A presente pesquisa consiste em uma análise do edifício administrativo da Escola de Engenharia de São Carlos pertencente à Universidade de São Paulo, do ponto de vista de conforto térmico e iluminação natural. O processo de investigação se dá em algumas etapas: análise projetual enfatizando os aspectos relativos ao conforto ambiental (microclima, partidos arquitetônicos, implantação, materiais, técnicas construtivas, aberturas, envidraçamentos, diagramas e esquemas de estudo); aplicação de questionários aos usuários; e medições in loco de níveis de iluminação e de variáveis ambientais de conforto térmico. Methane and Nitrous Oxide Emissions from Livestock Agriculture in 16 Local Administrative Districts of Korea

This study was conducted to evaluate methane (CH4) and nitrous oxide (N2O) emissions from livestock agriculture in 16 local administrative districts of Korea from 1990 to 2030. National Inventory Report used 3 yr averaged livestock population but this study used 1 yr livestock population to find yearly emission fluctuations. Extrapolation of the livestock population from 1990 to 2009 was used to forecast future livestock population from 2010 to 2030. Past (yr 1990 to 2009) and forecasted (yr 2010 to 2030) averaged enteric CH4 emissions and CH4 and N2O emissions from manure treatment were estimated. In the section of enteric fermentation, forecasted average CH4 emissions from 16 local administrative districts were estimated to increase by 4%–114% compared to that of the past except for Daejeon (−63%), Seoul (−36%) and Gyeonggi (−7%). As for manure treatment, forecasted average CH4 emissions from the 16 local administrative districts were estimated to increase by 3%–124% compared to past average except for Daejeon (−77%), Busan (−60%), Gwangju (−48%) and Seoul (−8%). This study considers key aspects of administrative performance in three areas related to policy, people, and systems. First, in the field of policy, the study addresses issues of performance management, strategic planning and policy coordination and formulation. Second, as regards people, the study reviews human resource management practices such as recruitment and career management, incentive systems and politico-administrative relations with the aim of assessing the extent to which public administrations in the EU8 can attract and retain high quality staff in the context of rapidly changing labor markets. Finally, in relation to systems, the study looks into one specific aspect of public service delivery, namely the extent to which states have introduced e-Governance systems and used these effectively to enhance the business environment. A benchmarking exercise was conducted in each of the key aspects studied. A specific aim of the study was to identify examples of good practice within the region which might be replicable in other EU8 countries. This study reviews the direction of administrative development in the first two years of EU membership in the EU8 and includes a review of general trends in administrative development as well as a benchmarking exercise for a sample of states on selected criteria that illustrate capacity for public management innovations. In recent years, many countries, both developed and developing, have engaged in a process of decentralization of health service delivery and/or other functions of the health system. In most cases, decentralization has been adopted to improve accountability to local population, efficiency in service provision, equity in access and resource distribution, or to increase resource mobilization. Ghana has a long history of local government, going back to pre-independence times of the nineteenth century. By 1859 Municipal Councils were established in the major coastal towns of the then Gold Coast. Native Authorities, Councils and Courts were also established to administer law and order under the indirect authority of the colonial government; the limitations of this system was repeatedly put forward in the 1930s and 1940s, and reforms were introduced in 1951 by the Local Government Ordinance (Ahwoi 2010). The government has embarked in a decentralization policy since independence, which was strengthened and amplified by the local government act of 1993 and other legislations. The trade of goods and services and the inflows from Foreign Direct Investments (FDI) represent large proportions of their Gross Domestic Products (GDP), especially in English Speaking Caribbean (ESC) countries. Therefore, the proper functioning of the channels that connect them to the rest of the world, including customs offices, is essential to the performance of their economies. This note shows that, despite integration into the world economy, customs performance in the Caribbean countries is comparatively low. This note presents data from the Customs Assessment Trade Toolkit (CATT), which provides empirical evidence that processes do not meet adequate standards in terms of speed, predictability and transparency. This inconsistency is partially explained by the lack of an effective complementarity between the use of Information and Communication Technologies (ICT) systems and the actual operational practices. The tax-at-a-glance provides an overview of the tax policy and tax administration system as well as main trends in tax reform for each Europe and Central Asia (ECA) country. In the ECA region, two historic transitions since 1990 (a political transition from totalitarianism toward democracy and an economic transition from socialism toward free market systems) required a fundamental change in the role of the state, from controlling virtually all major economic assets to providing public goods and facilitating a largely privately-owned competitive economy. This change in the role of the state required a major downsizing and reorientation of public spending and a complete overhaul of tax policy and administration. Open Data initiatives are transforming how governments and other public institutions interact and provide services to their constituents. They increase transparency and value to citizens, reduce inefficiencies and barriers to information, enable data-driven applications that improve public service delivery, and provide public data that can stimulate innovative business opportunities. As the gatekeepers of official statistics, National Statistics Offices (NSOs) produce many datasets that could typically comprise the foundation of an Open Data program. They may also have relationships with other data producing agencies in the national statistical system and have expertise in dealing with the many technical and data quality issues attendant in publishing data. In short, they are extremely well placed to make a valuable contribution to Open Data initiatives. Despite these advantages, NSOs do not always feature prominently in government-sponsored Open Data programs and they may be missing an important opportunity to expand the use and re-use of the data they produce. The goal of this working paper is to better understand the opportunities and challenges that Open Data presents to NSOs and to identify what steps and solutions are needed to enable NSOs to play a valuable role in national or sub-national Open Data initiatives.

