Approved for public release, distribution unlimited; Command and control (C2) is an enigma that has been studied by military leaders and warfare analysts for hundreds of years. As a result of the numerous definitions and concepts of C2, the design of C2 systems is a challenge to systems engineers. Adding to the challenge is the understanding and integration of new operational concepts, such as Network-Centric Warfare, identified by stakeholders as necessary to meet operational needs. Through the use of a system architecture methodology, this thesis created a general vision of the system; identified the boundaries of, inputs to, outputs from, and objectives for the system; described what the system was to do with the identified inputs to produce the desired outputs; described the resources that comprised the system, the procedures by which the system was used, and the controls on the system; and proposed two alternative system architectures from which an analysis of designs could be conducted. From this methodology, numerous points of integration between doctrine and material, as well as areas for future effort and study, were identified to assist in the development and integration of net-centric systems and net-centric doctrine to meet the command and control needs of future tactical naval forces.

Across the U.S. Navy, each new ship class implements a new command and control (C2) system design, leading to separate design and development efforts, training pipelines, support requirements, and upgrade activities. This project serves as an initial step in determining whether the Navy can consolidate C2 systems by defining a common C2 system architecture and requirements that can be applied across all surface combatants for the Surface Warfare and Maritime Interception Operations missions. The project applied a systems engineering process consisting of a needs analysis, functional analysis, and modeling and cost analysis. The needs analysis defined key user objectives and needs and identified threats to Navy platforms. The functional analysis included the core tasks of requirements definition and enterprise architecture. The modeling and cost analysis task verified the C2 system architecture and evaluated possible training course hour savings. The project found that the definition of a common set of C2 system requirements and system architecture is feasible and does provide possible life cycle cost savings to the Navy. In order to fully evaluate a proposed common C2 system, further work will be required, expanding the analysis to other missions and assessing the cost impacts of a common C2 system

Approved for public release; distribution is unlimited; The main thrust of this thesis is to build a dynamic model of a Command and Control (C2) system and, by manipulating various aspects of the model, determine the effects of Command and Control Warfare (C2W) on the system. The model used is a prototype for battle damage assessment in C2W. A description of how the model was constructed and discussions of the decisions concerning what to model and of the difficulties and deficiencies associated with the model are also included. The model is constructed using the Design/CPN and Workflow Analyzer software, produced by Meta Software. It consists of a JTF information handling system in a hostile environment. The basis for this model is an Integrated Computer Aided Manufacturing Definition (IDEFO) functional flow diagram of the same system

The purpose of battle rhythm management is the maintenance of synchronized activity and process among distributed warfighters. It is most critical in rapidly evolving situations or in highly distributed operations. Successful battle rhythm implies the synergism of procedures, processes, technologies, individual activities and collective actions at warfighter, staff level, command node, and unit levels in order to facilitate military operations. The concept is ubiquitous in daily military operations (particularly at the operational level of command), but little exists to define it at the tactical level or substantiate its existence in the experimental or analytical literature. Like art, we know it when we see it, and often see it differently, given our individual perspectives. Moreover, given the proliferation of distributed, virtual operations in virtual command centers (those existing exclusively within and across information networks), there appears to be a curious lack of knowledge regarding the establishment and maintenance of battle rhythm in virtual command environments. There is a need to establish a common referent, a model of tactical battle rhythm, in order to discover the methods best suited to “command and control” it.

Modified human decision-making processes are required—in addition to new tactics and technology that are also currently under development—to enable Joint military forces to operate in a time span that is shorter than an adversary’s. Selfsynchronization is viewed as an essential process within military organizations that can increase speed of command and thus accelerate execution of the mission. This process of self-synchronization is described as the ability of a well-informed force to organize and synchronize complex warfare activities from the bottom up. The organizing principles are unity of effort, clearly articulated commander’s intent, and carefully crafted rules of engagement. Self-synchronization is viewed as a mechanism to overcome the loss of combat power inherent in top-down, command-directed coordination that is characteristic of conventional command and control doctrine. Franco, eds.; Effective command and control (C2) is necessary to achieve and maintain superiority in military engagements. C2 is well documented in the literature and is a major focus in the military arena; however, the conventional military network topology is increasingly becoming a liability and ineffective in the new age of asymmetric warfare. The beyond-line-of-sight command and control (BLOS C2) concept is a radical shift towards a seamless joint network topology, which will dramatically increase tactical C2 across military service branches, equipment types, and geographical locations. Though BLOS C2 is still in its testing phase, this paper examines the systems thinking approach of BLOS C2 with respect to layered models, adaptation, and synergy. The implementation of the BLOS C2 “tactical Wi-Fi” concept helps fill a Central Command (CENTCOM) capability gap in support of a Contingency Plan (CONPLAN) that provides Navy Forces Central Command (NAVCENT) with a robust force protection system.

