O objetivo deste trabalho é analisar dos novos arranjos produtivos encontrados na indústria automobilística brasileira - o consórcio modular e o condomínio industrial. Essas novas configurações envolvem novas formas de relacionamento entre montadoras e fornecedores: no condomínio industrial, fornecedores de primeiro nível constroem instalações próximas às plantas da montadora, em alguns casos no mesmo terreno, de onde partem entregas de componentes ou subconjuntos em esquema just in time ou just in time seqüenciado. No consórcio modular, os fornecedores de primeiro nível e a montadora operam sob um mesmo edifício, e toda a montagem do veículo é realizada pelos fornecedores - ou "parceiros". A montadora não possui mão-de-obra direta e os investimentos são compartilhados. Discutimos, neste trabalho, os "comos e porquês" de tais arranjos: que lógicas levam ao surgimento dos consórcios e condomínios; que produtos e empresas fornecedoras são escolhidos como participantes; que vantagens e desvantagens podem ser obtidas para montadoras e fornecedores. O processo de reestruturação produtiva em curso desde os anos de 1990 provocou profundas transformações no mundo do trabalho, que resultou em um grave quadro de desemprego no Brasil, sob o neoliberalismo. Os anos de 2000 viram os empregos retornarem sob as políticas desenvolvimentistas governamentais. Em ambos os momentos da ocupação da força de trabalho, a qualificação foi apontada como um problema que atinge a classe que vive do trabalho: no país faltam trabalhadores qualificados no quadro de alta do desemprego, responde pelos seus elevados índices; no quadro de alta do emprego, responde pelas dificuldades de contratação. In this paper we analyse the recent evolution and determinants of real wages in Mexico’s manufacturing sector, using theories based on the assumption of imperfect competition both in the product and in the labour markets, especially wage-bargain theory, insider-outsider and mark-up models. We show evidence that the Mexican labour market does not behave as a traditional competitive market. The proposed explanation for this fact is that some workers benefit from advantages when compared with others, so that they can get a greater share of the proceedings of the productive process. Also, we find that changes in the degree of competition in the market for output influence the behaviour of real wages.

Includes bibliography; The success of global policies and strategies aimed at training for productive work depends to a large extent on the level of development of basic skills among the work force and, likewise, training costs will vary according to the level of general preparation of those entering on the process. In view of the close relationship between the structure of the school system, the development of basic skills and actual training, different options are available for attempting to resolve imbalances between training for productive employment and previous basic education. These range from expanding and upgrading formal education to hiring persons with a low level of education and compensating for their weaknesses through training, with a number of variants that lie somewhere between those two alternatives. Our conclusions, based on the available information, are that training cannot replace basic education, that the process of technological change goes hand in hand with an increased demand for workers with a high level of education, that substituting training in specific skills for good basic education is not the most efficient option, and that one of the favourable effects of primary education is that it facilitates after-school training. This paper investigates the relationship of household income with child labor. The analysis uses a rich dataset obtained in the context of a conditional cash transfer program in a poor region of Nicaragua in 2005 and 2006. The program has a strong productive emphasis and seeks to diversify the work portfolio of beneficiaries while imposing conditionalities on the household. The author develops a simple model that relates child labor to household income, preferences, and production technology. It turns out that child labor does not always decrease with income; the relationship is complex and exhibits an inverted-U shape. Applying the data to the model confirms that the relationship is concave when all children (8-15 years of age) are included in the sample. Expanding the analysis by stratifying the sample by age and gender shows that the relationship holds only for older children, both genders. The author investigates the effect of the conditional cash transfer program on child labor. The results show that the program has a decreasing effect on total hours of work for the full sample of children. Disentangling labor into two types - physically demanding labor and non-physical labor - reveals that the program has opposite effects on each type; it decreases physically demanding labor while increasing participation in non-physical (more intellectually oriented) tasks for children.

