In this paper, we present the status of identity management systems and e-learning standards across Europe, in order to promote the mobility and the sharing of contents and services in higher education institutions. With new requirements for authentication, authorization and identity management for Web applications, most higher education institutions implement several solutions to address these issues. At the first level, the adoption of directory Servers like LDAP, Active Directory and others, solve some problems of having multiple logins and passwords for authentication. The growing of Web applications like Learning management Systems, portals, Blogs, Wikis, and others, need a more effective way of identity management, providing security and accessibility. Web Single Sign-On (SSO) resolves some of these issues of identity management, because the authentication is managed centrally and the user can navigate through different Web applications using the same session. This paper investigates and reports the status of identity management systems and e-learning standards across Europe for promoting mobility, collaboration and the sharing of contents and services in higher education institutions.The creation of identities federation across Europe has been under discussion by TERENA (Trans-European Research and Education Networking Association) to provide a service federation like the EDUROAM WIFI network that permits the mobility across Europe. This paper reports on some of the issues highlighted in the light of recent developments. It is revealed that it is crucial to create identity management fedeartion to provide for ease of mobility and facilitate collaboration and sharing information amongst staff and students in higher education.

Atualmente tem crescido o uso de aparelhos móveis com mais de uma interface de rede para o acesso à Internet, caracterizando em parte as Redes de Próxima Geração (NGN). Outras características da NGN são o acesso sob demanda, no qual o cliente de acesso não seria, necessariamente, usuário de um único provedor e usaria a rede de outros provedores conforme a necessidade, e o gerenciamento de handover (trocas de rede) centrado no usuário, no qual o usuário é quem decide à qual rede vai se conectar e em que momento. Existem algumas implicações relacionadas ao acesso sob demanda que podem melhorar ou piorar a experiência de acesso do usuário e causar certos impactos relacionados à vazão recebida, valor gasto, número de handovers, entre outros. This systematic review and meta-analysis of effectiveness trials comparing multicomponent behavioural weight management programmes with controls in overweight and obese adults set out to determine the effectiveness of these interventions implemented in routine practice. To be included, interventions must have been multicomponent, delivered by the therapists who would deliver the intervention in routine practice and in that same context, and must be widely available or feasible to implement with little additional infrastructure or staffing. Searches of electronic databases were conducted, and augmented by screening reference lists and contacting experts (November 2012). Data were extracted by two reviewers, with mean difference between intervention and control for 12-month change in weight, blood pressure, lipids and glucose calculated using baseline observation carried forward. Data were also extracted on adverse events, quality of life and mood measures. Although there were many published efficacy trials, only eight effectiveness trials met the inclusion criteria. Trust Management is a growing problem in large corporations today. In industries like financial services, firms need to comply with constantly changing regulations, security requirements and business policies. Information technology is often the backbone of the processes that are regulated by such policies. Traditionally fine-grained Trust Management has been attempted by embedding policies within business logic of silo software applications. This practice leads to high total costs of ownership, minimal interoperability, potential security vulnerabilities and low management visibility into policy specifications and enforcement, which complicates compliance challenges with regulations like Sarbanes Oxley. This thesis makes several new contributions. First, it evaluates trust-policy related applications in the overall financial services industry that can benefit from rule technologies. A second contribution is proposing SCLP RuleML, an emerging semantic web rule language, for representing trust policies (SCLP = The Situated Courteous Logic Programs knowledge representation). Donor grants and soft loans have been utilized by many microfinance institutions (MFIs) to support their operations. However, such grants and loans, already of limited size and availability, are becoming harder to access as the pool of global MFIs grows. Another option for MFIs is tapping international capital markets, international loan and security markets, but there are many barriers to this practice. This paper studies how MFIs and the poor who are seeking capital to foster their entrepreneurial spirits can overcome these barriers to access international capital markets and meet the growing micro finance demand. First, this paper establishes the degree of linkage between MFIs and international financial markets by reviewing the present funding condition of MFIs. It concludes that purely commercially based funding from capital markets is minimal except for some of the best managed MFIs. A huge gap exists between most other MFIs and international capital markets. Second, this palper studies the microfinance investment potential by analyzing the