O objetivo principal da presente pesquisa foi estimar o valor monetário de visitação do Parque “PHILLIPE WESTIN CABRAL DE VASCONCELOS” e adjacências da ESALQ/ USP localizado no Município de Piracicaba do Estado de São Paulo. Para tanto, foi aplicado o método de valoração contingente, adotando-se o modelo de referendo com distribuição de probabilidade logística. O levantamento de dados foi efetuado no período de agosto a setembro de 2004, realizando-se 207 entrevistas, extraindo-se uma amostra para aproveitamento de 202 observações. O valor médio da disposição a pagar foi estimado em R$ 14,53 por mês. O beneficio econômico total foi estimado em R$ 37.487,40 por mês, considerando o numero total estimado de 2.580 visitantes mensais. Tais valores demonstram o considerável beneficio econômico que os atributos do Parque da ESALQ/ USP geram para toda a população local. Tais resultados podem ser utilizados para auxiliar no planejamento de políticas de visitação ordenada do lugar, além de auxiliar na justificativa do investimento na manutenção e preservação do lugar. Current Brazilian law regarding water fluoridation classification is dichotomous with respect to the risks of and benefits for oral diseases, and fluoride (F) concentrations less than 0.6 or above 0.8 mg F/L are considered outside the normal limits. Thus, the law does not consider that both caries and fluorosis are dependent on the dosage and duration of fluoride exposure because they are both chronic diseases. Therefore, this study evaluated the quality of water fluoridation in Maringá, PR, Brazil, considering a new classification for the concentration of F in water the supply, based on the anticaries benefit and risk of fluorosis (CECOL/USP, 2011). Water samples (n = 325) were collected monthly over one year from 28 distribution water networks: 20 from treatment plants and 8 from artesian wells. F concentrations were determined using a specific ion electrode. The average F concentration was 0.77 mg F/L (ppm F), ranging from 0.44 to 1.22 mg F/L. Considering all of the water samples analyzed, 83.7% of them presented from 0.55 to 0.84 mg F/L, and according to the new classification used, they would provide maximum anticaries benefit with a low risk of fluorosis. Introduction: The Orphan Drug Act encourages drug development for rare conditions. However, some orphan drugs become top sellers for unclear reasons. We sought to evaluate the extent and cost of approved and unapproved uses of orphan drugs with the highest unit sales. Methods We assessed prescription patterns for four top-selling orphan drugs: lidocaine patch (Lidoderm) approved for post-herpetic neuralgia, modafinil (Provigil) approved for narcolepsy, cinacalcet (Sensipar) approved for hypercalcemia of parathyroid carcinoma, and imatinib (Gleevec) approved for chronic myelogenous leukemia and gastrointestinal stromal tumor. We pooled patient-specific diagnosis and prescription data from two large US state pharmaceutical benefit programs for the elderly. We analyzed the number of new and total patients using each drug and patterns of reimbursement for approved and unapproved uses. For lidocaine patch, we subcategorized approved prescriptions into two subtypes of unapproved uses: neuropathic pain, for which some evidence of efficacy exists, and non-neuropathic pain. With its economy disrupted by the global economic crisis, the Serbian government faces tight budget constraints for several years to come. The Government has already responded by freezing wages and pension benefits and making cuts in capital works and other discretionary spending. These measures, while effective in the short term, are not necessarily sustainable over time. This report looks at more fundamental reforms in key public services, in order to identify opportunities for constraining expenditures through improvements in productivity. In 2010, the principal expenditure savings will instead continue to come from short term controls over expenditure aggregates: the freeze on pensions and wages and cuts in discretionary spending and capital works. The impact of the efficiency measures in this report will take more time to materialize. The Government should, nevertheless, make an immediate start. While the fiscal impact of these reforms will be evident over the medium term, their most important impact will be on the quality of public services. The reforms will stand Serbia in good stead even after economic growth resumes.

