Esta pesquisa parte de um problema colocado em relação ao Império brasileiro, o emprego da violência armada nas relações políticas. De fato, chama atenção na vida política brasileira, num extenso período que pode abranger de meados do século XVIII à primeira metade do século XX, a recorrência de conflitos armados. A violência física era recurso nas disputas por poder no governo do país governo geral na América Portuguesa, governo central no Império, governo federal na República nas lutas entre setores das elites regionais pela condução dos governos provinciais, depois estaduais e no controle de municípios pelas lideranças locais. Ela ocorria, inclusive, nas eleições, justamente nos eventos concebidos para um exercício não violento de escolhas políticas. A formação do Estado brasileiro é a problemática mais ampla à qual se refere a pesquisa. A questão do estado se coloca, pois era relevante para sua sustentação levar em consideração uma característica da sociedade da qual emergia: o emprego generalizado da violência armada na vida social e política. Pode-se dizer da sociedade que vinha se formando desde o início da colonização que se tratava de uma sociedade armada, isto é, uma sociedade com capacidade para obter e empregar armas independentemente das instâncias governamentais. Era a força desta sociedade o maior obstáculo para o estabelecimento do monopólio estatal das armas e a constituição de uma reserva operacional de homens. O presente trabalho tem como objetivo investigar e registrar a participação de brasileiros nas Forças Armadas dos EUA desde a Guerra do Vietnã até o presente momento. O fenômeno do alistamento militar de estrangeiros nas forças de batalha estadunidenses remonta aos tempos da Guerra de Secessão e compõe parte importante da história de diversas comunidades imigrantes no país. Desde a Guerra do Vietnã, há relatos de brasileiros lutando pelos EUA. No entanto, o fenômeno vira uma tendência mais numerosa a partir do momento que a imigração brasileira ganha maior expressão, na década de 1980. A atuação local e isolada deste grupo que, atipicamente, desenvolveu suas ações no interior de São Paulo, na cidade de Ribeirão Preto, e a participação de trabalhadores rurais entre seus membros são características que o diferenciam dos demais. The armed forces are a critical component of the national security strategy of several European countries. Despite the peace that has succeeded the cold war, several armies, in peacetime, have elements recruited with promises of individual opportunities. The countries have two forms of recruitment of their troops: by volunteering or by mandatory incorporation. Following the trends of the modern world, interconnected in a network, it becomes essential to the institutions to mark their presence on the Internet. The Armed Forces in their various branches are no exception; there are numerous sites with relevant information, being used as a channel for dissemination and fundraising. Since young people represent a large share of the population using the Internet, and this is the target population for recruitment, it becomes mandatory to use the internet as a communication channel between them. It was carried out a qualitative study of all sites of European armed forces, and their branches, in order to assess their quality and differences. The approach focused on the evaluation of sites for their ability to inform, update, quantity and quality of content, service availability, use and visual attractiveness, and ease of communication. This paper considers the emergence of ethnic ruptures in the Guinea-Bissau Armed Forces. It takes as its starting point the fact that, despite efforts that date back to initiatives implemented by the political wing of the PAIGC (African Party for Independence in Guinea and Cape Verde, Partido Africano para a Independência da Guiné e Cabo Verde in Portuguese) during the war of independence, “ethnic empathy” is rife in the military and, at key moments, overrides the comradeship that is supposed to form the basis of relations between military personnel. In fact, as I aim to demonstrate, not only do personal loyalties to military leaders frequently supersede the chain of command, many higher-ranked officials also frequently use the “weight” of their ethnicity (and a corresponding network of relations inside different military units) as a bargaining chip, as well as a weapon and a shield. This is especially true in regards to the distribution of profits accrued from drug trafficking. The situation is all the more intriguing given that the cohesion of Guinea-Bissau’s social fabric is generally speaking fairly good, despite its huge ethnic diversity. It is therefore important to ascertain the reason(s) why the situation should be so different within the realm of the Armed Forces.

The participation of the Republic of Angola in the African Peace and Security Architecture represents, in the current sub-Saharan context, the example of a search for strategic affirmation of a rising regional power, through a participatory, influential foreign policy and commitment, a bet on strategic balance duality in which the Angolan Armed Forces are an instrument of military cooperation and conflict resolution in Angola´s conjectural interest space. THIS article demystifies this paradigm and discusses the possible interests of Angola within the framework of participation in the African Peace and Security Architecture, constituting a framework for development and an affirmation of military capabilities. Employing the Armed Forces has a regional and continental assertion mechanism for Angola’s external policy in the context of a non-permanent member of the Security Council in the United Nations.

Why did different regimes react differently to the mass uprisings that shook the Middle East and North Africa in 2010 and 2011? Why did the personalist presidencies of Husni Mubarak in Egypt and Zine al-Abidin Ben Ali in Tunisia collapse only weeks into the uprisings while Syria’s Bashar al-Assad still holds onto power and Yemen’s Ali Abdallah Salih could negotiate his way out of office? Focusing on the cases of Egypt, Syria, Tunisia and Yemen, this thesis is an attempt to answer this question. The central argument of this thesis is that military elite behavior shaped regime trajectories in the Arab Spring. Where the armed forces as an institution defected from the incumbent, the presidency immediately collapsed; where at least some military elites remained loyal, the respective chief executives survived in office for a significantly longer period. I develop an explanation that focuses on the presence of regime cronies within the military leadership. Where such cronies exist, the costs of defection increase for all members of the officer corps. Since the loyalty of cronies appears as a forgone conclusion, defection would likely lead to confrontation within the military. In other words, the absence of crony officers is a necessary condition for the cohesive defection of the armed forces from authoritarian presidents. Empirically...

