Considerando o atual cenário de desenvolvimento local no Brasil, nota-se que o grande desafio para os gestores de políticas públicas é o processo de avaliação dessas políticas. Muito se evoluiu em planejamento, implantação e execução. Contudo, não basta implementar políticas públicas; faz-se necessário avaliar as contribuições de suas ações, norteadas por seus principais objetivos e por sua razão de existência. Nesse sentido, esta pesquisa propôs-se a analisar as possíveis contribuições geradas pelas ações da Agência de Desenvolvimento de São João da Boa Vista às micro e pequenas empresas (MPE) locais. Para tanto, foram selecionados dois projetos de apoio às MPE, implementados e gerenciados pela Agência de Desenvolvimento de São João da Boa Vista - projeto de revitalização das MPE comerciais e projeto de revitalização das MPE industriais. Em 1.º de junho de 1953, a administração do presidente norte-americano Dwight D. Eisenhower fundou a United States Information Agency (USIA), reunindo sob a coordenação da nova agência os programas de informação dos Estados Unidos da América (EUA) no exterior. O intuito era o de aproximar as audiências internacionais dos valores do sistema democrático e de livre empresa encenado pelo país, granjeando governos às posições norte-americanas na Guerra Fria. A atuação da agência se deu no âmbito das disputas entre os governos dos Estados Unidos e da União das Repúblicas Socialistas Soviéticas (URSS) em programas de propaganda cultural naquilo que a historiografia tem chamado de Guerra Fria Cultural (Cultural Cold War). Este trabalho tem por objetivo conhecer o estado da arte das agências de bacias hidrográficas e/ou entidades delegatárias no Brasil, analisar as experiências nacionais e internacionais de agências de água e propor, sob o ponto de vista legal, um modelo de agência de bacia hidrográfica e/ou entidade delegatária para o Estado do Tocantins contemplando o modelo administrativo, institucional e organizacional. No Tocantins, a política de recursos hídricos bem como a organização institucional do sistema de gerenciamento de recursos hídricos foi definida, em 2002, na lei nº 1.307. Após a edição dessa lei, outras normas já foram aprovadas, em complementação ao arcabouço legal da gestão de recursos hídricos. No tocante ao modelo organizacional, as instituições previstas para compor o sistema de gerenciamento, exceto as agências de bacias, já foram instaladas e encontra-se em funcionamento, apesar de algumas dificuldades. When powerful people cause harm, they often do so indirectly through other people. Are harmful actions carried out through others evaluated less negatively than harmful actions carried out directly? Four experiments examine the moral psychology of indirect agency. Experiments 1A, 1B, and 1C reveal effects of indirect agency under conditions favoring intuitive judgment, but not reflective judgment, using a joint/separate evaluation paradigm. Experiment 2A demonstrates that effects of indirect agency cannot be fully explained by perceived lack of foreknowledge or control on the part of the primary agent. Experiment 2B indicates that reflective moral judgment is sensitive to indirect agency, but only to the extent that indirectness signals reduced foreknowledge and/or control. Experiment 3 indicates that effects of indirect agency result from a failure to automatically consider the potentially dubious motives of agents who cause harm indirectly. Why do states tolerate large numbers of refugees? This dissertation offers an answer to this puzzle by examining changes in policy responses by the international community toward Iraqis displaced after the U.S. invasion of 2003. From 2003-2006, Jordan, Syria, and Egypt remained quiet about the growing humanitarian needs of displaced Iraqis. From 2007-2010, these countries abruptly shifted policy to claim that they were hosting millions of Iraqis, and to allow Iraqis greater access to public goods and humanitarian assistance. I argue that this policy shift occurred because of new opportunities to extract strategic rents from the international community in the form of foreign aid and development assistance tied to the presence of refugees. I also explain how and why the UN Refugee Agency facilitated host country behavior during these two time periods, even in contradiction with its mandate under international law. I ground my argument in more than 100 interviews with UN Agency officials, NGO workers, government officials, and Iraqi refugees conducted in Jordan, Syria, and Egypt and at the UN Refugee Agency Headquarters in Geneva between 2007 and 2010. peer-reviewed; Policy makers everywhere are confronted by complex problems and public agencies strive to find effective solutions in a context of dwindling resources and increased demands. This study examines how a partnership, among Irish public agencies, was used to address anti-social behaviour on some public housing estates in Limerick City. In 2007 the Limerick City Community Safety Partnership Limited was established. This was the first time a multi-agency community safety partnership was formally established in the local governance context in Ireland. Government funding was provided to the Partnership to pilot and evaluate an innovative community safety intervention. This study examines the nature and outcomes of the Partnership. The research is conducted through a single longitudinal case study. The unit of analysis is the Limerick City Community Safety Partnership Limited. The research design includes qualitative and quantitative methods and draws on the Theory of Change as well as governance and partnership theories. Key actors, community stakeholders and service users participated in the primary research. Insights from this study and from international evidence are used to design a model of good practice for multi-agency partnerships. This paper uses Zambia as a case study to assess empirically whether political interference in a low-governance environment has diminished in the past years as expected after a semi-autonomous agency model was set up ten years ago. The road sector in Zambia has experienced some significant developments since then. The paper uses data on contract from 2008 to 2011 and analyses a number of key trends related to Road Development Agency governance and staffing dynamics as well as procurement and project selection within the institution. The main findings indicate that, after some years of implementation of these reforms, there is reason to question whether the model of semi-autonomous agency enables road management to be shielded from political interference. Zambia may be an isolated case but, so far, this model does not seem to have been able to decrease political interference in the selection or supervision of projects and there seems to have been an increased lack of accountability of civil servants working in this sector.

