This work is an approach to some problems and challenges to a contemporary social construction of knowledge from some paradoxes generated around the concepts of knowledge, information, culture and information society. The article proposes to think over problems about a common sense concept which is that the technologies would automatically release the man from repetitive work and would allow the access to information and knowledge. In this sense, it points out to the importance of cultural mediation and information activities in the field of Information Science.

This is an Accepted Manuscript of an article published by Taylor & Francis in Journal of North African Studies. It is available at http://www.tandfonline.com/doi/full/10.1080/13629387.2014.975665#abstract; Since 2011 the intersection between media and civil society organisations (CSOs), both of which have bloomed in Tunisia, has become a powerful source of support for the development of citizen-run (or associative), community-based radios. In identifying three critical areas in which civic media and NGOs are translating social programmes to strengthen concepts of citizenship through cooperative action - information provision, advocacy and education - this study argues that they are contributing to the development of a strong new media space in the form of citizen radios. These, often web-based broadcasters, provide opportunities, particularly for youth in both provincial and urban areas, to develop capacities as producers, consumers and story subjects, offering them new tools to experiment with blogging, citizen journalism, social messaging and identity building. The partnership of these two sectors provides significant benefits in terms of funding provision, democracy promotion and capacity building, although, it is argued, they can also place limits on the independence and future growth of these citizen radio platforms. The message...

This paper reports an investigation on the perceptions of military Policemen on entering Police Force; the people's image concerning the police job; the polemic aspects of the relationship between police and society; the suggestions for improvement of the Police Corporation. ; Based on the movieThe Social Network, directed by David Fincher, which portrays the founding of social networking website Facebook, the article analyzes the success it has achieved not as a result of the intelligence and opportunism of Mark Zuckerberg, its founder, but the ways by which it provides users experiences which go hand in hand with contemporary society, marked by neoliberalism and globalization. This article intends to make clear the significance of social movements in the building of a real democratic society and State in Latin America. In the first part, a brief critical review of the thought of Hegel, Marx, Lenin and Gramsci, about the relation between the civil society and the State, allows us to identify where the movements are within the social dynamics. In the second part, it is shown as the Latin-American social movements work up the subordinate social segment´s identity in order to have them free to demand their democratic representation related to their interests before the State and political parties.

The article explores some Brazilian typical society-environmental interaction patterns and the symbolicalconcepts of Nature related to it. The study was oriented in three directions – cultural, historical andeconomical. In a cultural point of view, it considers the relationship between the social-cultural systemand attitudes concerning nature. Using a historical approach, it considers the connection between theconcepts of Nature and the national state construction process, as well as the notions of national identityand memory. Finally it analyzes resource appropriation patterns related to the economical occupation ofthe Brazilian territory. The conclusions lead to evidence that some relation patterns and attitudes haveprevailed for a long period of time. They show that one can see that in the Brazilian society-nature relationshipthere is a counter point between two ways of regarding Nature – an enchanted and a modernway, which can mean new possibilities of understaning environment and for political formulation in that area.; O artigo explora os padrões de interação com o meio ambiente que se verificam na sociedade brasileira, bem como as concepções simbólicas de natureza a eles vinculadas. This article examines the concept of ecosystem, its implications to other areas of society in light of thetheoretical and scientific development that has taken place in the last years from a new and integratedperspective. In order to do this, the ecosystem movement based on a holistic connotation associatedwith the development of general systems theory as a method for possible and adequate solutions toproblems involving the study of the earth and its relationship with economics, nature and society werereviewed. Starting from the classical and unidimensional scientific point of view that favors reductionism, the paper suggests the need to change ways of interpreting the world while adding light and value todifferent variables like uncertainty, diversity and complexity. In addition, practical ways to articulatethe ecosystemic, holistic and theoretical approaches in a perspective which includes the human being aspart of nature and its relationships are also discussed. In this respect the obstacles and principles of theintegrated ecosystem, the challenges, the multi and interdisciplinary approaches, and concerns related tothe subject are highlighted in addition to pointing out methodological elements necessary for this pointof view to operate in the ambience of projects for integrated resources management (IRM).; Este trabalho examina e analisa o conceito de ecossistema...

http://dx.doi.org/10.5007/1807-1384.2014v11n2p229This article aims to undertake a reflection on the ups and downs of Postmodernity, considering the dynamics of social change wrought in their context and the modification of the parameters of sociability of the postmodern man, seeking to relate them to a practical, multicultural and especially effective conception of the human rights. In Postmodernity, a growing power of the social actors and emancipation from the traditional structures become evident. The space occupied by the traditional modern structures is reduced daily. The individual is becoming less controlled by the tradition and the convention, the modernization requires from them more information, education and democratization, what allows a criticism of the reality and a reflection on himself. The identities aren’t bound exclusively to the conflicts between capital and work but, but are closely linked to the conflict “emancipation X oppression”. These diverse emancipations are precisely the expression of the Postmodernity. The society can’t stand a linear, homogenizing, monocentric cultural view. The legal-positive and formalistic conception of the fundamental rights aren’t sufficient to the new society. The human rights must be faced as fruit of our social practices and human relations...

