A tese busca apresentar uma explicação para a formulação da política externa norte-americana para a República Popular da China, a partir da disputa de grupos de interesse doméstico por espaço nessa política. Essa disputa tem por locus o Congresso dos EUA. Das formas de relação entre os grupos domésticos e os membros do Legislativo, o trabalho elege o financiamento de campanhas eleitorais combinado com os perfis político-ideológicos dos congressistas. Destes, são examinados os que introduziram propostas levadas à votação em plenário, nas duas casas legislativas. São também verificados os resultados dessas propostas em plenário. A combinação do financiamento de campanha com o perfil político-ideológico permite o estabelecimento de categorias de identificação desses congressistas. As categorias apontam para a aceitação ou a rejeição das relações sino-norte-americanas. As relações entre a Coreia do Sul e a China são constante objeto de controvérsia no estudo das relações internacionais do Leste Asiático. A aproximação econômica e política entre Seul e Pequim, desde 1992, intriga especialistas, pelo ritmo e pela proximidade alcançada entre os dois países, que lutaram em lados opostos durante a Guerra da Coreia e se antagonizaram no período da Guerra Fria. Este trabalho busca analisar as relações entre a Coreia do Sul e a China, de forma a esclarecer as razões que levaram Seul e Pequim ao reatamento diplomático e as implicações estratégicas desta reaproximação para a política externa sul-coreana. Será feita uma revisão histórica das relações entre os dois países, ainda hoje necessária para compreender a percepção que o povo coreano tem da China, enfatizando o relacionamento econômico e político entre os dois países. Para analisar os trabalhos empíricos revisados, serão utilizadas as abordagens teóricas de Kang (2003), Copeland (2003) e Berger (2003), considerando-se também observações de outros autores. Não obstante, as relações entre os dois países oscilaram entre momentos de aproximação e distanciamento, ao longo da história, relacionadas tanto ao contexto externo regional e internacional, como às mudanças de política externa da China e da RDPC. O que se pretende com este trabalho é analisar a política externa norte-coreana, desde a fundação do país, examinando seus objetivos e suas estratégias, ao longo do tempo, de forma a identificar o papel que a China tem para o regime da RDPC. India’s foreign policy behaviour often challenges conventional theories of international relations (IR). Why for instance, did India wait 24 years after its first nuclear test to conduct another test? In the wake of its nuclear tests, why did the political leadership highlight the scientific achievements more than the military implications and why did it characterise India’s nuclear program as being unique in terms of its restraint and its commitment to total disarmament? Why did India engage in a discourse of friendship with China rather than adopt the anti-communist stance of other democratic states? These are just some of the questions that cannot be adequately explained by the positivist and ahistorical traditions of IR that down-play the connection between state identity and foreign policy or analyse foreign policy as the product of pre-existing realities, subjectivities and interpretive dispositions. This study argues that despite the basic inertia in U.S. China policy during the Kennedy and Johnson years, the period nonetheless witnessed a fundamental evolution in the strategic presumptions underlying Washington’s approach to the China “problem.” By increments, U.S. policymakers began to seriously question the wisdom of a policy predicated on the idea that the containment of the People’s Republic of China necessitated its political and economic isolation. Inversely, a basic consensus emerged in interested corners of the U.S. foreign policy bureaucracy that considered attempts to engage the Chinese—on levels bilateral and multilateral, official and unofficial—could serve to socialise China’s revolutionaries, thereby facilitating a reduction in Sino-American tensions and paving the way to a bilateral rapprochement. Critically, in this analysis “engagement” was seen as a means of enhancing, rather than simply supplanting, the larger effort to contain China. This thesis argues that Singapore’s foreign policy seeks to maximise order, and not power. Hence, it proposes that the English School theory, with its focus explaining why a high degree of substantive order exists in an anarchical context is therefore a more appropriate tool to analyse Singapore’s foreign policy. To substantiate this point, this thesis examines Singapore’s foreign policy towards Malaysia, Indonesia, China, and India to show how this city–state has managed to conduct its relations with them within the framework of an international society. Japan is excluded because this thesis focuses on states that have the greatest potential to affect Singapore by virtue of three main considerations – geographical distance, future impact on regional geopolitical developments, and ethnicity. Due to their geographical proximity, Malaysia and Indonesia are arguably the states most important to Singapore. China and India, as the rising powers, constitute unknown variables since the nature and effects of their rise are still not clear, and Singapore’s foreign policy needs to be sensitive towards developments there. Approved for public release; distribution is unlimited.; This thesis tests the hypothesis that the U.S. policy makers, represented by Secretary of State Dean Acheson during the Truman Administration, adopted a hostile image of Communist China after the Chinese intervention in the Korean War. To examine Acheson's image of Communist China, the research used the content analysis method to analyze his statements, and a computer-based analysis program'DICTION 7.0'was used to obtain more objective evidence. From analyzing the results'scores of the aggressive and optimistic tone in the statements regarding Communist China, the research showed that an aggressive tone significantly increased after the Chinese intervention, indicating a change in Acheson's view of China. Although the optimistic tone in Acheson's statements regarding Communist China did not significantly change, which suggests less support for the hypothesis, manual analysis