Background characterization of assault-related injuries have demonstrated that lifestyle, substance abuse, education, employment, mental illness, and high-risk behavior contribute to low self-esteem in repeat assault victims. Recurrent-assault patients have never been studied with respect to self-esteem. This study evaluated self-esteem and assault-related injury in 28 consecutive male assault patients (11 first-assault and 17 recurrent-assault patients) and 19 controls with no previous assault history. Study participants were administered the Walmyr Assessment Scales Index of Self-Esteem (WASISE) as part of a three-item survey to determine the relationship between self-esteem and assault-related injury. No demographic differences were found between the groups. The mean (+/- standard error) WASISE score for recurrent-assault patients (34.9 +/- 3.4) was significantly higher than mean scores for no-assault and first-time assault-injured patients (14.7 +/- 1.4 and 15.0 +/- 2.3, respectively). The recurrent-assault patients had a lower mean education level than both no-assault and first-time assault-injured patients (2.1 +/- 0.26 and 1.9 +/- 0.57, respectively). Eighteen (2%) first-time assault-injured and 11 (7%) recurrent-assault patients were employed. These data suggest that self-esteem...

Substance use at time of assault is reported by a significant subgroup of rape victims. This study examined: (1) prevalence of assault related marijuana or alcohol use among women seeking post-rape medical care; (2) sensitivity, specificity, positive and negative predictive power associated with reported use at time of assault in association with use in 6 weeks pre-assault, post assault use, and post-assault abuse; and (3) trajectories of use and abuse over time as a function of use in 6 weeks pre-assault/assault time frame use, exposure to brief intervention, and interaction of pre-assault/assault time frame use with intervention. Participants were 268 women seeking post sexual assault medical services completing one or more follow-up assessment at: (1) < 3 months post-assault; (2) 3 to 6 months post-assault; and (3) 6 months or longer post-assault. Use of alcohol or marijuana at time of assault were fairly sensitive or specific indicators respectively, of reported use of specific substance in the 6 weeks preceding assault and use or abuse at follow-up. Growth modeling revealed that use of alcohol or marijuana at the time of the assault or in the 6 weeks prior to assault predicted higher Time 1 follow-up alcohol and marijuana use and abuse. Although there was relatively little change in use or abuse over time...

To inform intervention approaches, the current study examined prevalence and comorbidity of recent use and history of abuse of alcohol, marijuana, and other illicit drugs as well as history of substance treatment among a sample of female victims of sexual assault seeking post-assault medical care. Demographic variables and prior history of assault were also examined to further identify factors relevant to treatment or prevention approaches. Participants were 255 women and adolescent girls seeking post sexual assault medical services who completed an initial follow-up assessment on average within 3 months post-assault. The majority (72.9%) reported recent substance use prior to assault, approximately 40% reported prior substance abuse history, and 12.2% reported prior substance treatment history. Prior history of assault was associated with recent drug use and history of drug abuse as well as substance treatment. Among those with prior histories of substance abuse and assault, assault preceded substance abuse onset in the majority of cases. Almost all those with prior treatment history reported recent drug or alcohol use. A portion of sexual assault survivors seen for acute medical services may benefit from facilitated referral for substance abuse treatment in addition to counseling at the time of screening. Assessment and intervention approaches should target alcohol...

Approved for public release; distribution in unlimited.; Includes suppmentary material; The current notion of seabasing requires that three Battalion Landing Teams (BLT) of a 2025 Joint Expeditionary Brigade (JEB) need to be able to transit from the Sea Base to the objective within a 10 hour period. Of the three BLTs, two of them must be transported by surface craft a distance of no more than 200nm in sea state 4 or less. The two surface bound BLTs need to be loaded onto the transporting craft and delivered to shore, whether it is a port facility or austere beachhead. There is no current or future system of connectors to meet all the time-distance, sea state, and interface flexibility requirements for this aspect of seabasing. To meet these requirements a High Speed Assault Connector (HSAC) is needed which either augments current or replaces existing connector platforms to deliver and support the required forces ashore. The Joint ACCESS is a HSAC that brings the necessary speed, payload capacity, interface capability, and mission flexibility needed to fill the Sea Base to shore transportation gap. With a maximum speed of 43kts and payload capacity of 800LT, 12 Joint ACCESS trimarans can transit 200nm and fully offload in 7 hours. Its beachable design uses a floating bow ramp to reach out to austere beaches...

Within the UK, the complainants of rape and sexual assault are typically referred to regional sexual assault referral centres (SARCs) where their medical and psychological needs are addressed and, if they consent, a forensic medical examination will be conducted, usually by a forensic physician. In the USA, this service is typically nurse-led. Objectives: To compare the reliability and efficacy of Sexual Assault Nurse Examiners (SANEs)/Forensic Nurse Examiners (FNEs) with that of non-SANE health professionals in the conduct of the forensic medical examination and the collection of forensic evidence (rape kit) from the complainants of rape and sexual assault. The following outcomes are used to quantify the efficacy of the SANEs: complainant quality of life, conviction and prosecution rates, complainant mortality within 30 days, time from complaint to examination, provision of STI, pregnancy and HIV prophylaxis, collection and documentation of rape kits and forensic examination, number of rape kits admissible as evidence, and the average cost per case.