This paper examines two competing views that have been put forward about the East German third sector. One view sees the third sector in East Germany as an expression of civil society, rooted in an emerging democratic culture, and based on a broadening social participation. According to the other view, the East German third sector is largely an extension of West German organisations that, in the process of “peaceful colonisation,” created “organisational shells” without a corresponding “embeddedness” in local society. The paper suggests that the way the policy of subsidiarity has been implemented in Germany may help account for such competing interpretations: subsidiarity has created tendencies toward a bipartite third sector, with each part differing in size, scope and financial structure. One part is relatively well funded and state-supported, the other characterized by small organisations and membership orientation. The unification process has amplified these tendencies, which, in the context of public austerity budgets, are having repercussions on the system of financing non-profit organisations as a whole. Thus, compared to other countries in Central and Eastern Europe the emerging third sector in East Germany is unique.

On September 19 2003, following weeks of concerted mobilisation, mobile phone subscribers in Nigeria took the unprecedented step of switching off their handsets en masse. The consumers took this symbolic step in protest against perceived exploitation by the existing GSM phone companies. Among other things, they were angered by allegedly exorbitant tariffs, poor reception, frequent and unfavourable changes in contract terms, and arbitrary reduction of credits. That action has continued to reverberate across the wider social pool in the country. At issue is a series of critical questions, which the protest helps bring into focus- how useful, or reliable is technology as an instrument of social activism? How is (mobile) technology shaping the democratic momentum in Nigeria, and indeed the rest of the African continent? And significantly, how useful is technology as a mechanism for the socio-economic empowerment of ordinary citizens? Using the boycott and the attendant fallouts as backdrop, this study provides a number of tentative answers. It argues that the boycott ought to be appraised, first, in the context of existing mistrust between customers and transnational big business in Nigeria; and second, against the background of difficult state-society intercourse which has mostly been characterised by the latter's suspicion of the state's connivance with the corporate establishment. Furthermore...

Palavras-chave inclusão digital; lan houses; políticas públicas; mercado; sociedade da informaçãoAbstract The idea that the unequal distribution of technology increases economic and social inequalities is increasingly accepted. However, most of the public policies for digital inclusion emphasize the availability of technological devices, without taking into account other skills required for their use and other policies essential for overcoming inequality. In the 1980s Latin America made a radical break with the model of development that had been pursued by most countries on the continent for the last fifty years and implemented a new development strategy, defined along neo-liberal lines. These changes have taken place under conditions of increasing globalization, e.g. they had to be realized increasingly within globally defined parameters and structures. The relationship between the state, the market and civil society was redefined. The traditional structures of interest representation of groups and classes, their legitimacy and effectiveness underwent significant changes in many countries. In this article we will explore the nature of these changes and their consequences for state reform and the relation to problems of national development. We will do so in a comparative perspective, including experiences from South East Asia. The debate about the relationship between state, market and civil society has received a new impetus from the 2008 crisis of the international financial system and the widely spread criticism of the workings of the market capitalism that it has generated. For Latin American development the conclusions of this debate and their possible translation into concrete policies are of the utmost importance.

In this article, I examine critically the culture versus human rights debate, and the crucial role and tactics of civil society organisations, drawing on insights from transnational advocacy networking, in the struggle to extend human rights to vulnerable people with reference to the trokosi practice in Ghana. This trokosi system turns virgin girls into slaves of the gods to atone for crimes committed by their family members. Theoretically, universal human rights must take precedence over any demand for cultural rights. In practice, however, the actual enforcement of human rights laws that conflict with other cultural values and practices can be more messy and complex than it is often conceptualised. Essentially, universal human rights accommodate, recognise and promote cultural rights; however, the latter ends at a point where its observance is likely to result in the violation of the fundamental human rights of others. I conclude that, although the call for cultural pluralism and the need to celebrate and respect the diversity of cultures sound legitimate, this demand cannot be allowed to trump the minimum package of the fundamental human rights that protect human dignity, wellbeing and integrity within the context of human rights protocols that state parties already have ratified. Yet...

Venturing to speak the biblical language of the kingdom of God, with its distinct covenantal intensity, in the context of a South African society in transition from paternalistic power structures to liberal democratic structures is not easy. How should the language of the kingdom of God be spoken in a society that demands 'non-intrusive' and 'politically correct' speech without - in the process - rendering the intense intentionality of its covenantal roots to that of a speech without zeal? Having to face the daunting task of 'translating' kingdom language into a type of language that suits the present-day context without sacrificing or diminishing its powerful intentionality demands the development of a new sensitivity. Such a sensitivity is required to incentivise the accommodation of the dimensions of truthful, authoritative and authentic communication in spoken language. In this research article, the implications of the speech act theory, as pioneered by scholars such as J.L. Austin and J. Searle, are utilised to identify possible markers for such a venture. Insight into the locutionary, illocutionary and perlocutionary dimensions present in speech acts is indicated as a relevant starting point for attempting to obtain a more comprehensive and perspective-rich understanding into speaking the language of the kingdom of God in a way that fits the present South African context.

Tradition is an ubiquitous yet in the main veiled question in the annals of Psychology in Society (PINS) and critical psychology. The traditions I have in mind are what might be provisionally be referred to as "African traditions". Critical psychology seems to be comfortable with neglecting doing some self-examination on its African traditions or absence thereof. In this article I thus reflect on PINS's and critical psychology's knowledge traditions, including our intellectual ancestry, and their dis/connections to Africa. I suggest that we might want to ask ourselves questions such as what, for whom is, and why a critical psychology, in a recently liberated society, on this continent, today, if it is not simply and mainly opposed to mainstream psychology. I contend that it is important within the context of imperial and colonial knowledge that marginalises thought from the global South for critical psychologists to account for their own traditions, not only others' traditions, and link to critical African thought from beyond our borders.
