divide within the European Union 27 (EU-27). To achieve this objective we use multivariate statistical methods, more specifically factor and cluster analysis, to address the disparities in the digital development levels between EU countries. Our results lead to an identification of two latent dimensions and five groups of countries when it comes to the digital development. We conclude that a digital gap does, in fact, exist within the EU. Moreover our results suggest that there is a relation with the entrance year to the Union with the digital development stage, considering that newer member presents lower digital developments.

Much media and public policy attention has been attended to a presumed ?Digital Divide.? This refers to those who have access to information tools and the capability of using information and those who presumably do not. This paper looks at the forces and trends in the information technologies themselves and the economics of information. It concludes that the divide at its outset was much the same as many gaps that have and continue to persist in a capitalistic society. It further concludes that costs are falling so steeply and ease of use improving so rapidly that market forces already seem to me eliminating the greatest portion of the divide. Policy-makers may have less of an issue to deal with in a few years than seemed likely just a few years ago.

peer-reviewed; This research study developed curricular specific open educational resources for the teaching of poetry at Junior Cycle in Irish post-primary schools. It aimed to capture the collaborative design and development process used in the development of the digital resources and describe and evaluate the implementation of the resources by teachers in different educational contexts. The research employed a case study approach as it was seen as the most suitable methodological approach to capture the richness of the design and implementation of the resource, which was developed in collaboration with six practicing teachers and implemented in three different schools with various classroom settings. Through the use of semi-structured teachers interviews, student questionnaires and classroom observations the research methodology employed aimed to capture the richness of the experience from the participants’ perspective. The study found that the resource was adopted in very different ways across the participating schools. The study raises questions about the use of digital resources in schools and the possible emergence of a second digital divide, which is not the use of the technology and the extent to which it is used in a constructive and meaningful way to enhance the students learning experience

