O trabalho registra a história dos Laboratórios de Habitação dos cursos de arquitetura e urbanismo do Estado de São Paulo e propõe uma reflexão sobre a formação do arquiteto na cidade contemporânea. Discute o papel do arquiteto e sua relação com a sociedade na qual está inserido. Destaca a importância da participação da Universidade junto à população e sua responsabilidade pelas ações coletivas ligadas à produção e gestão do espaço público. Propõe uma revisão do ensino de arquitetura que possa aliar o conhecimento acadêmico às necessidades emergenciais das grandes cidades brasileiras. Incentiva o desenvolvimento de um profissional da arquitetura e urbanismo que saiba respeitar as identidades regionais e seja capaz de influenciar positivamente a produção do espaço urbano.; The present work registers the history of Living Laboratories in Architecture and Urbanism University degrees in the State of São Paulo, Brazil, and ponders on the formation of architects in contemporary cities. It discusses the role of architects and their relations with the society in which they are inserted. It points out the importance of the participation of the University as regards the local population and its responsibility for the collective actions connected to the production and care of public spaces. It proposes that teachings in Architecture should be reviewed in such a way as to ally academic knowledge with emergency necessities in the largest Brazilian cities. It stimulates the development of professionals in Architecture and Urbanism that respect regional identities and are able to positively influence the production of urban spaces.

