O modelo de assistência ao parto o Brasil está fortemente relacionado à atuação do médico e a maioria dos partos é realizada em ambiente hospitalar: em 2004, 94% dos partos foram hospitalares e 43% dos nascimentos ocorreram por cesariana, uma atividade estritamente médica. Na rede privada de serviços de saúde do município de São Paulo, o percentual de cesarianas gira em torno de 84%. A partir do final da década de 1990, vêm sendo formuladas políticas públicas para promover mudanças nesse modelo. Algumas dessas proposições favorecem a inserção de enfermeiras obstétricas e obstetrizes (EO) na assistência ao parto, reconhecendo sua importância para promover o parto normal. Nesse contexto, a autonomia profissional da EO na atenção de baixo risco e o trabalho colaborativo na assistência ao parto são elementos fundamentais para uma atenção qualificada. Por sua vez, a atuação da EO na assistência ao parto é definida não exclusivamente pelas políticas de saúde oficiais, mas também pela organização da assistência praticada nas instituições. A expansão das vagas no ensino fundamental, a democratização e quase universalização do acesso a este nível escolar tiveram entre suas consequências o aumento das polêmicas sobre como proporcionar qualidade à educação pública. Uma das medidas constantemente mencionadas nas políticas públicas e na elaboração acadêmica vem sendo, desde então, maiores graus de autonomia. No entanto, o significado desta palavra assume conotações diversas ou divergentes conforme os contextos históricos e textuais em que ela é empregada. Este estudo teve como objetivos: compreender como se dá o processo de o enfermeiro exercer sua autonomia nas decisões de final de vida vivenciadas em UTI adulto; identificar os significados que ele atribui à experiência de tomar decisões e de exercer sua autonomia nas situações de final de vida dos pacientes internados na UTI adulto; construir uma teoria substantiva sobre a compreensão de exercer a sua autonomia nas tomadas de decisão em situações de final de vida dos pacientes na UTI adulto. Utilizou-se como referencial teórico o Interacionismo Simbólico e como referencial metodológico a Teoria Fundamentada em Dados. O federalismo conhece, na experiência moderna, diversas formações e conformações, segundo a ideologia que o permeia e a necessidade histórica que o explica e que o implica. Embora não seja possível falar em um modelo puro ou autêntico de federalismo, há uma característica que lhe é essencial, cuja falta negaria sua própria razão de ser: a coexistência, sob o mesmo poder soberano, de duas ou mais sociedades políticas dotadas de estatalidade. A estatalidade é informada pela existência de um poder político de inaugurar determinada ordem jurídica. No Estado dito unitário, trata-se da soberania. No Estado dito federativo, a soberania convive com o poder político dos Estados federados - a autonomia federativa. Introduction As long as life expectancy increases, a significant number of people are likely to live longer while subject to infirmities and disabilities, and thus loss of autonomy. Studies focusing on disability and autonomy have been mainly cross-sectional and few studies have analyzed longitudinally predictors of health and physical functioning variables. Thus, the purpose of this study was to analyze the influence of health status, physical activity and fitness on the autonomy of community-dwelling old adults over a five year period. Methods Participants were 106 community-dwelling persons aged 60 years and older at baseline (67.4±5.4 years). They were evaluated at baseline and after the 5-year follow-up period. Measures comprised autonomy/physical functioning, co-morbidities, physical activity, physical fitness including body composition, evaluated by the Composite Physical Function scale, International Physical Activity Questionnaire, Fullerton batteries and bioimpedance, respectively. This paper discusses the historical development of the concept of teacher autonomy in foreign language education and its relationship to the idea of learner autonomy. Three major phases in the development of conceptions of teacher autonomy are reviewed, involving attention to teacher roles in autonomous learning projects, professional development and professional freedom. Different ways of conceptualising the link between teacher and learner autonomy are discussed and an alternative conception based on the notion of transition from learner autonomy to teacher autonomy in learning-teaching careers is proposed.