Labour leasing or agency labour (also known as labour hire in Australia and New Zealand) is a rapidly growing work arrangement in most if not all industrialized countries. Unlike the two-party employer/employee relationship, labour leasing establishes a three-party or triangular relationship between the worker, the agency that supplies them and the host employer. There is emerging evidence that this triangular relationship, in combination with the temporary nature of most placements, poses particular problems for laws regulating employment conditions (industrial relations, occupational health and safety (OHS), and workers’ compensation/social security) and the agencies administering them. This paper addresses the problem of agency losses (agency shirking and agency slippage) in the process of power delegation in EU trade policy. The central question is whether a conflictual situation exists between the interests of the member states and those of the European Commission (agency shirking), or whether the structure of delegation in itself stimulates the agent to adopt a different position from the principals (agency slippage). Drawing on the principal-agent approach, I argue that agency losses are due to the structure of delegation and that the existence of multiple principals with diverging preferences facilitates agency. I find empirical evidence that the Council-Commission relationship on trade politics has different dynamics depending on the negotiating stage. In the initial negotiating stage, when defining the negotiating mandate of the Commission, the relationship is cooperative. This paper looks at the mandate of the European Union Agency for Fundamental Rights (FRA), established in 2007, from the perspective of the Charter of Fundamental Rights of the European Union, which entered into force in 2009. It explores the relationship between FRA and the Charter by looking at the agency’s institutional practice, its founding regulation and its Multiannual Framework, on which the Council of the European Union agrees every five years. The Florence-based European University Institute (EUI) proposed some 15 years ago an European Union (EU) human rights agenda for the new millennium. Many of the agenda’s policy proposals have materialised ever since, including the establishment of a ‘European Human Rights Monitoring Agency’. The Charter was not part of this set of proposals. However, this prominent bill of rights and the new Agency in Vienna are obviously closely related to each other. The author concludes that the agency, despite certain limitations in its mandate, is a ‘full-Charter-body’ which could unfold its potential better following a revision of its founding regulation. Such a revision should reflect that the EU Charter for Fundamental Rights has entered into force in the meantime. Approved for public release; distribution is unlimited; The government of Malaysia decided to establish a new dedicated agency for law enforcement in the Malaysian Maritime Zone, in addition to the existing 12 agencies. The agency was formally established in May 2004 with the enactment of the Malaysian Maritime Enforcement Agency (MMEA) Act of 2004 (Act 633). During its inception, the MMEA was intentionally placed under the Prime Minister’s Department in anticipation of having to overcome any potential obstacles, and to expedite all legal requirements and financial allocations within the stipulated 18-month operational readiness timeframe. The decision to place the MMEA under the supervision of the Prime Minister’s Department proved successful when the deadline was met, and the MMEA managed to commence operations in November 2005. The purpose of this project is to study the effectiveness of the MMEA as an operational agency for Law Enforcement and Search & Rescue under the Prime Minister’s Department. The project looks at the reporting line of structure for Coast Guards in the United States, India, New Zealand, and Japan, and makes comparisons with the MMEA. Introduction. The sense of agency over thoughts is the experience of oneself qua agent of mental action. Those suffering certain psychotic symptoms are thought to have a deficient sense of agency. Here I seek to explain this sense of agency in terms of metacognition. Method. I start with the proposal that the sense of agency is elicited by metacognitive monitoring representations that are used in the intentional inhibition of thoughts. I apply this model to verbal hallucinations and the like and examine the plausibility of this model explaining deficits associated with these symptoms. Results. By tying the sense of agency to metacognitive inhibition I propose that the loss of a sense of agency in certain psychotic symptoms is accompanied by a particular deficit in the patient's ability to control their own thinking. This is consistent with the experiences of those at high risk of developing hallucinations, who report more intrusive thoughts than controls. The model I present is able to explain why those at risk of developing verbal hallucinations and those suffering from verbal hallucinations have deficits in the intentional inhibition of thought. I defend this account from a possible objection by distinguishing the form of the intentional inhibition deficit displayed by those suffering verbal hallucination from that displayed by those suffering from orbital-frontal cortex lesions and posttraumatic stress disorder. Conclusion. A plausible hypothesis is that the sense of agency over thoughts is elicited by the metacognitive monitoring representation used to intentionally inhibit thoughts. Establishing an investment promotion agency has become a central part of most