O presente estudo analisa a reforma administrativa elaborada e proposta pelo governo Fernando Henrique Cardoso (FHC) em seu primeiro mandato (1995-1998). Para tanto, o trabalho analisou, especialmente, os argumentos da literatura a respeito da participação dos governadores estaduais no processo da reforma. A pesquisa se baseou principalmente em dados coletados sobre a votação nominal da reforma administrativa do governo FHC na Câmara de Deputados em 1997 e em informações coletadas a respeito do apoio dos governadores estaduais à reforma. A conclusão do estudo é de que, de um lado, o apoio ativo dos governadores estaduais à reforma não pode ser explicado apenas pela situação fiscal e financeira dos estados e, de outro lado, que a participação efetiva dos governadores estaduais na votação somente pode ser entendida através da mediação dos partidos políticos.; The present study analyze the administrative reform elaborated and proposed by the president Fernando Henrique Cardoso (FHC), during his first term (1995-1998). From the 1980s, with technological development, globalization, and in a context of increasingly urgent demands, there is an international movement to modernize the state structures. Being driven by the victory of conservative governments in Britain and the U.S., this speech reform comes only to Brazil in the 1990s, the government of Fernando Henrique Cardoso. Thus, in view of the recent movement of states to implement this reform agenda in their structures this research was to identify the elements that made it possible to attempt to modernize the administrative structure of the state of Piauí in 2003, in view of the political and administrative career in which the state was entered. The World Bank support for public sector reform has grown notably in recent years. To address the questions of what is working and why in this area, the Independent Evaluation Group (IEG) has examined Bank lending and other support for public sector reform in four areas: public financial management, administrative and civil service, revenue administration, and anticorruption and transparency. A majority of countries that borrowed to support public sector reform improved their performance in some dimensions, but there were shortcomings in important aspects. Middle-income borrowers saw improvements in their public sector quality more frequently than low-income borrowers, even though the low-income group usually had greater needs for public sector improvement. Performance usually improved for public financial management, tax administration, and transparency, but not for civil service. Direct measures to reduce corruption, such as anticorruption laws and commissions, rarely succeeded, as they often lacked the necessary support from political elites and the judicial system.

Governance reform: bridging, monitoring, and action lays out a broad framework for analyzing and monitoring governance in developing countries. It identifies fourteen core indicators for governance monitoring- both broad measures of overall patterns and specific actionable measures that can be used to guide reforms and track progress. The book also summarizes good practices for reforming public bureaucracies and checks and balances institutions (including parliaments, the justice system, media and information, and local governance); highlights improvements in transparency as a relatively low-cost and low-key way of deepening government accountability to civil society; and suggests ways to complement top-down reforms with approaches that focus directly on improving service provision and the investment climate (such as strengthening the bottom-up accountabilities of service providers to communities, firms, and citizens).

This study considers key aspects of administrative performance in three areas related to policy, people, and systems. First, in the field of policy, the study addresses issues of performance management, strategic planning and policy coordination and formulation. Second, as regards people, the study reviews human resource management practices such as recruitment and career management, incentive systems and politico-administrative relations with the aim of assessing the extent to which public administrations in the EU8 can attract and retain high quality staff in the context of rapidly changing labor markets. Finally, in relation to systems, the study looks into one specific aspect of public service delivery, namely the extent to which states have introduced e-Governance systems and used these effectively to enhance the business environment. A benchmarking exercise was conducted in each of the key aspects studied. A specific aim of the study was to identify examples of good practice within the region which might be replicable in other EU8 countries. After years of dealing with pension policy in crisis management mode, the Government of Afghanistan has begun the process of formulating a national pension policy based on a long-term vision. Until very recently the Government had been focused on short-term policy actions to alleviate growing pressure on the budget. While these measures were necessary, pension policy must take a long term view. Recently, the Government has developed a comprehensive reform package and initiated the process of legal drafting. A reformed system must have clear objectives, be fiscally sustainable, and address needs of various population groups. The final choices will need to be made as to mandate and design and administrative arrangements of the reformed system. The challenge is to ensure that the measures taken in the next few years do not make it more difficult to pursue certain preferred policies later. This paper shows that, according to the financial projections, there is now a window of opportunity for implementing a reform of the system.

