Com a introdução das tecnologias da informação e comunicação (TICs) em governos, em especial a internet, tornou-se possível ampliar não só a capacidade e níveis de qualidade dos serviços prestados, mas também o enfoque na transparência, provocando diversas mudanças no âmbito do controle social e participação cidadã. Esta nova perspectiva de uso das TICs em governos para fins de ampliação de canais de participação é conhecida como governança eletrônica (e-governança). O objetivo desta dissertação é identificar quais os impactos da participação cidadã nas consultas públicas para a produção de leis e os limites e os desafios das consultas públicas online do Poder Legislativo federal. Os instrumentos de coleta de dados foram a visita estruturada ao website da consulta pública online, o e-Democracia, e entrevistas semiestruturadas dos gestores responsáveis pela consulta pública, bem como deputados envolvidos na elaboração da Lei das Lan Houses e seus apensados. O controle social em saúde no Brasil tem em sua trajetória um processo de luta da sociedade, especialmente a partir dos movimentos sociais organizados. Este artigo trata de um estudo de pesquisa-ação com uma abordagem qualitativa, que teve como objetivo construir um processo de participação popular e controle social em saúde, no território de uma Estratégia Saúde da Família, na região sul do Estado de Santa Catarina. Participaram do estudo a população, usuária do serviço de saúde inserida ou não nos movimentos sociais organizados, juntamente com os trabalhadores de saúde. A coleta de dados consistiu na observação participante e entrevistas. A construção do processo de participação popular e controle social se deu em três momentos: conhecimento situacional, diálogo emancipador e momento “D”. Constatou-se que a institucionalização de espaços participativos não garante a participação popular e o controle social em saúde. O estudo apresenta alternativas para a construção deste processo. As vantagens e a conveniência da participação pública na gestão de áreas naturais têm sido intensamente discutidas. A grande maioria dos administradores, empresas e órgãos públicos que fomentam este debate apontam a participação pública como algo vantajoso, conveniente e até necessário. No entanto, as dificuldades para se incorporar a participação pública nos processos de tomada de decisão são muitas e igualmente reconhecidas, o que tem mantido o assunto sob intenso debate. Este trabalho parte do pressuposto de que a participação pública é, de fato, necessária. Contudo, procura identificar os requisitos para que ela ocorra de forma positiva e efetiva e, principalmente, investigar a possibilidade de manutenção de uma aliança estável entre os atores sociais. Citizen participation in the decisionmaking and development activities of local government can produce more efficient and effective delivery of services by the public sector. In order to foster participation, some responsibility must be devolved from central to local government. However, the assignment of responsibilities to local governments cannot, by itself, ensure participation. Kenya has embarked on a highly ambitious decentralization that seeks to fundamentally change the relationship between government and citizens under the 2010 Constitution. The Constitution and new legal framework place a strong emphasis on strengthening public participation. This paper summarizes findings and analysis from five working papers and case studies reviewing opportunities and challenges for strengthening public participation in Kenya’s newly decentralized system. It provides a consolidated list of recommendations emerging from all the working papers.

Die Frage der partizipativen Entscheidungsfindung in den Bereichen Stadtplanung und Stadtverwaltung hat seit den 1990er Jahren in der Forschung zunehmende Aufmerksamkeit gewonnen. Wissenschaftler verschiedener Disziplinen wie z.B. der Soziologie, Geographie und Politikwissenschaft beschäftigen sich intensiv mit dieser Thematik, wobei ihre Herangehensweisen sich sowohl methodologisch als auch theoretisch unterscheiden. Direkte Bürgerbeteiligung wird von der überwiegenden Mehrheit von Forschern und Theoretikern nicht selten als ein vielversprechender Mechanismus zur Korrektur von Missständen in der Politik dargestellt. Im Fall von Porto Alegre wird Bürgerbeteiligung von einigen Autoren sogar als ein effektives Mittel zur Bekämpfung von sozialen Ungleichheiten verstanden. In der Literatur wird immer wieder Bezug auf den Bürgerhaushalt genommen – ein demokratisches Verfahren, das weltweit bekannt geworden ist und in dessen Rahmen den gewöhnlichen Bürgern Entscheidungskompetenz übertragen werden soll. This research investigates the processes of adaptation of participatory budget (PB) institutions to France, Germany, and Great Britain in relation to frames of citizen participation, for instance ‘participatory’ democracy or ‘community empowerment’. I define frames as relatively coherent but flexible idea combinations that contain cognitive and normative assumptions about the issue at stake (in the present case citizen participation). The process of PB, developed in Porto Alegre, Brazil, includes ordinary citizens in the allocation of public funds and thereby breaks with a traditional approach to democracy. Various actors and actor networks have imported it into Europe since around 10 years, where it belongs to the most interesting participatory instruments. But how far-reaching are the results of PB in Europe? Central questions of the research, a comparative case study of three PB processes investigated with qualitative methods, concern the relation between frames of citizen participation and PB institutions, the degree of procedural and political innovation of PB, and the similarities and differences between frames of citizen participation in Germany, France, and Great Britain today. This article explores the controversial decision made by the Ministry of Health to restructure the perinatal emergency services in Portugal in 2006. Particular emphasis is given to the protests held across the country against, the actors involved, and the arguments put forward for and against the measure, in an attempt to understand the forms of knowledge and experiences brought to the discussion about the issues raised by the decision, and how different forms of knowledge are reconciled under a democratic process. In addition, this article explores the importance of citizen participation, including that which emerges from conflicting relations, in the formulation of health policies.

