Information Systems Security is a relevant factor for present organizations. Among the security measures, policies assume a central role in literature. However, there is a reduced number of empirical studies about the adoption of information systems security policies. This paper contributes to mitigate this flaw by presenting the results of a survey in the adoption of Information System Security Policies in Local Public Administration in Portugal. The results are discussed in light of literature and future works are identified with the aim of enabling the adoption of security policies in Public Administration.

Information Systems Security (ISS) is a critical issue for a wide range of organizations. This paper focuses on organizations belonging to a particular sector, namely Local Public Administration, where public and personal information must be protected by those in charge, and where there must be a concern to view security as a priority. There are several measures which can be implemented in order to ensure the effective protection of information assets, among which stands out the adoption of ISS policies. A recent census concluded that among the 308 Town Councils in Portugal, only 38 indicated to have an ISS policy. The conclusion drawn from that study was that the adoption of ISS policies has not become a reality yet. As an attempt to mitigate this fact, an academic-practitioner collaboration effort was established regarding the implementation of ISS policies in three Town Councils. These interventions were conceived as Action Research projects. This article aims to constitute an empirical study on the applicability of the Action Research method in information systems, more specifically through the implementation of an ISS policy in Town Councils where previous attempts to adopt a policy have failed. The research question we intend to answer is to what extent this research method is adequate to reach the proposed goal. Information systems security policies are pointed out in literature as one of the main controls to be applied by organizations for protecting their information systems. Despite this, it has been observed that, in several sectors of activity, the number of organizations having adopted that control is low. This study aimed to identify the factors which condition the adoption of information systems security policies by organizations. Methodologically, the study involved interviewing the officials in charge of information systems in 44 Town Councils in Portugal. The factors facilitating and inhibiting the adoption of information systems security policies are presented and discussed. Based on these factors, a set of recommendations to enhance the adoption of information systems security policies is proposed. The study used Institutional Theory as a theoretical framework.

Este artigo relata pesquisa que analisou os principais fatores que afetam a adoção da inovação tecnológica em sistemas de informações na área de saúde e os reflexos dessa adoção para os indivíduos, profissionais e grupos sociais envolvidos com a inovação. Na pesquisa realizada, foi estudada a adoção do prontuário médico eletrônico em uma instituição de saúde envolvendo usuários médicos, profissionais de enfermagem e pessoal administrativo. Os dados coletados foram apurados via análise de regressão linear múltipla e modelagem de equações estruturais. Com este estudo, identificaram-se fatores que contribuem para a adoção de uma Inovação Tecnológica (Sistemas de Informação) na área de Saúde e como os vários grupos internos atuam na adoção (e uso) ou rejeição de uma inovação tecnológica. Estudaram-se o Prontuário Eletrônico em um Pronto-Socorro Infantil e um Sistema de Apoio ao Ensino pela WEB em uma Faculdade de Medicina. Foram realizadas duas pesquisas de campo de caráter qualitativo, adotando-se técnica de natureza exploratória, por meio de entrevistas em profundidade com os principais gestores e usuários-chave que influenciam a adoção da inovação. As mudanças na sociedade, após o advento das Tecnologias de Informação e Comunicação (TICs), são objeto de estudo em diversas áreas. Sob o ponto de vista das organizações, essas tecnologias possuem um importante papel para as empresas que buscam se manter competitivas em um mercado globalizado. Após revisão do problema apontado pelo paradoxo da produtividade, este estudo buscou avaliar os padrões de adoção de TICs nas empresas brasileiras e fornecer informações sobre como gastos feitos em tecnologias podem ser importantes para as empresas alcançarem alterações significativas em suas medidas de desempenho. A concepção das variáveis remete à utilização de cálculo de uma proxy para gasto em TI; à aplicação da Teoria de Resposta ao Item não paramétrica (TRIN) no questionário de uma pesquisa; e à elaboração de uma metodologia para categorizar uma questão aberta. A partir de uma análise de agrupamentos, foi possível a criação de grupos de empresas de comportamento semelhante. A survey instrument was developed based on a model of the substantive factors influencing the adoption of Information Technology (IT) enabled innovations by physicians. The survey was given to all faculty and residents in a Primary Care teaching institution. Computerized literature searching was the IT innovation studied. The results support the role of the perceived ease of use and the perceived usefulness of an innovation as well as the intent to use an innovation as factors important for implementation. The model and survey instruments developed show significant potential to enhance our understanding of the process of implementing IT innovations such that Physicians will adopt them.