It discusses the Navy's need for a command and control workstation (CCWS) and the importance of the human interface design. In particular, it evaluates the performance of Stanford Research Institute International (SRI's) 1000 word discrete speech recognizer. The speech board is intended to be used in the Command and Control Multi-Media workstation being developed by SRI. Additionally, it investigates a VOTAN continuous recognizer (currently for use by research and commercial vendors) in an interactive warfare simulation game. The results indicate that speech recognition systems could increase the capability of the commander to input and access information, provide more rapid response to information desired or displayed, and enhance human interaction in the man-machine interface. Approved for public release; distribution is unlimited.; The warfighting doctrines of NATO's five national armies, which are deployed in central Europe against the Warsaw Pact, are examined with emphasis on coalition warfare. NATO's warfighting doctrine is explored with particular attention to the military and political aspects of coalition warfare. Selected NATO command, control, and consultation issues, including synchronization and coordination, are identified and examined. The doctrines of these five national armies are not fully compatible. Warfighting doctrines which are not compatible increase the vulnerability of multi-national unit boundaries and do not contribute to the overall impression of deterrence. Concepts to improve NATO's deterrent and warfighting capabilities are presented. These concepts include approaching incompatible national doctrines as a coordination issue. Command and control issues must be resolved, however, in order to utilize unmanned systems as intelligence, surveillance, and reconnaissance assets. The purpose of this research was to assess the current doctrine of mission tasking with respect to tactical unmanned vehicles (UVs) and determine a method for effectively tasking these systems. The problem was analyzed by applying the factors of METT-T: mission, enemy, terrain and weather, troops and support available, and time available to UV-enabled maritime missions. The analysis identified specific implications for unmanned vehicles and emphasized important considerations for tasking and allocating UVs. Approved for public release; distribution unlimited.; Engineer command and control in a mechanized corps is a complex system. The current doctrine for engineer force structures is inadequate. Three command and control alternative force structures, identified in the Engineer Structure Study, are evaluated to determine which structure best supports a mechanized corps. The analysis is based on the results of a Stochastic, Timed, Attributed Petri Net timed stepped simulation. The model used in this simulation was constructed using an interactive graphical design tool, called Modeler, by a team including the software developer ALPHATECH, the U.S. Army Engineer Center, and the Training and Doctrine Analysis Command. This was the Army's first use of Modeler. The C2 performance of the engineer staffs is simulated for each of the three force structures by simulation message traffic and processing for 15 days of war in three settings, offensive, defensive and transitional from offensive to defensive. The force structures are then analyzed by comparing simulation output using three measures of performances: Processing Capacity, Message-Quality, and Message Processing Speed. This dissertation traces the history of shipboard command and control systems in the United States Navy from 1899, when the service first conducted experiments with wireless telegraphy, through World War II, the conflict which witnessed the birth of the modern shipboard information processing facility. It argues that early-to-mid twentieth century naval officers' development and employment of increasingly sophisticated shipboard command and control systems fundamentally altered the human experience of warfare at sea. Based predominately on archival research, Managing a Sea of Information follows a narrative format. It begins by examining the United States Navy's adoption of radio and challenges the notion that a conservative officer corps failed to appreciate the potential advantages of this new communications technology. Military is one of many industries that is more computer-dependent than ever before, from soldiers with computerized weapons, and tactical wireless devices, to commanders with advanced battle management, command and control systems. Fundamentally, command and control is the process of planning, monitoring, and commanding military personnel, weaponry equipment, and combating vehicles to execute military missions. In fact, command and control systems are revolutionizing as war fighting is changing into cyber, technology, information, and unmanned warfare. As a result, a new design model that supports scalability, reusability, maintainability, survivability, and interoperability is needed to allow commanders, hundreds of miles away from the battlefield, to plan, monitor, evaluate, and control the war events in a dynamic, robust, agile, and reliable manner. This paper proposes a service-oriented architecture for weaponry and battle command and control systems, made out of loosely-coupled and distributed web services. The proposed architecture consists of three elementary tiers: the client tier that corresponds to any computing military equipment; the server tier that corresponds to the web services that deliver the basic functionalities for the client tier; and the middleware tier that corresponds to an enterprise service bus that promotes interoperability between all the interconnected entities. A command and control system was simulated and experimented and it successfully exhibited the desired features of SOA.