This operation will support the VAT Improvement Program to assist the National Board of Revenue (NBR) in streamlining and modernizing Value Added Tax (VAT) operations and establishing an integrated VAT Management System for the purposes of implementing the new regime. The primary focus of the program is to prepare the administration to be able to administer the new VAT, which is to be introduced in July 2015. The new VAT Act, 2012 provides for a modern VAT scheme based on few exemptions and self-assessment. The Act provides the legal basis for the new VAT administration, and the impetus for a shift from manual to automated and modernized core tax business processing. Approved for public release; distribution is unlimited.; The Administrative Sciences (AS) Department of the Naval Postgraduate School (NPS) is placing an increasing emphasis on keeping departmental expenses at minimum levels requiring the AS Department to carefully monitor a large number of complex financial accounts. It becomes necessary to develop a Financial Management Information System that would result in improved management of financial assets, better use of clerical skills, and more detailed, accurate, and up-to-date reporting within the AS Department. Based on the requirement analysis and prototypes performed by previous work, this thesis develops and implements a personal computer-based Management Information System for the Management of the many funding accounts controlled by the Administrative Sciences Department. The central objective was to integrate accounting transactions performed in several different offices, currently using different software programs, into a single all-encompassing Management Information System. The system was written using dBASE IV and is currently operational.

This thesis documents the organization, functions, and operation of the legislative liaison offices of the three military departments and provides evidence regarding congressional perceptions of these offices. The legislative liaison offices of the military departments are examined and compared using an organizational model based on legislative liaison in other executive branch offices. Special attention is given to the division between liaison with appropriation committees and all other defense-related committees of Congress. This thesis was written in part to serve as a reference on legislative liaison for Administrative Science courses MN 3172 (Public Policy Processes) and MN 3301 (Systems Acquisition and Project Management). It is also germane to courses on legislative liaison and public affairs under development by the National Security Affairs Department.

Medicine has changed in recent years. Medicare will all of its rules and regulations, worker's compensation laws, managed care and the trend toward more and larger group practices all contributed to the creation of an extremely structured regulatory environment which in turn demanded highly trained medical administrative assistants.^ The researcher noted three primary problems in the identification of competencies for the medical administrative assistant position: A lack of curricula, diverse roles, and a complex environment which has undergone radical change in recent years and will continue to evolve. Therefore, the purposes of the study were to use the DACUM process to develop a relevant list of competencies required by the medical administrative assistant practicing in physicians' offices in South Florida; determine the rank order of importance of each competency using a scale of one to five; cross-validate the DACUM group scores with a second population who did not participate in the DACUM process; and establish a basis for a curriculum framework for an occupational program.^ The DACUM process of curriculum development was selected because it seemed best suited to the need to develop a list of competencies for an occupation for which no programs existed. The coverage of social assistance in Vietnam is expected to expand over the coming years in line with Government plans for further strengthening social security. This raises the question of whether the governance and administrative arrangements for social assistance at all levels are sufficiently robust to handle a larger program. This note provides a rapid assessment of the arrangements for delivering Vietnam's main social assistance program, social assistance under Decrees 67 and 13, and proposes options for further strengthening in the short and medium term. It aims to make a timely contribution to the ongoing policy discussions about strengthening social assistance as part of the implementation of the Social Security Strategy 2011-2020. The note reflects findings from visits to Ha Giang Province and Ho Chi Minh City in July 2010. Despite strong beliefs that property titling and registration will enhance credit access, empirical evidence in support of such effects remains scant. The gradual roll-out of computerization of land registry systems across Andhra Pradesh's 387 sub-registry offices allows us to combine quarterly administrative data on credit disbursed by all commercial banks for an eleven-year period (1997-2007) aggregated to the sub-registry office level with the date of shifting registration from manual to digital. Computerization had no credit effect in rural areas but led to increased credit-supply in urban ones. A marked increase of registered urban mortgages due to computerization supports the robustness of the result. At the same time, estimated impacts from reduction of the stamp duty are much larger, suggesting that, without further changes in the property rights system, impacts of computerization will remain marginal.

The Bulgarian labor market has suffered from the economic crisis, and cyclical unemployment has turned into structural unemployment. The labor market crisis is amplified by demographic change as the young and skilled labor force emigrates, aggravating a skills mismatch. Vulnerable groups are served by up to five different agencies, depending on the type of services required: the (1) public employment service; (2) social assistance agency; (3) national security institute; (4) ministry of education; and (5) national and territorial expert medical commissions. Cooperation between the labor offices, the social assistance directorates and municipalities is focused mainly on administrative functions and rule enforcement, rather than on labor market inclusion and promotion. We abstracted the records of patients from general surgeons' offices in Winnipeg to compare waiting times from charts (i.e., the gold standard) with waiting times using administrative data. The administrative data method relies on physicians' billing data to identify a visit to the surgeon preoperatively to mark the start of the waiting time. There was no difference between waiting times using patient records versus administrative data. The study supported the use of administrative data to monitor waiting times.

This dissertation consists of three quantitative papers addressing contemporary issues in health policy. The first paper draws on a survey of 2,678 adults from the United States and four European countries to assess demand for a hypothetical early medical test for Alzheimer's disease (AD). Overall, 67% of respondents reported that they would be "very" or "somewhat" likely to get the test if it were available. Through logistic regression analysis, we find that interest was higher among those worried about developing AD, with an immediate blood relative with AD, and who have provided care for AD patients. Knowing that AD is fatal did not influence demand, except among those with an affected blood relative. We expect that a test becoming available could precipitate the creation of a large constituency of asymptomatic, diagnosed adults, affecting a range of health policy decisions. The second paper utilizes Current Population Survey data to explore state-level Medicaid enrollment rates among eligible parents between 2003 and 2010, focusing on the interaction of race and ethnicity and political ideology.
