Open Data initiatives are transforming how governments and other public institutions interact and provide services to their constituents. They increase transparency and value to citizens, reduce inefficiencies and barriers to information, enable data-driven applications that improve public service delivery, and provide public data that can stimulate innovative business opportunities. As the gatekeepers of official statistics, National Statistics Offices (NSOs) produce many datasets that could typically comprise the foundation of an Open Data program. They may also have relationships with other data producing agencies in the national statistical system and have expertise in dealing with the many technical and data quality issues attendant in publishing data. In short, they are extremely well placed to make a valuable contribution to Open Data initiatives. Despite these advantages, NSOs do not always feature prominently in government-sponsored Open Data programs and they may be missing an important opportunity to expand the use and re-use of the data they produce. The goal of this working paper is to better understand the opportunities and challenges that Open Data presents to NSOs and to identify what steps and solutions are needed to enable NSOs to play a valuable role in national or sub-national Open Data initiatives.

The term quot;open dataquot; is generally understood to be data that are made available to the public free of charge, without registration or restrictive licenses, for any purpose whatsoever (including commercial purposes), in electronic, machine-readable formats that ensure data are easy to find, download and use. National Statistics Offices (NSOs) have the potential to play a pivotal role in the implementation of open data initiatives. As producers and curators of data, the objective of making high quality data more accessible and usable is consistent with their guiding principles. NSOs indicate, in research conducted in support of this report, that one of the difficulties they encounter is that the technology they use to publish - or electronically distribute - data for public use is not compatible with open formats. They also indicate that common software packages used for open data portals do not accommodate the data formats and metadata they produce. Two key concerns related to data dissemination products are addresses: (1) Can such products designed primarily for NSOs satisfy requirements for an open data initiative?; and (2) Can such products designed primarily for open data satisfy the requirements of NSOs? Furthermore...

Fundação de Amparo à Pesquisa do Estado de São Paulo (FAPESP); In the digital informational environment, currently, where various kinds of resources coexist with shapes and patterns of heterogeneous metadata, many efforts have been made to achieve interoperability in order to use multiple metadata standards and reuse the metadata records through the development strategies, ranging from simple mappings between metadata elements to modeling complex structural. The intensive use of Information and Communication Technologies (ICT) generates the development of a various possibility of metadata standards, essential in environments manipulation of bibliographic data. The objective is to point out to what extent the methods of Descriptive Cataloging, explicit codes of cataloging (AACR2 and RDA) and metadata standards, favor the design model of digital informational environments for better structured information retrieval. For this purpose, a methodology of analysis of the exploratory and descriptive literature with the study of scientific production of the main area of Information Science and Librarianship, it is possible to identify and understand the major technological changes in the heart of Descriptive Cataloging in the digital scope. As a result is presented a proposal for modeling a functional requirements of digital informational environments that ensure interoperability in the bibliographic domain. It is believed that the use of metadata...

This poster presentation from the May 2015 Florida Library Association Conference, along with the Everglades Explorer discovery portal at http://ee.fiu.edu, demonstrates how traditional bibliographic and curatorial principles can be applied to: 1) selection, cross-walking and aggregation of metadata linking end-users to wide-spread digital resources from multiple silos; 2) harvesting of select PDFs, HTML and media for web archiving and access; 3) selection of CMS domains, sub-domains and folders for targeted searching using an API. Choosing content for this discovery portal is comparable to past scholarly practice of creating and publishing subject bibliographies, except metadata and data are housed in relational databases. This new and yet traditional capacity coincides with: Growth of bibliographic utilities (MarcEdit); Evolution of open-source discovery systems (eXtensible Catalog); Development of target-capable web crawling and archiving systems (Archive-it); and specialized search APIs (Google). At the same time, historical and technical changes – specifically the increasing fluidity and re-purposing of syndicated metadata – make this possible. It equally stems from the expansion of freely accessible digitized legacy and born-digital resources. Innovation principles helped frame the process by which the thematic Everglades discovery portal was created at Florida International University. The path -- to providing for more effective searching and co-location of digital scientific...

This panel presentation provided several use cases that detail the complexity of large-scale digital library system (DLS) migration from the perspective of three university libraries and a statewide academic library services consortium. Each described the methodologies developed at the beginning of their migration process, the unique challenges that arose along the way, how issues were managed, and the outcomes of their work. Florida Atlantic University, Florida International University, and the University of Central Florida are members of the state's academic library services consortium, the Florida Virtual Campus (FLVC). In 2011, the Digital Services Committee members began exploring alternatives to DigiTool, their shared FLVC hosted DLS. After completing a review of functional requirements and existing systems, the universities and FLVC began the implementation process of their chosen platforms. Migrations began in 2013 with limited sets of materials. As functionalities were enhanced to support additional categories of materials from the legacy system, migration paths were created for the remaining materials. Some of the challenges experienced with the institutional and statewide collaborative legacy collections were due to gradual changes in standards...

We describe a case study that uses grid computing techniques to support the collaborative learning of high school students investigating cosmic rays. Students gather and upload science data to our e-Lab portal. They explore those data using techniques from the GriPhyN collaboration. These techniques include virtual data transformations, workflows, metadata cataloging and indexing, data product provenance and persistence, as well as job planners. Students use web browsers and a custom interface that extends the GriPhyN Chiron portal to perform all of these tasks. They share results in the form of online posters and ask each other questions in this asynchronous environment. Students can discover and extend the research of other students, modeling the processes of modern large-scale scientific collaborations. Also, the e-Lab portal provides tools for teachers to guide student work throughout an investigation. http://quarknet.uchicago.edu/elab/cosmic; Comment: 8 pages, 7 figures, 1 table presented at The 2nd International Workshop on Collaborative and Learning Applications of Grid Technology and Grid Education
