Mestrado em Contabilidade; This study investigates the impact of corporate governance quality on the use of non-GAAP earnings measures to beat strategic earnings benchmarks. For this purpose, five strategic earnings benchmarks are considered: beating analysts’ forecasts, reporting growth in profits, portraying better performance, beating industry performance and avoiding losses. Firms’ governance quality is measured through an index combining 41 attributes. For a sample of European firms, empirical results suggest that corporate governance has a strong influence on firms’ voluntary disclosure decisions. Overall, firms’ governance quality is capable of reducing managers’ propensity to use non-GAAP metrics to meet or beat earnings thresholds. However, it does not seem to have similar influence on all benchmark beating strategies. In fact, the discretionary disclosure of non-GAAP earnings to exceed analysts’ forecasts and to avoid losses is not mitigated by good governance practices. Also, governance mechanisms reduce the magnitude of the difference between non-GAAP earnings and both GAAP measures and analysts’ expectations.; O presente estudo pretende investigar o impacto da qualidade do corporate governance (governanção das sociedades) na utilização de medidas non-GAAP...

As medical costs escalate, health care resources must be prioritized. In this context, there is an increasing need for benchmarks and best practices in wait time management. In December 2005, the Canadian Pain Society struck a Task Force to identify benchmarks for acceptable wait times for treatment of chronic pain. The task force mandate included a systematic review and survey to identify national or international wait time benchmarks for chronic pain, proposed or in use, along with a review of the evidence upon which they are based. An extensive systematic review of the literature and a survey of International Association for the Study of Pain Chapter Presidents and key informants has identified that there are no established benchmarks or guidelines for acceptable wait times for the treatment of chronic pain in use in the world. In countries with generic guidelines or wait time standards that apply to all outpatient clinics, there have been significant challenges faced by pain clinics in meeting the established targets. Important next steps are to ensure appropriate additional research and the establishment of international benchmarks or guidelines for acceptable wait times for the treatment of chronic pain. This will facilitate advocacy for improved access to appropriate care for people suffering from chronic pain around the world.

Multiple protein sequence alignment methods are central to many applications in molecular biology. These methods are typically assessed on benchmark datasets including BALIBASE, OXBENCH, PREFAB and SABMARK, which are important to biologists in making informed choices between programs. In this article, annotations of domain homology and secondary structure are used to define new measures of alignment quality and are used to make the first systematic, independent evaluation of these benchmarks. These measures indicate sensitivity and specificity while avoiding the ambiguous residue correspondences and arbitrary distance cutoffs inherent to structural superpositions. Alignments by selected methods that indicate high-confidence columns (ALIGN-M, DIALIGN-T, FSA and MUSCLE) are also assessed. Fold space coverage and effective benchmark database sizes are estimated by reference to domain annotations, and significant redundancy is found in all benchmarks except SABMARK. Questionable alignments are found in all benchmarks, especially in BALIBASE where 87% of sequences have unknown structure, 20% of columns contain different folds according to SUPERFAMILY and 30% of ‘core block’ columns have conflicting secondary structure according to DSSP. A careful analysis of current protein multiple alignment benchmarks calls into question their ability to determine reliable algorithm rankings.

Review of current federal and state standards indicates little consensus or empirical justification regarding appropriate goals, often referred to as benchmarks, for preschool letter-name learning. The present study investigated the diagnostic efficiency of various letter-naming benchmarks using a longitudinal database of 371 children who attended publicly funded preschools. Children’s uppercase and lowercase letter-naming abilities were assessed at the end of preschool, and their literacy achievement on 3 standardized measures was assessed at the end of 1st grade. Diagnostic indices (sensitivity, specificity, and negative and positive predictive power) were generated to examine the extent to which attainment of various preschool letter-naming benchmarks was associated with later risk for literacy difficulties. Results indicated generally high negative predictive power for benchmarks requiring children to know 10 or more letter names by the end of preschool. Balancing across all diagnostic indices, optimal benchmarks of 18 uppercase and 15 lowercase letter names were identified. These findings are discussed in terms of educational implications, limitations, and future directions.

This paper studies channels through which well-known benchmark indexes impact asset allocations and capital flows across countries. The study uses unique monthly micro-level data of benchmark compositions and mutual fund investments during 1996-2012. Benchmarks have important effects on equity and bond mutual fund portfolios across funds with different degrees of activism. Benchmarks explain, on average, around 70 percent of country allocations and have significant impact even on active funds. Benchmark effects are important after controlling for industry, macroeconomic, and country-specific, time-varying effects. Reverse causality does not drive the results. Exogenous, pre-announced changes in benchmarks result in movements in asset allocations mostly when these changes are implemented (not when announced). By impacting country allocations, benchmarks affect capital flows across countries through direct and indirect channels, including contagion. They explain apparently counterintuitive movements in capital flows...