returns of one microfinance investment fund. ENPO is an organization employing 48,000 staff and operating a network of more than 9,000 access points (of which 3,500 post offices, 6,500 agencies, of which 1,500 are currently active). A commercial entity with management autonomy, ENPO is primarily a provider of basic financial services. Other services are mail (regular and express), parcels and Government services. Postal financial services, with three main business lines (savings, payments and giro services) and 15 million savings accounts, generate around 50% to 60% of ENPO s total revenue, and occupy an estimated 15% of ENPO s staff. The Pacific island countries depend heavily on bilateral aid. Much of this aid is provided by distant water fishing nations in exchange for cheap access to the Western and Central Pacific tuna fishery. In this paper we examine the strengths and weaknesses of state-supported Customary Marine Tenure (CMT) systems in two independent Melanesian states in the context of burgeoning commercial and subsistence fisheries. Both Papua New Guinea and Solomon Islands can be categorised as “weak states” where access by foreign-owned fishing companies to state-owned resources (e.g. tuna) is typically easy to obtain by bribing the relevant politicians and bureaucrats at national and/or provincial level. By contrast, access to near-shore fishery resources necessitates negotiation with the landowners of adjacent coastal zones, and this in itself can provide some level of resource protection. However the expansion of markets and rapid increases in populations in the region are exerting pressures on subsistence and commercial fisheries that are already creating significant problems. In the Solomon Islands the recent collapse of the state in a militia coup has also meant that any escalation in marine resource piracy is likely to proceed unchecked and indeed in many cases unnoticed and unreported. The opening of the fixed telephony, mobile and data communications markets to competition, in conjunction with the subsequent reduction and elimination of entry barriers have allowed new telecommunications operators to launch their operations and develop. While traditional telecommunications business models required large amounts of money to be raised up-front in order to finance huge investment in network infrastructure, new business models are based on new entrants obtaining access to incumbents’ “essential facilities” through interconnection and access agreements. In this paper, we analyze the costing methodologies adopted for pricing interconnection and access services in Brazil, and the regulatory challenges associated with setting cost-based access prices in telecommunications networks taking into account the technological uncertainty, demand uncertainty and the move to a full-service broadband (IP) network.

Web Based Social Networks (WBSNs) are well-known applications which are used by thousands of people worldwide. However, privacy issues, and access control in particular, cannot be disregarded. WBSNs consist of users who upload data to be shared with other users and the management of who is able to access to the uploaded data is a subject to study. In this respect, this thesis focuses on four aspects. First, WBSN users have to specify their privacy preferences in a fine-grained way. Second, WBSN data is not usually related to a single user, who uploads it and who is considered the owner, but to multiple users who are referred to as co-owners. Then, access control has to be managed preserving the privacy of both, owners and co-owners, such that all their privacy preferences are satisfied without restrictions. Thirdly, the great quantity of WBSNs forces users upon being enrolled in many of them, though being access control management a cumbersome task. Lastly, users upload data to WBSNs and providers store it and may use it for unnoticed or unauthorized purposes. In this paper I intend to focus on women’s role in the development process in Papua New Guinea, in particular, what I think has contributed to the neglect of women’s traditional roles and their knowledge in, for example, agriculture and resource management in development projects. I want to suggest some alternative methods that may eventually contribute to the inclusion of women in decision-making and the planning of projects that so far have focused primarily on men. Nowadays, development projects are usually preceded and accompanied by a gender awareness analysis, and there has been a growing focus on women’s productive roles and the integration of women into the national economy. However, in the final stages of project planning, development planners and donor agencies still seem to remain ignorant of, or refuse to acknowledge, indigenous social and economic structures. I would argue that the reason why they fail to understand indigenous structures, and the roles that men and women play in the local society, depends on which model is applied in the gender awareness analysis. O artigo discute indicadores para avaliação da política educacional municipal produzida por partidos de perfis antagônicos no cenário brasileiro, priorizando dimensões quantificáveis nos âmbitos do acesso, gestão e financiamento da educação que possam expressar efetividade objetiva da política educacional no ciclo de uma gestão, (FIGUEIREDO, A. M. C.; FIGUEIREDO, M. F., 1986). A discussão é parte de pesquisa documental de fontes indiretas nacionais e de fontes diretas de duas administrações municipais. O levantamento refere-se ao ciclo da gestão 2001-2004; a pesquisa de campo foi realizada entre 2005 e 2007. Os indicadores propostos são aplicados em uma administração do PT em Londrina e PFL em Curitiba.