A segurança contra incêndios ainda é um tema incipiente no Brasil. Em São Paulo a primeira legislação data de 1983, sendo conseqüência das tragédias ocorridas nos anos de 1970, como a do Edifício Andraus, em 1972, e a do Edifício Joelma em 1975. Este trabalho procura discorrer sobre o projeto de saídas de emergência dos edifícios escolares construídos pelo Estado de São Paulo e em especial, os mais contemporâneos, que estão elevando seu gabarito de altura e concentrando sua população. Inicialmente fez-se uma abordagem histórica onde procurou-se examinar as principais características tipológicas das escolas construídas pelo Estado de São Paulo e, no capítulo seguinte, um levantamento das legislações edilícias produzidas pelo Município e pelo Estado de São Paulo, sempre com foco na segurança contra incêndio e, em especial, nas saídas de emergência. Em seguida, procurou-se compreender o conceito de desempenho, os principais modelos matemáticos utilizados na segurança contra incêndios e as variáveis que podem influenciar um processo de abandono, tais como: a velocidade das pessoas, o tempo de resposta ao alarme e o comportamento humano em situações de incêndio. As especificidades inerentes ao perfil do paciente, nos seus aspectos físicos (estado grave) e emocionais (dor, risco de vida, angústia, sofrimento, medo, insegurança etc.) no atendimento das unidades de Urgência e Emergência de alta complexidade, proporcionam a particularidade que a referida unidade requer como estudo mais aprofundado. Com o objetivo de buscar este entendimento sobre os diversos aspectos envolvidos na assistência ao paciente em estado crítico é que o seguinte trabalho de pesquisa se concretiza. Aspectos que envolvam desde a compreensão do sistema operacional médico-enfermagem, apoio logístico-administrativo, técnico-construtivo, como suporte ao processo de concepção da arquitetura e reconhecer, principalmente, os aspectos humanoemocionais que se relacionam com o ambiente hospitalar. O déficit habitacional brasileiro é cada vez maior e os sistemas construtivos utilizados para diminuir a carência de moradias, em sua grande maioria, são lentos e constituídos de forma artesanal. Atualmente, a região brasileira com maior necessidade de unidades habitacionais de baixa renda é a Sudeste, onde se encontra o Estado de São Paulo que representa 19% do déficit habitacional brasileiro. Além disso, o difícil gerenciamento dos projetos envolvidos na construção (arquitetônico, estrutural, elétrico, entre outros), elaborados em diferentes softwares, e a complexa gestão das obras convencionais, em alvenaria, retarda a execução das construções, dificultando a solução do problema habitacional. A utilização do sistema construtivo industrializado Light Steel Framing pode minimizar esse problema, integrando a industrialização na construção civil com as novas tecnologias da informação disponíveis para o mercado da arquitetura, engenharia e construção. O planeta tem enfrentado atualmente fenômenos naturais diversos e de consequências catastróficas os quais afetaram cerca de 250 milhões de pessoas por ano segundo o Centre for Research on the Epidemiology of Disaster (CRED) da Universidade de Louvain, Bélgica. Conforme balanço desse mesmo centro em fevereiro de 2010, o Brasil foi o 6º país no mundo em 2009 a enfrentar o maior número de desastres naturais. Apesar disso, o mapeamento das áreas de risco e a elaboração de planos preventivos e mitigadores aos desastres, tais como o planejamento prévio de ações e provisão adequada de moradias emergenciais e temporárias, não são frequentes em todo o país. Nesse sentido, os acampamentos emergenciais resultantes bem como as unidades de abrigo utilizadas ainda mostram-se precários frente às reais necessidades dos desabrigados, os quais podem permanecer até alguns anos em alojamentos inadequados e sub-humanos. O objetivo deste trabalho é analisar as contribuições teóricas e metodológicas existentes no campo das habitações emergenciais e temporárias e identificar determinantes fundamentais que possam orientar inicialmente o desenvolvimento de novos e adequados projetos no Brasil e no mundo. De forma geral, o objetivo é o aporte teórico no campo da arquitetura e urbanismo para a habitação durante o pós-desastre. In this paper we present an ontology-based system for managing emergency alert notifications. Our purpose is to generate emergency alerts that are accessible to different kinds of people, paying special attention to more vulnerable collectives like impaired people. By adapting alerts to different devices and users we can allow Emergency Management Systems (EMS) to communicate with collectives like blind or deaf people whom otherwise will be unreachable by usual channels. Moreover, if we consider the constrains imposed by the nature of the emergency situations we can also improve the information transmission to cope with situational disabilities (e.g. smoke during a fire can cause low vision problems). Cloud computing is evolved from grid computing with a key support from the rapidly expanding virtualization technology. We argue that clouding computing is particularly suitable for supporting emergency response and management (ERM) because of some of its unique features such as rapid setup and deployment on ad hoc basis, highly flexible platforms (PaaS: Platform as a Service) and application services (SaaS: Software as a Service) with little time-space constraints. ERM is one of the seven critical national infrastructures and services mandated to protect by the 1999 US President's Executive Order (PCCIP). The paradigm of survivability and survivable network systems was a response of academia to the president's executive order. We concur that survivability should be the lifeline of any ERM, including the cloud computing supported (CCS) ERM systems. In this article, we present a research agenda that is aimed at developing a survivability-centered architecture for evolving reliable and survivable CCS-ERM systems. The transnational summit, Regarding Evil, was called to assembly with the simultaneous sounding of the trumps in six sites around the world, projected simulcast. In collaboration with the six individuals who were issued the instruments, each announced their particular state of emergency and converged at the Massachusetts Institute of Technology with a seventh blast. Scotsman Kenneth Smith assumed the role of 7th piper. Artists and scholars of international reputation had been invited to present visual and discursive material confronting the elusive and immeasurable subject of Evil, its transpolitical behaviors, charismatic aesthetic, and viral disbursement in the vast enterprise of simulation, symbolic power, and catastrophe. Panel discussion and audience participation provided a public forum to expand this dialogue. Engaging in the discourse of ethics as a codal system by which we can only hope to define a subjective good, continues to undermine the intelligence of Evil and fuels the perpetual orbit around exotic 'otherness' as an opaque foreigner situated in an archaic Other World of saboteurs. The natural or man-made disaster demands an efficient communication and coordination among first responders to save life and other community resources. Normally, the traditional communication infrastructures such as land line or cellular networks are damaged and don't provide adequate communication services to first responders for exchanging emergency related information. Wireless ad hoc networks such as mobile ad hoc networks, wireless sensor networks and wireless mesh networks are the promising alternatives in such type of situations. The security requirements for emergency response communications include privacy, data integrity, authentication, key management, access control and availability. Various ad hoc communication frameworks have been proposed for emergency response situations. The majority of the proposed frameworks don't provide adequate security services for reliable and secure information exchange. School and College campuses face a perceived threat of violent crimes and require a realistic plan against unpredictable emergencies and disasters. Existing emergency systems (e.g., 911, campus-wide alerts) are quite useful, but provide delayed response (often tens of minutes) and do not utilize proximity or locality. There is a need to augment such systems with proximity-based systems for more immediate response to attempt to prevent and deter crime. In this paper we propose SHIELD, an on-campus emergency rescue and alert management service. It is a fully distributed infrastructure-less platform based on proximity-enabled trust and cooperation. It relies on localized responses, sent using Bluetooth and/or WiFi on the fly to achieve minimal response time and maximal availability thereby augmenting the traditional notion of emergency services. Analysis of campus crime statistics and WLAN traces surprisingly show a strong positive correlation (over 55%) between on-campus crime statistics and spatio-temporal density distribution of on-campus mobile users. This result provides a motivation to develop such platform and points to the promise in reducing crime incidences. We also show an implementation of a prototype application to be used in such scenarios.

