Modern schools are complex organizations, tasked with wide-ranging responsibilities. Too frequently, schools have few tools and limited support to carry out those responsibilities. Much attention has been paid to instructional improvement in schools, but there has been less focus on improving administrative processes that consume substantial time and have an underestimated impact on whether students graduate from high school. In New York City, these tasks include programming students for the courses they need to graduate and registering them for required Regents exams. New Visions for Public Schools, the non-profit based in New York City where I did my residency, is a support organization for a network of 80 New York City public high schools. For the past two years, New Visions has been developing tools and resources to help schools carry out core administrative tasks. While these tasks sound straightforward, schools regularly miss routine opportunities. The accumulation of missed opportunities over the course of a student’s high school career can be the difference between graduating and dropping out. The amount of available water has been constant for millennia, but over time the planet has added 6 billion people. Water is essential to human life and enterprise, and the increasing strains on available water resources threaten the mission of institutions dedicated to economic development. The ultimate goal is to achieve a sustainable balance between the resources available and the societal requirement for water. In this evaluation the Independent Evaluation Group (IEG) examines all the water-related projects financed by the World Bank between fiscal 1997 and the end of calendar 2007. Bank activities related to water are large, growing, and integrated. They include water resources management, water supply and sanitation, and activities related to agricultural water, industrial water, energy generation, and water in the environment. Through both lending and grants, the World Bank (the International Development Association and the International Bank for Reconstruction and Development, or IBRD) has supported countries in many water-related sectors. The World Bank support for public sector reform has grown notably in recent years. To address the questions of what is working and why in this area, the Independent Evaluation Group (IEG) has examined Bank lending and other support for public sector reform in four areas: public financial management, administrative and civil service, revenue administration, and anticorruption and transparency. A majority of countries that borrowed to support public sector reform improved their performance in some dimensions, but there were shortcomings in important aspects. Middle-income borrowers saw improvements in their public sector quality more frequently than low-income borrowers, even though the low-income group usually had greater needs for public sector improvement. Performance usually improved for public financial management, tax administration, and transparency, but not for civil service. Direct measures to reduce corruption, such as anticorruption laws and commissions, rarely succeeded, as they often lacked the necessary support from political elites and the judicial system.

An Evaluation of Bank Support for Decentralization in Client Countries

Developing countries have decentralized functions and responsibilities for service delivery to lower levels of government at an increasing pace in recent years. The main reasons for such reforms are often political, but governments adopt them also as a way to improve service delivery and local governance. Typically, after the political decision is made, a country will turn to its development partners including the World Bank for support in implementing the new policies and achieving their development objectives. Independent Evaluation Group (IEG) assessed the effectiveness of Bank support for decentralization between FY90 and FY07 in 20 countries, seeking to inform the design and implementation of future support. Given the difficulties of measuring the results of decentralization, the evaluation used intermediate outcome indicators such as strengthened legal and regulatory frameworks for intergovernmental relations, improved administrative capacity, and increased accountability of sub-national governments and functionaries to higher levels of government and to local citizens to assess the results of Bank support in these 20 cases. Most countries in the world aspire to protect poorest and most vulnerable families from destitution and thus provide some type of income support to those who are very poor. These programs are often layered into social policy along with other transfers, subsidies, or services. The way to best provide such last-resort income support (LRIS) and its role in wider social policy is a matter of some complexity, much experimentation, and much study. In Eastern Europe and Central Asia, 28 of 30 countries operate LRIS programs. This study examines the experience of LRIS programs in Eastern Europe and Central Asia. Approved for public release; distribution is unlimited.; Marine Administrative Message 441/99 directed that Marine Corps administration be consolidated above the battalion level. Secondly, Marine Administrative Message 027/04 directed that over 1,300 Marine Corps billets be civilianized. To embrace both of these directives, this thesis has attempted to describe the consolidation of administrative functions within U.S. Marine Forces, Pacific to the installation level and the civilianization all non-inherentlygovernmental structure. The active duty manpower savings would total 120 marines while actually decreasing the cost of the activity of conducting administration for Oahu-based units by $1 .3 million. It is necessary to consolidate if all 120 billets are to be civilianized. If consolidation does not occur, then the Marine Corps administrator billets within the deploying units will remain inherently-governmental and unavailable for conversion. It is only through the centralizing of non-military tasks that civilianization can be optimized. A deployable cell concept is described to support the 14 deploying units from Oahu. This concept will have to dovetail with future technologies to successfully deploy over-the-horizon administrative support.

Approved for public release, distribution is unlimited; This thesis addresses the application of integrated logistic support (ILS) principles to Navy medical material programs, describes some of the factors affecting cost and organizational relationships, presents a survey of audit reports and interviews with medical material managers, and makes recommendation for improving the management and maintenance support of medical material and equipment. Conclusions indicate that ILS is both highly essential and viable. The author contends that the employment of matrix project techniques, an adequate management information system, and an administrative support organization coupled with the ILS system advocated by the Department of Defense (DOD) and Department of the Navy (DON) will improvement the management and maintenance support of medical material and equipment programs.