The paper reviews labor market developments in the transition economies of Europe and Central Asia. It argues that the scarcity of productive job opportunities and the growing labor market segmentation are the two main labor market problems facing the transition economies. In the European transition economies the lack of jobs has led to persistent open unemployment. In the Commonwealth of Independent States (CIS) it has led to hidden unemployment (underemployment and low productivity employment). Unemployment in the European transition economies is supported by the developed social safety net. In contrast, in the CIS for most workers unemployment is not an affordable option. They either stick to their old, unproductive jobs in unrestructured enterprises, or work in the informal sector, or resort to subsistence agriculture. Thus, underemployment in the CIS is a mirror image of unemployment in the European transition economies. Accordingly, the high employment-to-population ratios in many CIS countries do not necessarily signify favorable labor market performance. Instead they often indicate delayed enterprise restructuring, the maintenance of unsustainable jobs in uncompetitive firms, and the existence of a large informal sector as an employer of last resort. The biggest challenge in terms of jobs in Central America is to create better conditions to stimulate more productive job creation in the context of a rapidly growing labor force. Overcoming this challenge will contribute to reducing poverty, inequality and social exclusion which are so entrenched in the Central American countries. To achieve this goal, Central America needs to address a two-pronged policy. First, the region must implement policies that help farmers and workers to move up the value chain, which means in some cases diversify the production structure by increasing the share of industry and services, and in other cases, it should improve the technological content and knowledge of existing activities to make them more productive (for example, agriculture). The paper is organized as follows: Section II describes the origin of the recent growth of the region and its impact on the labor market. Section III discusses the challenges of human capital faced by the region, and Sections IV and V provide governments with policy options for consideration.

Non-Farm Enterprises in Rural Africa : New Empirical Evidence

Although non-farm enterprises are ubiquitous in rural Sub-Saharan Africa, little is yet known about them. The motivation for households to operate enterprises, how productive they are, and why they exit the market are neglected questions. Drawing on the Living Standards Measurement Study -- Integrated Surveys on Agriculture and using discrete choice, selection model and panel data estimators, this paper provide answers using data from Ethiopia, Niger, Nigeria, Malawi, Tanzania, and Uganda. The necessity to cope following shocks, seasonality in agriculture, and household size can push rural households into operating a non-farm enterprise. Households are also pulled into entrepreneurship to exploit opportunities. Access to credit and markets, household wealth, and the education and age of the household head are positively associated with the likelihood of operating an enterprise. The characteristics are also associated with the type of business activity a household operates. Rural and female-headed enterprises and enterprises with young enterprise owners are less productive than urban and male-owned enterprises and enterprises with older owners. Shocks have a negative association with enterprise operation and productivity and a large share of rural enterprises does not operate continuously over a year. This paper presents findings from the impact evaluation of the Economic Empowerment of Adolescent Girls and Young Women (EPAG) project in Liberia. The EPAG project was launched by the Liberian Ministry of Gender and Development in 2009 with the goal of increasing the employment and income of 2,500 young Liberian women by providing livelihood and life skills training and facilitating their transition to productive work. The analysis in this paper is based on data collected during two rounds of quantitative surveys in 2010 and 2011, the second of which was conducted six months after the classroom-based phase of the training program ended. Strong impacts are found on the employment and earnings outcomes of program participants, relative to a control group of non-participants. The EPAG program increased employment by 47 percent and earnings by 80 percent. In addition, the impact evaluation documents positive effects on a variety of empowerment measures, including access to money, self-confidence, and anxiety about circumstances and the future. This Poverty and Social Impact Analysis (PSIA) explores the distributional effects of a package of fiscal reforms initiated by the Government of Jamaica and supported by the World Bank under the programmatic fiscal sustainability Development Policy Loan (DPL) series. The DPL series supports improved budget and debt management in order to reduce the debt overhang and create additional fiscal space for productive public spending, including social expenditures. Turkey's economic performance during the 2000s is a global success story; high-income status is now within reach but this will require creating more and better jobs. Upgrading the skills of the current labor force is crucial for creating more and better jobs. The Turkish Employment Agency (ISKUR) plays a