The Amazon Frontier of Land-Use Change: Croplands and Consequences for Greenhouse Gas Emissions

The Brazilian Amazon is one of the most rapidly developing agricultural frontiers in the world. The authors assess changes in cropland area and the intensification of cropping in the Brazilian agricultural frontier state of Mato Grosso using remote sensing and develop a greenhouse gas emissions budget. The most common type of intensification in this region is a shift from single-to double-cropping patterns and associated changes in management, including increased fertilization. Using the enhanced vegetation index (EVI) from the Moderate Resolution Imaging Spectroradiometer (MODIS) sensor, the authors created a green-leaf phenology for 2001-06 that was temporally smoothed with a wavelet filter. The wavelet-smoothed green-leaf phenology was analyzed to detect cropland areas and their cropping patterns. The authors document cropland extensification and double-cropping intensification validated with field data with 85% accuracy for detecting croplands and 64% and 89% accuracy for detecting single-and double-cropping patterns, respectively. The results show that croplands more than doubled from 2001 to 2006 to cover about 100 000 km(2) and that new double-cropping intensification occurred on over 20% of croplands. Variations are seen in the annual rates of extensification and double-cropping intensification. Agricultural frontiers are dynamic environments characterized by the conversion of native habitats to agriculture. Because they are currently concentrated in diverse tropical habitats, agricultural frontiers are areas where the largest number of species is exposed to hazardous land management practices, including pesticide use. Focusing on the Amazonian frontier, we show that producers have varying access to resources, knowledge, control and reward mechanisms to improve land management practices. With poor education and no technical support, pesticide use by smallholders sharply deviated from agronomical recommendations, tending to overutilization of hazardous compounds. By contrast, with higher levels of technical expertise and resources, and aiming at more restrictive markets, large-scale producers adhered more closely to technical recommendations and even voluntarily replaced more hazardous compounds. However, the ecological footprint increased significantly over time because of increased dosage or because formulations that are less toxic to humans may be more toxic to other biodiversity. O peso crescente do agronegócio na economia brasileira e as discussões em torno do modelo de desenvolvimento ideal para as áreas de expansão da fronteira agrícola têm sido um dos focos de debate relevantes para o futuro do País. The history of the advancement of the agricultural frontier in Brazil has been closely related to environmental losses. Although environmental losses are sometimes inevitable in the context of agricultural expansion, they should always be minimized. This study seeks to avoid the past pattern of development by proposing a more sustainable way of expanding agriculture. The research tests whether it is possible to expand the cultivation of food and fuel crops in Brazil without compromising natural ecosystems. Brazil has a great agricultural potential considering the significant amount of lands that is suitable for agriculture with a favorable climate and topography. To supply the domestic agricultural market and for Brazil to take on a global food and biofuel export leadership position, actions should be taken to plan for this potential sustainable expansion. This planning would be an alternative means of advancing the agricultural frontier, as opposed to the deforestation previously practiced. A presente Tese de Doutorado se propõe a investigar e discutir teoricamente os principais fatores responsáveis pela dinâmica do desmatamento florestal na Amazônia paraense, numa perspectiva de abordagem realizada por intermédio da Nova Economia Institucional. This research work uses an alternative approach for modeling agricultural greenhouse gas emissions as an undesirable output, based on the zero sum gains DEA model (ZSG-DEA BCC model). This approach reallocates agricultural greenhouse gas emissions among EU15 countries. The reallocation analysis of greenhouse gas emissions permits countries that increase their emissions negotiate the emissions reduction with the others. This negotiation process might create a quota trade system for agricultural activity.

Agricultural research, mainly focused on the evaluation of maize cultivars along agricultural frontiers, are scarce. This study assessed 128 maize genotypes in the agricultural frontier region of the State of Maranhão, between 2008 and 2009. The experiment was arranged in a lattice design with two replications. The genotypes were evaluated for grain yield in a mixed model, with fixed intercept and experimental effects. The random effects were genotype, genetic class (single-, double or triple-cross hybrid and variety), and incomplete block/replication/ environment. The genotype effect was significant by the likelihood ratio test in all models, highlighting the genotypic values of the single-cross hybrids DKB177, AG8088 and DKB390, the triple-cross PL6882, the double-cross BM502 and of the open-pollinated variety SHS3031.

A previous process refers to an Agricultural Frontier characterized by the transformation movement towards its using form, based on new technologies implementation. This study aimed to understand the recent sugar cane expansion process in the Goiás State, Brazil, assuming that the sucroalcohol sector progress represents a new stage in the Agricultural Frontier expansion. Cartographic products, as well as data on sugar refineries supplied by the Brazilian Ministério da Agricultura, Pecuária e Abastecimento, which were manipulated with the aid of the GIS ArcMap 9.2 and statistically treated by the Excel’s charts editor, were used. This study was based on the sugar cane expansion pattern representation between 2005 and 2010, besides the discussion on sugar refineries location, concerning their current spatial pattern. The aim of this study is to understand how were the territorial occupation of agribusiness in Goiás and the participation of state tax incentives in this process. Therefore, it was adopted as a hypothesis that, the dynamic agribusiness developed in a heterogeneous formation, both in the occupation of the agroindustrial complex, as in the granting of state tax incentives. To achieve the proposed objective, data from the Municipal Agricultural Research (PAM) and the Agricultural Census for 1970 until 2006, from the Brazilian Institute of Geography and Statistics (IBGE) were used to understand the phenomenon of farming dynamics in Goiás, and data from Sefaz-GO to understand state tax incentives as well. After the processing of such data in tables, maps were built in the Arcviews 10 program which had as their goal show the spatialization of the production on the territorial space of Goiás. The formation of the agricultural frontier in Western Bahia occurred from the mid-1980s and was dependent on investments in capital and technology for the transformation of land use, through agricultural modernization in areas where soil and climatic characteristics were appropriate to their formation and expansion. However, the intrinsic link of the expansion of the agricultural frontier with the economic development policy resulted in fragmentation of the landscape and increasing incidence of environmental fragility. The specific objectives of this dissertation were: (i) to understand the temporal-spatial dynamics of the border in the Cerrado of Bahia; (ii) to develop an index that reflects the agricultural modernization process of the frontier in the Cerrado of Bahia; (iii) to analyze the heterogeneity of the border as well as the impacts of the occupation process in the Cerrado of Bahia from the socio-economic aspects point of view; (iv) to study the dynamics of landscape of Rio Preto Hydrographic Basin (BHRP) underneath the aspect of fragmentation or structural quality of the landscape by building the index of structural quality of the landscape; and (v) to distinghish the BHRP´s environmental fragility, demonstrating the interference of agricultural modernization in the environmental stability. Agricultural Growth and Poverty Reduction

