A longa presença da Igreja Católica no Brasil foi marcada pelo permanente contato com as instâncias de poder do Estado. Lado a lado ou em campos opostos, mas sempre na condição de forças que se influenciaram mutuamente, essa relação encerra parte importante da história nacional. Tendo isso como pano de fundo, por meio da documentação produzida pelo Departamento de Ordem Política e Social do Estado de São Paulo sobre o setor social católico, esta pesquisa buscou apreender elementos políticos e religiosos que teriam causado atritos entre Estado/Igreja no período de 1954 a 1974. Nos últimos anos, parece haver crescido, de modo acentuado, o número de punições dos agentes escolares no âmbito da educação pública. Embora não existam estatísticas oficiais a esse respeito, o aumento das queixas desses agentes no interior das escolas públicas, o volume do trabalho jurídico dos sindicatos na defesa de seus associados e as numerosas reportagens de teor criminal veiculadas na mídia sobre o tema, indicam agitações político-morais que concernem ao tema da punição. É possível afirmar que as alterações sócio-históricas por que passamos têm alterado significativamente nossa compreensão cultural de algumas noções como infração, crime, legalidade, penalidades etc. no interior das relações escolares. Este trabalho tenta traçar o caminho da formulação da legislação vigente no Brasil entre os anos de 1964 e 1969, marcando as tensões circunscritas à elaboração da nova ordem estabelecida pelo regime militar. Entender sob que relações de força estas leis foram pensadas é fundamental para desvendar os bastidores da política que estabeleceu as regras desse novo ordenamento social, principalmente no que diz respeito à questão repressiva. Currently, Portugal assumes itself as a democratic rule of substantive law State, sustained by a legal system seeking the right balance between the guarantee of fundamental rights and freedoms constitutional foreseen in Portugal’s Fundamental Law and criminal persecution. Most analyses of conflict assume that conflicting groups act in a unitary fashion. This assumption is often violated: to reduce their risk of replacement, group leaders prevent both group members and soldiers from acting collectively, making it difficult for leaders to make credible commitments to them. Lifting the assumption that groups are unitary shifts the analysis of a wide range of conflict issues. The effects of income shocks and rents on conflict risk become contingent on collective action. Leader decisions regarding collective action explain the forcible recruitment of child soldiers and predation on civilians: leaders who prefer to limit military organization are more likely to pursue these tactics. Leader decisions regarding collective action also introduce an unexplored mechanism by which state capacity is created and a specific reason to regard state capacity as endogenous to conflict risk. The assessment of the anti-money laundering and combating the financing of terrorism (AML/CFT) system of the Union of the Comoros was based on the 2003 Forty Recommendations and the 2001 Nine Special Recommendations developed by the FATF (Financial Action Task Force). Motivations behind the extreme brutality used in many cases of rape in the context of armed conflict in the Democratic Republic of Congo (DRC) remains poorly understood and under-researched. This study has been conducted in partnership with the Non-Governmental Organization (NGO) vivo international, to determine individual motivations, as well as strategic or tactical aspects of sexual violence of different armed groups and their leadership. The following chapter discusses the context, including conceptual background, existing literature on the subject of Sexual and Gender-Based Violence (SGBV), the history of Armed Groups (AG) violence in the affected region, and factors that may have contributed to the current situation, in which rape and other forms of violent sexual behavior seem endemic. The Colombo Municipal Council (CMC), in collaboration with the World Bank, UNDP, UNCHS (HABITAT) and the Western Provincial Council (WPC) in Sri Lanka, launched a project in February 2000 to formulate a comprehensive strategy framework and a perspective plan of action for development of the city. Procurement monitoring is a relatively new field for civic engagement. This paper is a collection of eight selected cases studies which aim to provide examples of practices that have emerged globally in recent years. The objective is not to offer 'blueprints' or ready-made solutions to the challenge of civic monitoring, but rather to highlight some of the broader complexities underpinning the successful development of new approaches. The cases studies are designed to explore how different mechanisms of civic engagement are forged within specific social and political contexts, and, more importantly, how the nature of such engagement changes over time. In particular, the studies focus on understanding the driving forces behind the process as it evolved the impact of the intervention, and the potential for replication at greater scale. While each case study can be viewed as a 'standalone' example, it is also important to emphasize the value of the collection in terms of developing the discussion of common principles of civic engagement in procurement.

