This study is about the theory of needs (Bedürfnisse) in Marx. It analyses the Economic and philosophic manuscripts, according to ?Pariser Hefte? in 1844. It approaches the recognition dialectics in Hegel...

This paper describes the adaptation process of the Portuguese version, comprised of 21 items...

The purpose of this paper is to update the information on net food importing countries, using different definitions of food, separating countries by their level of income, whether they are in conflict and whether they are significant oil exporters. The study also estimates the changes in net food importing status of these countries over the last two and a half decades, and, most important, the study measures the relative importance of these net food imports in the import basket of the countries. Our results show that while many low-income countries are net food importers, the importance and potential impact of the net food importing status has been highly exaggerated. Many low-income countries that have larger food deficits are either oil exporters or countries in conflict. Food deficits of most low-income countries are not that significant as a percentage of their imports. Our results also show that only 6 low-income countries have food deficits that are more than 10 percent of their imports. Last two decades have seen a significant improvement in the food trade balances of low-income developing countries. SSA low-income countries are an exception to this trend. On the other hand...

This poverty note analyzes the usefulness of poverty maps, and how they can be constructed using census and survey data, for the use and benefit of policy makers to focus scarce development resources. The note goes on to describe various kinds of poverty maps, such as those based on indexes of welfare, basic needs indicators, and disaggregated consumption-based factors. Methodologies to create these maps, are further discussed at some length.

The report presents a diagnostic of poverty, human development, and access to social infrastructure in Bolivia, based on analytical work, to serve as an input for the Poverty Reduction Strategy Paper (PRSP). Findings suggest that poverty affects half of the population in large cities, two thirds in other urban areas, and eighty percent in rural areas. Nonetheless, there is seemingly a recent decrease in inequality, although this does not imply a long-term trend. The complex determinants of poverty, are also increased by the fact of being from an indigenous population, and of having a household head unemployed, underemployed, and/or female. Since poverty decreases with education, and employment in non-agricultural occupations, and geography affects poverty, migration becomes a poverty-reducing tool. A qualitative study of farmers in the Altiplano suggest decreased rural productivity, intensified by climatic, demographic, and environmental pressures, with little gain from most development projects. Hence...

In many Pacific island countries, meeting non-food basic needs is a growing challenge and further complicated by substantial economic and environmental risks. Hardship and vulnerability are increasingly prominent concerns in Pacific island countries, but the knowledge base to guide policymaking is limited. Family and community networks are central to life in most Pacific island countries, providing critical support to members in need and acting as safety nets when individuals or households experience losses from shocks. The primary objective of this report is to present solid empirical evidence of hardship, vulnerability to shocks, and risk management in the Pacific region. The report is primarily a stocktaking exercise that brings together existing evidence and new analysis of available data using a consistent framework. The report takes a "micro" perspective that of the individual and household but accounts for the important role of communities, the state, and international partners. This report focuses on risks...

This package is designed to assess the needs of young children in communities heavily affected by the HIV/AIDS epidemic. The assessment provides information about the household, family, the main caregiver of young children, each child under 8 years of age, their basic needs (housing, food, clothes, bedding, daily activities, health, education and childcare), and unmet needs. The information from the assessment is intended to be used to design service programs, targeted to the needs of these young children and their families. The needs assessment is carried out through use of a survey of households in the area served by the organization, sometimes called the .catchment. area. We have based this survey on the commonly used technique of cluster sampling, because we assumed that the size of the population and lack of accurate mapping and census data would prohibit either a survey of all households in the catchment area or simple random sampling. A survey instrument, definitions, script for the interviewer...

This paper deals with the basic needs fulfilment interpreted in a subjective way. We first consider the theoretical implications that basic needs have, from the perception of the individuals, within the literature of subjective well being. Secondly, we estimate the influence of some characteristics into the reported basic needs from a sample in rural Guatemala. An ordinal regression indicates that some indicators such as education and certain livelihoods are related to perceived basic needs fulfilment in a positive way. However, others like income and relative income have no influence on it. We compare income poverty with a measure of perceived basic needs poverty, finding that both measures do not mathc perfectly. From this evidence, we conclude that in order to better understand the composition of basic needs in developing economies from a subjective perspective it is necessary to take into consideration the endemic factors of the region were people dwell as well as to complete the income based approaches with other variables.

This paper deals with basic needs fulfillment interpreted in a subjective way. We develop a framework in which the basic needs of households in developing areas are valued from a subjective point of view. We estimate how certain indicators and assets influence basic needs perception. We compare income and perceived basic needs poverty measures, finding that they mismatch. We conclude that income-based approaches should be complemented with other indicators such as subjective satisfaction measures to understand development and measure poverty.