Agricultural growth has long been recognized as an important instrument for poverty reduction. Yet, measurements of this relationship are still scarce and not always reliable. The authors present additional evidence at both the sectoral and household levels based on recent data. Results show that rural poverty reduction has been associated with growth in yields and in agricultural labor productivity, but that this relation varies sharply across regional contexts. GDP growth originating in agriculture induces income growth among the 40 percent poorest, which is on the order of three times larger than growth originating in the rest of the economy. The power of agriculture comes not only from its direct poverty reduction effect but also from its potentially strong growth linkage effects on the rest of the economy. Decomposing the aggregate decline in poverty into a rural contribution, an urban contribution, and a population shift component shows that rural areas contributed more than half the observed aggregate decline in poverty. Finally, using the example of Vietnam, the authors show that rapid growth in agriculture has opened pathways out of poverty for farming households. Rwanda is experiencing its best growth performance since independence. With average annual GDP growth rate of 8 percent and 5.2 percent for agricultural GDP from 1999-2012, Rwanda s recent growth is a historical record. The poverty headcount fell from 59 percent in 2001 to 45 percent in 2011, and agriculture continues to be one of the main drivers of growth and poverty reduction in Rwanda, significantly lifting rural households out of poverty. Yet, challenges in the agriculture sector remain. Specifically, to: (i) sustain the productivity gains in the short and medium-term, which have contributed to strong agriculture growth and raised rural incomes; ii) increase and improve nutrition security for the rural population; iii) strengthen and deepen value chain development including increasing agro-processing to create non-farm employment; iv) secure and strengthen linkages to domestic and international markets for agriculture production; and v) enhance the enabling environment to attract the private sector to invest in the sector and add value to the productivity increases.

This research aims to depict the human occupation process in the Cerrado biome throughout a semi-automatic land use characterization method in newly deforested areas, in two classes: "pasture" and "agriculture". To perform this, we used remote sensing techniques, including the analysis of the product MOD13Q1/EVI (Enhanced Vegetation Index) from MODIS dataset and alerts of deforestation obtained by SIAD - Cerrado. The use of GIS techniques, combined with theoretical models of occupation in the Cerrado region, allowed the identification of areas of agricultural frontiers. Based on this classification of deforestation events, occurred in the period 2004/2005 and 2006/2007, the method shows that 80% of deforestation in Cerrado are intended for expansion of grazing areas, while the remaining 20% are destined for agriculture. In relation to the area of deforestation, those events directed for pastures present an average of 1.5 km², while for agriculture the average area is 2.5 km², indicating purposes and different forms of intervention in the field. O artigo analisa a expansão e a consolidação da fronteira agrícola moderna em áreas de Cerrado. Na segunda metade do século XX, a agricultura brasileira passou por dois períodos de modernização: o primeiro, na década de 1970, caracterizado pela internalização do paradigma da Revolução Verde, pela formação dos complexos agroindustriais e pela forte regulação estatal; e o segundo, na década de 1990, com a emergência da agricultura científica globalizada, caracterizada pelo uso das novas tecnologias da informação e pelo maior poder de regulação das grandes empresas. No processo de expansão da fronteira agrícola, novas dinâmicas de circulação expressam-se no território brasileiro, muitas das quais portadoras de elementos condizentes com o período técnico-científico-informacional. Partindo do pressuposto de que o avanço da fronteira agrícola age enquanto dinâmica territorial de “soldagem” das regiões Norte e Centro-Oeste ao restante do Brasil, a proposta central deste trabalho reside na análise de uma rede estruturadora de fluxos no “quadrilátero” Manaus – Belém – Distrito Federal/Goiânia – Porto Velho, cuja configuração territorial é permeada de elementos portadores de tecnosfera e psicosfera. Tal rede estrutura a ligação das regiões supracitadas entre si e com as demais zonas do País, proporcionando a integração do mercado nacional, até mesmo dos municípios mais distantes e/ou isolados. Frederic Jakson Turner's thesis that frontiers had forged the American nature, ascending to private life through the development of democracy and economy, did not inspire Latin American critical studies because here the reality showed the other side of the frontier: a space to which dynamic centers' social conflicts were purged and exacerbated, as well described by Otávio Velho. In this process, the first confronts usually did not occur between the migrating population and the workers hired by the absent land owner, but between all people and the Indians. A lot has been written about these conflicts, but the focus is always the one more drastic and urgent: genocide. However, little is said about the subsidiary decline, that is, the decline of agricultural processes. This is even truer when we talk about the Cerrado Domain. This paper aims to offer a very short history of Indians' agriculture origin and decline in Cerrado.