This report presents the results of the study on the demobilization and reinsertion of excombatants from illegal armed groups in Colombia. The report describes and analyzes the Colombian case, compares it with international experience, discusses critical issues of the current program, and presents options to improve its design and implementation. The study responds to a request by the Colombian government to conduct an assessment of the previous and current approaches to demobilization and reinsertion in Colombia and, in light of national and international experience, to present options to improve the program. This study relied principally on secondary data and information from existing studies, essays, and press articles produced by government agencies, nongovernmental organizations, United Nations and bilateral agencies, specialized analysts, and media. The analysis also used primary information collected for the study, including: (1) information from interviews with government and non-government sources about the current condition of individuals demobilized during the 1990s; (2) the profiles of a sample of young excombatants (18-26 years old) enrolled in the current reinsertion program in Medellin and Bogota; (3) the assessment of the demobilization and reinsertion experience of the 1990s as viewed by leaders of existing foundations from four of the demobilized groups; and (4) a special work session held with 50 representatives from diverse private-sector associations and businesses. The World Bank has introduced a new Program for Accountability in Nepal (PRAN) to enhance the capacities of civil society and government actors to utilize social accountability approaches and tools. This political economy study seeks to inform the PRAN by identifying the strengths and opportunities as well as risks and obstacles for social accountability initiatives in Nepal. This study considers the effect that judicial and police efficiency exercised on crime in 25 of the 33 political-administrative divisions in Colombia during the period 2000- 2011. Specifically, the study seeks to determine whether the reduction of crime was the result of increases in the cost of crime as a result of the strengthening of the country’s security forces, especially the National Police, or instead was due to the greater efficiency of the penal system resulting from a structural change stemming from Act 906 of 2004. To view this we propose a model of dynamic panel data that not only includes the individual and temporal effects of the variables of interest, but also allows us to understand the inertia in criminal behavior. The results indicate an inverse relationship between the number of crimes and the greater efficiency of the police and judicial action, which is consistent with the evidence reported in other international work. Robustness checks confirmed the validity of the findings.

In this thesis I contribute to the sociological discussion on the impact of geopolitical constellations on the class and cleavage structure of societies. The main concern is to analyse how the capacity of collective social actors to pursue their interests against other antagonistic collective actors can be impeded, or increased, by relations of violence between the state in which they operate and foreign states. This problem is developed in a first step by a review of the sociological literature on the formation of the modern state in Western Europe. A close scrutiny of the explanatory strengths and weaknesses of both the 'society-centred' and the 'state-centred' approaches leads to the conclusion that an adequate analysis of political structural change in Western Europe has to emphasize the dynamic interplay of political, cultural, economic and geopolitical structures of social action. In the two case studies on Austria and Ireland in the 18th century, I discuss the interaction between class, political, regional/colonial, and ideological power groupings and economic, ideological, political and geopolitical interests. I show how the conflict structures of both Austria and Ireland gained momentum due to geopolitical constellations. I analyse how the attempts of the Austrian and the Irish state to establish police forces under their own exclusive control and to maintain public order were related to geopolitics. In order to explain the power capacity of these two states I analyse the effect of geopolitics on the distribution of power within the respective society.

This dissertation is concerned with understanding the dynamics surrounding the usage of Mobile Information and Communication Technologies (MICT) within the context of the police force in the United Kingdom. The opportunities arising from MICT and their rapid uptake have led to a great number of texts studying their impact and effectiveness. However, these studies have a superficial understanding of the context of use of MICT, are mainly concerned with improving the efficiency of one particular police task, and consider little usage of MICT as a technological, organizational or individual failure. Given the pervasive nature of MICT and the strong link that these create between institutions and geographically dispersed individuals, this dissertation argues that there is a need to investigate the process of MICT use as interconnected to the situations of its use. This further requires an appreciation of context not only at the situated level but also at the institutional level. The dissertation argues that such appreciation is afforded by a phenomenological understanding of police work and of MICT use that centers upon the concept of intentionality. The dissertation examines how MICT usage evolves through a number of situations as faced by various police units. The Framework of Virtuality is constructed to delineate the concept of context and is later applied to a qualitative ethnographic case study presented through narratives.