The healthcare industry is expanding swiftly and total healthcare expenditures are expected to reach 18% of GDP by 2008. However there exist steep variances in quality of care and high incidences of medical error. This has given impetus to efforts at progressively evolving the healthcare delivery system. The role of information technology (IT) is seen as being central to cost reduction and quality improvement of healthcare delivery. Furthermore, efficiency gains will realize approximately 20% in cost reductions. However, there are significant challenges associated with widespread adoption of IT by healthcare providers. Despite the existence of vendor and technology maturity, implementation rates for clinical patient record systems were only 35% in 2006. This study addresses the problem of low IT adoption in hospitals through a three pronged analysis methodology. A Clockspeed analysis has revealed a dichotomy between the maturity levels of technology and vendors on the one hand and delivery processes on the other. This has resulted in lower business value being realized from IT investments by healthcare providers.; (cont.) To address the concern of low business value realization from IT investments, a workflow and Social Networking Analysis was conducted on the surgery patient flow process of a prominent Boston area hospital. The purpose of this sourcebook is to pull together into a single document a collection of common sense tips and recommendations based on actual practices and experience around the world. The sourcebook aims first and foremost to help strengthen Monitoring and Evaluation (M&E) capacity at the national and sub-national levels, and to ensure a consistency of approach and methodology so that, at the global level, sufficient reliable and timely information can be accessed from the different countries and used to make cross-country comparisons and to calculate development indicators at the global level. The sourcebook is specifically targeted towards countries where conditions are less-than-ideal, particularly with respect to the availability of relevant information. The sourcebook also shows how a service delivery approach can be used to select indicators which can generate useful, easy-to-measure early outcome measures. It suggests that greater use be made of qualitative indicators, such as access, use and satisfaction. The sourcebook devotes considerable attention to the need for a strong statistical infrastructure and reviews the range of different statistical instruments available.

Information and Communication Technologies (ICTs) have become an everyday part of life. Communication networks within Australia link financial, educational, government and non-government services to Australian households. Both the 2001 and 2006 Australian Census data demonstrate that Indigenous Australians are 69% less likely to access the Internet at home than the rest of the Australian population. This study examines the factors affecting the adoption of Information and Communication Technologies in Australian Indigenous households and provides a plausible explanation as to why this gap exists. This study uses a multiple case study approach and draws on the Glaserian Grounded Theory Methodology to examine Indigenous household ICT adoption in a rural Indigenous community, an urban Indigenous community and a remote Indigenous community, to identify differences and commonalities of ICT adoption and non-adoption in diverse cultural and geographical locations across Australia. The theoretical lens draws on Pierre Bourdieu's theory of habitus to develop a practice perspective of household ICT adoption established through the habitus concepts of structures and agency or society and individual. The research establishes the existence of the Indigenous substantive field and postulates that new practices are formed with the intersection of the Indigenous field and external fields. Through the development of substantive fields this thesis develops a theoretical framework of Indigenous household ICT adoption. This dissertation traces the history of shipboard command and control systems in the United States Navy from 1899, when the service first conducted experiments with wireless telegraphy, through World War II, the conflict which witnessed the birth of the modern shipboard information processing facility. It argues that early-to-mid twentieth century naval officers' development and employment of increasingly sophisticated shipboard command and control systems fundamentally altered the human experience of warfare at sea. Based predominately on archival research, Managing a Sea of Information follows a narrative format. It begins by examining the United States Navy's adoption of radio and challenges the notion that a conservative officer corps failed to appreciate the potential advantages of this new communications technology. The bulk of the study explores the Navy' s development of shipboard command and control systems from World War I through the beginning of World War II, focusing particularly on the efforts of operational commanders to maximize their capabilities through the adoption of devices, methods, and procedures for the collection, processing, and dissemination of information. peer-reviewed; This paper provides an in-depth analysis of the technological and social factors that led to the successful adoption of groupware by a virtual team in a educational setting. Drawing on a theoretical framework based on the concept of technological frames, we conducted an action research study to analyse the chronological sequence of events in groupware adoption. We argue that groupware adoption can be conceptualised as a three-step process of expanding and aligning individual technological frames towards groupware. The first step comprises activities that bring knowledge of new technological opportunities to the participants. The second step involves facilitating the participants to articulate and evaluate their work practices and their use of technology. The third and final step deals with the participants' commitment to, and practical enactment of, groupware technology. The alignment of individual technological frames requires the articulation and re-evaluation of experience with collaborative practice and with the use of technology. One of the key findings is that this activity cannot take place at the outset of groupware adoption.