The nature of Mobile Ad hoc NETworks (MANETs) makes them suitable to be utilized in the context of an extreme emergency for all involved rescue teams. We use the term emergency MANETs (eMANETs) in order to describe next generation IP-based networks, which are deployed in emergency cases such as forest fires and terrorist attacks. The main goal within the realm of eMANETs is to provide emergency workers with intelligent devices such as smart phones and PDAs. This technology allows communication "islets" to be established between the members of the same or different emergency teams (policemen, firemen, paramedics). In this article, we discuss an adaptive and secure routing protocol developed for the purposes of eMANETs. We evaluate the performance of the protocol by comparing it with other widely used routing protocols for MANETs. This paper outlines how an aerial telecommunications network can optimally meet the stringent needs of emergency relief and recovery operations. We propose a novel architecture, made of an integrated and highly dynamic multi-purpose aerial telecommunications infrastructure that can be contextually extended with fast-deploying high or low altitude platforms. In particular, we analyze the interest and challenges of adapting core concepts from substitution networks and controlled mobility mechanisms, so that a base network can be seamlessly augmented, both in terms of capacity and functions. We give an estimation of the emergency traffic supported by the lower altitude platforms in an example scenario and discuss the challenges posed by this architecture, notably in terms of disaster resilience and ability to efficiently provide sustained first responder communications.

A reliable network infrastructure must be able to sustain traffic flows, even when a failure occurs and changes the network topology. During the occurrence of a failure, routing protocols, like OSPF, take from hundreds of milliseconds to various seconds in order to converge. During this convergence period, packets might traverse a longer path or even a loop. An even worse transient behaviour is that packets are dropped even though destinations are reachable. In this context, this paper describes a proactive fast rerouting approach, named Fast Emergency Paths Schema (FEP-S), to overcome problems originating from transient link failures in OSPF routing. Extensive experiments were done using several network topologies with different dimensionality degrees. Results show that the recovery paths, obtained by FEPS, are shorter than those from other rerouting approaches and can improve the network reliability by reducing the packet loss rate during the routing protocols convergence caused by a failure.; Comment: 18 pages

Emergency services are vital services that Next Generation Networks (NGNs) have to provide. As the IP Multimedia Subsystem (IMS) is in the heart of NGNs, 3GPP has carried the burden of specifying a standardized IMS-based emergency services framework. Unfortunately, like any other IP-based standards, the IMS-based emergency service framework is prone to Distributed Denial of Service (DDoS) attacks. We propose in this work, a simple but efficient solution that can prevent certain types of such attacks by creating firewall pinholes that regular clients will surely be able to pass in contrast to the attackers clients. Access control is an issue of paramount importance in cyber-physical systems (CPS). In this paper, an access control scheme, namely FEAC, is presented for CPS. FEAC can not only provide the ability to control access to data in normal situations, but also adaptively assign emergency-role and permissions to specific subjects and inform subjects without explicit access requests to handle emergency situations in a proactive manner. In FEAC, emergency-group and emergency-dependency are introduced. Emergencies are processed in sequence within the group and in parallel among groups. A priority and dependency model called PD-AGM is used to select optimal response-action execution path aiming to eliminate all emergencies that occurred within the system. Fault-tolerant access control polices are used to address failure in emergency management. A case study of the hospital medical care application shows the effectiveness of FEAC.

The use of wireless sensor networks (WSNs) for emergency navigation systems suffer disadvantages such as limited computing capacity, restricted battery power and high likelihood of malfunction due to the harsh physical environment. By making use of the powerful sensing ability of smart phones, this paper presents a cloud-enabled emergency navigation framework to guide evacuees in a coordinated manner and improve the reliability and resilience in both communication and localization. By using social potential fields (SPF), evacuees form clusters during an evacuation process and are directed to egresses with the aid of a Cognitive Packet Networks (CPN) based algorithm. Reliable, easily deployed communication networks are a necessity for emergency responders as the coordination of their efforts and their safety depend on it. As a volunteer firefighter, this researcher is aware of the shortcomings of the current communication technologies presently deployed, and the risks it poses to firefighters. Some studies have proposed deployment of sophisticated hybrid, mesh networks and mobile ad hoc networks that allow for location tracking, environment and personnel vital signs monitoring, and data communications. Unfortunately the cost of these systems and required training in use of the equipment inhibits their adoption and wide scale deployment across the nation's emergency responder agencies. We are surrounded by secure, reliable cellular network technologies that meet our voice and data communication needs, yet current studies focus on building network infrastructures from the ground up and discussing how to address the security and performance issues of their proposed networks. This study proposes the use of the existing cellular network architecture already in place across the nation as a foundation to explore the feasibility of a low cost communication, management and accountability system utilizing 3G and 4G technologies and architecture.
