The classic economic concept of the tragedy of the commons occurs when individuals overuse a public good, resulting in the complete depletion of the good. Comparatively, in the digital world public goods are non-rival and essentially infinitely abundant. However, the nearly infinite supply of a public digital good can still be tragic, albeit in a different manner. For example, the rise of the free crowdsourced digital good Wikipedia essentially destroyed billions of dollars of economic value in the encyclopedia industry. Despite this apparent destruction of value, the reduction in prices for many digital goods also represents a great opportunity. Firms are increasingly relying on the crowd to help shape future products, provide value for their customers, and build software crucial to the firm’s production process. This phenomenon is leading to a weakening of firm boundaries and a change in the nature of the firm’s innovative processes. My dissertation is comprised of four studies that explore this phenomenon to better understand the transformative nature of the digital commons. Digital Surveillance Based on Video CODEC System-on-a-Chip (SoC) Platforms

Today, most conventional surveillance networks are based on analog system, which has a lot of constraints like manpower and high-bandwidth requirements. It becomes the barrier for today’s surveillance network development. This dissertation describes a digital surveillance network architecture based on the H.264 coding/decoding (CODEC) System-on-a-Chip (SoC) platform. The proposed digital surveillance network architecture includes three major layers: software layer, hardware layer, and the network layer. The following outlines the contributions to the proposed digital surveillance network architecture. (1) We implement an object recognition system and an object categorization system on the software layer by applying several Digital Image Processing (DIP) algorithms. (2) For better compression ratio and higher video quality transfer, we implement two new modules on the hardware layer of the H.264 CODEC core, i.e., the background elimination module and the Directional Discrete Cosine Transform (DDCT) module. (3) Furthermore, we introduce a Digital Signal Processor (DSP) sub-system on the main bus of H.264 SoC platforms as the major hardware support system for our software architecture. Thus we combine the software and hardware platforms to be an intelligent surveillance node. Lab results show that the proposed surveillance node can dramatically save the network resources like bandwidth and storage capacity.

Airborne Light Detection and Ranging (LIDAR) technology has become the primary method to derive high-resolution Digital Terrain Models (DTMs), which are essential for studying Earth’s surface processes, such as flooding and landslides. The critical step in generating a DTM is to separate ground and non-ground measurements in a voluminous point LIDAR dataset, using a filter, because the DTM is created by interpolating ground points. As one of widely used filtering methods, the progressive morphological (PM) filter has the advantages of classifying the LIDAR data at the point level, a linear computational complexity, and preserving the geometric shapes of terrain features. The filter works well in an urban setting with a gentle slope and a mixture of vegetation and buildings. However, the PM filter often removes ground measurements incorrectly at the topographic high area, along with large sizes of non-ground objects, because it uses a constant threshold slope, resulting in “cut-off” errors. A novel cluster analysis method was developed in this study and incorporated into the PM filter to prevent the removal of the ground measurements at topographic highs. This panel presentation provided several use cases that detail the complexity of large-scale digital library system (DLS) migration from the perspective of three university libraries and a statewide academic library services consortium. Each described the methodologies developed at the beginning of their migration process, the unique challenges that arose along the way, how issues were managed, and the outcomes of their work. Florida Atlantic University, Florida International University, and the University of Central Florida are members of the state's academic library services consortium, the Florida Virtual Campus (FLVC). In 2011, the Digital Services Committee members began exploring alternatives to DigiTool, their shared FLVC hosted DLS. After completing a review of functional requirements and existing systems, the universities and FLVC began the implementation process of their chosen platforms. Migrations began in 2013 with limited sets of materials. As functionalities were enhanced to support additional categories of materials from the legacy system, migration paths were created for the remaining materials. The University of Florida (UF) has partnered with the City of St. Augustine to "unearth" archival repositories which have been previously inaccessible to researchers worldwide. The digital archive supports research in a broad range of subjects: Florida and U.S. history, Spanish colonies, Native Americans, slavery, exploration, architecture and urban planning, social and economic development, missionary work, military defenses and warfare. Currently, over 25,000 photographs, maps, overlays of the city, architectural drawings, government records, transcriptions of key Spanish documents, and archaeology site summaries have been digitized, with a majority of them geo-located. The collection not only satisfies the needs of a wide variety of researchers including historians, archaeologists, architects, historic preservationists, and those in the digital humanities, but the project also helps in telling St. Augustine's unique "story" of colonial heritage on a global scale.