Administrative reform is a challenging endeavor for both developed and developing countries alike. For developing countries, the challenge is greater because numerous reforms are implemented concurrently sometimes under conditions of resource scarcity and political instability. So far there is no consensus as to what makes some reforms succeed and others fail. The current study seeks to fill that gap by offering an empirical comparative analysis of the administrative reforms initiated in Uganda and Tanzania since the early 1990s. The purpose of the study is to explain the similarities and differences, and give reasons for the successes and failures of the reform programs in the two countries. It focuses on four major areas; the size of the civil service, pay reform, capacity building, and ethics and accountability. Data were collected via in-depth face to face interviews with 35 key government officials and the content analysis of various documents. The results indicate that the reforms generated initial substantial reduction in the size of the public services in both countries. In Uganda, the traditional civil service was reduced from 140,500 in 1990 to 41,730 in 2004; while in Tanzania Ministries, Departments, and Agencies were reduced by 25%. This paper examines good governance and administrative reform issues in 12 South Pacific Island countries. The paper concludes that to be effective, reform measures must specifically relate to the country’s geography, history, society and economy, and should not blindly follow other countries. Pacific Island countries vary is size: the smallest, Nauru, and the largest, Papua New Guinea, have total land areas of 21 and 453,000 square kilometres respectively. Pacific Islands are different from the other major island groups: the Caribbean and the Indian Ocean. Caribbean Islands are clustered together, and close to the United States market, Indian Ocean Islands are fast developing into the gateway to Africa for business in the East and South Asia. Pacific Islands do not have such advantages. They are scattered over a wider area, away from major markets and the size of their internal markets is small. The development of a new form of transport (containerisation) and advances in air transport technology have made the situation worse as the small volume of goods loaded and unloaded, and the small number of passengers did not justify the investment and reorganisation required to participate in these new forms of transport. This paper examines the status of historical legacies in debates on the reform of public administration in East Central Europe. It identifies limitations of existing accounts and derives three dimensions for the further development of legacy explanations of administrative reform in East Central Europe. First, legacy arguments tend to zoom in on the negative effects of the communist past, yet there is not one but many legacies that matter for post-communist reforms and these many legacies have to be carefully distinguished. Second, legacy explanations tend to search for broad similarities between the administrative past and the present set-up of East Central European administrations in order to demonstrate the importance of the legacy. The identification of similarities is however not sufficient for the identification of legacy effects. Instead, the paper argues in favour of the identification of causal mechanisms of legacification to explain recent administrative developments in East Central Europe. Finally, the paper draws attention to the interaction of legacy effects with other determinants of administrative reform such as European integration and political parties.

A gnawing critique of civil service reform efforts persists, intimating that these civil service reform operations of the World Bank have boosted neither efficiency nor effectiveness. The outlines of the problem are fairly clear: civil service pay and employment reforms have had only limited achievements, and there have been difficulties with government ownership and oversight--especially in Africa. At the same time, an emerging agenda for government reform includes standard personnel management and pay and employment reforms, but also tries to link these activities with fundamental tasks of transforming the state. The main problem with the Bank's conventional approach to civil service reform is that it has tried to use palliative measures to solve problems that require major surgery. Technical administrative fixes have been applied to fundamental problems of political economy. And even the technical side of the focus has been narrow, ignoring crucial links with other parts of the larger system. Overcoming the limitiations of this approach will require a more comprehensive and realistic framework for reform--as well as new instruments of support.

The thesis entitled The administrative reform and social political management in Mossoró: the institutional and social staff's falacy. Comprehends a moment of apprehensiveness and analysis in the reestrcturing process of the city, whose process will show the formation of strategies and deployment of its relation with the social political affectiveness. It represents a single moment in the approach of such a kind of experience in the city. O tema desta dissertação é a reforma do setor público brasileiro, com foco na reforma administrativa de inspiração gerencial, implantada em 2005 na principal empresa pública da capital pernambucana, a URB - Recife. O objetivo final do estudo foi o entendimento dos impactos na gestão da empresa, advindos de tal reestruturação, recorrendo-se parcialmente às percepções que dela tiveram seus funcionários e o corpo de gerentes, conforme reveladas por pesquisa ad hoc aplicada. O estudo foi contextualizado num histórico sumário da administração burocrática no Brasil; destacando-se as iniciativas de reforma na. era Vargas, com o surgimento do DASP, quando se tentou a implantação da burocracia clássica de inspiração weberiana, fazendo-se igualmente referência à segunda grande reforma do Estado brasileiro, realizada no regime militar, regulada pelo Decreto-lei n° 200/67 e considerada a primeira tentativa de reforma de cunho gerencial. No governo Fernando Henrique Cardoso, foi tentada a terceira grande reforma, influenciada pelas idéias econômicas e políticas dos anos oitenta e noventa do século passado em países industrializados, cujos governos apostavam então nos valores e estratégias do mercado...