This report looks at safety nets in the new member states from the perspective of fiscal impact and effectiveness. Given the limited budgets for social assistance, ensuring that resources are spent well, reach those who need them, and optimize welfare gains and labor market outcomes. This also requires attention to the balance between spending on means-tested antipoverty programs and family benefits and social insurance programs. Because of high levels of pension spending and rapidly aging populations, there is a risk that contributory social insurance spending will crowd out spending on social assistance. Managing the long-term fiscal sustainability of these programs to meet emerging needs is a priority. This paper looks at social assistance within the broader context of social protection. This paper describes the role of public transport and the nature and incidence of transport subsidies in Mumbai, India. Mumbai has an extensive rail and bus network, and public transport is used for over 75 percent of all motorized trips in Greater Mumbai. Both rail and bus fares in Mumbai are subsidized: BEST, which operates public buses in Mumbai, is also an electric utility, and subsidizes bus fares from electricity revenues. We analyze the incidence of these subsidies, and their effect on mode choice, using data from a survey of households in Greater Mumbai. In Mumbai, as in many cities, the middle class is more likely to use public transport for travel than the poor. The poor, however, also use public transit, and their expenditure on public transit constitutes, on average, a larger share of their income than it does for the middle class. It is, therefore, the case that the poor benefit from transit subsidies in Mumbai, as well as the middle and upper-middle classes; however, the poorest 27 percent of the population receives only 19 percent of bus subsidies and 15.5 percent of rail subsidies. The rapid economic growth since 2000 has been the main driver of poverty reduction in Romania. However, even under the current positive growth scenario, there are still people who live in poverty, and some who are unlikely to benefit from future growth and thus may continue to be left behind. For these people an effective redistributive social policy and targeted interventions are needed. The purpose of this note is to assist the Ministry of Labor, Family and Equal Opportunities (MLFEO) to analyze and monitor the effectiveness of the main social safety net benefits to fight social exclusion and reduce poverty. To determine the extent to which social transfers offer protection to the poorest groups of the population, the paper uses the last available (2004-2006) rounds of the household budget survey data. The objective of this report is twofold: first, analyze and discuss the linkages between different minimum standards currently used in the Kyrgyz Republic and with the Monthly Benefit for Poor Families (MBPF), and, secondly, to analyze the potential of alternative targeting methods and benefit levels. The analysis in this report mainly draws on data from the Kyrgyz Integrated Household Survey (KIHS) 2010. The report is structured as follows: the next section analyzes and compares different minimum living standards as currently used in the Kyrgyz Republic. Subsequently, we simulate different targeting options using static micro-simulation. Categorical targeting, proxy-means testing and the current means-test given a higher Guaranteed Minimum Income (GMI) are analyzed and eventually compared in terms of cost efficiency. EMBA Project Report; EXECUTIVE SUMMARY: The project was designed to provide an assessment of the best practices used in payroll management by a variety of Navy commands. The project aimed to benchmark the average cost of payroll execution processing at the various Navy commands to determine if Navy Installation Command (NIC) is expending resources effectively. A secondary analysis determined institutional cost-effectiveness and cost-benefits of payroll tracking, reporting, and reconciliation practices with a goal of improving the accuracy of financial reporting. This report provides an assessment of data collected on the best practices and related costs of similar functions performed at a selection of Navy commands. A variety of cost ratios are provided to determine if other Navy commands are providing similar services more effectively and efficiently. The scope of the project was limited to assessment and comparison of US direct hire civilians and related hours consumed by each command to produce a variety of monthly and annual reports that are required from each command, regardless of the echelon or reporting hierarchy of the command. Effectiveness ratings are based on command opinions of the systems used in the production of the monthly and annual reports. The team recognizes the ratings are subjective and is unable to validate the responses. Results of the analysis indicate internally-developed systems are preferred over Navy-provided systems by commands. Internally-developed systems provide better management flexibility and easier report generation than Navy-provided systems. Internally-developed systems are least cost efficient although more effective in areas of reporting and tracking costs. The number of unit identification codes (UICs) managed by a command is a main cost driver in the cost of providing the service. Fewer UICs require less tracking and reporting regardless of the number of full-time equivalent (FTE) reported in each UIC. Switzerland's pension system has attracted considerable attention, mainly due to its reliance on a three-pillar structure. A relatively small pay-as-you-go system (first pillar) is complemented by a mandatory, employer-based, fully funded occupational pension scheme (second pillar). The main goal of this paper is to provide a detailed description and analysis of the Swiss pension system. Particular emphasis is placed on the second pillar and its role in the provision of old age benefits within the Swiss social security system. The paper shows, for example, that a typical individual with an uninterrupted career can expect a net (after-tax) replacement rate of at least 70 percent. Occupational pension plans are highly regulated. Minimum interest rate requirements and minimum conversion rates (at which the accumulated retirement balances are transformed