Mestrado em Marketing; This Masters Final Work proposes to explore Crisis Management in a Social Media environment from a Public Relations (PR) Practitioners perspective. Currently, organizations are facing a problem: They have shown unpreparedness to the continuous evolution of Social Media, when it can be an opportunity if properly managed. This sometimes leads to crises arising in such an environment, which could be easily avoided. Our objective is to identify the mechanisms of Crisis Management in a Social Media Environment, from a PR Practitioners perspective. We propose to answer the following research question: “How do PR Practitioners manage crisis in a Social Media Environment?”. The method chosen to answer the research question was an exploratory Case Study, which win three communication agencies working with Social Media, managing their customer’s social networks. With this study we obtained a set of seven variables, considered by the communication agencies as relevant, that will enable organizations to prevent, manage and remediate a crisis in a Social Media environment, making an important contribution to companies that are having difficulties in this topic, or that are not yet present in Social Media.; Este Trabalho Final de Mestrado propõe-se a explorar a Gestão de Crise num ambiente de Social Media...

Information and communication technologies (ICTs) play a vital role in coordinating crisis response between pre-hospital services and emergency departments of hospitals. In spite of the advances in these technologies, there remain a variety of challenges to their usage during a crisis. To identify these challenges, we conducted focus group interviews with emergency department (ED) and emergency medical services (EMS) personnel. We found that ED and EMS personnel have widely varying perceptions about the usefulness and ease-of-use of information tools and communication tools used in crisis management. We discuss the importance of bringing together communication and information tools into integrated networks of ICTs for effective crisis response. We also highlight design features of ICTs which can support seamless and effective communication and coordination between ED and EMS teams.

This paper analyzes the recent evolution and impact of the global economic crisis on the offshore services industry. Using a global value chains framework, the authors classify the offshore services sector in a comprehensive set of general and industry-specific activities that correspond to different segments and stages in the value-adding process for services. Through an analysis of the impact of the economic crisis on the industry, a small decline in demand was found; however this did not cause any structural changes in the market. The crisis has created two opposing effects: general contraction of demand by existing customers due to the recession; and, at the same time, a substitution effect by which new services are being moved from developed countries to emerging economies in search of cost reduction. The paper concludes that the offshore services industry will continue to offer growth opportunities for developing countries not only among existing market players, but also a range of new countries. The industry has the potential to become an important source for employment and economic growth around the globe.

Objectives: To examine the role of a previously described core algorithm "COVER ABCD–A SWIFT CHECK", supplemented by a specific sub-algorithm for pneumothorax, in the management of pneumothorax occurring in association with anaesthesia. Methods: Reports of pneumothorax were extracted and studied from the first 4000 incidents reported to the Australian Incident Monitoring Study (AIMS). The potential performance of the structured approach, using the combination of algorithims described above for each of the relevant incidents, was compared with the actual management as reported by the anaesthetists involved. Results: Pneumothorax was noted as a possible diagnosis in 65 reports; 24 cases had a confirmed pneumothorax, of which 17 were in association with general anaesthesia. It was considered that, correctly applied, the application of the algorithms would have led to earlier recognition of the problem and/or better management in 12% of cases. Conclusion: Any pneumothorax may become a dangerous tension pneumothorax with the application of positive pressure ventilation. Limited access to the chest during anaesthesia may compromise the diagnosis. Recognition of any preoperative predisposition to a pneumothorax (for example, iatrogenic or traumatic penetrating procedures around the base of the neck) and close communication with the surgeon are important. Aspiration diagnosis in suspected cases and correct insertion of a chest drain are essential for the safe conduct of anaesthesia and surgery.; A K Bacon...

The increasing number of disasters threatening human safety has raised the attention of international community on the disaster management cycle (prevention, preparedness, response, recovery). Lessons learned during the last decade have shown that geo-information availability and processing can play a key role providing an effective support across the decision-making process. The growing effort to use geo-information for disaster management produced relevant initiatives, e.g. the Global Earth Observation System of Systems (GEOSS), the Global Monitoring for Environment and Security (GMES) and the United Nations Platform for Space-based Information for Disaster Management and Emergency Response (UN-SPIDER). From a technical point of view, the use of geo-information for emergency response poses significant challenges for spatial data collection, data management, information extraction and communication. On one hand, the delivery of rapid and updated but nevertheless reliable products to end-users is considered a high-priority topic by users and providers; on the other hand, in crisis situations, the delivered geo-information is often ingested by the users without having the opportunity to take care of its quality and accuracy. The need for an independent formal assessment of these products to provide operational services at homogeneous and reliable standards has recently become recognized as an integral component of a service. Validation is intended to help the end-users decide how much to trust geo-information products (maps...