El tipo de compromiso ciudadano que se consiga alcanzar en los países sudamericanos, será clave en el fortalecimiento de la institucionalidad de las Fuerzas Armadas.; One of the most important consequences of the modernizing stage in the South Cone States is the recovery of citizen's interest in the defense subject and the reactivation of deferred debates on the military. Although the matters of discussion in each society are not directly comparable, at least, four common factors can be identified: the consolidation of the defense civil management, the social debts of military dictatorships, the reach of the alliances with other countries and their correspondent role within the framework of the democracy. This thesis will focus on the Mexican Armed Force's ability to deal with existing and future unconventional threats and insurgencies. The modern Mexican Armed Forces are the result of an enduring evolutionary process, which has made the necessary changes to deal with the emerging threats against the state. Mexico's criminal threat has evolved because of 9/11 and because of the U.S.-led crackdown on Colombian drug cartels. Mexico's modern adversary is well versed in waging mass media campaigns and uses terrorist tactics to instill fear in Mexico's population. Mexico's current threats consist of drug trafficking, which has resulted in increased levels of violence and rebel insurgencies that have also transitioned from revolutionary nationalists to violent criminals. Therefore, to positively counter the rise of social and political violence, Mexico's government needs to carefully plan its response to insurgencies. Mexico must develop alternate and unconventional remedies to preserve its national security. Current Mexican military strategies rely on the mass mobilization of ground and air troops for mainly search and destroy operations. MBA Professional Report; The military foundation of Turkish Republic has been forces raised by conscription based on citizens' obligation to serve. This has, for the most part, worked very well both for the Turkish Armed Forces and for the Turkish people. However, conditions for Turkey have changed with a post-cold war national security environment, continuing economic growth, and increasing need for high-tech weapon systems. Accordingly, this project report provides a Draft versus All Volunteer Forces (AVF) analysis for the Turkish Armed Forces, by evaluating the feasibility and the desirability of an AVF for the Turkish Armed Forces. Drawing upon the information about the economy and national security environment and its relation, we have compared the conscripted forces in place in Turkey with all volunteer forces (as found, for example, in the United States). This project contributes to policy discussions by specifying the 21st century manpower needs of the Turkish Armed Forces. It also assesses methods of acquiring those manpower resources - comparing the draft vs. AVF models in terms of economic and national security criteria. Hopefully, it will be useful in assisting implementation of the AVF concept in Turkish Armed Forces - if that is what national authorities decide to do.

The new trend nowadays is towards the All Volunteer Force. The present military conscription system of Greece is constituted by two types of soldiers: the draft soldiers and the volunteers. Over five decades have passed since the triumph of Fidel Castro's guerrilla army in the revolution that removed Cuba's dictator Fulgencio Batista. Since then, the Cuban Revolutionary Armed Forces (Fuerzas Armadas Revolucionarias, FAR) - with roots in the revolutionary movement - has redefined its role and missions several times up to the current regime. This thesis explores how the FAR has adapted to mission changes from the end of the revolution to the post-Cold War period (1959-Present) while remaining loyal to the revolution. The FAR's commitment to the state and subordination to political leaders is particularly interesting now with its most recent mission shift into entrepreneurship. This thesis, finally, seeks to analyze the extent of political influence the FAR has exercised and explore potential linkages between shifts in political power and mission change. First, the thesis will chronologically explore the development and progression of the FAR as an institutional actor, paying particular attention to the militarization of the Cuban economy. Second, the implications of all these changes are placed in context by exploring the FAR's power dynamics with other political institutions. New threats and challenges such as international terrorism, WMD, organized crime, the greater disparity of wealth and increased migration have replaced traditional military threats. This thesis discusses the development of civil-military relations in Indonesia after the fall of the authoritarian New Order regime in 1998. It argues that despite wide-ranging changes to Indonesia's political system, the .armed forces continue to play a significant role in politics and society. Beside the opposition of the officer corps to substantial military reform, this study points to divisions within Indonesia's civilian elite as a major factor behind the stagnation in the current civil-military transition. In order to explain Indonesia's problems in establishing democratic control over its armed forces, the thesis focuses oil deeply entrenched socio-political structures, the character of the 1998 regime change and difficulties in the process of democratic consolidation. This paper will discuss the issues involved in the incorporation of homosexual personnel into the Armed Forces. From a comparative standpoint it is established that the increasing relevance of this matter in developed countries, is due to social changes, operative necessities and the development of a growing policy from the states towards the generation of maximum levels of equality of opportunities for all individuals, including the Armed Forces. Furthermore, this process can’t be just tackled from a moral point of view, which tends to segregate society and can isolate society from its military institutions. Finally, there exist multiple options to face this topic, since there are not unique "recipes" and therefore, it must be addressed considering the particular features of society.

This article discusses the differences between the function, the mission and the role of the Armed Forces across the different Brazilian Constitutions: from the "Imperial Constitution" of 1824 to the so-called "Citizen Constitution" of 1988. The hypothesis presented here is that military autonomy has been maintained by law, which makes it difficult to promote the military subordination necessary to consolidate Brazil's democratic regime.
