This report analyses the business training and business services sectors in Timor Leste, and recommends a number of initiatives for the strengthening of these important sectors of the economy. Small, Medium Size Enterprises (SMEs) have had limited access to information, and there seems to be a lack of understanding and entrepreneurial discipline. Entrepreneurs need to be more aware of the necessity of generating a cashflow in order to monitor economic activity, and keep a business solvent. This shortcoming is linked to cultural characteristics, but it is compounded by a historical reliance upon government. As enterprises learn from their mistakes, they are becoming more self-reliant. New enterprises understand that survival and success is based upon entrepreneurial discipline and a clear understanding of market forces.

The objective of the Pakistan Infrastructure Implementation Capacity Assessment (PIICA) study was to identify and ascertain the extent to which certain complex and dysfunctional business processes in fact contribute to the overall delays caused in completion of infrastructure projects. The primary focus was to understand and document the business processes relating to the life cycle of infrastructure projects, especially processes that involve an interface with external agencies. The study was further extended to assess the resultant impact of the delays caused on overall capacity, efficiency, and costs of the project. The study identifies areas that contain business processes and which relative to other processes in the life cycle of a project are disproportionate, or a cause of significant time delays in completion of such projects. The objective of this paper is to share the experiences and good practices of early business registry reformers who implemented web-enabled and automated electronic business registries (e-BRs). These lessons are hoped to be of help to EU New Member countries as they embark on delivering EU-conformant e-BRs. At the same time, policymakers in other developing countries may also find these lessons of use. This paper cites examples of good practices rather than best practices. As elsewhere in the development agenda, solutions that have worked well in some countries may not work in other local circumstances. In the case of e-BRs, success depends on a broader set of reforms; as will be discussed in a subsequent chapter, e-BRs require a supportive legal and regulatory infrastructure, such as electronic signature laws and document authentication. In some cases, local national contractors are given priority in competition for contracts as a means of stimulating and rebuilding the local economy. A major risk associated with using local national contractors in contingency environments is the presence of business entities that may directly or indirectly support adversarial forces. Entering into contracts with enemy-affiliated business entities creates significant contractual and security risk for U.S. forces. Mitigating the effects of enemy-affiliated business must be a priority for contingency contracting officers. However, the process of preventing enemy-affiliated business entities from contracting with the U.S. government is complex and difficult to navigate. MBA Professional Report; The Defense (DoD) lags behind commercial entities in terms of adopting mobile computing technologies. Commercial smartphones offer scalable solutions to meet requirements ranging from business functions to tactical operations; however, these solutions require considerations beyond those applicable to the commercial sector. This research identifies whether potential solutions may contribute to three objectives: 1) reduce the DoD's currently high device and service costs; 2) increase the DoD's smartphone functionality; 3) maintain or increase the level of security functionality available in commercial devices for DoD. A strategic analysis of the commercial mobile communications industry highlights the business drivers and motivations of industry participants. This information is used to identify the DoD's strategic options, which, in turn, serve as the basis of business cases for adopting future smartphone capabilities. Business case analyses compare proposed cost models with the cost models for current smartphone implementations. Results indicate growing strategic opportunities for the DoD to acquire more economical commercial handsets and more flexible network services. This thesis investigates the use of Enterprise Architectures ("the logical structuring and classification of descriptive representations of an enterprise") as enablers of alignment between business strategy and information systems in public sector agencies. The scope of this study has been shaped by Australian government policies that have set finn directions for the delivery of community products and services in the electronic domain. Foundation management and information systems theories, empirical studies and public management literature -have been used extensively in grounding this research study. The many legal forms for business organizations that first appeared in the U.S. during the last thirty years - the Limited Liability Company (LLC), the Limited Liability Partnership (LLP), the Limited Liability Limited Partnership (LLLP), and the statutory Business Trust - all combine the pattern of creditors' rights, or asset partitioning, that is traditional to the business corporation with the freedom of contract among investors and managers that is traditional to the partnership. To view these new entities as partnership-like is to treat the degree of freedom of contract as the essential difference between the traditional corporation and partnership forms; to view them as corporation-like is to treat the pattern of creditors' rights as the essential difference. While recent scholarship often takes the former view, the latter seems more accurate. History shows that much of the contractual inflexibility in the traditional corporation served merely to buttress its pattern of creditors' rights, and that this inflexibility fell away upon the development of substitute sources of investor protection.