MBA Professional Report; The purpose of this MBA Project was to identify and explore logistical frameworks that leverage technology to overcome problems associated with coordinated logistics operations during crisis management. Over the past ten years, there have been significant advances in RFID, satellite and other related asset visibility technologies. These advances are mature enough to significantly increase the probability of achieving a useful common operational picture during emergency response activities. Recent crisis response operations that would have benefited from improved asset visibility include the Indian Ocean tsunami, the Pakistani earthquake, Hurricane Katrina and those related to the Global War on Terror. In each of these cases, multi-agency involvement, both foreign and domestic, compounded the complexity of asset tracking and communication protocols. The establishment of a logisticstracking framework that provides adequate asset visibility, while maintaining operational security, will greatly increase the effectiveness of future crisis response operations. The proposed logistics framework serves as a viable solution for common logistical problems encountered by the U.S. and other industrialized nations while conducting crisis response operations. The framework identifies concepts...

This work tries to be an empirical sample in the study of learning in public policies, that is, how learning is linked to policy change. Particularly, we have studied political-administrative elites’ learning process on crisis provoked by oil spill off the coast of Spain. After expounded our premises about policy learning and the working hypothesis that have guided our work, we explain the methodology we have employed: the Nominal Group Technique, its advantages in this kind of research and how we used it. Finally, we display the reflection generated from the empirical work to better understand policy learning process. In this sense, political factors have been revealed as absolutely essential in order to explain what political-administrative elites learn and whatever they decide to implement. Aspects that make crises different from each other (these being technical aspects) show up as less important than political ones. Political aspects make crisis similar, because of political reasons behind the decision, communication, and attention strategies. Two concepts have appeared as the connection of crisis and elites’ learning: sensitization and political profitability. The former means the process of becoming fully aware of the problem...

CHDS State/Local; The global availability of 24-hour broadcast news establishes the media as a critical link to communicating with the public in times of crisis. As a result, the broadcast news media play a significant role in shaping how the public reacts in a crisis. Since fire and police departments will likely be the media's primary source for information in the initial stages of a disaster, preventing the loss of lives depends on how quickly information is delivered to the public. However, positive working relationships between public safety and the media are often hampered by differences in police and fire culture, distrust and the lack of a clear understanding of each other's roles and responsibilities. The safety messages delivered by public safety officials and the media in an emergency have the power to influence the way the public behaves and the protective actions they take. This report examines how forming nontraditional partnerships between public safety agencies and the media can be used effectively to give direction to the public before, during and after a crisis. This report proposes a set of recommendations to help public safety agencies avoid costly communication mistakes through best practices and lessons learned from recent high profile incidents.; Public Information Officer...

There is nothing new in saying that intangible resources are nowadays the most important element of an organization. The handling of human resources, from its many perspectives, is of continually greater importance, especially when we consider the flows of communication within, and moving inward and outward in the organization.

The crisis management of disasters does not follow automatically from disaster planning. Research has shown that successful disaster management results primarily from the activities of emergency organizations. In particular, there are management problems with respect to the communication process, the exercise of authority, and the development of coordination. There are at least five different areas of difficulties in the communication process, namely in intra-organizational behaviors, between organizations, from organizations to the public, from the public to organizations, and with systems of organizations. Exercise of authority difficulties stem from losses of higher echelon personnel because of overwork, conflict regarding authority over new disaster tasks, clashes over organizational jurisdictional differences. Coordination difficulties come from lack of consensus among organizations working on common but new disaster related tasks, and difficulties in achieving overall coordination in any community disaster that is of any magnitude. Prior planning can limit these management difficulties but cannot completely eliminate all of them.

Current economic crisis together with the Internet revolution has had direct impacts on the franchise sector of Spain: in particular on its unique communication network. The aim of this research is to analyse how Spanish franchise companies have adapted to these changes through its corporate communications management. We want to determine whether the management of communications is ideal to the growth and consolidation of companies in the market. Corporate communications plans and organizational structures were analyzed to verify whether or not information technology (i.e. the use of the Internet) is maximized: the communications aspect being a critical area of company growth. We found that most franchise companies surveyed had adapted well to the changes in information technology, despite economic challenges. The Internet as a communications tool has been limited to its utility as a "bulletin board" for information. The marketing advantage of Internet communication, or its use as an avenue for customer exchange and exchange of goods and services has yet to be maximized. Future research may look into the details of how companies are able to maximize the communications-marketing advantage that Online/Internet can contribute to the franchise sector.
