This paper describes a business and technological model proposal, known as Inov@Douro, intended to support and to promote competitive and sustained precision agriculture practices in the Portuguese Douro Region. Our approach is based on a distributed cooperative network, tailored to meet the specific needs of viticulture enterprises which also explore tourism as a valuable national and international business source. Instead of focusing on operational issues, such as remote sensing and data transmission, among others, we present the Inov@Douro model from the knowledge generation point-of-view, intended to support the multidisciplinary concept of a cooperation approach among regional partners. As a result, this collaborative approach might be the most suited technological tool to promote precision agriculture sustainability practices based on a symbiotic cooperation with the tourism sector. The Inov@Douro model aims to represent a new working style for this unique region, where the concept of public and private information is a key feature to achieve the desired success as a knowledge network. As a guideline to attain the implementation of such a model, information technology and infrastructures tools are discussed in order to promote precision agriculture practices while giving valuable and dynamic tourist information to the general public.

Com a promulgação da Constituição Federal de 1988, as cooperativas agropecuárias brasileiras deixaram de ser obrigadas a enviar informações relevantes sobre a sua gestão, apresentadas nos seus demonstrativos contábeis, à Secretaria Nacional de Cooperativismo (SENACOOP), órgão do governo federal que regulava, controlava e fiscalizava suas atividades. Assim, neste novo cenário, deixou de existir o órgão, a exemplo do que hoje é feito pela Comissão de Valores Mobiliários (CVM) para as empresas S/A, que estabelecia regras e responsabilidades para diminuir a assimetria de informação sobre a gestão entre os gestores, cooperados e mercado. Adiciona-se a isso o fato de, na década de noventa, ter ocorrido a extinção do Banco Nacional de Crédito Cooperativo (BNCC) e problemas macroeconômicos na agricultura, que elevam a necessidade das cooperativas obter recursos junto a terceiros. A presente pesquisa de mestrado teve o objetivo de analisar o modelo socialista de agricultura coletiva proposto pelo Movimento dos Sem-Terras (MST) por meio das cooperativas de produção agropecuárias (CPAs) e suas contradições. A idéia era compreender em que medida a coletivização do trabalho agrícola fortalece a luta pela resistência na terra. Com essa finalidade a pesquisa foi proposta aos cooperados da Copava (Cooperativa de Produção Agropecuária Vó Aparecida), fundada em 20 de novembro de 1993, na agrovila III do assentamento Pirituba, situada no município de Itaberá, sudoeste do Estado de São Paulo. Nas CPAs a terra, o trabalho e a renda são administrados coletivamente pelos próprios cooperados. Apesar de a CPA ser um empreendimento de tipo empresarial, é radicalmente diferente de uma empresa capitalista, pois não há extração de mais-valia. A divisão da renda é feita conforme o número de horas trabalhadas de cada um após serem pagas ou amortizadas as dívidas com a produção e gastos em investimentos para ampliação da estrutura da cooperativa. A Copava foi fundada por 27 famílias, totalizando 46 sócios, e ocupando uma área de 189 alqueires de terra. O presente estudo buscou investigar se o modelo de cooperativismo adotado por uma cooperativa de pequenos produtores rurais ligados à citricultura orgânica tem contribuído para o empowerment dos seus membros, ou seja, se os atores envolvidos, de forma individual ou coletiva, têm utilizado seus recursos econômicos, sociais, políticos e culturais para agir com responsabilidade no espaço público defendendo os seus direitos. Como a pobreza rural e as desigualdades sociais estão presentes em grande parte do território nacional, muitos produtores vêem no cooperativismo e em ferramentas como o comércio justo alternativas para a subsistência e uma forma de mediar as contradições políticas, ideológicas e psicológicas existentes nas sociedades. A organização estudada foi a Cooperativa dos Citricultores Ecológicos do Vale do Caí – ECOCITRUS. Localizada no município de Montenegro/RS, essa é a única cooperativa do Estado do Rio Grande do Sul com o selo de certificação internacional do comércio justo (Fair Trade). We are observing, particurlarly in the last two decades an aggravation of social problems inherent in contemporary society, such as high rates of unereloyment and social exclusion. In this context, the social economy appears as an alternative to generate employment and income, especially for the country man through the production and distribution of developed products in a collective way where the actions of cooperation gain significant importance this study aims to determine how the collective actions affect the sustainability of cooperative socio-political and economic developments of the economy and so it was adopted a methodology of multiple case study in three organizations in the apiculture sector of Rio Grande do Norte the Beekeepers Association of São Rafael City (AAMSR); Beekeepers Association of Serra do Mel (APISMEL) and Family Agriculture Cooperative of Apodi (COOAFAP). To evaluate relationship in collaborative ventures solidarity it is constructed a matrix that identify and develop relationship in the organization and, to measure the level of sustainability of these ventures are calculated the indices of socio-political sustainability and economic sustainability. The research results shows a fully collaborative relationship in all cases based on factors such as effective communication between beekeepers involved/and also cooperated with these organization; availability of beekeepers to perform adjustments in production process; an organizational culture focused on collaboration and high level of situation described above and taking into account that the business of solidarity economy better positioned in the matrix of relationships are those that have best indices of sustainability...