Executive Summary: A group of nurse leaders, health policy, health care researchers and clinicians attended a seminar at Green Templeton College, University of Oxford in June 2012 to debate and draw up an action plan around integrating the fundamentals of care (FOC) into the patient centred care (PCC) agenda. Participants at the seminar acknowledged that despite significant improvements in delivering more compassionate and patient-centred care, health systems continue to face challenges in meeting the basic needs of many of our most vulnerable patients due to a range of complex factors. The invitational group, over the course of two days, discussed a number of initiatives being used by health systems to improve patient care in this area. These included issues around regulation of care; preparation and training of nurses; ways that factors such as dignity, compassion and kindness can be promoted in health systems; the use of techniques such as hourly rounding, patient involvement in systems redesign and a number of other innovations required to build and redesign the health system around the patient. A framework to guide and shape the ongoing debate has emerged from the meeting. This framework, called The Fundamentals of Care (FOC) Framework comprises three core dimensions: statements about the nature of the relationship between the nurse and the patient within the care encounter; the way the nurse and the patient negotiate and integrate the actual meeting of the fundamentals of care; and the system requirements that are needed to support the forming of the relationship and the safe delivery of the fundamentals of care. The group has produced an implementation plan which is meant to stimulate discussion and debate within key stakeholder groups. These suggested actions are an attempt to turn the more abstract parts of the framework into practical actions at the level of the care encounter between any nurse and any patient in any health system where nursing takes place. There are proposed actions for clinicians and managers; the educators of nurses; and for researchers and policy makers. The framework will be further refined as part of the ongoing work of the International Learning Collaborative (ILC)...

This report is about effective participatory budgeting in Porto Alegre. The process was initiated during the early years of re-democratization and decentralization in Brazil, following the end of the military dictatorship in 1985. The 1988 constitution initiated a process of decentralization and tax reforms that created the fiscal space for municipalities to make more significant public investment decisions. A plethora of participatory governance institutions have since proliferated in Brazil, most importantly, municipal policy councils and participatory budgeting bodies. The Participatory Budget (OP) was formally introduced in Porto Alegre under the leadership of the Workers' Party in coalition with pro-democracy social movements. Although initially fraught with difficulties due to fiscal constraints, the OP in Porto Alegre became gradually more systematic over time. Today, the OP has a complex methodology for organizing participation in a city of over 1.4 million inhabitants, as well as for prioritizing public investments based on three main criteria: unmet basic needs...

Although some years ago the Moroccan immigrant population was mostly male, the number of women is increasing every day. This research is focused on this group, and has the following objectives: to know how emigration affects the fulfillment of Virginia Henderson's basic needs; what transformations and adaptations must be adopted in order to fulfill them; and what reinterpretations and strategies are implemented in order to minimize the impact of culture shock. A qualitative study was performed from 2004-2005 by means of semi-structured interviews to 20 Muslim immigrant women in a municipality of Galicia (Spain), and showed that for Muslim people, everything is regulated by religion, so the necessities affected are strongly related with the need of acting according to one's values and beliefs. Therefore, valuing the referred need provides fundamental data in order to direct the activities towards keeping and recovering health.; Embora a população imigrante marroquina seja eminentemente masculina, atualmente é cada dia maior o número de mulheres.

The objective of the thesis is to identify what constrains development assistance agencies giving a higher priority to ensuring that basic needs are met. Support for basic needs is taken to include all spending to address unmet needs in terms of water supply and sanitation, primary health care, primary or basic education and literacy. It also includes all development agency funding for housing, social employment and 'community development' projects targeted at low income groups. A statistical analysis of all project commitments for a range of development assistance agencies over a number of years showed that most allocate less than 20 percent of their funding to basic needs while some allocate less than 10 percent. This analysis also showed some evidence of increased priority to basic needs in recent years, especially for the concessional loan programme of the World Bank. Interviews with a range of staff from the World Bank, UNICEF and the Swedish International Development Cooperation Agency and a review of these agencies' internal documents sought to establish the main constraints on an increased priority to basic needs. The constraints can be divided into four sets: the institutional constraints linked to an agency's internal workings; conscious policy choices made within the agency to limit funding for basic needs; external influences...

The purpose of the study was to explore and describe the basic needs and resources for meeting the needs of the elderly in the peri-urban and rural communities in the Hhohho region in Swaziland. A qualitative, exploratory, descriptive and contextual research design was used. The study population consisted of the male and female elderly aged from 60 years old and above, and key informants (health motivator, community leaders and members from welfare organizations that serve as advocates for the elderly in Swaziland). Purposive sampling was utilized to select participants who met the inclusion criteria. Data were collected using focus groups and individual in-depth face-to-face interviews till data saturation was achieved as evidenced by repeating information. Tesch's method of qualitative data analysis was utilised to identify themes. A total of 30 elderly persons and eight key informants participated in this research. From the study findings the researcher identified the following themes: need for resources because of poverty; need for support because of the burden of caring for others; need for health care because of health challenges; need for company because of loneliness, and need for protection because of abuse of elderly persons. Recommendations were made for community nursing practice...