In its monitoring of the progress made towards the Lisbon objectives in education and training, the European Commission proposed a set of 29 indicators divided into three strategic objectives. Among these indicators five benchmarks (‘reference levels of European average performance’) were selected by the Council to help focus the efforts of Member States towards the Lisbon objectives. The following analysis is based on the list of 29 indicators. We attempt to answer two questions: 1. Is the set of five benchmarks a “good” shortlist (in the statistical sense), capable of summarising the information contained in the longer list of 29 indicators? 2. Is it possible to derive from the five benchmarks a composite indicator, and what are the properties of this indicator? In this analysis different statistical techniques were employed to analyse a data set of 24 education indicators. A composite indicator of the five benchmarks is constructed and analysed. Key words: indicators and benchmarks, composite indicators; JRC.G.9-Econometrics and statistical support to antifraud

Since the last decade of the twentieth century, the healthcare industry is paying attention to the environmental impact of their buildings and therefore new regulations, policy goals and Buildings Sustainability Assessment (HBSA) methods are being developed and implemented. At the present, healthcare is one of the most regulated industries and it is also one of the largest consumers of energy per net floor area. To assess the sustainability of healthcare buildings it is necessary to establish a set of benchmarks related with their life-cycle performance. They are both essential to rate the sustainability of a project and to support designers and other stakeholders in the process of designing and operating a sustainable building, by allowing the comparison to be made between a project and the conventional and best market practices. This research is focused on the methodology to set the benchmarks for resources consumption, waste production, operation costs and potential environmental impacts related to the operational phase of healthcare buildings. It aims at contributing to the reduction of the subjectivity found in the definition of the benchmarks used in Building Sustainability Assessment (BSA) methods, and it is applied in the Portuguese context. These benchmarks will be used in the development of a Portuguese HBSA method.

Mutual fund managers increasingly lend their holdings and/or use short sales to generate higher returns for their funds. This project presents a first look into the impact these practices on performance using the performance measures: i) Characteristic Selectivity (CS), the ability of the fund's managers to choose stocks that outperform their benchmarks; ii) Characteristic Timing (CT), the ability of the manager to time the market; iii) and Average Style (AS), the returns from funds systematically holding stocks with certain characteristics. These returns are computed through the DGTW benchmarks. The effect of other variables that have also been shown to impact fund’s returns – total net assets under management, investment styles, turnover and expense ratios – will also be analyzed. I find that managers who use short-sales do not exhibit better stock picking abilities than those who do not, while mutual funds that lend do present higher CS returns. In addition, while lending is not significant for the total performance of a fund, the employment of short-sales and of both short-sales and lending has a negative impact on the fund’s performance.; UNL - NSBE

Teleportation and storage of continuous variable states of light and atoms are essential building blocks for the realization of large scale quantum networks. Rigorous validation of these implementations require identifying, and surpassing, benchmarks set by the most effective strategies attainable without the use of quantum resources. Such benchmarks have been established for special families of input states, like coherent states and particular subclasses of squeezed states. Here we solve the longstanding problem of defining quantum benchmarks for general pure Gaussian single-mode states with arbitrary phase, displacement, and squeezing, randomly sampled according to a realistic prior distribution. As a special case, we show that the fidelity benchmark for teleporting squeezed states with totally random phase and squeezing degree is 1/2, equal to the corresponding one for coherent states. We discuss the use of entangled resources to beat the benchmarks in experiments.; Comment: 5 + 7 pages, 3 figures; published version

To conduct an elevation survey, a surveyor needs a starting point for which the exact elevation above mean sea level is known. These starting points are called benchmarks. State and federal agencies install benchmarks throughout every State, creating a network of elevation points which covers the entire continental United States. These benchmarks are considered to be permanent, and usually consist of a brass, bronze, or aluminum disc about 4 inches in diameter mounted in a cement post or in a drill hole in a permanent foundation. Each benchmark also has the installing agency's name and an identification number stamped into it. In December of 1980 the Federal Emergency Management Agency (FEMA) allotted the State of Delaware funds to determine the number and condition of federal benchmarks and other elevation reference control points. The National Flood Insurance Program (NFIP), contained within FEMA, requires accurate flood surveys of property in flood-prone areas. An extensive and accurate benchmark network throughout the State is needed to help meet these needs.; The work that provided the basis for this publication was supported by funding under a cooperative agreement with the Federal Emergency Management Agency. The substance and findings of that work are dedicated to the public. Evaluating the effectiveness and performance of neuromorphic hardware is difficult. It is even more difficult when the task of interest is a closed-loop task; that is, a task where the output from the neuromorphic hardware affects some environment, which then in turn affects the hardware's future input. However, closed-loop situations are one of the primary potential uses of neuromorphic hardware. To address this, we present a methodology for generating closed-loop benchmarks that makes use of a hybrid of real physical embodiment and a type of “minimal” simulation. Minimal simulation has been shown to lead to robust real-world performance, while still maintaining the practical advantages of simulation, such as making it easy for the same benchmark to be used by many researchers. This method is flexible enough to allow researchers to explicitly modify the benchmarks to identify specific task domains where particular hardware excels. To demonstrate the method, we present a set of novel benchmarks that focus on motor control for an arbitrary system with unknown external forces. Using these benchmarks, we show that an error-driven learning rule can consistently improve motor control performance across a randomly generated family of closed-loop simulations...

The present work describes methodology directed to environmentalist’s managers working with ferries that deals with underwater oil extraction in order to evaluate their (EMS) Environmental Management Systems performance. The study was developed throughout two methodological dimensions: Bibliographical and Field Research. A Literature’s review describing the evolution of environmental problems and ISO 14.001 and ISO 14.031 Norms were discussed, since they are employed by many organizations to administer their environmental demands. The work is qualified as a qualitative research since a field case study was carried out. A propel derrick and induction ferry (BGL) was investigated in order to answer the questions considered in the study’s introduction. The aim was to integrate the evaluation process of environmental performance, like for instance: current policies, objectives and benchmarks analysis of Integrated Management System for the BGL. Moreover, the study intended to develop a methodology to identify benchmarks and to evaluate the impacts at BGL. It also intended to apply the methodology developed to identify benchmarks and significant impacts at the BGL.