There are several Information Security measures recommended by international standards and literature, but the adoption by the organizations should be designated by specific needs identified by Information Security Governance structure of each organization, although it may be influenced by forces of the institutional environment in which organizations are inserted. In public research institutes, measures may be adopted as a result of pressure from Government and other agencies that regulate their activities, or by the influence of Information Security professionals, or simply adopting the same measures of leading organizations in the organizational field. A presente pesquisa teve como objetivo avaliar em que nível as informações contábeis divulgadas nos mercados: brasileiro e norte-americano atendem aos requisitos da adoção inicial das IFRS - International Financial Reporting Standards. A adoção das IFRS por companhias abertas brasileiras nas suas demonstrações contábeis consolidadas foi exigida pela Comissão de Valores Mobiliários (CVM) na Instrução CVM 457/07. Por meio de uma pesquisa descritiva quanto aos seus objetivos e utilizando-se dos procedimentos técnicos de pesquisa documental e de análise de conteúdo clássica, foram analisadas as demonstrações contábeis elaboradas para o ano de 2008 de acordo com os US GAAPs e os BR GAAPs de 20 empresas brasileiras listadas simultaneamente na Bolsa de Valores de Nova York (NYSE) e na Bolsa de Valores de São Paulo (BOVESPA) e calculou-se o índice de disclosure proposto na pesquisa de Lopes e Rodrigues (2007). A pesquisa apontou para índices de disclosure calculados para o Form 20F maiores do que aqueles calculados para as Demonstrações Financeiras Padrão (DFP), confirmando um nível de convergência maior entre US GAAP e IFRS e sugerindo que, em função da adoção das IFRS as demonstrações contábeis em BR GAAP tendem a se modificar substancialmente aumentando o nível de divulgação. Studies evaluating the impact of information technology (IT) on organizational performance have received a lot of attention in the last few years. However, almost all have only studied large companies. As IT acquisition has become cheaper, its popularization has grown faster, enabling small and medium-sized enterprise (SME) to adopt IT in their business. In this study, we examined 123 SMEs with a view to analyzing the relationship between IT adoption and its impact on perceived organizational performance. We found that both external pressures and organizational readiness are the main enablers of IT adoption in the small companies investigated. Internal needs are the most influential adoption factor, determining perceived organizational performance. We also found that companies that have planned their IT investments consistently had better perceived performance than the others - especially with regard to cost reduction benefits. This thesis applies contributions from the social sciences to the study of power to examine how and why organisations adopt information systems. Its main concern is the set of events, actions and factors that induce an information system to become routinised in the organisational life; that is how information systems become institutionalised. I argue that the actions and events that lead to the adoption and subsequent institutionalisation of an information system are politically motivated and facilitated by power relations because information systems are chiefly instruments used by organisational actors to achieve their goals. To develop the argument I have adapted and interpreted a model rooted in social and organisational sciences. This model is used as a theoretical framework for the collection and analysis of data of two case studies. the first case centres on the collapse of the London Ambulance Service in 1992. The second and major case study focuses on a research centre in Latin America. This case study accounts for the adoption and institutionalisation of three information systems in that organisation. The application of the theoretical framework constitute a contribution in researching power and politics of information systems because it illustrates how to link data to the theory.