This work integrates research line Fundamentals of Educational Processes, of the Postgraduate Program in School of Education, Federal University of Goiás. Its objective was to apprehend the conditions and possibilities of the autonomy of teaching praxis developed at the university. From a critical questioning of subjective autonomy conception in Rousseau and Kant, and intersubjective in Hegel, anchored in the theoretical and methodological framework of historical and dialectical materialism which discusses autonomy as human emancipation, this work revealed the sense of autonomy manifested in teaching practice developed in a public university. As theoretical contributions of Marx, Adorno and Horkheimer are references, the concept of autonomy is apprehended as praxis socio- historical and cultural criticism praxis, in the midst of other conceptions of teaching autonomy in dispute in the public university. The empirical study sought to demonstrate autonomy conceptions of teachers of a Pedagogy Course at a public university and of assessment that these teachers do of conditions and possibilities of autonomy in teaching. The autonomy concerns the condition of self-determination and self-governance. Considering this affirmation, this study it had as objectives to know manifestations of the autonomies attitudinal, functional and emotional in expression of daily relations of users of a CAPS of municipality of Alegrete-RS. This is a qualitative, descriptive and analytical study. The subjects were 11 users. The data was collected through interviews held in the second semester of 2006. The data were analyzed in the light of the theoretical referential that understands the autonomies attitudinal, functional and emotional. With regard to the attitudinal autonomy it is observed it has on the part of the users the manifestation of the essential aptitudes and desires in the attitudes in areas of self care, in establishing interpersonal relations and for the work. Three studies comprised the current research program, in which the major goals were to propose and validate empirically the proposed two-level (universal and culture-specific) model of both autonomy and relatedness, as well as to develop reliable and valid measures for these two constructs. In Study 1, 143 mainland Chinese adolescents were asked open-ended questions about their understanding of autonomy and relatedness in three social contexts (peer, family, school). Chinese youth’s responses captured universal and culturally distinctive forms of autonomy (personal vs. social) and relatedness (accommodation vs. distinctiveness), according to a priori criteria based on the theoretical frameworks. Also, scenarios designed to reflect culture-specific forms of autonomy and relatedness suggested their relevance to Chinese adolescents. With a second sample of 201 mainland Chinese youth, in Study 2, the obtained autonomy and relatedness descriptors were formulated into scale items. During 1996 and 1997 an Australian parliamentary committee conducted an inquiry into greater autonomy for Torres Strait Islanders, but by 2000 the future of the issue seemed unclear. This thesis explores what the notion of autonomy has meant for Torres Strait and for Torres Strait Islanders in the past, and what it might mean in the future. The thesis uses material from the period before European contact to just after the end of the parliamentary inquiry. Although previous research and historical material are utilised, unique parts of the thesis include an analysis of: the formal submissions and hearings associated with the parliamentary inquiry; the Torres Strait’s location between Australia and Papua New Guinea; and the Strait’s small-island make-up. In this latter regard, comparisons are made with models and examples of autonomy found in small island states and territories in the Pacific. The findings include that we must consider two groups of Torres Strait Islanders, those in Torres Strait and those on mainland Australia. Whereas those in the Strait have been able to legitimise a case for a form of autonomy those on the mainland have not. This paper explores the concept of autonomy as it might apply to Aboriginal and Torres Strait Islander people. Literature dealing with the concept of autonomy is considered and several analytical approaches are discussed. Principal amongst these are the distinction between corporate autonomy for a people and regional autonomy, whether autonomy might apply to only Indigenous people or to all people in a region, and the possible relationship between political and economic factors. Although autonomy may be considered as a right, the paper takes the view that it is a status which has to be negotiated with the state, and so requires legitimation.

With these principles in mind, the concept of autonomy is discussed at the national level and in four regions: Torres Strait, the Tiwi Islands, the Miwatj region in Arnhem Land, and the Murdi Paaki ATSIC region in New South Wales. These examples suggest that Indigenous people perceive autonomy as something that would apply to largely to Indigenous-specific services; only in Torres Strait is consideration being given to a form of regional autonomy that might apply to issues relating to all of the people in the region. The example of Murdi Paaki in New South Wales suggests that in the more heavily populated regions of the country Indigenous people may well view autonomy in terms of devolving more economic power to the regions within the ambit of the ATSIC system.