During the past few decades, decentralization efforts in México have coincided with efforts to democratize the administrative decision-making process. Adopted in 1988, the Programa Nacional de Solidaridad (National Solidarity Program; PRONASOL) required citizen participation in decisions involving the use of federal resources for regional development and poverty alleviation projects. In 1998, Section 33 of the Ley de Coordinación Fiscal (Fiscal Coordination Law; LCF) placed Social Infrastructure Funds (SIF) directly under the supervision of municipalities and retained the requirement that citizens participate in decisions involving the allocation of funds. The present study seeks to understand the factors that affect the participation of citizen committees (composed of community members; organized to address a particular cause) in SIF allocation decisions and assess the impact of this form of citizen participation on government performance. CHDS State/Local; Citizen preparedness has been a requirement since the events of September 11, 2001, and was reinforced as a necessity after Hurricanes Katrina and Rita in August 2005. Although National Strategy documents outline the requirement for citizen participation in national preparedness the requirement is through volunteerism using the Citizen Corps. There are currently readiness programs being conducted through the Citizen Corps, Department of Homeland Security and the Federal Emergency Management Agency but they are not coordinated across the federal state and local or proactive in nature. Proactive Information Campaigns using core and supporting elements can be one methodology to increase citizen preparedness to support the creation of a 'Culture of Preparedness', which includes citizen participation along with the all levels of government and the private sector. Kenya's new Constitution mandates a new era of public participation in government, particularly within the devolved government structure. The new devolved structures can benefit from reviewing the country's prior experience with participation in decentralized funds. The Kenyan government and citizens gained extensive experience in local participatory development through decentralized programs and funds, in particular the local authority transfer fund (LATF) and the constituency development fund (CDF). This paper focuses on the two development funds because participatory initiatives both by the government and the civil society were centered on them. This paper reviews Kenya's past experiences on public participation in local service delivery to highlight practical lessons that county governments can draw from as they design participation mechanisms.

Kenya's new Constitution mandates a new era of public participation in government, particularly in the 47 new County Governments. Despite the limited participation in decisions regarding the vast majority of government spending, Kenya has a significant history with direct participation in government, as this has been a feature in several of the government's devolved funds such as the Constituency Development Fund (CDF) and Local Authority Service Delivery Action Plans (LASDAP). The objective of this report is to provide lessons and draw on best practices from previous Kenyan experiences with participation in local government, with a focus on how to effectively implement public participation. The research therefore seeks to prompt dialogue, ideas and action among stakeholders to follow through on the strong mandate provided by the Constitution, both at the national and the county level. The report completes six case studies of direct public participation in local government, where cases were selected for their reputation of strong participation. Uno de los objetivos perseguidos en los Consejos Comunales de Gobierno, celebrados por la administración de Álvaro Uribe Vélez en Colombia (2002-2010), fue la promoción de la participación ciudadana. Partiendo de la ambigüedad de lo que este objetivo puede significar o perseguir, nos propusimos hacer una revisión inicial de estudios que han analizado y avanzado en la teorización de diversos ejercicios de participación ciudadana en Colombia y en el mundo, así como del concepto de ciudadanía activa, el cual ha sido desarrollado por diversas tradiciones de pensamiento en contextos diversos, incluidos los escenarios de participación ciudadana. Kempton, Willett M.; In Spring 2006, Standard Offer Service customers of Delmarva Power & Light faced an average 59% increase in electric rates. In response, the Delaware state legislature passed the Electric Utility Retail Customer Supply Act of 2006. In compliance with the Act, Delmarva Power & Light issued an all-source Request For Proposals for a new 200 MW power purchase agreement. Three bids were submitted to the Delaware Public Service Commission (PSC) for review: 600 MW offshore wind, 600 MW integrated gasification combined cycle coal, and 177 MW natural gas. The PSC reported unprecedented levels of public participation in related hearings and receipt of thousands of letters addressing the topic. Members of the public who participated in the process overwhelmingly favored offshore wind. Though one clause of the bill specifically required new environmentally responsible technologies, the primary emphasis explicit in the bill was stabilization of electricity rates. This analysis of public input in the Delaware Public Service Commission’s decision indicates that price stability is not the primary priority of Delaware residents. This thesis employs both qualitative and statistical methods to identify concerns expressed by supporters of offshore wind in order to determine the nature and origins of related advocacy. In the so-called democratic societies citizens' participation has become a central issue to the analysis of decision making processes. However, in this scope the major difficulty is related to a broad definition of what can be considered as participatory modalities. In this paper protest actions are assumed as legitimate forms of participation in public decision making processes. Accordingly, this work describes and analyses the maternity wards closure in Portugal, one of the measures of the recent restructuring of the maternal and child health services that was implemented between May 2006 and December 2007, and the consequent protest actions developed by the local populations affected by the measure.