Approved for public release; distribution is unlimited; Acquisition streamlining is enjoying increased attention since procurement of weapon systems has become more complex and lengthy from identification of a Mission Need Statement (MNS) to deployment of the system. Streamlining is required by directives governing the acquisition process for the Department of Defense, yet procurement remains quite cumbersome in execution. This thesis goes beyond streamlining the acquisition cycle and provides methods of accelerating the procurement process within current laws and directives. Using the Marine Corps' Advanced Amphibious Assault Vehicle Program as an example, the researcher discovered that strategies exist which can specifically be tailored to accelerate procurement of the AAAV without adding prohibitive program risk. To implement these methods tailoring of the acquisition cycle to specifically fit the unique characteristics of the AAAV is required. While there is no prohibition against tailoring the acquisition cycle to specific programs, the Department of Defense tends to be very risk averse with respect to acquisition of weapon systems. The AAAV represents a weapon system that is uniquely poised for acceleration of the acquisition cycle through tailoring. Recognition by DOD that there is a legitimate need for accelerating procurement of the AAAV...

Approved for public release; distribution is unlimited; The President of the United States issued a call to action in 2010 for more emphasis on eradicating sexual assault on college campuses and in the U.S. military. As college and military leaders seek improvements in prevention, reporting, and response they must enhance training and raise awareness through their Sexual Assault Prevention and Response (SAPR) programs. This thesis analyzed 16 SAPR program websites from selected universities, non-profit organizations and the Department of Defense (DOD) to identify best practices and provide recommendations for restructuring the Navy (N17) SAPR website. Specifically, a website analytic metric was developed and used to evaluate each of the 16 selected websites on six different dimensions: access, navigation, content, visual design, interaction, and credibility. For each dimension, best practices for SAPR program websites were identified across the university, non-profit, and DOD organizations. Additionally, common themes were organized for comparison to the Navy (N17) SAPR website. Results show that although N17’s attempts at providing resources in combating sexual assault are commendable, when compared to best practice websites the U.S.Navy's (N17) SAPR website lacked many characteristics that would make it most effective. Particularly...

Approved for public release; distribution in unlimited.; Approved for public release; distribution in unlimited.; This thesis discusses risk in Department of Defense (DoD) weapon systems acquisition. It uses the Marine Corps' Advanced Amphibious Assault Vehicle (AAAV) as a case study in risk management strategy and techniques. The AAAV will provide the Marine Corps with a fast deploying, over-the-horizon, waterborne insertion capability. The AAAV's improvements over the currently fielded Amphibious Assault Vehicle (AAV) will provide Marines with a highly survivable and lethal weapon system ashore. Risk is the possibility of damage, inj ury or loss. The severity of a risk is determined by a combination of both the probability of an unfavorable event occurring and the severity of the event's occurrence. Risks are present in virtually all DoD developmental programs. Programs suffer from risks in technical challenges, unstable system requirements, missing schedule milestones, unpredictable funding and cost overruns. The DoD currently uses techniques to mitigate risks inherent in advanced system development. This thesis analyzes the AAAV's Program Definition and Risk Reduction (PDRR) acquisition phase risk management strategy. The thesis concludes by drawing from the lessons learned in the AAAV program during PDRR and analyzing the application of the lessons learned during the AAAV's cu rrent acquisition phase...

Approved for public release, distribution is unlimited; This thesis examined the application of Reliability Centered Maintenance (RCM) in the acquisition of the Marine Corps' Advanced Amphibious Assault Vehicle (AAAV). RCM is referred to throughout various service and DoD wide references, but in the absence of specific guidance on how to apply RCM to an acquisition, the AAAV program provided a unique opportunity to analyze key decisions and results. The research included an examination of the RCM process to include RCM training provided on site at the AAAV program, a review of pertinent program documents, interviews with program representatives, and an analysis of the critical decision to utilize the RCM process. The key findings of the research effort concluded that when RCM is applied to an acquisition with program commitment, the program will gain a greater, more focused understanding of the system and subsystems, than with the traditional Failure Modes and Effects Analysis (FMEA) and Failure Modes, Effects and Criticality Analysis (FMECA). AAAV also demonstrated that RCM benefits were broad and not limited to just maintenance analysis and that these benefits could be gained at any stage of the acquisition. This thesis concludes by recommending that the acquisition community recognize the benefits and institutionalize RCM into the acquisition process.; Captain...