leading role in upgrading the skills of jobseekers and facilitating their access to productive employment by providing vocational training and other employment support services. The increasing importance of ISKUR vocational training prompted the government to commission the present study to evaluate its impact and to identify ways to enhance it. The study evaluates the main type of ISKUR's vocational training courses at a particular point in time, and thus it does not take into account recent reforms. The global restructuring of production has led to increasingly precarious working conditions around the world. Post-industrial work is characterized by poor working conditions, low wages, a lack of social protection and political representation and little job security. Unregulated forms of work that are defined as “irregular” or “illegal”, or in some cases “criminal,” are connected to sweeping transformations within the broader regulated (formal) economy. The connection between the formal and informal sectors can more accurately be described as co-optation and, as a subordinate integration of the informal to the formal. The city of St. Catharines within Niagara, along with much of Ontario’s industrial heartland, has been hard hit by deindustrialization. The rise of this illegal service is thus viewed against the backdrop of heavy economic restructuring, as opportunities for work in the manufacturing sector have become sparse. Esta dissertação tem como objeto as Comissões de Conciliação Prévia. As Comissões de Conciliação são uma esfera privada de composição dos conflitos individuais do trabalho, organizadas e geridas pelos Sindicatos. Foram criadas com o objetivo de desafogar a Justiça do Trabalho e modernizar o sistema nacional de regulação das relações trabalhistas no Brasil. Elas se inserem no movimento mais geral de flexibilização dos direitos trabalhistas deflagrado no Brasil a partir dos anos 1990. A hipótese considerada é a de que as políticas e a ideologia neoliberal, o processo de abertura da economia e a reestruturação produtiva criaram um campo fértil para a flexibilização das relações de trabalho, e que isso só contribuiu para a retirada de direitos e para a precarização do trabalho. Nesse sentido, entende-se que as Comissões de Conciliação Prévia têm o objetivo de enfraquecer a regulação pública do trabalho, conferindo às empresas uma maior autonomia na determinação das condições de contratação, uso e remuneração da força de trabalho. A pesquisa teve como objetivo analisar a natureza das qualificações profissionais, as redes sociais e o mercado de trabalho no setor da Construção Civil, mais especificamente, no subsetor Edificações Habitacionais. Partimos do pressuposto de que o setor é portador de uma especificidade no que diz respeito ao processo de trabalho, marcado por contingências que induzem a uma grande variabilidade, flexibilidade e, sobretudo, a uma descontinuidade do processo produtivo, o que traz como conseqüência uma elevada instabilidade. Tais especificidades se articulam e se alimentam de fluxos particularmente complexos e instáveis de mão-de-obra, as quais se caracterizam por uma lógica de extrema flexibilidade. This dissertation is primarily concerned with two major issues: 1/ Is growth really sustainable in the "long-run". 2/ What are the consequences for growth of imperfect competition. Chapter 1 explores a simple model of endogenous growth in an overlapping generations framework when labour supply is made endogenous. If leisure and consumption are substitutes, the economy experiences multiple equilibrium paths. If leisure and consumption are complements, then production remains bounded, although endogenous growth is possible and socially desirable. In chapter 2, instead of assuming that local public goods only affect the utility of consumers as is usual, we assume that they are purely productive. The implications of this assumption are analysed within standard dynamic growth models where all factors are mobile. We show that the decentralisation of the first-best is more demanding than usually. In chapter 3, we propose a strategic model of imperfect competition with endogenous growth and endogenous market structure. Assuming increasing returns at the firm level and heterogeneity on the labour market, short-run efficiency can be maximised under monopoly. This article intends amplifying the debate toward labour market’s changes since 1980. Under the aim of the increasing productivity and competitiveness of the enterprises in the context of globalized economy, I analyze during the last years of the XX Century the stiff competition, the companie’s strategies of rationalizing the production and the Brazilian labor market’s flexibilization process. We conclude, as other specializes studies on these theme, that the flexibilization of the labour relations do not generate jobs, on the contrary, labour conditions in general got worse, the unemployment enlarged and it is clear that a re-new social contract between capital and labor is need.; Este artigo pretende ampliar o debate sobre as transformações no mercado de trabalho desencadeadas no final do século XX, analisando a exacerbação da concorrência, as estratégias de racionalização produtiva das empresas e o movimento de flexibilização do mercado de trabalho no Brasil, o qual segue a tendência internacional de desestruturação dos sistemas nacionais de regulação das relações de trabalho, com o objetivo de aumentar a produtividade e a competitividade das empresas frente à globalização econômica.
