Este estudo busca propor uma análise do fenômeno de desmatamento ilegal da Reserva Legal, objetivando compreender os fatores que condicionaram o baixo enforcement exercido pelo Estado acerca do cumprimento das regras de conservação da Reserva Legal instituídas pela Lei nº 4.771 de 15 de setembro de 1965 e suas alterações (Código Florestal). Para tanto, foi necessário conhecer o estado da arte dos trabalhos científicos que abordam assuntos relacionados ao desmatamento ilegal da Reserva Legal, enfatizando pesquisas realizadas na Amazônia Legal, em particular no Estado de Mato Grosso, e ao mesmo tempo entender o ambiente institucional de criação e construção das regras de conservação da vegetação nativa dentro da propriedade rural, sobretudo a Lei 4.771 de 15 de setembro de 1965 (Código Florestal). Essa Tese pretende oferecer uma contribuição ao debate sobre economia política regional e urbana no Brasil ao explorar as relações entre o Estado, as instituições e as escalas geográficas na produção e regulação do desenvolvimento espacial desigual no país. Introduction : This chapter forms part of a larger project examining governance ‘beyond the regulatory state’. Governance has been defined in a variety of ways in both official and secondary literatures. In this chapter the ‘age of governance’ is conceived in terms of recognizing the dispersal of capacities and resources relevant to the exercise of power among a wide range of state, non-state and supranational actors. An analysis in which governance is no longer seen as the exclusive prerogative of the nation state presents a challenge to the literature which argues that the last years of the twentieth century witnessed ‘the rise of the regulatory state.’ (Majone 1994). In this chapter three core assumptions of the regulatory state movement are scrutinized using theoretical and empirical literatures which challenge one or more of these central ideas: regulation is instrumental in character; the state is necessarily central to regulatory governance; state law is a central instrument of regulatory governance. For about two decades, peace and conflict research has been discussing the emergence of “New Wars”. Despite the global theses that can be deduced from the concept of New Wars, the discussion remained a theoretical debate merely supported by case-study evidence or evidence from comparative case-study designs. Systematic tests of deduced hypotheses have not been conducted. The few existing quantitative analyses on this matter remain limited to single dimensions of New Warfare and/or resort to conflict data that do not include or only incompletely cover New Wars (i.e. they do not capture non-state fighting, wars in failed states or conflicts in countries that lack international recognition). In order to close this gap, this study relies on new conflict data (covering the missing category of non-state/sub-state armed conflict) to explore whether the incidence and the significance of non-conventional (non-state) internal fighting are indeed increasing, to investigate whether non-conventional (non-state) fighting tends to occur in more fragile states where certain conflict resources are produced more often, whether it lasts significantly longer than conventional (state-based) internal fighting and whether it is carried out by a significantly larger number of violent actors whose nature (e.g. their level of organization) also differs as well as the kind of violence they apply. Not believed to be a CIVINS (Civilian Institutions) title.; The reactor considered in this study is the Pennsylvania State University TRIGA Reactor (PSTR) with a modification to include a rotating reactivity pulsing mechanism rather than a pneumatically operated transient reactivity rod. The reactivity pulsing mechanism was proposed by Kenney (17), independent of a similar design proposed by Whittemore (37). The reactivity pulse is produced by absorber material mounted on a circular disk rotating in the centerline plane of the reactor. The disk is assumed to have a radius equal to the radius of the reactor core and to extend into the reactor so that the disk edge is tangent to the reactor centerline. In order to study the pulsed behavior of the PSTR, a digital computer program was developed which may have practical use beyond this report. (from the introduction)

Coordenação de Aperfeiçoamento de Pessoal de Nível Superior (CAPES); This study was conducted to investigate the production of lignocellulolytic enzymes and sugars by the fungus Ganoderma lucidum during solid state fermentation (SSF) using primary sludge (PS) and wheat straw (WS) as substrates at different concentration ratios. For fungal growth on SSF, 20 g of each blended substrate was added to Erlenmeyer flasks, which were autoclaved and maintained at room temperature prior to inoculation, whereas for submerged fermentation (SF), flasks containing 25 mL of potato dextrose broth (PDB) were used as standard to check the differences between both methods of growth, and then all flasks were incubated at 25 degrees C in the dark, during 8 and 16 days. Sodium dodecyl sulfate-polyacrylamide gel electrophoresis analysis from the protein extract obtained from solid state fermentation strongly suggested that G. lucidum could produce lignocellulolytic enzymes to degrade primary sludge and wheat straw. Among the sugars, the production of xylose and mannose was disturbed by adding primary sludge. With the addition of primary sludge, high glucuronic acid content was observed. The state-owned enterprise (SOE) landscape has become increasingly diverse. There used to be some relatively well-defined criteria, but with the growing complexity of state participation in the economy, there is no longer a uniform definition, and especially because the definition of a SOE has always been country-specific. SOE reforms can have major positive impacts not only by reducing fiscal risks by decreasing hidden subsidies, direct transfers, and overstaffing, but also by strengthening competition and developing capital markets. SOE reforms in developing countries began in the 1960s because of the poor performance of many of the SOEs. The reform movement sought to strengthen the internal capacity of SOEs. To enrich the discussion about possible avenues for performance-enhancing SOE reforms, this report presents the main principles of good governance of SOEs with references to the Organization for Economic Co-operation and Development (OECD) guidelines on corporate governance of SOEs (OECD 2005). This document is divided into six parts: (1) an effective legal and regulatory framework for SOEs; (2) the state as an owner; (3) equitable treatment of shareholders; (4) relations with stakeholders; (5) transparency and disclosure; and (6) the responsibilities of the boards of SOEs.