Senegal has accelerated the decentralization of education since 1996. Budgetary autonomy is latent. Autonomy over the management of operational budgets has been delegated to the communes, but salaries for teachers are managed at the central level. Autonomy in personnel management is latent. Both school directors and teachers are appointed at the central level. The role of the school councils in school governance is latent. There are two types of standardized student assessments, one at the national and one at the departmental level. The government spent 6 percent of Gross Domestic Product (GDP) in 2009 and 19 percent of its overall budget on education in 2008. School autonomy and accountability are key components of an education system that ensure educational quality. The transfer of core managerial responsibilities to schools promotes local accountability; helps reflect local priorities, values, and needs; and gives teachers the opportunity to establish a personal commitment to students and their parents. There are five policy goals for school autonomy and accountability. Below are the main indicators that can help benchmarking an education system's policies that enable school autonomy and accountability: school autonomy in the planning and management of the school budget; school autonomy in personnel management; role of the school council in school governance; school and student assessments; and accountability. The Kyrgyz Republic is in a state of educational transition. Its process of reform is aimed at improving education quality by increasing the quality of its teachers, reducing inequity in education finance, and updating its curriculum and instructional materials. Improving school autonomy and accountability are two of the main recommendations made by recent analysis. Therefore, the benchmarking of these two issues is timely. Budgetary autonomy is emerging; local governments are free to assign the budget to schools but lack mechanisms to improve budgetary efficiency and equity. Personnel autonomy is latent, with district-level offices of the Ministry of education and science being in charge of teacher selection under a central pay scale. Education in the Kyrgyz Republic is regulated by the National Education Law of 1992, amended in 2003. Teachers and preschool education are managed under separate laws. There are five indicators of school autonomy and accountability that can help benchmark an education system's policies that enable school autonomy and accountability: school autonomy in budget planning and approval; school autonomy in personnel management; the participation of the school council in school finance; the assessment of school and student performance; and school accountability to stakeholders. The two most important factors explaining the success of the Finnish education system are: education has been a national priority for decades, and the system operates on trust. According to a theoretical model, school autonomy and parental participation in schools, can increase student learning through separate channels. Greater school autonomy increases the rent that can be distributed among stakeholders in the school, while institutions for parental participation (such as school board) empower parents to command a larger share of this surplus - for example, through student learning. Using a rich cross-sectional data set from Argentine schools (sixth and seventh grades), the authors find that autonomy, and participation raise student test scores for a given level of inputs, in a multiplicative way, consistent with the model. Autonomy has a direct effect on learning (but not for very low levels of participation), while participation affects learning only through the mediation of the effect of autonomy. The results are robust to a variety of robustness checks, and for sub-samples of children from poor households, children of uneducated mothers, schools with low mean family wealth, and public schools. Considerando a importância de se refletir sobre o desenvolvimento pleno do ser humano no processo de se tornar um cidadão crítico, autônomo e participativo da sociedade que vive, o presente trabalho aborda o conceito de autonomia partindo, especialmente, do pensamento de autores clássicos: Paulo Freire, Vygotsky e Piaget. Inclui também a análise do conceito de autonomia tal como comparece nos Referenciais Curriculares Nacionais para a Educação Infantil (RCNEIs) pelo fato destes se configurarem como materiais de orientação didática aos professores da área. A educação infantil é entendida por esta pesquisa como fase em que se situa o início do processo de autonomia dos sujeitos. Traditionally seen as a time for increasing independence and autonomy, the college experience is often the first major, long-term physical separation from parents (Chickering, 1969; Chickering & Reisser, 1993). For previous generations, living away from home provided conditions for autonomy development partially based on infrequent contact with parents. In contrast, the rapid evolution of communication technology in the recent past allows today's generation of college students to connect to their parents instantly and frequently through a variety of electronic means including cellular phone calls, text messages, emails, video chats, and social media. The current study used self-report data from 180 residential college students at a mid-sized private institution in the southeastern United States to explore parent-child communication patterns as they relate to parenting styles and the development of emotional autonomy and adjustment to college. Emotional autonomy was measured with items from the Emotional Autonomy Scale (EAS; Steinberg & Silverberg, 1986). A autonomia de ação é um fator importante para a qualidade de vida de pessoas idosas. Todavia, os efeitos dos contextos de moradia rural ou urbana sobre a autonomia de ação deste grupo alvo são pouco conhecidos. O presente estudo comparou a autonomia de ação de idosas residentes em áreas urbanas da Grande Vitória/ES (GU, n=30, idade=65,5± 0,72 anos) e na área rural do município de Alfredo Chaves/ES (GR, n=31; idade=65,1± 0,74 anos), utilizando o Sistema Sênior de Avaliação da Autonomia de Ação (SysSen). O SysSen é composto por questionário (QSAP) e teste de campo (TSMP). O QSAP fornece um Índice de Autonomia Exprimida (IAE) e o TSMP, um Índice de Autonomia Potencial (IAP) que, cruzados, definem o Índice de Autonomia de Ação (IAP/IAE=ISAC). Um ISAC≥1,0 caracteriza o sujeito como autônomo. Os resultados revelaram que: a) O IAP foi maior para o GU, mas as necessidades em termos de atividades físicas IAE foram similares; b) O ITOT da força de membros superiores (FO) foi maior que a potência aeróbica (PA) no GR; c) A contribuição das quatro partes do QSAP para o IAE foi equilibrada. This work is aimed at debating the meaning of granted autonomy as the organizational corollary of a subjective mobilization demand. Labor in undergoing the contradiction between the eulogy to autonomy and an increasing normalized labor organization, where being autonomous is the rule. The concept of labor autonomy resorts to two issues: the operational dimension and the identity dimension. The transformation of labor into a good whose possession demands sacrifices and the transformation of the job into a privilege culminate at subjection of the worker's very person, without really raising the issue of labor re-appropriation, which a priori follows labor autonomy. The core issue, however, cannot be diluted into this paradox between real autonomy and granted autonomy: the search for autonomy is placed out of the economic logic and within a logic of values and achievement of meaning, while granted autonomy is part of an instrumental logic.