This thesis conducts an analysis of Amphibious Assault ships consumable ship's OPTAR disbursements for the period of 1 July 2007 to 30 April 2008. Regression analysis was used to test for a statistical relationship among total monthly disbursements by Federal Supply Group (FSG) code and various demographic information, monthly maintenance (MFOM) and training figure of merit (TFOM) scores. Monthly disbursements were aggregated by total monthly FSG investment for each ship in each month. Demographic information includes ship's homeport, Class, Fleet Response Plan (FRP) employment, age, inspection cycle and maintenance cycle. The thesis also analyzed past obligation data (by Julian dated document number) for the period of 01 October 2005 through April 2006 which included the same demographic information previously described. This portion of the analysis determined no quarterly spending cycles, but did identify large spikes in obligations at the end of each fiscal year, an expected result. Results of the analyses are that the regression analyses do not indicate a strong statistical relationship between monthly disbursements (by FSG) and demographic or figure of merit scores. Recommendation for further study include analysis of the distribution of available funds and what was purchased and analysis of ship's unfunded and phased replacement listing and end of year obligations.; US Navy (USN) author.

Little is known about the climate of the scientific fieldwork setting as it relates to gendered experiences, sexual harassment, and sexual assault. We conducted an internet-based survey of field scientists (N = 666) to characterize these experiences. Codes of conduct and sexual harassment policies were not regularly encountered by respondents, while harassment and assault were commonly experienced by respondents during trainee career stages. Women trainees were the primary targets; their perpetrators were predominantly senior to them professionally within the research team. Male trainees were more often targeted by their peers at the research site. Few respondents were aware of mechanisms to report incidents; most who did report were unsatisfied with the outcome. These findings suggest that policies emphasizing safety, inclusivity, and collegiality have the potential to improve field experiences of a diversity of researchers, especially during early career stages. These include better awareness of mechanisms for direct and oblique reporting of harassment and assault and, the implementation of productive response mechanisms when such behaviors are reported. Principal investigators are particularly well positioned to influence workplace culture at their field sites.

Executive Summary As a longtime supporter of domestic violence and sexual assault service providers in North Carolina, the Z. Smith Reynolds Foundation (ZSR) has worked to strengthen the field’s provision of services, its operational capacity, its identification of sustainable funding sources, its articulation of policy priorities, and the development of outcomes assessment tools. With regard to the latter, ZSR has devoted specific attention to the development of data-driven strategies to reduce rates of domestic violence and sexual assault. This project analyzes the development of a new statewide data collection tool for victims of domestic violence and sexual assault in North Carolina. Given that the utilization of domestic violence and sexual assault services is growing annually, the development of a tool to effectively track service outcomes is timely and relevant. A data collection tool has both short-term and long-term benefits. In the short-term, it has the potential to dramatically ease the reporting process for agencies, while also synchronizing what gets reported. Better reporting mechanisms also increase opportunities for funding and strengthen an agency’s ability to advocate for more resources to support their services. ZSR’s particular focus is on the tool’s long-term benefit of providing North Carolina with a set of aggregate...

Tammy Anderson; Nightclubs provide entertainment for many young adults including DJ???s, club promoters, dancers, and music enthusiasts. Hip Hop and Electronic Dance Music have emerged as popular scenes within the nightclub industry to cater to many diverse people. However, there are risks involving physical and verbal assault, some of which having to do with cultural diversity and race. Existing research from Contact Theory claims that to ensure positive inter-racial experiences, contacts or interactions should not be competitive, should be sustained rather than episodic, and the setting in which they occur should confer equal status to all. Our analysis reveals support for this claim. We examined the role of race in physical and verbal assaults using interviews with 51 participants who frequently attend nightclubs in Philadelphia, Pennsylvania. Our analysis shows that violence, both inter-racial and intra-racial, is complicated by racial makeup, gender relations and masculinity, and the particular atmosphere of a nightclub. Almost all verbal and physical assaults included male victims and offenders. The results also show that physical assaults were most common within the same race (intra-racial), particularly at ???Asian Only??? events. Inter-racial physical assaults between two or more different races most often occurred at clubs where the majority of the attendees were from a particular race and the victim was an ???outsider.??? Verbal assaults were most commonly an inter-racial offense and generally included racial slurs and ???you don???t belong here??? attitudes. The results show that nightclub events with a dominating racial group create major risks of physical and verbal assaults to club-goers. Additionally...

The objective of this study was to explore and describe the experiences of health care providers managing sexual assault victims in the emergency unit of a community hospital in the Nkangala district in the Mpumalanga Province. A qualitative, phenomenological design was applied. Purposeful sampling was used to select participants from health care providers who were working in the emergency unit and had managed more than four sexual assault victims. Data were collected by means of individual interviews and analysed according to the Tesch method of data analysis by the researcher and the independent co-coder. Main categories, subcategories and themes were identified. Participants expressed their emotions, challenges and police attitudes and behaviours as well as inconsistencies in guidelines and needs identification. It was recommended that members of the multidisciplinary team engage in community activities and that the community participate in matters pertaining to sexual assault. Government should develop clear guidelines that are applicable to rural and urban South Africa. Health care sciences should aim to train more forensic nurses. All relevant departments should work together to alleviate the complications caused by sexual assault incidents.