The lecture was delivered on 21 March 2012; Depictions of ships of church and state have a long-standing religious and political tradition. Noah’s Ark or the Barque of St. Peter represent the community of the saved and redeemed. However, since Plato at least, the ship also symbolizes the Greek polis and later the Roman Empire. From the fourth century 'the Constantinian era' on, these traditions merged. Christianity was made the state religion. Over the course of a millennium, church and state united in a religiously homogeneous, yet not always harmonious, Corpus Christianum. In the sixteenth century, the Reformation led to disenchantment with the sacred character of both church and state as mediators indispensible for religious and secular salvation. The alleged immediate relation of the individual to God led to a diverging of state and church in a long and conflictual process. Depictions of ships became of a denominational character. They mirrored conflicts over religious domination, the relationship between state and church and key dogmas. They strove to reassure the viewer of his allegiance to the respective faith and confessional state; at the same time, they tried to mobilise against the other denomination and its confessional state. Erste Aufgabe und Zweck des Staates ist der Schutz seiner Bürger. Das umfasst vor allem die Gewährleistung existenzieller Sicherheit. Dazu bedarf er umfassender Macht und ist gleichwohl in dieser Macht beschränkt. Um diese faktische Schranke zu überwinden, benötigt der Staat das Recht. Das Recht richtet das Verhalten der Normadressaten am Willen des Staates aus. So gelingt es dem Staat im Wesentlichen seine tatsächliche Machtbeschränkung zu überwinden und für Rechtssicherheit zu sorgen. Diese Situation ist für die Privatisierung -- also den Rückzug des Staates aus bisher von ihm betreuten Lebensbereichen -- von großer Bedeutung. Denn dadurch kann der Staat, absichtlich oder unabsichtlich, auch solche Bereiche aus der Hand geben, die die existenzielle Sicherheit seiner Bürger betreffen oder die Rechtssicherheit beeinträchtigen. Das zeigt, dass eine Privatisierung zu einer empfindlichen Beeinträchtigung der Staatsgewalt führen kann. Die Folge einer Privatisierung darf nicht die Schwächung, sondern muss die Stärkung des Staates sein. The High Court's decision in Mabo created an opportunity to settle the question of land justice and provide for the protection of Indigenous rights and interests . In the judgment, the Court acknowledged the pre-existing rights of Indigenous Australians in land or waters, which subsequently provided the imperative and legal tools for Indigenous people to have their land rights recognised. Parliament responded to the decision by enacting the Native Title Act 1993 (Cth) in order to provide a framework for the recognition of Indigenous rights and interests in land. The legislation institutionalised the current processes that are in place and has enabled the states to assert a dominant role in the resolution of native title claims . State and territory governments have implemented a range of strategies to rationalise their participation in mediation and maintain their control over native title negotiations. In particular, the state will not agree to enter into mediation until it is satisfied that the claim meets the evidentiary requirements of the NTA and case law through a connection report. This requirement is often articulated in policy documents that are set out as "guidelines", "frameworks" or "requirements" for preparing connection reports. A public finance management (PFM) law is still not in place, even though a draft was prepared more than three years ago. The purpose is to assess the PFM system performance of Jonglei State in South Sudan. This report feeds into a Country Fiduciary Risk Assessment (CIFA) along with a South Sudan Public Expenditure Financial Accountability (PEFA) assessment country procurement assessment report being prepared by a World Bank team on Republic of the Republic of South Sudan (GRSS's) procurement system, using the OECD-DAC assessment methodology, and with PFM diagnostics study on three other state governments. The CIFA will include an action plan for implementing PFM reforms. This PEFA is focused on the State Government of Jonglei.
