The Micro and Small Enterprises are in a special group of companies it given potential for development, employability, and integration into society. Although in Brazil they have high mortality rates, resulted to creation of the Statute of Micro and Small Enterprise in order to encourage it through tax benefits and advantages in public procurement processes. However, the other side of the debate, the public procurement process is the moment when the Public Sector relates to the Private Sector to materialize works, services and shopping. Design of Experiments (DoE) strategies in robust engineering determine which prototypes and how many of each are created and tested. A better strategy is one that delivers a closer-to-optimal performance at a lower experimental cost. Prototype testers who may use statistical DoE, design-build-test, or one-at-a-time methods in a wide variety of industries were sought out and interviewed to examine the strategies used in practice and how they fit into a proposed five-layer process support model. From these interviews, we see that DoE are competently and widely practiced. Some improvements to the state of the practice may include: contracts to specify and reward quality engineering among suppliers to complex product systems and wider use in light of new computing power of system level mathematical models for experimentation on complex systems. This thesis also examines the relative value of strategies in a particular response surface using a software-based comparator. The data is modified to simulate data environments with other levels of repeatability and interactions, and the way that these variables effect the performance of strategies is examined. The concept of an optimal design of experiments strategy is developed by abstracting the characteristics of a generic strategy and letting it develop in a genetic algorithm in that comparator. The goal of this study is to analyze the implementation of Sustainable Public Procurement in the Brazilian federal universities. The research is applied as its purpose and exploratory and descriptive as to their overall goals. The approach is both qualitative and quantitative research and contemplates the use of multiple methods of investigation. The exploratory qualitative phase was operationalized through semi-structured interviews conducted with managers of the purchases area of two federal universities. The data were treated by applying techniques of content analysis. The quantitative phase consisted in an survey, with the application of a structured questionnaire across the population which comprises 59 federal universities in Brazil. Data collected on 37 valid questionnaires received statistical treatment involving descriptive statistics and correlation calculation. Key findings indicate that: the implementation of sustainable procurement in the federal universities is at an early stage and embryo and that there is not a policy of purchase sustainable clearly defined under most institutions. The public procurements aim the promotion of sustainable national development, which must be economically viable, socially just and environmentally correct. And in the legal dimension, it appears as a constitutional principle, which requires the State, as relevant actor in the development process, acting in the formulation and implementation of public policies for their achievement, which underscores the political dimension of sustainability. The Brazilian legal architecture, aligned with the recommendations of Agenda 21, contemplates the use of government purchasing power to shape the pattern of consumption and production to the dictates of sustainability, by inserting in their procurements, criteria able to promote it. This dissertation aims to investigate the implementation of public policy for sustainable signings by the Federal Public Administration Direct federal public administration, autonomous agencies and foundations (members of SISG) in the years 2011 and 2012. This research focuses on the analysis of public procurements made by the Federal Technology University of Paraná (Universidade Tecnológica Federal do Paraná - UTFPR) from the perspective of the Sustainable Society, the Technological Education and the Science of Law. The main objective was to verify by applying these guiding theoretical aspects – named herein as Analysis Units – whether UTFPR purchases can be considered as Sustainable Public Procurements. The methodology employed for it has been a case study based on a mixed type (quantitative and qualitative) exploratory and descriptive research. Based on the analysis of 507 records of electronic auctions conducted by UTFPR in the chosen period, it was found that, out of the 14,758 items purchased, very few of them contained specific references to sustainability. According to these results, reference guidelines were specifically drawn for the case of the UTFPR Public Procurements. MBA Professional Report; The Navy continually fights economic surge and recession, budget constraints, and natural personnel turnover to maintain personnel levels at desired "end-strength." Forecasting retention bonus levels based on these socio-economic factors is extremely difficult. Current forecasting techniques are less precise than retention auctions because auctions provide the market clearing price to retain the desired end strength. This research examines bidding strategies adopted within a retention auction incorporating monetary and non-monetary retention incentives in a competitive bidding environment. This research compared user inputs across several subjects and determined which subjects to retain. Previous experiments compared participants' bids to computer simulated "optimal" bids; it was hard to say how or if bidding strategies would change if competing with other live players. There are two issues when dealing with optimal bidding strategies. The first is correct choosing non-monetary incentives. We found that 70% of these choices were made correctly. The second involves the salary requested after choosing non-monetary incentives. The salary requests were above the optimal bids. The thesis objective is to develop a model to forecast the cost and the lead time in awarding a contract. All available, pertinent contract data was obtained and utilized from the Procurement Department of Naval Air