Over the past year, the response to the global financial crisis has continued to dominate development and the work of international institutions, including the World Bank Group. Challenges of poverty and fragile states, environment, and climate change remain daunting. But the manner in which these are best addressed is shifting. The World Bank Group, a crucial partner in the solutions to global development, must adapt to these changes for greater development effectiveness. The International Bank for Reconstruction and Development (IBRD), the International Development Association (IDA), the International Finance Corporation (IFC), and the Multilateral Investment Guarantee Agency (MIGA) individually face particular challenges in the increasingly multipolar world. But there are opportunities for coordination across the World Bank Group, whether between public and business activities, among sectors, or across macro and micro concerns. Emphasizing these synergies, part one of this joint report discuss recent activities and results of the World Bank Group; part two focuses on select issues in development effectiveness at each institution. A separate volume of this report contains a detailed review and rating of management response and actions regarding recommendations from the Independent Evaluation Group (IEG) from recent years.

Financial market liberalization, innovations in the area of risk management, and reductions in transaction and supervisory costs have had significant positive impacts on agricultural finance institutions. Building on these positive developments, this study will attempt to contribute ideas based on recent experiences with innovation from developing countries in order to spur more innovations in rural finance. This study focuses on four key areas where innovation could lead to greater access to agricultural finance: warehouse receipts and collateral securitization mechanisms; risk management products; supply chain finance; and, technology. The paper describes the issues surrounding the themes and how innovative techniques can be used to overcome traditional barriers to providing financial services to agriculture by reducing, either the risks associated with lending, the costs, or both. Due to climate change and increasing food prices, emphasis needs to be placed on addressing water management as a key determinant for agricultural production and productivity. However, governments and donors have tended to pay relatively little attention to this area, and investments remain low. This report, which is based on economic and sector work carried out in the Water Anchor of the World Bank, highlights the importance of improving water management in rainfed agriculture, with a focus on those production systems where water is a main constraint. It provides a synthesis of the state-of-the-art thinking and experience. Considering the various issues that are currently preventing further upscaling of these measures, and better evaluation of the feasibility of applying particular measures or combination of measures, the report proposes options and recommendations for interventions to help overcome these issues. In doing so, the report aims to stimulate discussion and encourage new thinking among World Bank staff and counterparts in client countries who work on enhancing agricultural productivity and livelihoods in rainfed agriculture through improved water management and related interventions.

This review examines World Bank support to social safety nets between FY2007-13, including both financing and knowledge services. During this time period World Bank financing for safety nets totaled just over United States (U.S.) 12 billion dollars, 273 financing activities in 93 countries, the World Bank spent approximately U.S. 118 million dollars on 281 safety net studies and supported approximately 129 credible safety net impact evaluations covering in 24 countries. Among the 93 countries represented in the portfolio, 42 received little or no safety net support from the World Bank prior to FY2007. The growth in Bank support is especially notable during the period of the food, fuel, and financial crises. The analysis delves into these trends by region, type of intervention, and instruments involved. Finally, it delineates implications and outlook for the future based on lessons learned, results measured, and evaluative evidence.

Pollution management is at the top of the development agenda of Bolivia, and this program helps address it in a cross-sectoral manner. The use of impact evaluations (IEs) to assess the causal impacts of development projects has expanded rapidly. Along with major innovations in statistical methods and econometrics, the recent impetus in IE has its roots in the debate about whether development programs achieve their objectives of reducing poverty and increasing economic growth. The renewed focus on results and the increasing calls for sound evidence on effectiveness have led to expectations that IE may help build the knowledge base of what does and does not work in development and where resources may be best allocated. This report is a result of the mission of the World Bank to the Czech Republic during November 17 to 27, 2008 for providing advisory service to the Government of the Czech Republic for the design and development of a modern, integrated revenue authority. Since 2003, Peru has emerged as an open, rapidly growing economy. Over the review period of 2003-09, successive governments adopted policy platforms aimed at maintaining macroeconomic stability, furthering the private sector supply response, broadening participation in growth, improving social service delivery, and strengthening public institutions. The World Bank Group (WBG) supported each of the three pillars of the government's poverty reduction strategy, namely: (i) broad-based economic growth that engaged a higher share of the population; (ii) enhanced human development through improved social service delivery; and (iii) strengthened public sector institutions. Independent Evaluation Group (IEG) recommends that the WBG: (i) tailor its strategy to support long-term integration of Peru's three distinct regions; (ii) seek opportunities to support large-scale infrastructure development; (iii) develop a more strategic approach to helping improve public sector management; (iv) seek further innovations in International Bank for Reconstruction and Development (IBRD's) instruments against a backdrop of declining demand for its financial resources; (v) seek to help develop a strategic planning function in Peru; (vi) build a close strategic partnership with development partners that provides concessional finance in the social sectors to optimize synergies with IBRD policy lending and analytic and advisory activities; (vii) develop a strategic focus for International Finance Corporation (IFC) around employment- generating industries in emerging sectors; (viii) maintain IFC's additionality by supporting lower-tier and more regionally dispersed private companies; and (ix) leverage the strong country presence of IBRD and IFC to enhance Multilateral Investment Guarantee Agency's (MIGA's) marketing and risk assessment functions.

Financial consumer protection regulation reflects the regulator's and policy makers' concerns with the relationship between financial institutions and their clients. Most emerging markets and developing economies (EMDEs) researched for this guide have regulated at least one financial consumer protection topic. Each detail in the regulatory requirements impacts how the supervisor enforces them in practice and which tools and techniques will work best. For example, a rule simply requiring disclosure of an item will be checked by the field supervisor differently than a rule requiring the item to be disclosed at a specific moment and in a specified format. Ignoring the time dimension of this rule can jeopardize its core goal. This guide is an attempt to help bank supervisors enforce such regulations. It is divided into following sections: section one gives introduction. Section two details guidance points in eight areas of interest for supervisory staff and agencies, while section three suggests a prioritization framework for supervisors - particularly those in low-income countries with resource and capacity constraints - that adopt a gradual approach when implementing the guidance.

The corporate scorecard provides information on the Bank's overall performance and the results achieved by its clients, against the backdrop of progress on global development objectives. The corporate scorecard facilitates strategic dialogue between management and the Board on progress made and areas that need attention. The corporate scorecard uses an integrated results and performance framework, which is organized in a four-tier structure that groups indicators along the results chain. Tier one indicators show the long-term development outcomes that countries are achieving, and provide the context and direction for the Bank's work. These high-level outcomes cannot be attributed directly to the Bank, because countries and their development partners all contribute to these achievements over the long term through a combination of multi-sector interventions, actions, and policy decisions. These indicators are also affected by external factors such as global crises. Tier two highlights development results that countries have achieved with Bank support. Tier three indicators provide information on the effectiveness of the Bank s operations and services.
