Este trabalho objetiva avaliar o efeito de um aumento da proporção de alunos beneficiados pelo Programa Bolsa Família nas escolas, sobre o desempenho médio das mesmas. Utilizando dados do Censo Escolar 2008, da Freqüência Escolar dos beneficiários do Programa Bolsa Família de 2008 e da Prova Brasil 2009 este texto procura relacionar o desempenho médio por escola dos alunos de 4ª série com a proporção de alunos participantes do programa. Para avaliar o desempenho das escolas, este trabalho utilizou as notas médias nos exames de Português e Matemática da Prova Brasil, a taxa de aprovação e a taxa de abandono escolar. Os resultados obtidos sugerem que escolas com maior proporção de alunos tratados, em média, possuem menores taxas de abandono e de aprovação. Para os exames de proficiência, os resultados também apontam para uma relação negativa, entretanto há evidências de que escolas que viriam a receber uma quantidade maior de alunos beneficiados pelo PBF já possuíam notas médias nestes exames inferiores àquelas com proporção menor antes da criação do programa. RBV states that resources and capabilities are heterogeneously distributed among firms and are the main drivers of their different performances. When these resources are rare, valuable and difficult to imitate and the firm has a suitable organizational structure for exploiting them, they have the potential to lead the firms to a persistent, above average performance. The aim of this article is to analyze whether the firm’s persistent performance is related to the intangibility or tangibility of their resources. The sample comprises Brazilian public companies listed on the Bovespa Stock Exchange in São Paulo. The statistical technique employed was the dynamic panel data, with estimates obtained by the generalized method of moments. The results show that, in the case of the Brazilian companies under study, the intangibility of resources was not a sustainable competitive advantage because these resources do not persistently contribute to the higher performance of firms. On the other hand, the tangibility of resources played a significant contribution to the persistent performance of firm operating in different industries.

## The Performance of Decentralized School Systems : Evidence from Fe y Alegría in Venezuela

This program evaluation estimates the effects on standardized test scores of graduating from the Fe y Alegría private school system in Venezuela. The authors find an Average Treatment Effect on the order of 0.1 standard deviations (approximately 16 percent of the average score), using a control group of public school students. These effects are significantly larger for households at the bottom of the distribution, and smaller for those at the top. The authors posit that the better performance of the Fe y Alegría system stems from their labor contract flexibility and decentralized administrative structure.

This paper complements the cross-country approach by examining the correlates of growth acceleration in per capita gross domestic product around "significant" public expenditure episodes by reorganizing the data around turning points, or events. The authors define a growth event as an increase in average per capita growth of at least 2 percentage points sustained for 5 years. A fiscal event is an increase in the annual growth rate of primary fiscal expenditure of approximately 1 percentage point sustained for 5 years and not accompanied by an aggravation of the fiscal deficit beyond 2 percent of gross domestic product. These definitions of events are applied to a database of 140 countries (118 developing countries) for 1972-2005. After controlling for the growth-inducing effects of positive terms-of-trade shocks and of trade liberalization reform, probit estimates indicate that a growth event is more likely to occur in a developing country when surrounded by a fiscal event. The authors assess the effects of private capital and independent regulatory agencies on telecommunications performance by using cross-country panel data from 1990 to 2003. In general, they find that having independent regulatory agencies positively affects affordability and labor productivity, but negatively affects quality. Having private capital positively affects access, quality, and labor productivity, but negatively affects affordability. However, reform policies affect industrial and developing countries differently in some cases. The authors also find that governance plays an important role as it affects performance and interacts with reform policies.

Performance benchmarking is a powerful tool to make service providers more accountable, and to measure progress while improving performance. This review examines the introduction of performance benchmarking in over 30 urban water utilities across Bangladesh, India, and Pakistan since 2003, with the support of their respective governments and the Water and Sanitation Program - South Asia. It focuses on the process of building systems for performance measurement, monitoring and analysis, and institutionalizing benchmarking as an integral part of operational practice in utilities and government, to support broader sector reforms. The findings reveal that most utilities are performing poorly, and just how dire the state of service provision really is across the towns and cities of South Asia: 1) no water utility in Bangladesh, India or Pakistan provides its customers with continuous water; the average is five hours a day; 2) water utilities do not serve at least a third of urban residents; 3) high nonrevenue water-frequently estimated above 40 percent-means a large volume of water is being lost through leaks...

Important findings of recent studies based on a macroeconomic perspective include the need to take actions aimed at further increasing the region's integration into the global economy while at the same time deepening Latin America's relatively shallow financial markets. This study complements that body of knowledge by taking an alternative microeconomic, firm-level approach to explain productivity and economic performance. In particular, instead of the usual cross country econometric methodologies used to uncover the determinants of per capita GDP growth, this study focuses on the analysis of the investment climate determinants of productivity and wages at the firm level. The author provides a preliminary benchmarking of infrastructure performance in Lesotho in four major sectors--electricity, water and sanitation, information and communication technology, and road transportation--against the relevant group of comparator countries using a new World Bank international data base with objective and perception-based indicators of infrastructure performance from over 200 countries. The results of the benchmarking are revealing of several major, comparative deficiencies in infrastructure performance in Lesotho: (1) extremely low access to electricity and its affordability; (2) poor coverage, quality, and the cost of local (non-cellular) telephony; and (3) poor quality of roads. Infrastructure service delivery in electricity, telephony, and roads is well below what would be expected, on average, for a country in Lesotho's income group. Recent research studying the link between law, and finance has concentrated on country-level investor protection measures, and focused on differences in legal systems across countries, and legal families. The authors extend this literature, and provide a study of firm-level corporate governance practices across emerging markets, and a greater understanding of the environments under which corporate governance matters more. Their empirical tests show that better corporate governance is highly correlated with better operating performance, and market valuation. More important, the authors provide evidence showing that firm-level corporate governance provisions, matter more in countries with weak legal environments. These results suggest that firms can partially compensate for ineffective laws, and enforcement by establishing good governance, and providing credible investor protection. We present a study of the effects of structural holds and rigidity of a flexible display on touch pointing and dragging performance. We discuss an observational study in which we collected common holds used when pointing on a mock-up paper display. We also measured the force patterns each hold generated within the display surface. We analyzed this data to produce 3 force zones in the display for each of the four most frequently observed holds: the grip zone, rigid zone, and the flexible zone. We report on an empirical evaluation in which we compared the efficiency of pointing and dragging operations between holds, and between structural zones within holds, using a real flexible Lumalive display. ## Layered Index-less Indexed Flash Codes for Improving Average Performance

In the present paper, a modification of the Index-less Indexed Flash Codes (ILIFC) for flash memory storage system is presented. Although the ILIFC proposed by Mahdavifar et al. has excellent worst case performance, the ILIFC can be further improved in terms of the average case performance. The proposed scheme, referred to as the {\em layered ILIFC}, is based on the ILIFC. However, the primary focus of the present study is the average case performance. The main feature of the proposed scheme is the use of the layer-based index coding to represent indices of information bits. The layer index coding promotes the uniform use of cell levels, which leads to better average case performance. The purpose of this article is to explain the relationship between the performance of 103 companies providing of accounting services, in the State of Santa Catarina, and the entrepreneurial competencies of its owners, according to Lenzi approach (2008). The theoretical framework presents the essential themes that are associated with the problematic of the study, namely: entrepreneurial competences and organizational performance. For the analysis of these relationships the approach of this article, of an applied nature, was mainly quantitative.