countries' development strategies. Today there are more than 150 investment promotion agencies worldwide. Yet very little is known about what these agencies have been really doing, notably in emerging countries, and whether they have been effective in influencing investors' decisions. Using data from a new survey on 58 countries, Morisset shows that greater investment promotion is associated with higher cross-country foreign direct investment (FDI) flows, on top of the influence of the country's investment climate and market size. But this result has to be qualified on several counts. First, the effectiveness of the agency depends on the country's environment in which it operates. An agency in a poor investment climate is less effective at attracting investment. Second, the scope of activities that an agency undertakes influences its performance. This thesis defends the claim that the core idea of moral responsibility is fixed by our best theory of agency. Such a theory concerns the proper conditions of attribution of an attitude or an action to an agent for the purposes of moral appraisal – or what I call the rational relations view. The first chapter attempts to outline and motivate the conception of agency that has as its core the idea that agents are responsible for the judgement-sensitive attitudes that can be appropriately attributed to them and that they can be morally responsible for those attitudes when their judgements have morally objectionable contents. In my second chapter I present and argue against what I take to be the strongest alternative to the rational relations view, the theory of moral responsibility that has been elaborated by Harry Frankfurt over a number of years. The third chapter addresses a concern that conceptions of responsibility that are too closely tied to theories of agency can either be too superficial in their assessment and evaluation of the agent or actually unfair in their determinations of responsibility. The fourth chapter extends this discussion of the unfairness charge by explicitly addressing the question of the value of moral responsibility. This thesis consists of three chapters that have as unifying subject the frame-work of common agency with informed principals. The first two chapters analyze the economic effects of privately informed lobbying applied to tariff protection (Chapter 1) and to customs unions agreements (Chapter 2). The third chapter investigates the choice of retailing strutures when principals (the producers) are privately informed about their production costs. Chapter 1 analyzes how lobbying affects economic policy when the interest groups have private information. I assume that the competitiveness of producers are lobbies private information in a Grossman and Helpman (1994) lobby game. This allows us to analyze the e¤ects of information transmission within their model. I show that the information transmission generates two informational asymmetry problems in the political game. One refers to the cost of signaling the lobby's competitiveness to the policy maker and the other to the cost of screening the rival lobby's competitiveness from the policy maker. As an important consequence information transmission may improve welfare through the reduction of harmful lobbying activity. O propósito deste ensaio consiste em fornecer uma contribuição para o desenvolvimento e fundamentação da pesquisa em governança corporativa, mediante a apresentação dos pressupostos subjacentes à Teoria da Agência, que constitui um dos arcabouços teóricos mais utilizados nos estudos sobre o tema, mas que é, muitas vezes, abordado de forma incompleta. O presente artigo procura analisar e comparar, com base em referências bibliográficas, os potenciais conflitos de agência em dois diferentes tipos de organizações, a saber: empresas tradicionais e cooperativas de crédito. Tal comparação se justifica pelo fato das cooperativas de crédito serem instituições financeiras menos estudadas em relação às instituições tradicionais, apesar de atualmente participarem da política de democratização e acesso ao crédito do Governo Federal, com recentes avanços normativos. Além disso, os conflitos de agência e sua minimização vêm recebendo destaque crescente como instrumentos de viabilidade e redução de riscos. Observou-se que existem conflitos de agência diferentes em cooperativas de crédito, quando comparados com as empresas tradicionais. Tal fato pode ser um indicativo da necessidade de aplicação de diferentes soluções de governança para as cooperativas. O propósito desse artigo é fornecer um tratamento formal para um tipo de ação até o momento negligenciada nas lógicas modais filosóficas da ação: ação em plano. Ao fazer isso nós seguimos a abordagem padrão nas lógicas modais da ação exemplificados pelos trabalhos de Belnap, Chellas and Pörn. Como nós acreditamos que existe uma relação forte entre plano, tempo e indeterminismo, nós usamos a teoria do tempo ramificado para investigar as características básicas da ação em plano. Além de introduzir uma semântica do tempo ramificado, nós também apresentamos um cálculo correto e completo com relação a essa semântica. DOI:10.5007/1808-1711.2010v14n3p421 ; The purpose of this paper is to give a formal account of a kind of agency so far neglected in the field of philosophical modal logic of action: planning agency. In doing this we follow the standard approach of modal logics of agency exemplified by the works of Belnap, Chellas and Pörn. Since we believe there is a close relation between planning, time and indeterminism, we use the theory of branching time as a conceptual framework for investigating the basic features of planning agency.