This study explores the relation between Internet and politics from a cross-national perspective of analysis. In the domain of the political sciences, the Internet has been welcomed for its potential to facilitate political practice. However, it is also commonly noted that the Internet is not equally distributed and not everybody can equally make the most of its potential. This is why the Digital Divide is perceived as the obstacle which limits the potential of the Internet to influence politics. Today, we are entering the third decade after the advent of the WWW, and the Internet is used far more broadly worldwide. We also have much more empirical evidence about Internet use. However, most research until now has concentrated on Western countries which have similar political systems, and therefore neglects a larger comparative perspective. This study empirically resizes the relation of causality between the Digital Divide and the influence of the Internet on politics. I explore how other contextual factors are determinant in this regard. La educación a distancia tradicional nació para superar brechas: obstácu-los sociales, económicos, geográficas, por el deficiente acceso o comunicación, pero también por mala, irregular o distinta disposición de tiempo, en definitiva para su-perar diferencias en las oportunidades y en la calidad de acceso al saber y a la capa-citación. This article discusses the project of the Information Society and the discourses that undergo it, as part of a political and ideological conception universalized by those countries that created and dominate computer technology, which is in turn is aligned with the Post-Fordist industrial capitalist order and its emphasis on economic accumulation and consumerism. We explain how information technology creates routines and legitimate social orders, taking for analyzes the case of the Clinton-Gore policy in the United States, when the discourse of the computer society was associated with the development and social welfare. This association is revealed in the speech made by Clinton in the city of Knoxville in year 1996. There we see the beginnings of the concern about the Digital Divide as a new form of "social disease" that prevents the passage to a better world, focused on productivity, accumulation and consumption in information-dense societies. This generates a clash between the industrial-graph-centric world and the oral-pre-industrial communities, as a result of attempting to transplant the institutional forms of the developed West. Rapid growth of Internet use in high-income economies, has raised the specter of a "digital divide" that will marginalize developing countries, because they can neither afford Internet access, nor use it effectively when it is available. Using a new cross-country data set, the authors investigate two proximate determinants of the digital divide: Internet intensity (Internet subscriptions per telephones mainline), and access to telecom services. Surprisingly, they find no gap in Internet intensity. When differences in urbanization, and competition policy are controlled for, low-income countries have intensities as high as those of industrial countries. While income does not seem to matter in this context, competition policy matters a great deal. Low-income countries with high World Bank ratings for competition policy, have significantly higher Internet intensities. The authors' findings on Internet intensity implies that the digital divide is not really new, but reflects a persistent gap in the availability of mainline telephones services. Most discussions of the digital divide treat it as a "North-South" issue, but the conventional dichotomy doesn't apply to cell phones in Sub-Saharan Africa. Although almost all Sub-Saharan countries are poor by international standards, they exhibit great disparities in coverage by cell telephone systems. Buys, Dasgupta, Thomas and Wheeler investigate the determinants of these disparities with a spatially-disaggregated model that employs locational information for cell-phone towers across over 990,000 4.6-km grid squares in Sub-Saharan Africa. Using probit techniques, a probability model with adjustments for spatial autocorrelation has been estimated that relates the likelihood of cell-tower location within a grid square to potential market size (proximate population); installation and maintenance cost factors related to accessibility (elevation, slope, distance from a main road, distance from the nearest large city); and national competition policy. Information and Communication Technologies (ICTs) are considered a powerful tool for economic development and the growth of societies. However, instead of helping overcome society's inequalities caused by the digital era, the have instigated an increase of the people that rested aside of the information age. The digital divide refers to the difficulty infoexcluded people have in keeping up with technological advances. This phenomenon was triggered by the rapid growth and dissemination of technological equipment, as a portion of society did not have the proper time or knowledge to adjust. This paper sets forth a new approach to help fight the Portuguese digital divide by presenting new ways of interaction. Resorting to multi-touch technology, we examine how this new natural interaction paradigm can have a positive influence in the struggle against info-exclusion. For this purpose, we present a multi-touch game envisioned to encourage and teach digitally excluded people on how to use an important and needed everyday equipment the ATM (Automated Teller Machine) as it is still avoided by some. We believe that our pilot case study can show preliminary results on how natural user interfaces may be beneficial to help overcome some difficulties enforced by the digital divide. Based on a critical discourse analysis, the theory of social mediation and political economy of communication, the theoretical foundations, methodological route and the main findings of a doctoral research work are described in this article. The objective is to analyze the conceptual and referential map with which a concept is being developed and has appeared in recent years to define a broader phenomenon, yet ambiguous, such as the digital divide; which is also part of discursive threads related to the inclusion of ICT, Information and Communication Technologies. The identification of the linguistic set of structures found in the discourses analyzed has been focused on the recognition of systems of knowledge that can be seen in the various expressions about social phenomena.

The paper aims to present how the development of Information and Communication Technologies (ICTs) and the advent of the informational economy have unleashed changes in economic relations that were not uniform across the globe and lead these phenomena to a direct dialogue with the effects of Global Digital Divide. In this regard, the essay has been divided into three parts. On the firs part, after a comparative analysis with other concepts, is presented the concept of Paradigm of ICTs. The second part explores the dialogue between the Paradigm of ICTs and Global Digital Divide and how it allowed a dynamic that activate economically certain places on the planet while leaving others on standby. The third part presents the numbers of the Global Digital Divide based on studies of international institutions to strengthen the argument empirically. The essay concludes that quantitative and qualitative inequality in accessibility, trade and development of ICTs field between the two extremes of the Global Digital Divide indicates the need to change the current standard that divides the world into regions with easy access and developers of advanced ICTs (turn on areas) and regions with limited access, intensive manpower at low cost and absent in terms of research for the sector (standby areas).; O artigo busca apresentar como o desenvolvimento de Tecnologias da Informação e da Comunicação (TICs) e o advento de um novo paradigma desencadearam alterações de ordem econômica que não foram uniformes em todo globo e levaram estes fenômenos a um diálogo com os efeitos da Divisão Global Digital. Resumo O presente texto faz uma leitura crítica da dinâmica da inclusão e da exclusão digital no contexto brasileiro e de suas implicações socioeconômicas, bem como demonstra algumas das falhas de interpretação calcadas em certo determinismo tecnológico e de uma visão exacerbadamente otimista acerca do papel das chamadas novas Tecnologias da Informação e da Comunicação (TICs) no Capitalismo Contemporâneo.