of the statements was presented to explain the results; Acheson did not have an optimistic view of Communist China from the beginning, so there was little change even after the Chinese intervention in the Korean War. This thesis explores whether a causal relationship exists between the People's Republic of China's foreign policy and in its economic policy. Specifically, it explores how China's overall economic policy has led it to become involved in countries that are considered political pariahs by many countries but that have established or potential petroleum resources to which China hopes to gain exclusive or at least first chance rights. Concentrating on those relationships, the thesis explores the extent to which Beijing has acted on the international political stage to protect those countries from international pressure and to preserve their political status quo because of China's economic ties with those countries. In three case studies focused on Iraq, Iran, and the Sudan, the thesis finds that Beijing's overall foreign policy is little affected by its economic ties with those countries. In each case, the thesis finds that China's economic ties are more important to Iraq, Iran, and the Sudan than to Beijing, and that such ties are small among overall Chinese economic concerns. Meanwhile, the search for a "third neighbor" (the United States, Japan and/or the collective community of democracies) has been seen as the alternative approach to the existing "neighbor-oriented" policy. The thesis argues that both approaches are not mutually exclusive schools of foreign policy, but rather constitute the common approach that is described within this research as "bufferism." To present an alternative vision of the nation's foreign policy orientation, the thesis covers the major schools of international relations and identifies the two major causes of policy: identity (based on constructivism) and interest (based on realism). Moreover, Chinese leaders are )assumed to be abandoning their communist roots in all but official rhetoric as the country pursues economic modernization. In fact, the Chinese form of communism has evolved significantly. Struggle has given way to stability, austerity to prosperity, and hostility to peaceful co-existence. This transition has had tremendous ramifications for PRC foreign and security policies. What was once a highly articulated and systematic ideology, providing a distinct and accurate guide to policy choices in the international arena, has become more akin to a set of general principles to guide behavior in an increasingly complex system. This report investigates the emerging role of track diplomacy in the Asian Century. The dramatic rise of India and China demands special consideration by Australian foreign policy makers, particularly within an uncertain era of shifting power realities in the Asia-Pacific. Asia is a region rife with territorial disputes and historical tensions and smaller powers, including Australia, look nervously and at times suspiciously at the rise of China and India. The need to respond to threats and alleviate rising tensions has created an opening for new actors to engage in non-traditional diplomacy. Track II diplomacy is a key example of non-traditional diplomacy and is considered an important diplomatic tool when negotiations break down at the official level. Track II diplomacy is believed to have already played an important role in preserving stability and forging regional identity in Southeast Asia. American foreign policy think tanks are an important part of the American foreign policy elite. By gathering data, publishing research, and reaching out to the public and government, think tanks help set the public debate agenda. The question I asked was whether these American foreign policy think tanks exhibited a shared worldview during the past three election cycles. I analyzed 7,000 documents (half a million verbs) published by the seven American foreign policy think tanks active in the three general elections of 2004, 2008, and 2012: the American Enterprise Institute, the Brookings Institution, the Carnegie Endowment for International Peace, the Cato Institute, the Council on Foreign Relations, the Heritage Foundation, and the RAND Corporation. To measure the collective and individual worldviews of these seven think tanks, I used the Profiler Plus software, which answered Alexander George’s operational code questions based on the transitive verbs for the Self and the Other. My research showed that the collectivity of the seven think tanks had three separate worlds of action with three different worldviews. Présentée comme le seul allié de la Corée du Nord, la China a été invitée à participer à des négociations à trois, à quatre (1997-1998), et à six (2003-2007), dans l’espoir de faire entendre raison au régime isolé, mais jusqu’à maintenant, aucune des tentatives n’est parvenue à satisfaire chacun des membres à la table. Most academic analyses focus on the trade exchanges that are reflected by the trade balance between the two countries and the effects that the White Paper has had in the establishment of a balanced relation in accordance with the principals of their foreign policy. Course mission: to explain and evaluate past and present United States foreign policies. What caused the United States' past involvement in foreign wars and interventions? Were the results of U.S. policies good or bad? Would other policies have better served the U.S. and/or the wider world? Were the beliefs that guided U.S. policy true or false? If false, what explains these misperceptions? General theories that bear on the causes and consequences of American policy will be applied to explain and evaluate past and present policies. The history of United States foreign policy in the 20th century is covered in detail. Functional topics are also covered: U.S. military policy, U.S. foreign economic policy, and U.S. policy on human rights and democracy overseas. Finally, we will predict and prescribe for the future. What policies should the U.S. adopt toward current problems and crises? These problems include the war against Al Qaeda and the wider war on terror; Iraq and Saddam Hussein; the Taiwan Straits; the Central African conflicts; and more. What should be the U.S. stance on global environmental and human rights questions?