into annuity streams) introduce many elements of defined benefit plans into notionally defined contribution schemes. This report looks at public spending on pensions, education, health, social assistance, labor market programs, and public wages. Presenting the findings of a series of studies and notes compiled sice April 2009, it highlights how reforming such spending, which comprises about one quarter of gross domestic product (GDP), is essential for mitigating the impact of the economic crisis and for transforming Poland from a welfare state to a workfare society in line with Government's Vision 2030. The report has two main messages. First, Poland can take measures to reduce public expenditures on social sectors and public wages by around 2.3 percentage points over the next three years. Second, beyond supporting the fiscal adjustment required in the context of the economic crisis, public expenditure reforms can also help bring about structural changes envisioned as part of the Government's strategy for 2030. This report provides a comprehensive assessment of Poland's social sector and public wage polices and lays out options for reform. The summary report has five parts. The first part lays out the macroeconomic context. It emphasizes that Poland has weathered the global economic crisis remarkably well but that the recovery is likely to be feeble and subject to uncertainty. Throughout the developed and developing world there is growing demand for policies that would facilitate access to jobs by the most vulnerable, improve their earnings, and reduce their dependency on public support. As a result, governments are increasingly focused on removing obstacles faced by employers to create jobs and on instilling incentives for individuals to re-enter the labor market or to move toward more productive employment possibilities. Severance pay a program compensating formal workers for dismissal by employers or with an end-of-service benefit is often blamed for distorting employer hiring and firing decisions. Together with restrictive labor market regulations and other formal labor market features, this program is held responsible for excessive job protection with a negative impact on labor market outcomes, in particular affecting the most vulnerable. Economic development is affected by infrastructure services in both volume and quality terms. However, the quality of infrastructure is relatively difficult to measure and assess. The current paper, using firm-level data collected by a business environment assessment survey in 26 countries in Europe and Central Asia, estimates the marginal impacts on firm costs of infrastructure quality. The results suggest that the reliability or continuity of services is important for business performance. Firm costs significantly increase when electricity outages occur more frequently and the average outage duration becomes longer. Similarly, increased hours of water supply suspensions also reduce firms' competitiveness. In these countries, it is found that the total benefit for the economy from eliminating the existing electricity outages ranges from 0.5 to 6 percent of gross domestic product. O contato com o próprio corpo e com o mundo, experimentado por crianças com mielomeningocele (MM) apresenta características bem diferentes do habitual em decorrência principalmente dos déficits motores e sensitivos e do estigma de sua deficiência física. A resiliência é uma capacidade universal que permite a uma pessoa, grupo ou comunidade prevenir, minimizar ou ajustar-se aos efeitos das adversidades. O objetivo dessa pesquisa foi refletir sobre a resiliência e a imagem corporal de adolescentes e adultos com MM de uma instituição especializada no atendimento da área da deficiência física, Associação Campineira de Recuperação da Criança Paralítica, na cidade de Campinas - SP. A pesquisa foi de natureza qualitativa, descritiva exploratória, incluindo uma pesquisa de campo, na qual se aplicou a Escala de Resiliência adaptada por Pesce e colaboradores (2005). Os escores da escala oscilam de 25 a 175 pontos, com valores altos indicando elevada resiliência. A administração em propriedades rurais é dinâmica, como exemplo, os agricultores tem que desenvolver novas habilidades para ser competitivos. Diante deste cenário onde o agricultor precisa produzir e atender ao mercado consumidor, a compreensão do comportamento do agricultor torna-se relevante. Assim, o objetivo geral deste trabalho é verificar os estilos de tomada de decisão do agricultor e o comportamento ou não empreendedor e relacioná-los com o desempenho econômico da propriedade, no município de Palmeira das Missões/RS. Para tanto foram entrevistados 101 agricultores em todas as localidades do município de forma aleatória, procurando responder os objetivos do trabalho e a realização de análises descritivas e inferenciais como: associações, correlações, modelos lineares generalizados, fatorial e cluster. De forma geral, os agricultores palmeirenses podem ser caracterizados com concentração de homens no meio rural, baixa escolaridade, estrutura fundiária de até 100 ha, atividades principal grãos e bovinocultura de leite e receita bruta mensal média de R$ 40.770,22. The adverse health effects and urban visibility degradation associated with atmospheric carbon particle concentrations suggest that control of this class of air pollutants is desirable, especially in the event of an increase in the usage of diesel vehicles. In this study, procedures for the engineering design of fine carbonaceous particulate matter abatement strategies have been developed and tested in the Los Angeles area. Carbon particle abatement strategies are evaluated based on the results of an emissions to air quality model, the performance of which is verified by comparison to measurements of ambient aerosol concentrations taken in the South Coast Air Basin during 1982. As a result of this research, the long-term average behavior of fine aerosol carbon concentrations has been characterized in the Los Angeles area for the first time. The highest concentrations of fine particulate total carbon were observed in areas of heavy traffic density. The annual average fine total carbon concentration at downtown Los Angeles was 12.2 pg m^-3 during 1982, which constituted 37% of the fine aerosol (particle diameter < 2.1 [mu]m) mass collected at that location.