This Agriculture Public Expenditure Review (AgPER) comprehensively reviews public expenditures on agriculture in Uganda and analyzes their efficiency and effectiveness. Its genesis lies in Agriculture Sector Working Group (A-SWG) discussions, especially during the budget process, which raised concerns about the seemingly low budget allocations to the sector and the failure to align limited resources with recognized priorities in the sector. To address these concerns, the A-SWG resolved to undertake this AgPER. Aside from providing a better understanding of the nature and composition of agricultural pubic expenditures in Uganda, the review will specifically analyze their efficiency and effectiveness with a view to identifying the types of expenditures that will promote pro-poor growth. The report is structured as follows. Section two analyzes trends in nominal and real sector budgets. It highlights the current and projected importance of agricultural sector expenditure in the national budget and gross domestic product (GDP). An analysis of agricultural price distortions indicates the extent to which the sector benefits from supportive policies. Section three describes budget planning and implementation at the national and local level and presents policy recommendations to improve those processes. Section four focuses on the technical efficiency of public spending. By tracking resource flows and analyzing the unit costs of goods and service delivery. Section four sheds light on whether public resources are used efficiently and which actions could improve efficiency. The concluding section summarizes the major findings and policy recommendations.

This report summarizes the findings of the Nigeria Agriculture Public Expenditure Review (NAGPER). The NAGPER was undertaken to achieve four main objectives: (i) establish a robust data base on public expenditure in the agricultural sector; (ii) diagnose the level and composition of agricultural spending in the recent past; (iii) understand the budget processes that determine resource allocation in the sector; and (iv) draw preliminary policy recommendations for agriculture. These objectives are admittedly modest. At a minimum, most public expenditure reviews (PER) seek to understand the basic pattern of public spending in a sector, as well as the processes that influence spending decisions. To better contribute to policy making, many PERs also extend the analysis to examine not only the quantity of spending, but also its efficiency and impact. The scope of the NAGPER was restricted because preliminary investigations revealed that assembling and validating core expenditure data represented a major challenge in and of itself. Smallholder agriculture in many developing countries has remained largely self-financed. However, improved productivity for attaining greater food security requires better access to institutional credit. Past efforts to extend institutional credit to smaller farmers has failed for several reasons, including subsidized operation of government-aided credit schemes. Thus, recent efforts to expand credit for smallholder agriculture that rely on innovative credit delivery schemes at market prices have received much policy interest. However, thus far the impacts of these efforts are not fully understood. This study examines credit for smallholder agriculture in the context of Uganda, where agriculture is about 35 percent of gross domestic product, most farmers are smallholders, and the country has introduced policies since 2005 to extend credit access to the sector. This report presents the key message, lessons, and insights from agrifin's first knowledge exchange event, held in Hyderabad, India, March 7-12, 2011. Agrifin is a special initiative aimed at building capacity in agriculture finance for commercially-oriented smallholders and small and medium enterprise (SME) agribusiness market segments. The overall objective of the Comprehensive Assessment of the Agricultural Sector (CAAS) is to provide an evidence base to enable appropriate strategic policy responses by the Government of Liberia (GoL) and its development partners in order to maximize the contribution of the agriculture sector to the Government's overarching policy objectives. Given the strong relationship between growth in agricultural productivity and poverty reduction, future efforts in Liberia need to focus on productivity enhancing measures with a pro-poor focus that increase incomes. Growth based on extensification using traditional technologies is generally not profitable and has damaging implications for the environment. Given the low level of assets possessed by most Liberians, future efforts need to address the question of access to assets (i.e. land, knowledge and inputs) in addition to providing opportunities and an enabling environment. This article outlines the role that the World Bank will play in supporting a modified rural development strategy for the Sub-Saharan Africa region: The Bank will be more selective in targeting countries for assistance in rural development programs, focusing on those that demonstrate commitment to appropriate agricultural policy and investment. It will expand its information, education and communication initiatives to help governments generate widespread commitment by their citizenry. Bank finance will increasingly be directed towards national sector or subsector programs. Through country assistance strategies, the bank would ensure that national education, health, nutrition, transport, water and economic policy programs provide support for rural and agricultural development. Natural resource management, forestry, and water projects will be evaluated to identify best practice, leading to proposals for replication. All ongoing and proposed Bank-assisted agriculture projects will be reviewed to identify changes that would enhance the positive impact on using and developing African capacity. A participatory preparation and implementation plan involving farmers will be developed for every agriculture project supported by the Bank. Safety nets for the rural and urban poorest would be established. The Bank and its affiliates would more actively support the worldwide liberalization of agricultural trade and discourage inefficient industrial country agricultural policies.

In a country where family farming is historically treated as ‘the ugly duckling’, and public policy generally directed to agriculture employer in the production of agricultural commodities it is created by the Federal Government in 2003, the Food Acquisition Program – FAP (PAA), which has embraced as one of its objectives ‘Strengthening Family Farming’. With this idea in mind, the quest about reification of this objective caused the interest in seeking data that could contribute to the understanding of the way the FAP (PAA) reaches the farmers, both in economic and social context.
