Nosso estudo recupera o percurso de emissoras comunitárias na cidade de São Paulo a partir de suas legalizações, buscando, especificamente, os procedimentos adotados por suas equipes para definir e organizar a sua programação, para se relacionar com os seus ouvintes, para resolver suas questões de sustentabilidade financeira e ainda refletir se na emissora há lugar para Educação. Exercitamos formas diferenciadas de analisar as grades de programação dessas emissoras, aqui compreendidas como recursos que guardam informações múltiplas e que podem ser reveladores do tipo de trabalho que desenvolvem. Tivemos como pressuposto o fato de que, se consideradas em seus propósitos e nas formas como são concebidas, planejadas e organizadas, as ofertas de programação de uma emissora revelam a identidade dessa rádio e podem também desvelar as competências comunicativo-educativas que priorizam em sua trajetória. Assim, considerando as afirmações de Roldão (2006) e Peruzzo (2011) de que a caracterização de uma emissora está no seu uso e nos conteúdos que gera, nossa constatação partiu da análise de três aspectos: conteúdos de programação da emissora, grau de interlocução com o ouvinte e forma pela qual expressa o seu compromisso com os rumos da comunidade. In 2010, the Brazilian Antitrust Authority -CADE- concluded an agreeement with Globo and the "Club of 13" on a three-year deal for the exclusive broadcasting rights to all Brazilian Football League (BFL) games spanning the five principal media platforms: free-to-air TV, pay TV, Pay per View, Internet and Mobile. The deal eliminates competition in broadcasting of Brazilian League games (primarily other networks, including Record, SBT, ESPN, etc.), reducing "competition in the market." However, it is plausible to assume that exclusivity can bring efficiencies to the market by ensuring a return on investments. In addition, the sale of broadcasting rights accounts for nearly 40% of the revenues of Brazilian clubs. Banning exclusivity will likely reduce revenues and dampen sector efficiency. However, the contract included a preference clause for Globo that adversely affected "competition for the market." Globo abandoned the preference clause under the agreement. Another important provision of the agreement was the requirement that the Club of 13 auction the five media platforms separately. This article examines the economic rationale of the agreement and provides a brief analysis of the main lessons arising from the fragmentation of negotiations in 2011.

Broadcast media, are especially relevant and accessible to remote communities, cultural and linguistic minorities, the very poor and illiterate people. Policies, laws, regulations, and other public actions that govern the broadcast media are central to play that role, and they form the main focus of this guide. The guide maps out a public interest approach to fostering free, independent, and pluralistic broadcast media. The purported capacity of the digital age to solve the problem of market failure in the broadcasting sector was widely expected to further compromise the already fragile status of public service broadcasting in advanced democracies. The proliferation of niche media content made possible by convergence led to speculation that publicly funded broadcasters would be rendered redundant. Die Arbeit beschäftigt sich mit der Frage, ob das duale System im Hinblick auf die derzeitig vorherrschende und sich rasant weiterentwickelnde Übertragungstechnologie noch verfassungsgemäß ist. Dazu wird zunächst die Rechtsprechung des Bundesverfassungsgerichts analysiert. Es wird deutlich, dass ökonomische und gesellschaftliche Gründe für das Vorhalten eines starken öffentlich-rechtlichen Rundfunks verantwortlich sind. Die ökonomischen Gründe basieren auf der Erwartung eines unausgewogenen Rundfunkprogramms bei Werbefinanzierung. Die gesellschaftlichen Gründe liegen in der besonderen Bedeutung des Massenmediums Rundfunk für die demokratische Ordnung. Im nächsten Kapitel wird untersucht, wie sich die Ökonomie des Rundfunks und die Integration der Bürger in die Gesellschaft im Lichte der steigenden Übertragungsmöglichkeiten ändern. Auf Basis der analysierten ökonomischen und gesellschaftlichen Verschiebungen wird die Rolle des öffentlich-rechtlichen Rundfunks neu beleuchtet. Gegenstand der vorliegenden Arbeit ist die Untersuchung multikultureller, das heißt fremdsprachiger und/oder ausländischer Einflüsse auf die Rundfunklandschaften in Deutschland und den USA, sowie deren Eingliederung in die herrschende Rechtsordnung. Es soll gezeigt werden, wie die beiden Rechtsordnungen hiermit umgehen und ob und gegebenenfalls wie sie multikulturelle Einflüsse zulassen oder integrieren. Ausgangspunkt der Untersuchung sind die jeweiligen verfassungsrechtlichen Grundlagen und die darauf aufbauenden Rundfunksysteme. Dabei soll zunächst ermittelt werden, ob das jeweilige Rundfunksystem die Produktion und Ausstrahlung fremdsprachiger Sendungen zulässt oder sogar fordert. Weiter wird untersucht, ob ausländische Sender die Möglichkeit haben, Teil der jeweiligen Rundfunklandschaft zu werden. Angesprochen wird ebenfalls die Problematik des grenzüberschreitenden Rundfunks, wobei im deutschen Teil auch auf die Besonderheit der Einbettung in ein europäisches Gefüge eingegangen wird. Ferner wird geprüft, ob der Empfang multikulturellen Rundfunks in Form von ausländischen Sendern geschützt ist und wie die jeweilige Rechtsordnung diese Frage löst. It will be surveyed if and how multicultural influence is integrated into the respective legal system. Multcultural influence hereby means the influence of foreign languages and and of foreign countries in general. Die Regulierung des öffentlich-rechtlichen Rundfunks befindet sich in einer Krise. Fragen nach den Ursachen, dem Verlauf und den Ergebnissen dieser Krise des Regulierungsregimes stehen im Mittelpunkt dieses Beitrags. Während die Rundfunkanstalten diese Regierungskrise auf die standortpolitischen Interessen einzelner Länder und die neoliberale Ideologie der Europäischen Kommission zurückführen, argumentiert der folgende Beitrag anhand von Überlegungen aus der politikwissenschaftlichen Forschung zur Dynamik von Regulierungsregimen (historischer Institutionalismus, Principal-Agent-Ansatz) und interpretiert die Krise als Ergebnis einer Kumulation institutioneller Defizite des Regulierungsregimes. Diese Defizite hatten einen schleichenden politischen Legitimitätsverlust zur Folge, der auf Grund des Zusammentreffens verschiedener Faktoren zur Eskalation der Auseinandersetzungen führte. This paper introduces Rapid Prototyping of a complex system and the difficulties that appear when a real-time prototype of such a system is approached. These concepts are applied to the construction of a test modem for Terrestrial Broadcasting of Digital Television, in which Orthogonal Frequency Division Multiplexing (OFDM) is the transmission technique. The possibility of reducing the number of sub-carriers in the OFDM signal and obtaining enough information about the system performance in hostile environments (multipath, phase noise, non-linear, ... ) is considered and discarded. As a conclusion, a non-real time prototype is presented which allows one to optimize parameters, verify the possibility of implementation and evaluate subjective qualities.