Approved for public release; distribution is unlimited; The goal of this thesis is to examine the negotiation/conflict environment and develop some proposed effects that Negotiation Support Systems (NSS) have on the socio-emotional climate. This introduction of NSS into the negotiation cycle is expected to change the way in which bargaining parties interact. Normative and socio-emotional biases, while not completely eliminated, may be controlled and limited to a degree. This study suggests that shared use of NSS during negotiations helps users by structuring the session to better refine the party's objectives and tactfully convey them to the other party. Additionally, through better appreciation of the strengths and weaknesses of the other party's position and arguments, interest differentials may be identified more quickly and thus negotiations may move towards a more integrative solution. The fiscally constrained operating environment facing DOD has required all organizations to search for more effective ways to operate. This study suggests that there are economies of scale associated with centralized facility support organizations that would enable both NPS and DLI to attain cost savings under a consolidated facility support structure. The study analyzes the differential costs to service DLI and remaining portions of Fort Ord using an expanded NPS Public Works organization versus a separate and autonomous Army facility support organization. Approved for public release; distribution is unlimited.; During the mid 1980s, Navy medicine was under constant criticism by its users, and members of Congress. Between FY85 and FY88, the number of outpatient visits decline 21 percent within Navy Medical Treatment Facilities (MTFs), while CHAMPUS outpatient visits increased 78 percent. During this same period, fleet operational assignments tripled and other programs were implemented that reduced Navy's ability to provide patient care in the U.S. In addition, between fiscal years 1980 through 1988, physician retention rates within Navy declined to 43 percent, lower than the rates for Army and Air Force. According to the GAO, one of the chief complaints of all military physicians is inadequate levels of administrative/clerical support. Thus, it has become increasingly important that Navy manpower requirements be determined with increased accuracy to maximize MTF productivity. This study uses regression analysis to evaluate the functional relationship between administrative staff mix and physician productivity across similar hospitals, focusing on workcenters in the primary care areas, where the need is greatest. Ease of use, rapid learning and the ability to retain complex task sequences and operations are some of the advantages attributed to this type of interface. When properly implemented the GUI can provide a natural interaction between the user and the computer. Initial acceptance and continued use of any program can be greatly enhanced by proper design of this interface. It is expected that this trend toward visual representation of a task's objects and actions will be more fully developed and expanded in future years. This thesis explored the principles of interface design with particular attention given to the specific characteristics associated with GUI design. This thesis is focused on the internal sustainment of ARSOF during contingency operations. The objective of this thesis is to conduct a comparative analysis of three alternative ARSOF support command and control structures to the support structure for the infantry division (light) to determine if the current ARSOF support command and control structure can be improved. The three ARSOF alternatives are: (1) the current ARSOF support organization, (2) the proposal by the U.S. Army Special Warfare Center and School and the U.S. Army Infantry Center to create a special operations support unit and a ranger support battalion, and (3) the author's proposal to create a special operations support command (SOSCOM). The present report on the Administrative and Regulatory Barriers to Business is part of an ongoing World Bank analytical and advisory support to the Government of Bulgaria in the area of regulatory reform. Lao PDR is at a point on its development trajectory where strategic attention to administrative performance is crucial. An efficient and high-performing civil service, with the compensation and human resource management systems to attract and motivate qualified personnel, will be essential to Lao PDR's development efforts. The ministerial-level Public Administration and Civil Service Authority (PACSA) is currently spearheading the drafting of a comprehensive new civil service management strategy that will be implemented over the period 2010-2020, with a number of important reforms to strengthen the civil service anticipated to take place within the next five years. Key objectives include improvements in human resource policies and planning, salary reform, and enhanced performance management. In order to present as comprehensive a picture as possible of the Lao civil service pay and compensation system, and its strengths and challenges, this report comprises four chapters. The first characterizes the Lao civil service in perspective. The second examines how civil servants are compensated. The third assesses whether they are compensated adequately. The fourth summarizes civil servants own characterization of their incentives in both compensation- and non-compensation-related terms. A brief conclusion points to a set of principles for civil service reform and outlines three sequenced steps toward achieving a more rational civil service pay and grading system.

Disputes between citizens or businesses and the State about respective rights and duties are at the core of administrative law. The ability for citizens and businesses to hold Government accountable for acting within the rule of law is a key element of good governance. It provides legal certainty and guarantees predictable and rule-based implementation of legal and regulatory frameworks across different sectors. It also provides Government with effective mechanisms to enforce these frameworks. An effective administrative justice system is therefore a crucial element to make sure all players follow the rules of the game. As such, it is an important aspect of a sound investment climate. The proliferation of online education programs creates a myriad of challenges for those charged with implementation and delivery of these programs. Although creating and sustaining quality education is a shared responsibility of faculty, staff, and academic leaders, this article focuses on the pivotal role of leadership in securing the necessary resources, developing the organizational structures, and influencing organizational culture. The vital foundation for a successful outcome when implementing online education programs is the role of leadership in providing adequate and appropriate support. Abundant literature extols the roles of leadership in project management; however, there is a dearth of models or systematic methods for leaders to follow regarding how to implement and sustain online programs. Research conducted by the authors culminated in the development of an Administrative Support Matrix, thus addressing the current gap in the literature.