Warfare Center Weapons Division, China Lake, California. The data was limited to the years 1989 through 1991. The actual cost of letting a contract has not been recorded, so a prediction model was fit only for the Procurement Administrative Lead Time (PALT). Cost is believed to be positively correlated with PALT. Explanatory data available for each contract were: contract amount, contract type, contract description, and competitive nature. A 'complexity score' was also available, which was determined by procurement personnel. Since many of the same variables used to compute complexity were also used to predict PALT, those variables were verified as possible predictors of cost by building a prediction model for complexity score. The following variables served as good predictors of PALT: contract amount, contract description and contract type. This master's project aims to bring those responsible for the areas of acquisition of Federal Institutions of Higher Education (IFES), especially at the Federal Technological University of Paraná (UTFPR) clarification regarding the current legislation witch ace bids, as well as the proposition their administrators bidding process models in order to standardize them, bringing improvements in their development, reducing costs and eliminating rework. The method adopted in this scientific research was the case study, which involves deep and thorough study of a particular topic, to enable it to meet broadly. The study was also based on desk research of bidding process developed by the Rectory of UTFPR the years 2010 to April 2012, in the technical notes issued by the Legal Department of UTFPR (PROJU), and the findings taken from the portal of the Comptroller General's Office (CGU). Density regression provides a flexible strategy for modeling the distribution of a response variable $Y$ given predictors $X = (X_1,\ldots,X_p)$ by letting that the conditional density of $Y$ given $X$ as a completely unknown function allowing its shape to change with the value of $X$. The number of predictors p may be very large, possibly much larger than the number of observations $n$, but the conditional density is assumed to depend only on a much smaller number of predictors, which are unknown. In addition to estimation, the goal is also to select the important predictors which actually affect the true conditional density. We consider a nonparametric Bayesian approach to density regression by constructing a random series prior based on tensor products of spline functions. The proposed prior also incorporates the issue of variable selection. We show that the posterior distribution of the conditional density contracts adaptively at the truth nearly at the optimal oracle rate, determined by the unknown sparsity and smoothness levels, even in the ultra high-dimensional settings where p increases exponentially with n. The first kind of variables of the system is characterized as large amplitude, slow, large scale, distributed in eight equally spaced locations around a circle. The second kind of variables are small amplitude, fast, and short scale, distributed in 256 equally spaced locations. Synthetic observations are obtained from the model and the observational error is proportional to their respective amplitudes. The performance of the EnKF is affected by differences in the spatial correlation scales of the variables being assimilated. This method allows the simultaneous assimilation of all the variables. The ensemble filter also allows assimilating only the large-scale variables, letting the small-scale variables to freely evolve. Assimilation of the large-scale variables together with a few small-scale variables significantly degrades the filter. These results are explained by the spurious correlations that arise from the sampled ensemble covariances. This thesis investigates the effects of competition in settings where agents are motivated primarily by reputational concerns. This is typically the case when explicit contracts are difficult to write due to the lack of verifiability of the task performed by the agent, or of output quality. Such situations are widespread in the case of expert advice or professional services. Competition can generate interesting effects when interacting with reputational incentives. The first chapter contains a selective review of the literature on reputational incentives and on the market for expert advice. The second chapter analyses how competition affects the incentives to report truthful information of experts competing to influence a decision maker. The complex interaction between reputational incentives and competition provides important implications for organisational design, and there are situations when delegating decision powers, or adopting forms of favouritism improve upon letting experts communicate their information and compete to influence the decision maker. The third chapter contains an analysis of the effect of competition on the incentives of an important class of experts, financial analysts. A theoretical model is developed to highlight how the behaviour of sell side analysts is affected by the presence of non-sell-side analysts. This case note deals with several aspects of the law of contract, such as public policy and validity, error, cancellation, repudiation, undue influence and damages. It concerns the case of an elderly couple who had to stop their farming operations because of ill health. The attorney whom they approached for assistance offered to lease the farm, equipment and animals from them in his personal capacity, although in his professional capacity he also drafted the contracts of lease. It later transpired that the attorney used his position to mislead the couple as regards the contracts in question and that he was guilty of unethical and unprofessional conduct. The couple applied to court to have the leases declared void, alternatively cancelled, and to have the attorney evicted from the farm. The order was granted; however, the discussion seeks to demonstrate that the couple were afforded only minimal justice in that they did not claim, nor were they granted, any damages. The various possibilities open to them in the circumstances are examined and the conclusion is that ventilating the matter by way of application was probably not the best manner in which to have sought assistance.