Despite the fact that the Federal Constitutional Court (BVerfG) has always tried to strengthen the political independence and autonomy of public service broadcasting (PSB), German media regulation has witnessed an extended battle royal over an increase in the PSBs' licence fee. Apparently in order to achieve only a marginal reduction in the increase, the Länder have jointly violated constitutional law. This article interprets the debate over the increase as the consequence of institutional rigidities within German broadcasting regulation that favour the occurrence of regulatory problems in the PSB sector. The Länder are locked in nested games and, therefore, are forced to make what appears for outside observers to be sub-optimal choices. The institutional rigidities of German broadcasting regulation may provoke Länder critical of the current PSBs' strategies to employ severe structural interventions into the PSB sector. In the end, the institutionalised bias of German broadcasting regulation in favour of PSB may also account for a partial Europeanisation of the policy domain because they inspired commercial broadcasters to engage in 'arena shopping'.

The audio-visual character of television was used as the conceptual focus of this examination of television news broadcasting. The research comprised both a macro and micro level analysis. On the macro level, a study was undertaken to examine the influences of the cultural context of broadcasting with special reference to the structure of television and its news organizations upon the formats and content of television news programmes. A comparative content analysis was carried out of the principle evening newscast during one fortnight of news broadcast by the public and the private broadcast networks, in Britain and Canada, and the NBC in the United States. A special "code" was developed for this purpose which would categorize not only content but also format, with a special emphasis on the relative role of the commentary and the visuals. Comparison between the countries revealed differences in both content and format, pointing to different cultural emphasis upon specific issues. Differences in the formats used in the news revealed a greater trend to entertainment values - particularly the use of the action visuals and the newsreader in the more commercialised cultural settings. The thesis investigates the application of the public value notion in UK public service broadcasting (PSB). In the context of technological change from analogue to digital broadcasting and the reduction of applicable market failures, the notion has been used to describe the remit and assess the performance of PSB, thus providing sustained justification of PSB in the digital age. The overall research interest is to investigate the public value notion in the context of evolving media policy paradigms to examine whether its institutionalisation represents a paradigm shift in the ideological justification of PSB. The ideological justification is investigated in the form of economic and noneconomic regulatory rationales as different academic approaches to market intervention and public service provision. As a fundamental type of policy change, the paradigm shift concept is operationalised by devising an analytical framework that consists of two analytical strands; an ideological shift and a policy process analysis. Based on a case study approach of the notion’s application at the BBC and Channel 4, the research design employs interpretative textual analysis of documents and expert interviews to investigate the ideological composition of the public value notion and its wider policy process. The research finds that no paradigm shift has taken place in the justification of PSB as the public value notion continues the overall more economic than non-economic focus of the incumbent media policy paradigm. These findings contribute to media and public policy studies with regard to the understanding and classification of (media policy) paradigm shifts as a fundamental type of policy change and the use of economic and non-economic rationales as different ideologies in informing policy ideas and decisions-making in media policy.

Harmonic broadcasting protocols provide an efficient way to distribute on demand videos that are simultaneously watched by many viewers. Despite this, they were too often considered to be of marginal importance, due to the large numbers of independent data streams they require. We built a TCP/IP based client-server pair to measure the performance of the Cautious Harmonic Broadcasting protocol on conventional Fast Ethernet networks and found that a server with 512 MB of RAM could support up to 2,400 video streams and achieve a waiting time of less than six seconds for a three-hour video.

One year after the Union of South Africa declared war on Germany in 1939, the South African government began to use radio broadcasting to a black target group as a medium for propaganda. In the winter of 1940, the Department of Native Affairs (DNA), responsible for transmitting propaganda to blacks, together with the South African Broadcasting Corporation (SABC) and the Department for Post and Telegraphs, launched the first broadcasting service for blacks in Johannesburg. The broadcast, which was initially only transmitted via telephone lines, differed considerably from the broadcast for whites. Based on extensive archival research, this article describes the conception and implementation of that broadcasting service along with the specific programming the DNA and the SABC introduced for black listeners. Because it includes enquiries on the reception of the service at that time, this article offers new insights into South African media history.
